EXECUTIVE SUMMARY
McCormick Rankin Corporation, on behalf of the City of Mississauga and GO Transit is
undertaking the Preliminary Design and Canadian Environmental Assessment Act Screening for
the Mississauga Bus Rapid Transit project. As such, Ecoplans Limited has been retained to carry
out a Contamination Overview Study of the Bus Rapid Transit route, in order to identify
areas/properties with actual and/or potential site contamination. The Bus Rapid Transit route
consists of two sections. The first is the West Section which begins west of Winston Churchill
Boulevard and continues easterly to east of Erin Mills Parkway, a distances of approximately 3.0
kilometres. The second is the East Section begins west of Hurontario Street and follows
Highway 403 easterly to Cawthra Road, continuing east on Eastgate Parkway to Eglinton
Avenue West, terminating at Renforth Drive (a distance of approximately 10 kilometers).
Based on Ecoplans Limited evaluation of the data collected from the records review and study
area inspection, no sources of actual site contamination was identified within the study area.
However, land uses with the potential for site contamination were identified within the study
area.
The following areas of high potential are summarized below and are illustrated on Figures 3A
to 3D.
• Area 1 – The current location of a hydro substation at the intersection of Rathburn Road
and west of Hurontario. (Previous environmental studies have been completed on this
site); however the reports were not made available to Ecoplans. Contamination migration
from previous land use is a potential concern within the study area.
•
Area 2 - The commercial/industrial business activities conducted on the properties along
the north side of Eastgate Parkway from 250 metres east of Tomken Road to just west of
Dixie Road. Contamination migration from these business activities is a potential
concern within the study area.
•
Eastgate Parkway from south of Fieldgate Drive to Eglinton Avenue West.
Contamination migration from these business activities is a potential concern within the
study area.
•
Area 4 – Registered waste generators are registered for properties located at the
intersection of Spectrum Way and Skymark Avenue to the north of Eglinton Avenue
West. Contamination migration from these activities is a potential concern within the
study area.
•
Area 5 – The activities associated with the Petro Canada fuel service station located
south of Eglinton Avenue West and west of Centennial Park Boulevard. Contamination
migration is a potential concern within the study area.

Recommendation:
Ecoplans recommends that a subsurface investigation (i.e. boreholes) be carried out in the areas
of high potential for contamination identified in this report. The purpose of the subsurface
investigation is to ascertain the presence or absence of soil and/or groundwater contamination
associated with the land uses (discussed in Section 5.1.1.) in order to assess appropriate
management of excess materials to be generated during future construction work.
The following areas of moderate potential are summarized below and are illustrated on
Figures 3A to 3D.
•
Area 8 – Hydro substation located to the north of Eastgate Parkway and west of Tomken
Road. The activities conducted on this property have the potential for site contamination.
•
Area 9 - Oil Pipe Line Pressure Station located north of Eastgate Parkway and west of
Dixie Road.
•
Area 10 – Historical spill occurrences in Etobicoke Creek.
Areas not highlighted on the figures that are considered to have a moderate potential for site
contamination include:
•
The hydro corridor located within the study area – historical use of pesticides for
vegetation control.
•
The oil pipeline corridor located within the study area – potential for leaks/spills.
•
Land adjacent to existing roadways – current and historical use of road salt.
•
Shale bedrock – elevated concentrations of naturally occurring elements (metals).
Recommendation:
of moderate potential for contamination identified in this report with the exception of Area 10.
Since Area 10 represents a potential environmental concern associated with historical spill
occurrences in Etobicoke Creek, which could impact creek sediment on a relatively localized
scale, it would be prudent to investigate this area at a later date (i.e. during detailed design or
construction).
The purpose of the subsurface investigation is to ascertain the presence or absence of soil and/or
groundwater contamination associated with the land uses (discussed in Sections 5.1.2 through

5.1.5) in order to assess appropriate management of excess materials to be generated during
future construction work.
In light of the shale chemical characterization study completed by the MOE in 1998 (Section
5.1.5), which identified elevated concentrations of elemental metals, most notably, beryllium,
copper, cobalt and nickel in shale across Ontario, it is recommended that the above-noted
subsurface investigation should include a comprehensive chemical characterization of the shale
across the study area.
All other areas not highlighted indicate land use features considered to have a low potential for
site contamination. These areas are generally classified as open space, residential, or agricultural
areas that are not suspected of using chemical compounds harmful to the environment or human
health. No additional environmental investigations are recommended for these areas.

INTRODUCTION
McCormick Rankin Corporation (MRC), on behalf of the City of Mississauga and GO Transit is
undertaking a Preliminary Design Study and Class Environmental Assessment (Class EA) of the
Mississauga Bus Rapid Transit (BRT) project. The BRT route consists of two sections. The first
is the West Section which begins west of Winston Churchill Boulevard and continues easterly to
east of Erin Mills Parkway, a distances of approximately 3.0 kilometres (km). The second is the
East Section begins west of Hurontario Street and follows Highway 403 easterly to Cawthra
Road, continuing east on Eastgate Parkway to Eglinton Avenue West, terminating at Renforth
Drive (a distance of approximately 10 km).
As per the environmental component of the Request for Proposal (RFP) for the project, MRC is
required to identify and review actual or potential contaminated sites and identify appropriate
mitigation measures for future work. As such, Ecoplans Limited (Ecoplans) has been retained by
MRC to carry out a Contamination Overview Study (COS) of the BRT route (hereafter referred
to as the “study area”).
It should be noted that this COS is intended only as an initial assessment of actual and potential
contamination within the study area. It is based solely on the known current and former land
uses/activities within and surrounding the corridor. It should be stressed that the purpose of this
study is not to provide a full environmental liability assessment of actual or potential
contamination, and it does not constitute a Phase I Environmental Site Assessment (ESA) as
prescribed by the Canadian Standards Association (CSA) Standard Z768-01.
1.1
Project Objective
The principle objective of this COS is to identify areas/properties with actual and/or potential site
contamination, which may impact future design and construction.
For the purposes of this study, contamination is defined as a material or condition present in
soil, groundwater, surface water, air or buildings/structures that may have an adverse effect on
human health or the natural environment (e.g. soil, water, land and buildings).
1.2
Scope of Work
The scope of work undertaken for this study included the following tasks:
a) Records Review
• Review of Physiographic, Geological Maps and Reports – to identify the general
physiography and geology within and surrounding the study area in an effort to
understand the general fate of any actual or potential site contamination.

• Review of Existing Reports and Historical Records – to review any relevant
contamination information previously collected for the study area and surrounding
properties;
• Review of Aerial Photographs – to identify areas of potential concern within and adjacent
within the study area.
• Review of Ministry of the Environment (MOE) Data – to review any previously collected
information on former waste disposal sites, former coal gasification plants, Brownfield
Sites registered under the Environmental Bill of Rights Registry (EBR), O.Reg. 347
registered waste generators, and polychlorinated biphenyl (PCB) storage sites located
• Review of Private Source Data – to provide relevant information on private and retail fuel
storage tanks, automotive wrecking and supply facilities, waste disposal sites and
• Review of Municipal and Regional Data – to identify any potentially contaminated sites
located within the study area.
b) Study Area Inspection
• Visual Inspection - to identify those properties/areas that pose the potential for soil and
groundwater contamination, either based on their nature of operations/land use (e.g.
service stations, industrial areas) or by visual evidence of contamination (e.g. piles of
waste debris, surface staining). The inspection is limited to a non-intrusive roadside
inspection.
c) Reporting
• Compilation, Evaluation and Discussion of Key Findings - compilation, evaluation and
discussion of all information;
• Conclusions - concluding remarks on the presence/probability of actual or potential
contamination within the study area; and
• Preparation of a Factual and Concise Report - written documentation of the results into
a technical report.

