This organization has been a valued
link in the community of the Atlantic
region’s universities and research
laboratories since 1962, fostering
communication and collaboration at
all levels – from the undergraduate
student attending his or her first
scientific conference to the seasoned
researcher
needing
access
to
sophisticated
equipment.
The
Atlantic region is privileged to have
such a tool for cooperation.
As we look back over the road
traveled tonight, I hope we can also
envision the journey ahead: our
continuing path of science discovery
and teaching, supported by a
network of committed scientists and
educators.
Enjoy the evening of retrospective,
celebrate with those being honoured,
and join with me in committing
ourselves to many years of ongoing
success.

anciennement le CIPAS. Notre organisme
fait le pont entre la communauté
universitaire et les laboratoires de
recherche de la région de l’Atlantique
depuis 1962, favorisant la communication
et la collaboration à tous les niveaux,
qu’il
s’agisse
de
la
participation
d’étudiants de premier cycle à leur
premier congrès scientifique ou encore de
l’accès de chercheurs chevronnés à de
l’équipement à la fine pointe de la
technologie. La région de l’Atlantique est
donc choyée d’avoir un tel outil coopératif
à sa disposition.
Ce soir, alors que nous retracerons le
chemin parcouru, j’espère que nous
pourrons aussi imaginer celui qui se
profile à l’horizon, soit la poursuite de
notre engagement envers l’enseignement
des sciences et la recherche, soutenu par
un réseau de chercheurs et d’enseignants
engagés.

Richard Zurawski

Richard is a writer, documentary film
maker, meteorologist, television and
radio host, public speaker, PhD
student, and university lecturer, with
a special interest in science and
media. He has published three books
including most recently, Media
Mediocrity-Waging
War
Against
Science: How the Television Makes
us Stoopid!
Richard est écrivain, réalisateur de

In
celebration
of
the
50th
Anniversary, an anonymous sponsor
pledged
$1500
for
a
student
scholarship
fund,
which
was
augmented by other donors. Council
chose to award the scholarship in the
form of an undergraduate travel
award. From a large pool of
applicants,
three
exceptional
undergraduate students were chosen
to attend national or international
academic conferences. Selection was
based on academic record, the
student’s acceptance as a presenter
at the conference, the letter of
support from the supervisor, the
conference itself, and the overall
quality of the student's application
and experience.
Afin de souligner le 50e anniversaire de
Science Atlantique, on a créé un fonds
pour le financement de bourses pour
étudiants, grâce à la contribution de 1
500 $ d’un commanditaire anonyme.
D’autres donateurs ont ensuite enrichi
ce fonds. Le conseil de Science
Atlantique a décidé qu’il s’agirait de
bourses de voyage pour étudiants de
premier cycle. Ainsi, parmi toutes les
candidatures, on a retenu celles de trois
étudiants exceptionnels à qui la bourse
permettra d’assister à des congrès
universitaires
nationaux
ou
internationaux. La sélection était fondée
sur le dossier d’études, la présentation
ou non d’un exposé au congrès choisi, la
lettre de soutien rédigée par son
superviseur, le congrès choisi comme
tel ainsi que la qualité globale de la
candidature et de l’expérience de
l’étudiant.

Dr. William A. Bridgeo (BSc, St.
Francis
Xavier
University;
PhD,
University of Ottawa) joined the
Chemistry Department of Saint Mary’s
University on a part-time basis in
1954 and continued as a full-time
faculty member from 1963 until his
retirement in 1993. In 1967, he was
appointed as the University’s first
Dean of Science, and in this capacity
joined the Central Committee of
APICS.

Saint Mary’s was one of the seven
founding universities of the Atlantic
Provinces Inter-university Committee
on the Sciences, as it was originally
known. Dr. Bridgeo was involved in its
formative years, and as early as 1964
was a speaker at the second APICS
Science Education and Research
Planning Seminar.
As the first Dean of Science at Saint
Mary’s 1967-1977, Dr. Bridgeo was a
leader in the development of the
Faculty. He applied the same energy
and vision to strengthening the
structure of APICS during his term as
Chair, 1972-1975.

