Dear BCSAA Members,

Where has the year gone! I am proud to say the association has been hard at work
and accomplishing some great things. We know that each of you have been busy preparing your properties for turn and leasing up for fall, but make some time to join us in
the coming months for an event or two!
In the second quarter of 2012 our Board of Directors attended the TAA Board Meeting and Education
Conference in San Antonio. Our local board got the opportunity to visit with members from around the
state and discuss many important topics. With the impending Texas Legislative session TAA will be monitoring filled bills for anything that may impact our industry. BCSAA does have an assigned longtime TAA
legislative committee member, Janie Nash-Burnett, who will be representing our interests in Austin and
joining in on legislative meetings as the year progresses. Additionally, for the upcoming TAA Board of Directors cycle I will be serving TAA as a Regional Vice President and making a place for BCSAA to have a
presence at the state executive committee table.
During the last few months the association has also hosted the second of its Manager Round Table
Luncheons, an Independent Rental Owner lunch, and a well attended general membership meeting
hosted at La Riviera Restaurant. Our committee chairs, office staff and myself truly appreciate your participation in these function and hope that you found them beneficial. Please do not hesitate to let
Sharon, our Executive Director, know if you have a topic that might be of particular interest to our members at a future function. Many of these events are offered more than once per year so please watch our
calendar and join us!
BCSAA also received yet another accolade for our 2011 “Night of Fire,” but this time on the national
level. This event was submitted for the National Apartment Association’s Paragon Award and selected as
a recipient of this prestigious honor. BCSAA accepted the award at NAA’s annual convention in Boston
on June 26, 2012.

BCSAA’s Janie Nash Burnett, AIT, CAPS, CPC, selected as
one of TAA’s Leadership Lyceum Class Candidates for
2012-2013
Candidates are nominated by their local apartment associations, and selected
participants attend three quarterly half-day leadership sessions that are held
in conjunction with TAA’s Board of Directors meetings.
The three class sessions include: The ABCs of Association Management,
Planning Education and Community Services and Public Advocacy.
TAA’s Leadership Lyceum program is modeled on successful local programs
in Houston, Lubbock and Tarrant County, as well as the National Apartment
Association’s Lyceum program.
Janie has been a member of BCSAA since 2004, serving as Secretary, Treasurer, Vice President and
President (all 2 yr terms) and currently serving as Vice President. Janie volunteers countless hours to
multiple BCSAA committees. She is currently serving on the TAA Board of Directors, TAA’s Education
Committee, Local Leadership Council and as an alternate on TAA’s Legislative Committee.
Class members will graduate from the program during TAA’s Education Conference in April 2013. Upon
graduation, Janie will be the second BCSAA member to have completed the lyceum program. Chad
Hovde, who is currently serving as President of BCSAA and a Vice President @ Large for TAA, graduated from TAA’s inaugural class of 2011. Congratulations, Janie.
The Face of Northgate & Surrounding Areas of College Station are Changing

717 University - Campus Acquisitions is developing a new, mixed-use building within walking distance of
Texas A&M University campus at the highly desirable corner of University and Church in College Station,
Texas. The project is proposed to be a 16-story, 440+ bed upscale building. The project is expected to break
ground in April 2012 and be ready for occupancy come August 2013.
The Stack, a five-story apartment complex. That project will accommodate more than 400 residents,
have an underground parking garage and feature 5,000 square feet of retail space on the bottom floor.
Construction is scheduled to begin in the summer, opening in the Fall of 2013.
The former Plaza Hotel - located @ Texas Ave & Univ. Dr. will be replaced with 603 student housing
units, totaling over 1,900 beds along with 60,000 sq ft of retail space.
Campus Village - previously opened Phase 1 with 194 units w/approx 770 beds. Phase 2 will open August 1, 2012 with 444 beds.
Cottages of CS - Phase 1 has 830 beds, opening Fall 2012. Phase 2 will open in Fall of 2013 and will
have approx 1180 beds.
U Club Townhomes - 160 doors w/640 beds, opening Fall 2012 located at Marion Pugh & Holleman
Dr
Campus Pointe will be located on 70 acres on the northeast corner of University & South College Avenue and 10 acres on the northwest corner of the intersection of South College and Cross St, in College
Station on Candy Hill and Brazos sites. In addition to 320 total units of multifamily housing, project
will have retail, convention center, hotel, restaurants and parking garage .

About BCSAA
The Bryan College Station Apartment Association
(BCSAA) was formed in 1973 and operates as a nonprofit trade organization. BCSAA serves nine counties in
the Brazos Valley. Those counties are: Brazos, Burleson, Grimes, Leon, Madison, Milam, Robertson, Walker
and Washington.
The purpose of BCSAA is to provide educational opportunities, legislative representation and services to owners, managers and staff of the rental housing industry.
BCSAA also provides a forum for product and service
companies to gain exposure and network with potential
and current customers. Membership of the BCSAA is
comprised of rental housing owners, managers, supervisors, property management firms, locator services,
builders, developers, and product and service vendors.
Currently there are over 350 members representing
more than 29,000 rental units.