PHYSICAL SETTING

The study area is split into two sections. The first is the West Section (BRT West, see
Figure 2A) which begins west of Winston Churchill Boulevard and continues easterly to east of
Erin Mills Parkway, a distances of approximately 3.0 kilometres (km). The second is the East
Section (BRT East, see Figures 2B to 2D) begins west of Hurontario Street and follows Highway
403 easterly to Cawthra Road, continuing east on Eastgate Parkway to Eglinton Avenue West,
terminating at Renforth Drive (a distance of approximately 10 km). The study area includes a
buffer of 50 metres (m) surrounding the BRT route. In November 2003, the MTO permitted the
use of the Highway 403 shoulder for authorized buses between Erin Mills Parkway and Mavis
Road, which connects the above noted sections. For the purposes of this report the study area
is considered to be oriented in a west-east direction.
Figure 1 illustrates the study area location and study limits. Figures 2A to 2D illustrate the west
and east sections of the study area in greater detail.
2.2
Current Land Use
According to the City of Mississauga Official Plan (December 2005), the study area is currently
a mix of “Residential (Low Density)”, “Business Employment”, “Parkway Belt West” and
“Industrial”. The majority of the land required for the BRT route is generally found within the
Parkway Belt West. This area is undeveloped with the exception of intersections, underpasses,
overpasses, and watercourse crossings. An Ontario Hydro transmission line runs west-east north
of Highway 403 and continues east, crossing over Etobicoke Creek and then heads north to cross
at the intersection of Highway 401 and Highway 427. A number of underground oil pipelines
are located adjacent to the hydro corridor and are found within the study area. These pipelines
are owned and operated by Consumers Gas, Imperial Oil and Trans-Northern Pipeline Easement,
Interprovincial Pipeline, and SUN-Canadian Pipe Line Company Limited, and are located within
their designated easement areas. Relocation of hydro towers and the oil pipelines may be
expected in some areas to accommodate the BRT route.
2.3
Surrounding Land Use
Adjacent lands found within the study area are residential, commercial and industrial. Lands
immediately adjacent to the study area are shown on Figure 2A through Figure 2D and are
described as follows:
East –
The study area is bounded to the east by Renforth Drive at Eglinton Avenue West and
further east is Highway 427.
West –
The study area is bounded to the west by the proposed Ridgeway Drive (west of
Winston Churchill Boulevard).

South –
The majority of the land use to the south of the study area is residential. Parkland is
located east of Mississauga Road, and east of Centennial Park Boulevard.
Commercial businesses are located east and west of Hurontario, southeast of Eastgate
Parkway and Eglinton Avenue West and east of Rakely Court.
North –
Residential properties dominate the land use to the north, including
parkland/agricultural field (east of Mississauga Road) and a small commercial plaza
west of Hurontario. East of Tomken Road is a commercial/industrial business area.
North of Eglinton Avenue West, east of Eastgate Parkway is an industrial business
area.
2.4
Topography and Drainage
The topography within the study area varies from approximately 138 metres above sea level (m
asl) to 172 m asl, and shows an overall change of elevation of 40 m. The lowest points are found
at watercourse crossings, and west of Dixie Road. Between Erin Mills Parkway and Winston
Churchill Boulevard, the ground surface elevation decreases from west to east from
approximately 172 m asl to 164 m asl. The intersection of Hurontario Street is at 160 m asl
decreasing to 145 m asl in the vicinity of Cawthra Road. The elevation gradually increases from
Eastgate Parkway to the eastern boundary of the study area, with a decrease around Little
Etobicoke Creek.
The BRT route crosses three notable watercourses including: Cooksville Creek, Etobicoke
Creek, and Little Etobicoke Creek. Credit Valley Conservation Authority (CVCA) is responsible
for the Cooksville Creek system. The Etobicoke Creek system and Little Etobicoke Creek are
administered by the Toronto and Region Conservation Authority (TRCA). The division between
the Conservation Authority districts occurs just east of Cawthra Road. A number of smaller
tributaries and creeks flow through the study area.
On a local scale, stormwater is likely conveyed to the surface watercourses described above, or
to roadside drainage ditches where it infiltrates into the subsurface or is discharged to storm
sewers.
2.5
Physiography
According to Chapman and Putnam’s “The Physiography of Southern Ontario” (1984), and the
Ministry of Natural Resources (MNR) Map 2226 “Physiography of South Central Portion of
Southern Ontario” (1972), the study area is falls within the physiographic region known as the
Peel Plain. The Peel Plain is a level-to-undulating tract of clay soils and covers an area of
approximately 777 km2. It is bounded to the north and south by the South Slope physiographic
region. Many rivers and streams drain this region, and swamps and bogs are not common.
Much of the Peel Plain has been modified by a veneer of clay and silt.

In general, contaminant migration will be greatest in areas of permeable soils such as sand and
gravel.
2.6
Geology
2.6.1
Quaternary Geology
Typical deposits found within the study area include clay till, with some bedrock and organic
deposits evident around the Credit River. Halton Till (Ontario-Erie Lobe) has been identified
within the study area and consists of silt to clayey silt tills. Around the intersection of Winston
Churchill Boulevard, Paleozoic shale bedrock is exposed at the surface. At the intersection of
Cawthra and Eglinton Avenue West and further east are glaciolacustrine deposits of silt and clay
with some sand. The thickness of the overburden within the study area is generally less than 10
m (MOE, 2001).
In general, silt and clay deposits will slow the migration of potential site contamination within or
surrounding the study area. Areas of sand deposits, primarily located east of Cawthra Avenue,
could have a larger influence on contaminant migration due to greater overall permeability.
2.6.2
Bedrock Geology
According to the Ontario Geological Survey (OGS) Map 2544 “Bedrock Geology of Southern
Ontario” (1991), the study area is underlain by the Queenston Formation of Ordovician Age.
This formation is dominated by shales, but also has thin interbeds of limestone and siltstone. The
bedrock elevation is approximately 120 m asl in the study area.
Due to the thickness of the overburden material within the study area, it is unlikely that
significant contaminant migration has occurred in the bedrock.
2.7
Hydrogeology
Groundwater is found in water bearing formations below the ground. Less permeable or
impermeable layers of material, called aquitards, may separate these water bearing formations or
aquifers. Aquitards restrict groundwater movement, most commonly between the shallow
aquifer and the surface; but also between the shallow aquifer and the deeper aquifer. The
shallow aquifer is usually perched, unconfined (i.e. not under hydrostatic pressure), limited in
areal extent, and generally reflects the surface topography. On the other hand, the deeper aquifer
is usually at depth, confined (i.e. under hydrostatic pressure/artesian conditions), regional in
extent, and does not generally reflect the surface topography.
2.7.1
Overburden Aquifer
Overburden aquifers likely exist within the study area where permeable deposits are located at or
near the surface. The most prevalent type of overburden deposit within and surrounding the
study area is discussed below.