Upon election, Dr. Bridgeo’s first
action was to gather feedback from
members of the Central Committee
and Chairs of the Sub-Committees.
Over the next two years, the
Committee on Structure and Role
carried out extensive consultation that
resulted in two significant outcomes.
First, the objectives of APICS were
clarified. Adopted in 1975, they were
again reviewed in 2011 and found to
be relevant to the organization today.
The recommitment that member
institutions will adopt in honour of the
organization’s 50th anniversary is
based
on
these
same
objects
(included on the last page of this
program).
Second,
in
order
to
improve
communication between the SubCommittees
and
the
Central
Committee, in 1975 the Central
Committee was replaced with a
Council
comprising
not
only
institutional representatives, but also
representatives from each committee.
This governance model is still in use
today.
During Dr. Bridgeo’s term as Chair,
financial uncertainty troubled the
organization. In 1974, the Atlantic
Association of Universities (AAU),
which had been providing the office of
the Co-ordinator for several years,
passed a motion that APICS should
operate as an independent body. This
meant the loss of the office, including
administrative support, the operations
of which were about $25,000 per

Provinces
Higher
Education
Commission
(MPHEC)
was
established, and Dr. Bridgeo was able
to negotiate a one-time grant of
$50,000 for the continuation of
APICS. As a result of these major
changes to the funding of the
organization, it was decided that
member
fees
would
be
levied
beginning in 1976-1977 to meet the
cost of the Secretariat.
In addition to his active leadership as
Central Committee Chair, Dr. Bridgeo
was heavily involved in the Water
Resources Sub-Committee, including
serving as Chair 1971-1973. Almost
immediately
after
the
SubCommittee’s
establishment
in
November 1969, the first massive oil
spill on Canada’s east coast occurred
when
the
Arrow
grounded
in
Chedabucto Bay, on February 4,
1970. In March, the Sub-Committee
established working groups on water
resources research and oil pollution.
Dr. Bridgeo sat on both and as a
member of the former, took the lead
in compiling an inventory of water
resources research in Atlantic Canada.
He also served on a joint APICS-AAU
committee to consider the application
of computer technology in regional
universities and research institutions,
was a member of the Committee on
Federal
Support
of
University
Research which proposed ideas for
enhancing inter-institutional coastal
and maritime research, and was

Dr. Steven Smith, current Dean of
Science at Saint Mary’s University,
wrote in his nomination of Dr. Bridgeo
for the Members Hall of Fame:

consistent
support
and
contribution
to
APICS
(now
Science Atlantic) made by Dean
Bridgeo makes him a strong
candidate for the Science Atlantic
Hall of Fame.
We are pleased to recognize Dr.
Bridgeo as Emeritus Member of
Science Atlantic, instrumental in
weathering many changes during his
Chairmanship, and clearly dedicated
to research issues in Atlantic Canada.

BIOGRAPHIE
Dr. John F. Read has been selected
from a slate of exceptional candidates
as the Outstanding Member for 2012,
the inaugural year of the Science
Atlantic Members Hall of Fame.
John F. Read, PhD, a été sélectionné

Dr. Read (BSc, PhD, University of
Nottingham) was active in the
Atlantic Provinces Council on the
Sciences (now Science Atlantic) for
25 years, from 1966 to 1991. He first
joined APICS as a member of the
Chemistry
Sub-Committee.
From
1970 until 1991 he sat on the Central
Committee (now Council) as Dean of
Science for Mount Allison University,
and from 1977-1981 was Chair of
Council.
A physical chemist, Dr. Read taught
introductory, physical and quantum
chemistry for forty years at Mount
Allison. Dr. Robert Hawkes, the
principal nominator of Dr. Read (and
himself the inaugural recipient of the
APICS/
Canpolar
Science
Communication Award in 2000 and a
long-time contributor to Science
Atlantic), wrote in his nomination,
“Dr. Read was an innovative and

surprising that his most important
contributions to APICS, in my opinion,
were
in
the
area
of
science
education.” Dr. Read was a strong
supporter
of
undergraduates
throughout his career, and was the
principal author of 31 refereed
papers,

of
which
had
undergraduate
students
as
coauthors.
In keeping with his focus on science
teaching, Dr. Read hosted the first
APICS Science Education Seminar in
1980. Dr. Hawkes, new to the Mount
Allison faculty in 1980 and a
participant in the seminar, writes:
Now, more than three decades
later, I have attended countless
regional,
national
and
international meetings, but that
APICS science education meeting
had an optimism, a sense of
purpose and passion that I have
only rarely witnessed…. I know
that Dr. Read would credit a
number of others in playing key
roles in the organization of that
highly successful conference, but I
believe a large part of the credit
properly goes to him.
After the
seminar, a standing
committee on science education was
struck,
which
held
four
more
education
conferences
over
the
following 20 years. The last was held
in 2003, when a new organization,

rarement observés depuis. Je sais
que, si on le lui faisait remarquer, M.
Read soulignerait le rôle clé que bien
d’autres personnes ont joué dans
l’organisation de ce séminaire des plus
réussis, mais je crois que c’est bien en
grande partie à lui qu’on doit ce
succès.

