About a year before his death in 2014, Don Porter, the patriarch of
Wiregrass Ranch, called me and said, “Hey Dog, what do we need
next at Wiregrass Ranch? We have all of our builders lined up and
several of the apartment developers are making offers. Our retail
is in good shape with our mall, Publix-anchored center and
Walmart and we have a hospital and a medical office building all
underway”.
I told him I thought the Wiregrass area was ready for a new hotel.
He agreed, saying that the one hotel in the market was experiencing high occupancy rates and good daily room rates.
On September 26, 2015 the TAMPA BAY TIMES ran an article
about three new hotels coming within the general vicinity of the
Wiregrass Ranch area. There will be a 125-room Hilton Garden Inn
at Cypress Creek, a 92-room Fairfield Inn on a 120 acre County
sports complex and an 80-room Holiday Inn Express right at
Wiregrass, near the new $20 million dollar ice arena.

News From Around the Marketplace
Tampa Premium Outlets mall is scheduled to open in late October with approximately 440,000 square feet of retail.
Name brands include Adidas, Nike, Brooks Brothers, Cole Haan and The Gap just to name a few. The Pasco Economic Development Council is very happy with the 800 or more new jobs and the significant amount of sales tax
revenue that will be collected. The location is in Wesley Chapel just west of I-75 at the SR 56 exit.
Florida Hospital opened at Wiregrass in 2012 and now has an expansion of $78 million underway that will nearly
double the number of rooms and facilities. There will also be a new $24 million Florida Medical Clinic headed to
Wiregrass Ranch.
The first luxury auto dealer has landed on SR 56 just east of I-75 with a Mercedes Benz dealership that is doing
very well, so look for more luxury auto makers to head to the same location.
A new Racetrac is under construction at SR 56 and Northwood Boulevard across the intersection from a new
Spanos apartment community, Bonterra Parc.
The Sembler Company has a new Publix under construction at Trinity Boulevard and SR 54 in the Trinity community that is across the street from Starkey Ranch. Terra Bella, a new apartment community on SR 54 just east of
Livingston Avenue is well under way for 311 garden style apartments and a new Dairy Queen is under construction in front of the apartments.
Arlington Properties has 177 apartments under construction on Dale Mabry Highway just north of Exciting
Idlewild Boulevard and a senior care facility of up to 120 beds is also under way along Exciting Idlewild. The intersection of the Veterans Expressway extension to Dale Mabry is under redevelopment as is massive land development on the Geraci land facing that intersection. This development is mixed use and runs along Dale Mabry from
Van Dyke Road to the Arlington apartment site.

Plenty of Deals Out There for Buyers! by Ryan Sampson, ALC, CCIM
For all you buyers out there who are frustrated by the rising prices of real estate, don’t let it get you down. We still
have plenty of good deals on land available, including a few bank owned assets as described here. We have a vacant 9,500 SF church on 1.7 acres of land in Ruskin asking only $600,000. We have 7.4 acres of commercial land on
Park Rd and I-4 behind Stingray Chevrolet in Plant City, only asking $750,000. Another Plant City special is a 1-acre
site zoned for mixed use on James Redman Parkway for only $200,000.
Besides banks, we also have some very motivated sellers. We have 127 Acre site zoned for 429 residential units,
next to Legacy of Leesburg in Central FL that is also featured on the front page of this publication. The owner has
reduced the price for $5,100,000 to $2,450,000 in an attempt to get it sold. Another steal is 36 developed townhome
lots with 26 boat slips in Tarpon Springs. The seller was originally looking for $1,500,000, but is now considering all
offers over $500,000 for a closing in 30 days. Lastly, we have a developed 52 lot subdivision in Lake Panasoffkee
available for either single family or mobile homes. We are only asking $600,000 which equates to only $11,538 per
lot with utilities in place.
Additionally, I have listed the following sites in the last month, which you may not be aware of: 15.6 acres in Winter
Haven zoned for 156 multifamily units with an asking price of $1,482,000 that equates to $9,500 per unit. If you are
looking for something closer to Tampa, we listed 11 acres in Largo (Pinellas County) zoned for up to 21 residential
units, asking only $925,000. If residential is not your thing, we also listed 4.1 acre site on SR 54, near Meadow
Pointe, in Pasco County zoned C-2 for only $499,000. This site would be great for a retail center or self-storage. If
you are looking more in the center of the state, we listed a 5.6 acre industrial site within the Bridgewater Industrial

“Under all is the Land”. This phrase, first added to the preamble of the REALTORS Code of Ethics in 1924, remains true and will forever remain true. Nearly everything that we do in our dayto-day lives requires land. From the places that we live, work, learn and play, to the roads that
we travel on between them, under all of them is the land.
There is a finite amount of land available on our planet. With the development rate of vacant
land increasing each year and the sea levels rising at an alarming rate, the availability of vacant
land continues to grow scarcer each year. As supply continues to fall over time, demand for
large tracts will steadily continue to rise making land a superb investment for the long term.
Raw land is a great option for those looking to place their money in a tangible, stable investment with little to no “work” required. Many choose to buy properties that are well out of range
for development. As the path of expansion moves towards the property and local land values
increase, they ultimately sell for what is typically a significant return on their initial investment.
In analyzing potential investment properties, it is important to consider elements that could affect the future value of the land. Factors such as soil conditions, environmental reports, impact
fees, future land use, access to utilities, flood zone, and any easements should be thoroughly
studied.
The investment analysis process can be very overwhelming and time consuming for many.