Halton Till
The significant clay content of the Halton Till suggests that the till has a low permeability, and
that groundwater flow will be slow. Available groundwater in this till unit likely occurs in
fractures caused by wetting and drying, and in sand and gravel lenses. The frequency and size of
fractures will typically decrease with an increase in depth. Due to the generally fine-textured
composition of the Halton Till, and the predominance of paved surfaces, infiltration and recharge
is expected to be very low within the study area.
Halton Till has a high silt and clay content and therefore the overburden aquifer in this area
provides only limited water supplies, typically for domestic requirements only. Contaminant
migration within the overburden aquifer system is expected to be minimal.
3.7.2
Bedrock Aquifer
According to Singer et al (2003), the Queenston hydrogeologic unit is the main bedrock aquifer
within and surrounding the study area. This unit consists predominantly of shales and
limestones, and is generally regarded as a poor source of groundwater. The pore spaces in the
dense shales of this hydrogeologic unit have relatively poor interconnections, and do not readily
dissolve or fracture thus limiting its porosity, and effectiveness with respect to contaminant
migration.

RECORDS REVIEW
Ecoplans completed a comprehensive records review of the study area. The purpose of the
review was to collect available information on past activities that could have contributed to
actual or potential contamination.
3.1
Existing Reports
Ecoplans reviewed the following existing report and letter for background information and
indications of actual or potential site contamination:
Mississauga Transitway Environmental Assessment Report, City of Mississauga. Ministry of
Transportation. (July 1992)
•
A previous Environmental Assessment (EA) was completed by the Province of Ontario
for the Mississauga Transitway project and focuses on the environmental impacts of the
transitway to the natural environment. This assessment does not include any
documentation of site contamination or waste debris within the study area.
Ecoplans reviewed a report supplied by the City of Mississauga, entitled “Mississauga Highland
Club (former Scott Pit) – 2006 Monitoring Report”. However, upon review of the report it was
noted that the Mississauga Highland Club was located well outside of the study area.
Ecoplans was also informed by the City of Mississauga that an Environmental Planning Report
was available for a property located at southwest corner of the intersection of Hurontario Street
and Rathburn Road in the study area. However, this document was not made available to
Ecoplans at the time of reporting.
3.2
Historical Maps
Ecoplans retained Mr. Steve Haney of Ontario Genealogy Services to review the document,
entitled “Canadian Fire Insurance Plans in Ontario Collections: 1876 - 1973” (1995), for any
relevant historical fire insurance plans for the study area. The purpose of the historical plan
review was to identify aboveground storage tanks (ASTs) and underground storage tanks
(USTs), or historical land uses with the potential for soil and groundwater contamination. It was
found that there are no fire insurance plans available for the study area.
3.3
Aerial Photographs
Aerial photographs dated 1946, 1960, 1969, 1980, and 1988 from the National Airphoto Library
(NAPL) in Ottawa, Ontario, were reviewed for information about the land use on and adjacent to
the study area. In addition, satellite imagery was collected for 2003-2006, using Google Earth.

Based on the review, Ecoplans can infer the historical land use of the study area and surrounding
area. Table 1 includes detailed observations of each of the aerial photographs.
Summary of Findings
The history of the area shows that the majority of the land use was agricultural. Construction of
Highway 403 was started prior to 1980 and was completed in 1988. The land use surrounding
the study area has been developed. The future BRT route appears to remain undeveloped with
the exception of bridges for watercourse crossings, underpasses and overpasses, and the hydro
corridor.
3.4
City of Mississauga
Ecoplans completed a review of the records pertaining to the study area from the City of
Mississauga. The purpose of the review was to obtain information on properties located within
or adjacent to the study area that have the potential for site contamination. Based on the records
review it was found that one property with the potential for site contamination was located
within close proximity to the study area.
The property located at 1126 Fewster Drive, north of Eglinton Avenue West is an active Waste
Management Facility. The following summarizes the information provided by the City of
Mississauga pertaining to the property:
•
Environmental Site Screening Questionnaire and Declaration (April 2006) – based on
historical activities there is a potential for contamination on the property. ASTs and
USTs, sumps, drains and pits, designated substances and fill are located on the property.
The current use of the property is a waste management facility, and it was formerly a
recycling transfer station;
•
Phase I and II Environmental Site Assessment (March 2005) have been conducted on the
property and there are areas of known contamination. The property limits extend
westerly towards Little Etobicoke Creek;
•
Letter from Earth Tech – an Record of Site Condition has been filed for the property
(January 2007); and
•
An excavation of the underground storage tanks has been completed on the property.
Summary of Findings
The historical use of the property located at 1126 Fewster Drive represents a potential concern as
the southern property limits are approximately 75 m from the study area. There has been a
significant amount of wastes generated and stored on the property and contamination has been
documented as having migrated into the study area.

EcoLog ERIS Environmental and Historical Information
EcoLog ERIS is a national database service, which provides environmental information for

Environment Canada public records, and private sector records that provide information
pertaining to environmental liabilities associated with the property in question and the
surrounding area. Ecoplans requested that EcoLog ERIS search the following databases for the

3.5.1
Anderson’s Waste Disposal Sites (1930-2004)
This database was created to identify sites which are missing from the Ontario MOE Waste
Disposal Site Inventory and to correct site information in the MOE inventory. This databases
also identifies auto wreckers and scrap yards. This database was compiled for research purposes
and is not considered exhaustive.
The database was reviewed and based on the information provided no Anderson’s waste disposal

3.5.2
Anderson’s Automobile Wrecking & Supplies (2001 - May 2004)
This database provides a list of all known locations that are involved in scrap metals, automobile
wrecking, and auto parts and supplies industry. The inventory provides company name, location
and business type.

Ontario Regulation 347 Waste Generators Summary (1986-2004)
Ontario Regulation 347 of the Ontario Environmental Protection Act defines a waste generation
site as any site, equipment and/or operation involved in the production, collection, handling
and/or storage of regulated wastes. A generator of regulated waste is required to register the
waste generation site and each waste produced, collected, handled, or stored at the site. This
database contains the registration number, company name and address of registered generators
including the types of hazardous wastes generated. This information includes data from 1986 to
the most currently available data (i.e. 2004).
This database was reviewed and based on the information provided 101 waste generators are
located surrounding the study area, and 50 waste generators are located within the study area
(refer to Table 4 for additional information).
3.5.4
Ontario Inventory of PCB Sites (1987-2004)
PCBs are a man-made compound first manufactured in 1929 and used extensively until the late
1970s as a dielectric fluid in transformers, motor capacitors and lighting ballasts as well as in
high-temperature hydraulic systems and as a stable cutting fluid in machining operations.
Although current legislation prohibits the manufacture and sale of new equipment containing
PCBs (effective July 1, 1980), continued operation of equipment supplied before this date and
containing PCBs is still permitted. PCB equipment in commercial buildings would normally be
restricted to lighting and power distribution systems and in limited applications to pumps and
transformers. By definition, PCB waste is defined as any liquid and solid having PCB
concentrations greater than 50 parts per million (ppm), by weight (MOEE, 1993). The MOE
Waste Management Branch maintains an inventory of PCB storage sites within the province.
Ontario Regulation (O.Reg) 11/82 (Waste Management - PCB) and O.Reg 347 (Generator Waste
Management) under the Ontario Environmental Protection Act requires the registration of
inactive PCB storage equipment and/or disposal sites of PCB waste with the MOE.
This database contains information on: 1) waste quantities; 2) major and minor sites. This
inventory was reviewed and based on the information provided no Ontario PCB sites are located
within or immediately surrounding the study area.
3.5.5
Occurrence Reporting Information System (1988-2002)
This database identifies action, types and sources of spills and approximate locations of the
occurrences within Ontario. This information was reviewed and based on the records provided
24 occurrences are documented immediately surrounding the study area. However, only four
occurrences are located within the study area. Map key ORIS-1 is located north of Rakely
Court and ORIS-6 is located at the intersection of Eastgate Parkway and Tomken Road. Two
spill occurrences (ORIS-2 and ORIS-3) are noted to be located outside of the study area in
Etobicoke Creek; however the creek crosses through the study area. A strong oil sheen and
waste water discharge causing white foam was reported at this location. ORIS-22 and ORIS-24