Science Educators, was formed.
ACASE continues to host a similar
event.
The period of Dr. Read’s chairmanship
was a time of great activity and
change for APICS. Dr. Read’s work
advanced not only the mission of
APICS, but also addressed financial
and organizational challenges. The
late 70s was a time of financial
uncertainty for the organization. Due
to Dr. Read’s efforts, a presidential
commission was struck through the
Association of Atlantic Universities.
Upon concluding deliberations in
1978, the commission proposed a
funding formula to provide a 25%
increase over existing levels and
sponsored those fees themselves.
That funding formula continues to be
the basis for the current fee
structure.
Also during Dr. Read’s chairmanship,
1978-80 saw the revision of the
organization’s
constitution,
organizational structure and change
of name from the “Atlantic Provinces
Inter-university Committee on the
Sciences”
to
“Atlantic
Provinces
Council on the Sciences” to reflect the
broader membership, which included
government scientists and research
laboratories.
Dr. Read continued on Council for
another 10 years until he stepped
down as Dean at Mount Allison. He
went on to head the Chemistry

and Research) in 2004 until his
retirement in 2006. Today, Dr. Read
continues to contribute to educational
endeavours as President of the
Tantramar
Seniors’
College
and
President of the South East Regional
Adult Learning Board. He is also Past
Chair, Citizens Advisory Committee,
for the Dorchester Penitentiary and
Shepody Healing Centre.

The Young Scientist Award (The APICS/Fraser Medal)
1972-1987
The Young Scientist Award (later
known as the Young Scientist Prize
and finally as the APICS/Fraser
Medal) was established in 1972 to
recognize Atlantic Canadian scientists
of exceptional merit under 35 (later
40) years of age. Nominations
included
a
description
of
the
candidate's research, curriculum vitae
and list of publications, and the
support of five scientists in the
Atlantic region. The selection panel
was composed of five eminent
scientists residing outside the Atlantic
region. The award initially consisted
of an honorarium of $500 and a
medal
designed
by
Dr.
J.J.
MacDonald. The scientist receiving
the award conducted a lecture tour of
the Atlantic region.
In 1979, Dr. John Read, then Chair of
APICS, struck an agreement with
Fraser Inc., a pulp and paper
company based in New Brunswick, to
support the Young Scientist Award.
Known
thereafter
as
the
APICS/Fraser Medal for outstanding
achievement
in
science
and
engineering and consisting of $1,000
and a gold medal, the award became
nationally recognized as the most
prestigious
science
award
for
scientists working in the Atlantic
region.

In 1988, Fraser Inc. conducted a
company-wide reorganization, and in
1989 officially ended sponsoring the
Young Scientist Award. Attempts to
find another sponsor continued into
the 90s, but were unsuccessful.
Although the prize of $1000 was
significant for the time, it was the
winner’s costly regional tour that
comprised
the
bulk
of
the
sponsorship.

officiellement à sa commandite du

APICS/Northern Telecom Science Teaching Awards
1984-1989
The Power Utilities Science Teacher Awards
1990-1995
The APICS/Northern Telecom Science
Teaching Award was established to
honour Atlantic teachers at the
secondary and post-secondary level
for significant contribution in teaching
science, engineering and technology.
The intent was to recognize mature
individuals who not only had a
comprehensive knowledge of their
subject, but also were able to
communicate information on scientific
principles and the unknown in a
manner that inspired students to
higher achievement. Contributions to
education included course design,
curriculum development, innovative
teaching aids and methods, including
research. The award consisted of a
silver medal and cash prize of
$5,000.
In 1990, Northern Telecom ended the
funding
arrangement.
However,
significant effort was made to
negotiate the joint sponsorship of all
regional power utilities, and the
award was reconstituted in 1991 as
two awards: one each for a high
school teacher and a post-secondary
educator. The Power Utilities Science
Teacher Award was given until 1995;