The Independent Rental Owner Professional (IROP) designation program is offered to the rental owner who manages their personally-held multifamily property
or properties. The independent rental owner serves several roles in property
management, public relations specialist, administrator, chief financial officer,
marketing director and operations manager. Independent rental owners who take the IROP course will learn the many
business practices of professional property managers and can now earn the IROP designation after completing the
course of study and passing the online exam. With the help of other independent rental owners who devoted their time
and expertise to this program, you will receive an "insider's view" of property ownership and management practices.

Earning the IROP Designation:
Independent rental owners who complete the IROP course can now earn the IROP designation/certificate by taking a 65question, multiple choice online exam.
• To obtain a CAM designation you must: have worked in the apartment industry for at least 12
months (to be obtained during the candidacy period for CAM); successfully completed the nine
courses listed below (which total 55 ½ hours) as well as a Community Analysis project; and
meet all examination requirements within 24 months of declaring your candidacy for CAM.
CAM Courses
• Management of Residential Issues – This course covers: customer service, occupancy
management, security, emergency management, operations technology and resident relations.
This course is 9 hours.
• Legal Responsibilities – This course covers: Equal Employment Opportunity (EEO), OSHA
and hazardous materials, lease and evictions and vendor contracts. This course is 6 ½ hours.
• Human Resource Management – This course covers: employment law, employment practices,
payroll administration, training and supervision and termination. This course is 9 ½ hours.
• Fair Housing – This course covers: Fair Housing laws, people with disabilities, advertising and
Fair Housing, Fair Housing complaints, management practices and government housing. This
course is 5 ½ hours.
• Marketing – This course covers: introduction to marketing, conducting market research,
promotional marketing, onsite marketing and the marketing plan. This course is 4 ½ hours.
• Property Maintenance for Managers – This course covers: team building, the onsite
manager’s role, exterior maintenance, interior maintenance, preventive maintenance and
maintenance safety. This course is 5 ½ hours.
• Risk Management – This course covers: minimizing risks to residents, minimizing risks to staff,
handling emergencies, liability and insurance. This course is 5 ½ hours.
• Financial Management – This course covers: investments, adding value to investments,
financial statements, budgets and property valuation. This course is 6 hours.
• Community Analysis – This course is a review of the elements required to complete a
comprehensive market and management analysis report, the CAM Community Analysis. This course is 3 ½ hours

To obtain a NALP designation you must: have worked in the apartment industry for six months (to be obtained during
the candidacy period for NALP); successfully completed the seven courses listed below (which total 25 hours), as well as
a Market Survey presentation; and meet all examination requirements within 12 months of declaring your candidacy for
NALP.
NALP Courses
Keys to Success in Leasing – This course covers: career prospects, characteristics of an effective leasing consultant, job responsibilities and goal setting, time management, teamwork, market knowledge and product knowledge. This course is 3 hours.
Leasing and the Internet – This course covers: the Internet, the online prospective resident,
sample online lead reports, maximizing online advertising; promoting a Web address, responding to Internet
leads, all about email and NAA National Suppliers Council Web sites. This course is 3 hours.
Leasing Demonstration and Resolving Objections – This course covers: leasing demonstration, product knowledge, preparing for a demonstration, feature-benefit-emotional appeal approach, Fair Housing implications in
demonstrating, closing, resolving objections and leasing signals. This course is 6 hours.
Legal Aspects – This course covers: an overview of basic Fair Housing laws, filing a Fair Housing complaint, prohibited practices, the Americans with Disabilities Act (ADA), Fair Housing testers, Equal Credit Opportunity Act,
criminal background checks, lead paint safe work practices, resident safety practices and emergency contact
situations. This course is 4 hours.
Rental Policies and Procedures – This course covers: handling rental policies and procedures, application verification, resident processing checklist, lease preparation and signing, the Law of Contracts, elements of lease
agreements, loophole free leases, the move-in process, resident relations and Fair Housing implications. This
course is 2 hours.
Telephone Presentations – This course covers: preparing for the Telephone Presentation, effective telephone
skills, active listening, telephone etiquette, objectives of the telephone contact, initial leasing questions and key
elements of a successful leasing presentation. This course is 3 hours.
The Leasing Interview and Qualifying Residents – This course covers: first impressions make a difference, understanding the prospective resident’s reason for moving, greeting the prospective resident, Fair Housing implications and conducting the leasing interview. This course is 4 hours.
The Market Survey Presentation – This course covers: a step-by-step completion of the Market
Survey Presentation, tips for preparation and presentation, and question and answers. This course is 2 hours.