are located on Highway 403 at the intersections of Winston Churchill Boulevard and Erin Mills
Parkway, respectively (see Table 2 for additional information).
3.5.6
Private and Retail Fuel Storage Tanks (1989-2005)
The Fuels Safety Branch, now known as Technical Standards & Safety Authority (TSSA),
maintains a list of all registered private fuel storage tanks since September 1989.
The database was reviewed and based on the information provided three private fuel storage
tanks are located immediately surrounding the study area and one is found within the study area.
The tanks associated with a fuel service station are registered at 5495 Eglinton Avenue (Petro
Canada), west of Centennial Parkway Boulevard, south of Eglinton Avenue West. This property
is a potential source of contamination (see Table 3 for additional information).
3.5.7
Waste Disposal Site Inventory (1970-2002)
The MOE Waste Disposal Sites Inventory provides the locations of all active and inactive waste
disposal sites in Ontario. This inventory was compiled in 1991 by the MOE. "Class A" sites are
those that are deemed to have the potential to impact human health because of the proximity to
human development; "Class B" sites are those that are deemed to have the potential to impact
mainly the environment.
The database was reviewed and based on the information provided one waste disposal site is
located within the study area. The waste disposal site (A210339) is registered to MacDermid
Chemicals Incorporated Company located at 4530 Eastgate Parkway (refer to Table 5 for
additional information). Contamination migration from this waste disposal site into the study
area is a potential concern.
3.6
Ministry of the Environment Data
3.6.1
Freedom of Information (MOE) Request
The MOE conducts searches of their internal records in response to the filing of a Freedom of
Information and Protection of Privacy Act (FOI) request for information pertaining to a property.
The FOI request will initiate a regulatory infractions search in addition to any reportable spills
occurrence(s). These searches consider any charges and/or convictions of owners or tenants of
the property as well as reportable spills.
Ecoplans requested records from the MOE for selected properties; chosen based on study area
observations and information provided by EcoLog ERIS. The findings are discussed below:
•
4530 Fieldgate Drive – A copy of the provisional certificate of approval (CofA) for a
waste management system and an amendment (1995). Copies of the former CofAs (1986
and 1990) for a waste management system.
•
5495 Eglinton Avenue West – No records have been received by the MOE to date.

4580 Fieldgate Drive – A generator registration number assigned to Frank’s Mechanical
Company in 1987, 1988, 1991 for waste naphtha petroleum (213-I) for cleaning oily
parts.

4444 Eastgate Parkway – Hazardous Waste Information Network (HWIN) records for
waste generator Aurora Photo Engravers (113-C, 132-L, 264-T). HWIN records for
waste generator Frank Mechanical Machining Service Ltd (212-L, 213-I, 251-L, 252-L).
HWIN records for waste generator Cooling Tower Maintenance Inc (252-L). CofA for a
waste management system for Polmaster Construction and Tile Ltd.
•
2800 Skymark Avenue – HWIN records for waste generator photo copy centre (264–L
and 264-T). HWIN records for waste generator dry cleaning facility (241-H). HWIN
records for waste generator of Alkaline Wastes (heavy metals). Approval records for the
construction of a McDonalds Restaurant.
These properties represent a potential concern for site contamination and/or contamination
migration into the study area.
In addition it was found that a former waste disposal site (X3055) is located approximately
500 m to the south of Eglinton Avenue West, east of Centennial Park Boulevard. A letter
received from the FOI Office states there are no available records for the site. The only known
information is that the site was closed in 1967 prior to the enactment of legislation in 1971
requiring the issuance of a CofA for the operation of a waste disposal site. According to the
Ministry Report “Waste Disposal Site Inventory (1991)”, this site was categorized as a Class A.
The MOE noted that additional information may be available for the site through the Regional
Municipality of Peel. Ecoplans requested additional information from the Regional Municipality
of Peel; however no response has been received to date. It should be noted that this site is found
to be at a sufficient distance (i.e. 500 m) to the south of the study area and does not pose a

3.6.3
Brownfield Environmental Site Registry
The Environmental Site Registry (ESR) is a publicly accessible database documenting any
Record of Site Condition (RSC) that has been filed with the MOE since the inception of the ESR
in October 2004. The RSC documents any environmental site assessment (i.e. Phase I and Phase
II ESAs), site clean-up, and/or site specific risk-assessment completed at a particular property.
This legal instrument is pursuant to O.Reg 153/04 of Part XV.1 of the Ontario Environmental
Protection Act.
According to the MOE Brownfield ESR one site is located within the study area, located at
1126 Fewster Drive. A RSC (Number 11506) was submitted in 2006 for the property (a former
Materials Recovery Facility). The land use of this property is industrial and a number of
previous assessments have been completed on the property, including a Phase I ESA and
Phase II ESA in March 2005. An Environmental Verification Program was completed in
December 28, 2006. There is a potential for contamination migration from this property into the
study area.
3.6.4
Coal Gasification Plant Inventory
This inventory of all known and historical coal gasification plants was collected by the MOE. It
identifies sites that produced and continue to produce or use coal tar and other related tars. This
information is effective to 1988, as the program has since been discontinued.
A review of the Coal Gasification Plant Inventory did not reveal any closed gasification plants
within or immediately surrounding the study area.
3.7
Treasury Board of Canada Secretariat
3.7.1
Federal Contaminated Sites and Solid Waste Landfills Inventory
The Treasury Board of Canada Secretariat created and maintains the Federal Contaminated Sites
and Solid Waste Landfills Inventory, which has been a publicly accessible database since 2002.
This inventory documents all known federal contaminated sites and solid waste landfills in
Canada. The federal government defines a contaminated site as "one at which substances occurs
at concentrations above background levels and pose or are likely to pose an immediate or long
term hazard to human health or the environment, or exceeding levels specified in policies and
regulations."

Based on the review of the inventory, Ecoplans did not identify any federal contaminated sites or
solid waste landfills within the study area.
3.8
Hydro One
The Ontario Hydro transmission line that travels through the much of the study area was
installed in the early 1960’s. Hydro One was contacted to find out the historical use of pesticides
within hydro right-of-way. A letter was submitted on December 3rd, 2007and a follow up email
was submitted on December 17th, 2007. At the time of this report a response has not yet been
received from Hydro One.
It should be noted that Ecoplans assumes that pesticides were likely used within the hydro
corridor to control plant and weed growth; and, therefore, may represent a potential concern

Underground Oil Pipeline
Ecoplans reviewed the property plans illustrating pipeline easements which supplied by the City
of Mississauga. It was found that four separate underground oil pipelines are located in the study
area. These pipelines are owned and operated by Consumers Gas, Imperial Oil and TransNorthern Pipeline Easement, Interprovincial Pipeline, and SUN-Canadian Pipe Line Company
Limited. Leaks and spills from the pipelines are a potential concern. Refer to Figure 3A to 3D
for the general location of the oil pipeline corridor.

STUDY AREA INSPECTION
Ecoplans carried out an inspection of the study area on October 19, 2007, and again on
November 28, 2007. The purpose of the inspection was to look for any visual indications of
actual or potential site contamination within the study area.
It should be noted that the inspection did not include any building inspections or comprehensive
exterior inspections of any of the properties in the study area. Therefore, any inferences
regarding the presence of actual or potential site contamination is strictly based on visual
observations from the roadside. Photographs documenting the inspection are presented in
Appendix A.
Results of the Study Area Inspection
Ecoplans did not identify any areas of actual contamination within the study area during the
inspection based solely on observations; however, the following land uses and/or features, which
may represent sources of potential contamination, were observed:
•
The study area for the BRT route is largely located within or adjacent to the Hydro One
corridor. The routine use of pesticides within the hydro corridor is suspected, in order to
control plant and weed growth. This may represent a potential source of contamination;
•
A hydro substation is located north of Eastgate Parkway, west of Tomken Road. There is
the potential for site contamination on this property based on historical activities.
•
Oil pipelines are located adjacent to, or within, the Hydro One corridor. The condition of
the oil pipelines and the potential for spill/leaks represent an concern;
•
The commercial/industrial business activities located along the north side of Eastgate
Parkway, from east of Tomken Road to just west of Dixie Road and along the west side
of Eastgate Parkway from south of Fieldgate Drive to Eglinton Avenue West, represent a
potential source of site contamination within the study area due to contamination
migration;
•
A fuel service station is located south of Eglinton Avenue West and west of Centennial
Park Boulevard (Petro Canada). There a potential for contamination migration into the
study area.
•
A dry cleaning facility (registered waste generator) is located at 2800 Skymark Avenue.
There is the potential for contamination migration into the study area.

KEY FINDINGS OF STUDY
Based on the results of the records review and study area inspection, Ecoplans did not identify
any areas of actual site contamination within or surrounding the study area; however, sources of
potential site contamination were noted. The areas identified are discussed in more detail in the
following sections.
5.1
Potential Contaminant Sources
5.1.1
Commercial/Industrial Land Use
Potential site contamination may exist within or surrounding the study area as a result of current
and historical industrial/commercial land uses. Below is a list of typical chemical compounds
associated with industrial/commercial activities and operations observed during the study area
inspection, and noted during the background information review.
•
Dry Cleaning Facilities – Volatile Organic Compounds (VOCs).
•
Fuel Service Stations – petroleum hydrocarbons, lead and acid, and compressed gases.
•
Industrial Facilities – solvents, petroleum hydrocarbons, heavy metals, and acids/bases.
•
Registered Waste Generators – petroleum hydrocarbons, solvents, compressed gases, and
hazardous solid, liquid and aerosol products.
•
Waste Disposal Sites – petroleum hydrocarbons, heavy metals, solvents, and miscellaneous
waste debris.
The fact that an activity or operation appears on the above list does not mean that hazardous
substances are used or stored on all sites occupied by that activity or operation, nor that the land
use will have hazardous substances present. The list merely indicates that such activities are
more likely to use or store hazardous substances; and there is a greater probability of site
contamination occurring than other uses or activities. Conversely, an activity or industry that
does not appear on the list does not preclude it from having a potential for site contamination.
5.1.2
Oil Pipelines
Oil pipelines exist within the study area, primarily along the north side of Highway 403 from
west of Winston Churchill Boulevard easterly to Fieldgate Drive. If the pipelines are not
adequately maintained leaks and/or spills may occur to the surrounding environment which could
impact soil and groundwater.
5.1.3
Hydro Corridors
Hydro transmission towers are present within the study area. Historical spraying of vegetation
with pesticides may have occurred within the corridor resulting in chemical accumulation in the
shallow soil. In addition, corrosion of the galvanized steel towers which support the electrical

transmission lines can cause zinc contamination of the soil (Jones, R. 1982). Furthermore, the
zinc used in hot dip galvanizing may be contaminated with cadmium, which could also
contaminate the soil.
5.1.4
Road Salt Application
Road salts (predominantly sodium chloride) are used as de-icing and anti-icing chemicals for
winter road maintenance. These salts can enter the surface water, soil and groundwater resulting
in local or widespread impacts. Since the study has a large proportion of high-use roadways,
road salt contamination in proximity to roadways is a potential concern.
5.1.5
Shale Bedrock
Shale is the predominant bedrock formation within and surrounding the study area. The MOE
conducted a study to sample shale across Ontario in order to characterize the concentration of
naturally occurring elements in the late 1990s (MOE, 1998). The results of the study
demonstrated that elemental chemical composition of the shale varies significantly across the
shale formations in Ontario and that the shale itself and the soil associated with it frequently
exceeded the MOE Guidelines. Most notable elemental chemical exceedances included
beryllium, copper, cobalt and nickel. The study indicated that in order to determine appropriate
disposal of the shale, chemical sampling of the shale would be required. Since construction of
the BRT will generate a significant quantity of excess shale, appropriate handling and
management of the shale will need to be addressed.
5.1.6
Agricultural Operations
A large proportion of the study area was dominated by agricultural operations until the late
1960’s. Since then, significant development has occurred around the study area. The pesticides
used in these agricultural operations can accumulate in the environment and remain for long
periods of time. These contaminants can be transported through surface water runoff, wind and
dust generation, and groundwater. However, Ecoplans believes that due to a decrease in the
intensity of the agricultural operations and the change in land use overall, there is a low potential
for soil and groundwater contamination associated with historical agricultural operations.
5.2
Areas of Potential Concern
Based on the findings of the COS, the following Areas of Potential Concern (APCs) have been
identified by Ecoplans. These areas have been categorized by assessing the overall relative
potential of contamination from the findings in Section 3.0 through Section 5.0.
5.2.1
High Potential for Contamination
Red highlights indicate areas with a high potential for site contamination. The red highlights
correspond with locations within the study area where land uses consist of commercial/industrial
operations that could impact soil and/or groundwater.

The following areas of high potential are summarized below and are illustrated on Figures 3A
to 3D.
• Area 1 – The current location of a hydro substation at the intersection of Rathburn Road
and west of Hurontario. Previous environmental studies have been completed on this
site; however the reports were not made available to Ecoplans. Contamination migration
from previous land use is a potential concern within the study area.
•
the north side of Eastgate Parkway from 250 m east of Tomken Road to just west of
Dixie Road. Contamination migration from these business activities is a potential

Area 7 – Commercial/manufacturing facilities (registered waste generators).
Recommendation:

investigation is to ascertain the presence or absence of soil and/or groundwater contamination
associated with the land uses (discussed in Section 5.1.1.) in order to assess appropriate
management of excess materials to be generated during future road construction work.

Yellow highlights indicate areas with a moderate potential for site contamination. These areas
represent land uses that are mostly commercial in nature; or are suspected of using chemical
compounds or performing activities that could impact soil and/or groundwater.

3A to 3D.

Since Area 10 represents a potential environmental concern associated with historical spill
occurrences in Etobicoke Creek, which could impact creek sediment on a relatively localized
scale, it would be prudent to investigate this area at a later date (i.e. during detailed design or
construction).
The purpose of the subsurface investigation is to ascertain the presence or absence of soil and/or
groundwater contamination associated with the land uses (discussed in Sections 5.1.2 through
5.1.5) in order to assess appropriate management of excess materials to be generated during
future road construction work.
In light of the shale chemical characterization study completed by the MOE in 1998 (Section
5.1.5), which identified elevated concentrations of elemental metals, most notably, beryllium,
copper, cobalt and nickel in shale across Ontario, it is recommended that the above-noted
subsurface investigation should include a comprehensive chemical characterization of the shale
across the study area.
5.2.3
Low Potential for Contamination
All other areas not highlighted indicate land use features considered to have a low potential for
site contamination. These areas are generally classified as open space, residential, or agricultural
areas that are not suspected of using chemical compounds harmful to the environment or human
health.

QUALIFICATIONS OF THE ENVIRONMENTAL CONSULTANT
Ecoplans Limited, established in 1970, provides consulting services in the biological and
physical sciences, environmental planning, landscape architecture, environmental impact
assessment, and environmental site assessment and remediation. Its staff includes specialists in
all facets of the environmental field. The Environmental Site Assessment and Remediation
Division of Ecoplans Limited specializes in Phase I, II and III Environmental Site Assessments,
Contamination Overview Studies, electromagnetic surveys, aboveground and underground
storage tank removals/assessments, groundwater investigations and site remediation/restoration.
Ecoplans has completed numerous Contamination Overview Studies for both the public and

OBSERVATIONS
The land surrounding Etobicoke Creek is undeveloped and used for agricultural farming.
Eglinton Avenue has been constructed and crosses through the study area.
Highway 403 has not been constructed.
Barns and farm houses scatter the landscape.
Row and crop farms are located within the study area.
The study area is surrounded by agricultural land use.
A railroad track crosses through the study area adjacent to the east of Mississauga Road.
Highway 401 has been constructed and is located further north.
Farms and private homes have been built on either side of Hurontario Street.
A residential area is being constructed to the south of Hurontario (outside of the study area).
Further to the east has undergone significant changes.
Highway 427 has been constructed.
Residential development has occurred adjacent to Highway 427
Renforth Drive has been built.
Eglinton Avenue has been built, however it is not a major road at this time.
Private homes have been built and are located adjacent to the main roads.
Few changes have occurred since 1946.
The railway track is present to the east of Mississauga Road
A residential area to the south of Eglinton Avenue has been developed.
The section of land between east of Hurontario and east of the railway tracks between Eglinton Avenue West and
Burnhamthorpe Road remains primarily agricultural land use.
A waste disposal site (X3055) is visible at this time and is located south of Eglinton Avenue, south of the hydro
corridor (outside of the study area).
Few changes have occurred since 1960.
The majority of the land use is remains agricultural.
The construction of Highway 403 has started east of Hurontario Road and north of Cawthra Road.
No highway construction has occurred within the study area boundaries.
Mavis Road is a winding road at this time.
South of the proposed Highway 403 the land has been developed (residential with some commercial/industrial
zones).
At the intersection of Highway 401 and Highway 403, development has occured to the south and west
Northeast of the intersection of Eglinton Avenue and Dixie Road, a commercial/industrial area has been built.
The landfill site (X3055) appears to have been filled and is now used for recreational activities (Centennial Park).
There has been significant residential development east of Winston Churchill Boulevard.
The west remains undeveloped and remained agricultural land use.
Highway 403 is under construction in the vicinity of south of Dundas Street, however, no development has started
North and south of Eglinton Avenue, to the east and west is fully developed.
No agricultural land use remains in this area.
Highway 403 has been completed and the land use adjacent to the highway has been developed.
The land use appears to be commercial/industrial and residential.
Eastgate Parkway has not been constructed and the land is vacant in this area.
An underpass is being built between Winston Churchill Boulevard and Erin Mills Parkway.
Development has occurred on both sides of Highway 403.
Northwest of Winston Churchill Boulevard and Highway 403 remains agricultural land use.
The Eastgate Parkway has been constructed adjacent to the study area.
The parkway runs east from Cawthra Road and joins up to Eglinton Avenue.
The land use from Renforth Drive to Eastgate Parkway is commercial/industrial.
Residential areas are located south of Eastgate Parkway and to the north is commercial and industrial land use.
West:
Between Winston Churchill Boulevard and Erin Mills Parkway residential land use is adjacent to the study area.
The study area remains unoccupied adjacent to Highway 403.
A commercial or industrial complex is located west of Winston Churchill Boulevard and south of Highway 403.

Environmental Effects Monitoring 1992-2004

The Environmental Effects Monitoring program assesses the effects of effluent from industrial or other sources on fish, fish
habitat and human usage of fisheries resources. Since 1992, pulp and paper mills have been required to conduct EEM
studies under the Pulp and Paper Effluent Regulations. This database provides information on the mill name, geographical
location and sub-lethal toxicity data.
Environmental Issues Inventory System 1992-2001
EIIS
The Environmental Issues Inventory System was developed through the implementation of the Environmental Issues and
Remediation Plan. This plan was established to determine the location and severity of contaminated sites on inhabited First
Nation reserves, and where necessary, to remediate those that posed a risk to health and safety; and to prevent future
environmental problems. The EIIS provides information on the reserve under investigation, inventory number, name of site,
environmental issue, site action (Remediation, Site Assessment), and date investigation completed.
Federal Convictions 1988-Jan 2002

Environment Canada maintains a database referred to as the “Environmental Registry” that details prosecutions under the
Canadian Environmental Protection Act (CEPA) and the Fisheries Act (FA). Information is provided on the company name,
location, charge date, offence and penalty.
Contaminated Sites on Federal Land June 2000-2005
FCS
The Treasury Board of Canada Secretariat maintains an inventory of all known contaminated sites held by various Federal
departments and agencies. This inventory does not include properties owned by Crown corporations, but does contain nonfederal sites for which the Government of Canada has accepted some or all financial responsibility. All sites have been
classified through a system developed by the Canadian Council of Ministers of the Environment. The database provides
information on company name, location, site ID #, property use, classification, current status, contaminant type and plan of
action for site remediation.
Fisheries & Oceans Fuel Tanks 1964-Sept 2003
FOFT
Fisheries & Oceans Canada maintains an inventory of all aboveground & underground fuel storage tanks located on
Fisheries & Oceans property or controlled by DFO. Our inventory provides information on the site name, location, tank
owner, tank operator, facility type, storage tank location, tank contents & capacity, and date of tank installation.
Indian & Northern Affairs Fuel Tanks 1950-Aug 2003
IAFT
The Department of Indian & Northern Affairs Canada (INAC) maintains an inventory of all aboveground & underground
fuel storage tanks located on both federal and crown land. Our inventory provides information on the reserve name,
location, facility type, site/facility name, tank type, material & ID number, tank contents & capacity, and date of tank
installation.
National Analysis of Trends in Emergencies System (NATES) 1974-1994*
NATE
In 1974 Environment Canada established the National Analysis of Trends in Emergencies System (NATES) database, for the
voluntary reporting of significant spill incidents. The data was to be used to assist in directing the work of the emergencies
program. NATES ran from 1974 to 1994. Extensive information is available within this database including company names,
place where the spill occurred, date of spill, cause, reason and source of spill, damage incurred, and amount, concentration,
and volume of materials released.
National Defence & Canadian Forces Fuel Tanks Up to May 2001
NDFT
The Department of National Defence and the Canadian Forces maintains an inventory of all aboveground & underground
fuel storage tanks located on DND lands. Our inventory provides information on the base name, location, tank type &
capacity, tank contents, tank class, date of tank installation, date tank last used, and status of tank as of May 2001. This
database will no longer be updated due to the new National Security protocols which have prohibited any release of this
database.
National Defence & Canadian Forces Spills March 1999-Feb 2005
NDSP
The Department of National Defence and the Canadian Forces maintains an inventory of spills to land and water. All spill
sites have been classified under the “Transportation of Dangerous Goods Act - 1992”. Our inventory provides information
on the facility name, location, spill ID #, spill date, type of spill, as well as the quantity of substance spilled & recovered.
National Defence & Canadian Forces Waste Disposal Sites 2001, 2003
NDWD
The Department of National Defence and the Canadian Forces maintains an inventory of waste disposal sites located on
DND lands. Where available, our inventory provides information on the base name, location, type of waste received, area of
site, depth of site, year site opened/closed and status.
National Environmental Emergencies System (NEES) 1974-2003
NEES
In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most
part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British
Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a
repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets – or Trends –
which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged
and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends
System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements
between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a
consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative
authority only (CEPA and FA). As such, the NEES database will be decommissioned in December 2004.
National PCB Inventory 1988-June 2004
NPCB
Environment Canada’s National PCB inventory includes information on in-use PCB containing equipment in Canada
including federal, provincial and private facilities. All federal out-of-service PCB containing equipment and all PCB waste
owned by the federal government or by federally regulated industries such as airlines, railway companies, broadcasting
companies, telephone and telecommunications companies, pipeline companies, etc. are also listed. Although it is not
Environment Canada’s mandate to collect data on non-federal PCB waste, the National PCB inventory includes some
information on provincial and private PCB waste and storage sites.
National Pollutant Release Inventory 1993-2005
NPRI
Environment Canada has defined the National Pollutant Release Inventory (“NPRI”) as a federal government initiative
designed to collect comprehensive national data regarding releases to air, water, or land, and waste transfers of 178 specified
substances.

Transport Canada Fuel Storage Tanks 1970- May 2003

Within the provinces of BC, MB, NB, NF, ON, PE, and QC; Transport Canada currently owns and operates 90 fuel storage
tanks. Our inventory provides information on the site name, location, tank age, capacity and fuel type.

AAGR
The MAAP Program maintains a database of all abandoned pits and quarries. Please note that the database is only
referenced by lot and concession and city/town location. The database provides information regarding the location, type,
size, land use, status and general comments.

The Ontario Ministry of Natural Resources maintains a database of all active pits and quarries. Please note that the database
is only referenced by lot\concession and city/town location. The databases provides information regarding the registered
owner/operator, location, status, licence type, and maximum tonnage.
Abandoned Mines Information System 1800- 2005
AMIS
The Abandoned Mines Information System contains data on known abandoned and inactive mines located on both Crown
and privately held lands. The information was provided by the Ministry of Northern Development and Mines (MNDM),
with the following disclaimer: “the database provided has been compiled from various sources, and the Ministry of Northern
Development and Mines makes no representation and takes no responsibility that such information is accurate, current or
complete”. Reported information includes official mine name, status, background information, mine start/end date, primary
commodity, mine features, hazards and remediation.
Certificates of Approval 1985-Sept 2002
CA
This database contains the following types of approvals: Certificates of Approval (Air) issued under Section 9 of the Ontario
EPA; Certificates of Approval (Industrial Wastewater) issued under Section 53 of the Ontario Water Resources Act
(“OWRA”); and Certificates of Approval (Municipal/Provincial Sewage and Waterworks) issued under Sections 52 and 53
of the OWRA.
Coal Gasification Plants 1987, 1988*
COAL
This inventory of all known and historical coal gasification plants was collected by the Ministry of Environment. It
identifies industrial sites that produced and continue to produce or use coal tar and other related tars. Detailed information is
available and includes: facility type, size, landuse, soil condition, site operators/occupants, site description, and potential
environmental impacts. This information is effective to 1988, but the program has since been discontinued.
Compliance and Convictions 1989-2003
CONV
This database summarizes the fines and convictions handed down by the Ontario courts beginning in 1989. Companies and
individuals named here have been found guilty of environmental offenses in Ontario courts of law.

Drill Holes 1886-2005
DRL
The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond
drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is
available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to
the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of
accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the
MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a
1:50,000 map; a detailed company map; or from submitted a “Report of Work”.
Environmental Registry 1994-July 2003*
EBR
The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or regulations
that could significantly affect the environment. Through the Registry, provincial ministries notify the public of upcoming
proposals and invite their comments. For example, if a local business is requesting a permit, licence, or certificate of
approval to release substances into the air or water; these are notified on the registry.
Ontario Regulation 347 Waste Generators Summary 1986-2005
GEN
Regulation 347 of the Ontario EPA defines a waste generation site as any site, equipment and/or operation involved in the
production, collection, handling and/or storage of regulated wastes. A generator of regulated waste is required to register the
waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the
registration number, company name and address of registered generators including the types of hazardous wastes generated.
This information is a summary of all years from 1986 including the most currently available data. Some records may
contain, within the company name, the phrase “See & Use…” followed by a series of letters and numbers. This occurs when
one company is amalgamated with or taken over by another registered company. The number listed as “See & Use”, refers
to the new ownership and the other identification number refers to the original ownership. This phrase serves as a link
between the 2 companies until operations have been fully transferred.
Mineral Occurrences 1846-Oct 2004
MNR
In the early 70’s, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral
occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and
aggregate deposits. Please note that the “Horizontal Positional Accuracy” is approximately +/- 200 m. Many reference
elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or
topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source
material. The testing of horizontal accuracy of the source materials was accomplished by comparing the planimetric (X and
Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy.
Non-Compliance Reports 1992(water only), 1994-2005
NCPL
The Ministry of the Environment provides information about non-compliant discharges of contaminants to air and water that
exceed legal allowable limits, from regulated industrial and municipal facilities. A reported non-compliance failure may be
in regard to a Control Order, Certificate of Approval, Sectoral Regulation or specific regulation/act.
Ontario Oil and Gas Wells 1800-Oct 2006
OOGW
In 1998, the MNR handed over to the Ontario Oil, Gas and Salt Resources Corporation, the responsibility of maintaining a
database of oil and gas wells drilled in Ontario. Information available for all wells in the ERIS database include well
owner/operator, location, permit start date, well cap date, licence number, status, depth and the primary target (rock unit) of
the well being drilled.
Ontario Inventory of PCB Storage Sites 1987-Oct 2004
OPCB
The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of PCB storage sites within the
province. Ontario Regulation 11/82 (Waste Management - PCB) and Regulation 347 (Generator Waste Management) under
the Ontario EPA requires the registration of inactive PCB storage equipment and/or disposal sites of PCB waste with the
Ontario Ministry of Environment. This database contains information on: 1) waste quantities; 2) major and minor sites
storing liquid or solid waste; and 3) a waste storage inventory.

Ministry Orders 1995-1996
ORD
Control Orders/Documents are enforcement actions issued by the Ministry of the Environment to deal with environmental
violations. They clarify and allocate individual/joint liability when issuing clean-up orders for contaminated sites.
Occurrence Reporting Information System 1988-2002
ORIS
This database identifies sources, effects/actions and approximate locations of spills and occurrences within Ontario. The
locations identified on the locator diagram refer to the facility responsible for the spill. The actual location of the spill can be
derived from the descriptions provided in the detailed report.
Pesticide Register 1988-Oct 2006
PES
The Ontario Ministry of Environment maintains a database of all manufacturers and vendors of registered pesticides.
Private and Retail Fuel Storage Tanks 1989-1996*
PRT
The Fuels Safety Branch of the Ontario Ministry of Consumer and Commercial Relations maintained a database of all
registered private fuel storage tanks and licensed retail fuel outlets. This database includes an inventory of locations that have
gasoline, oil, waste oil, natural gas and/or propane storage tanks on their property. The MCCR no longer collects this
information. This information is now collected by the Technical Standards and Safety Authority.
Ontario Regulation 347 Waste Receivers Summary 1986-2005
REC
Part V of the Ontario Environmental Protection Act (“EPA”) regulates the disposal of regulated waste through an operating
waste management system or a waste disposal site operated or used pursuant to the terms and conditions of a Certificate of
Approval or a Provisional Certificate of Approval. Regulation 347 of the Ontario EPA defines a waste receiving site as any
site or facility to which waste is transferred by a waste carrier. A receiver of regulated waste is required to register the waste
receiving facility. This database represents registered receivers of regulated wastes, identified by registration number,
company name and address. This information is a summary of all years from 1986 including the most currently available
data.
Record of Site Condition 1997-Sept 2001
RSC
The Record of Site Condition (RSC) provides a summary of the final environmental condition of a site, once an
environmental site assessment and/or restoration approach has been undertaken. The database provides information on the
site restoration approach used (Background, Generic, Site Specific Risk Assessment), location of contaminated site, whether
contamination extends past 1.5m from the surface thereby requiring “stratified restoration”, soil type, and the date when RSC
was submitted/acknowledged/ responded to by the Ministry of the Environment. A site restoration approach involves the use
of soil and groundwater quality criteria, which have been developed to provide protection against adverse effects to
human/ecological health and the natural environment. These criteria may be applied to agricultural, residential/parkland,
industrial/commercial land uses; as well as potable (source of drinking water) and nonpotable groundwater use.
Wastewater Discharger Registration Database 1990-1998
SRDS
Information under this heading is combination of the following 2 programs. The Municipal/Industrial Strategy for
Abatement (MISA) division of the Ontario Ministry of Environment maintained a database of all direct dischargers of toxic
pollutants within nine sectors including: Electric Power Generation; Mining; Petroleum Refining; Organic Chemicals;
Inorganic Chemicals; Pulp & Paper; Metal Casting; Iron & Steel; and Quarries. All sampling information is now collected
and stored within the Sample Result Data Store (SRDS).
Waste Disposal Sites - MOE CA Inventory 1970-Sept 2002
WDS
The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of known open (active or
inactive) and closed disposal sites in the Province of Ontario. Active sites maintain a Certificate of Approval, are approved
to receive and are receiving waste. Inactive sites maintain Certificate(s) of Approval but are not receiving waste. Closed
sites are not receiving waste. The data contained within this database was compiled from the MOE's Certificate of Approval
database. Locations of these sites may be cross-referenced to the Anderson database described under ERIS’s Private Source
Database section, by the CA number.

Waste Disposal Sites - MOE 1991 Historical Approval Inventory Up to Oct 1990*
WDSH
In June 1991, the Ontario Ministry of Environment, Waste Management Branch, published the "June 1991 Waste Disposal
Site Inventory", of all known active and closed waste disposal sites as of October 30st, 1990. For each "active" site as of
October 31st 1990, information is provided on site location, site/CA number, waste type, site status and site classification.
For each "closed" site as of October 31st 1990, information is provided on site location, site/CA number, closure date and
site classification. Locations of these sites may be cross-referenced to the Anderson database described under ERIS’s Private
Source Database section, by the CA number.
Water Well Information System 1955-2006
WWIS
This database describes locations and characteristics of water wells found within Ontario in accordance with Regulation 903.
Geographic coordinates are reliable according to the given percentage. Wells that are identified with lot and concession only
are available upon request and would be provided as a separate report.
Private Source Databases:
Anderson’s Waste Disposal Sites 1930-March 2007
ANDR
The information provided in this database was collected by examining various historical documents which aimed to
characterize the likely position of former waste disposal sites from 1860 to present. The research initiative behind the
creation of this database was to identify those sites that are missing from the Ontario MOE Waste Disposal Site Inventory, as
well as to provide revisions and corrections to the positions and descriptions of sites currently listed in the MOE inventory.
In addition to historic waste disposal facilities, the database also identifies certain auto wreckers and scrap yards that have
been extrapolated from documentary sources. Please note that the data is not warranted to be complete, exhaustive or
authoritive. The information was collected for research purposes only.
Automobile Wrecking & Supplies 2001-Feb 2007
AUWR
This database provides an inventory of all known locations that are involved in the scrap metal, automobile
wrecking/recycling, and automobile parts & supplies industry. Information is provided on the company name, location and
business type.
Commercial Fuel Oil Tanks 1948-Sept 2006
CFOT
Since May 2002, Ontario developed a new act where it became mandatory for fuel oil tanks to be registered with TSSA.
This data would include all commercial underground fuel oil tanks in Ontario with fields such as location, registration
number, tank material, age of tank and tank size.
Chemical Register 1992, 1999-Feb 2007
CHEM
This database includes information from both a one time study conducted in 1992 and private source and is a listing of
facilities that manufacture or distribute chemicals. The production of these chemical substances may involve one or more
chemical reactions and/or chemical separation processes (i.e. fractionation, solvent extraction, crystallization, etc.).
ERIS Historical Searches 1999-2006
EHS
EcoLog ERIS has compiled a database of all environmental risk reports completed since March 1999. Available fields for
this database include: site location, date of report, type of report, and search radius. As per all other databases, the ERIS
database can be referenced on both the map and “Statistical Profile” page.
Canadian Mine Locations 1998-2006
MINE
This information is collected from the Canadian & American Mines Handbook. The Mines database is a national database
that provides over 290 listings on mines (listed as public companies) dealing primarily with precious metals and hard rocks.
Listed are mines that are currently in operation, closed, suspended, or are still being developed (advanced projects). Their
locations are provided as geographic coordinates (x, y and/or longitude, latitude). As of 2002, data pertaining to Canadian
smelters and refineries has been appended to this database.

The Nickle’s Energy Group (publisher of the Daily Oil Bulletin) collects information on drilling activity including operator
and well statistics. The well information database includes name, location, class, status and depth. The main Nickles’
database is updated on a daily basis, however, this database is updated on a monthly basis. More information is available at
www.nickles.com.
Canadian Pulp and Paper 1999, 2002, 2004, 2005
PAP
This information is part of the Pulp and Paper Canada Directory. The Directory provides a comprehensive listing of the
locations of pulp and paper mills and the products that they produce.
Retail Fuel Storage Tanks 2000-Feb 2007
RST
This database includes an inventory of retail fuel outlet locations (including marinas) that have on their property gasoline,
oil, waste oil, natural gas and / or propane storage tanks. Information is provided on company name, location and type of
business.
Scott’s Manufacturing Directory 1992-Jan 2007
SCT
Scott’s Directories is a data bank containing information on over 70,000 manufacturers in Ontario. Even though Scott’s
listings are voluntary, it is the most comprehensive database of Ontario manufacturers available. Information concerning a
company’s address, plant size, and main products are included in this database. This database begins with 1992 information
and is updated annually.
Anderson’s Storage Tanks 1915-1953*
TANK
The information provided in this database was collected by examining various historical documents, which identified the
location of former storage tanks, containing substances such as fuel, water, gas, oil, and other various types of miscellaneous
products. Information is available in regard to business operating at tank site, tank location, permit year, permit &
installation type, no. of tanks installed & configuration and tank capacity. Data contained within this database pertains only
to the city of Toronto and is not warranted to be complete, exhaustive or authoritative. The information was collected for