Florida Sues EPA Over Clean Water Act Expansion by Michael Strahan, MBA
On June 30th, Florida State Attorney General Pam Bondi joined a bipartisan lawsuit against the
United States Environmental Protection Agency. On that day, Florida joined 21 other states that have
filed suit over the EPA’s Clean Water Rule.
The states filed the joint lawsuit to challenge the federal government’s effort to gain regulatory
control over “navigable waters.” Navigable waters are defined as waters that provide a channel for commerce and transportation of people and goods. In 1979, the US Supreme Court added that in order to be
considered “navigable waters,” the body of water must meet four requirements. First, the body of water
is subject to the ebb and flow of the tide. Secondly, it must connect with a continuous interstate waterway. Third, it has to have a navigable capacity. Lastly, it must actually be navigable.
According to Florida Commissioner of Agriculture Adam Putnam, “Florida’s flat topography and
system of flood plains, wetlands and sloughs, could subject nearly all of Florida’s water to federal jurisdiction under the Clean Water Act. Under this rule, isolated wetlands located miles from the nearest
navigable waterways would now be defined as ‘Waters of the U.S.’ just because they’re in the same watershed.”
The Clean Water Rule would mean that the federal government would take jurisdiction over water
bodies that had previously been under the state’s purview. According to the EPA, this rule ensures that
the waters protected are more precisely defined, more predictably determined, and easier for business
and industry to understand. However, the states that have filed suit recognize that this is an overreach
by our federal government. The states believe that the rules undermine their constitutional rights to
manage their own waterways.
Fortunately for the states involved in the suit, the Sixth Circuit Court of Appeals ruled on Friday,
October 9th to put a stop to the EPA’s Clean Water Rule.

Lennar continues to grow their multi-family operations and recently announced the closing of the Lennar
Multi-family Venture fund with over $1.1 billion of equity commitments including $504 million co-investment by
Lennar. The purpose of the fund is to develop, construct and manage Class A multi-family apartments. It will
be seeded by currently held or under contract land for 6,120 apartments.
Two major homebuilders, Standard Pacific and The Ryland Group, announced a merger agreement in a deal
that would form a single company with what they say would be an equity market capitalization of $5.2 billion.
Standard Pacific (SPF) and Ryland (RYL), both based in Southern California, said they would own or control
74,000 home sites. They built 12,600 homes worth $5.1 million in the 12 months ending on March 31 alone. By
merging, the two companies think they will see cost savings of $50 million to $70 million a year. They will become CalAtlantic Homes, continuing the legacies of both. "Combining two industry leaders with nearly 100
years of homebuilding experience between them puts us in a strong position to benefit from the continued
housing market recovery," Standard Pacific CEO Scott Stowell said in a statement. "With this merger we gain
both geographic and product diversification, expanding our reach and enhancing our growth prospects in the
entry level, move-up and luxury market segments."
Stowell will be executive chairman, while Ryland's chief, Larry Nicholson, would become CEO of the combined
company. Stowell said that as a single company, they will be building houses in 20 of the top 25 metro areas
in the U.S. In 15 of them, they will be the top five in market share. As such, they say they expect to open a corporate office on the East Coast in addition to the California headquarters. In the Tampa area, both companies
have been active for years and are in the process of integrating the activities of both.
Steve Kempton has been promoted to the newly created position of regional president of Florida at Taylor
Morrison. Kempton is now responsible for more than 50 new-home communities across the state. He has been
with the company for eight years as president of the West Florida division, which spans 30 communities from
Tampa Bay to Naples.
“I am excited about this opportunity and look forward to working on a statewide level to grow the Taylor Morrison brand in Florida,” Kempton said.
David Weekley Homes is pleased to announce the promotion of Len Jaffe to Vice President of Land for the
Southeast Region. In his new position, Jaffe will be responsible for the expansion of David Weekley Homes
into new markets in the Carolinas, Georgia and Florida, as well as expanding the Central Living by David
Weekley Homes product line into existing markets.
Jaffe most recently handled all land acquisition and development activity for the homebuilder’s Florida divisions as Area Land President, and is looking forward to expanding his role to the southeast markets.
Jaffe has been with the nation’s largest privately held homebuilder since 2006, and has more than 30 years of
industry experience. He holds a Bachelor of Science degree from the University of Texas at Austin, and a master’s in business administration from Florida Metropolitan University.

My commute to work of late has me leaving Thonotosassa via I-4 to I-275 to SR 60. On the weekends, I have been hauling my horse to Pasco
County via I-75 or to Polk County, again traveling
by way of I-4. Along these routes, I have become
fascinated with the number of tri-axle dump
trucks I see. I assume these dump trucks are
loaded with fill dirt and are headed to a construction site or highway improvement development.
While I have no scientific data, I have counted as
many as 35 of these tri-axles in any given morning and that seems to me to be a great barometer
for new development.

Another indicator of a strong construction market
is how many concrete mixers are on the roads on
Saturdays or Sundays. I know the rain this summer delayed a number of jobs but I am fascinated
at how many mixers are running on the weekends, which are premium days and a more costly
time for deliveries.

20 Million……….and Counting
This headline in the Tampa Bay Times on September 20th was an eye-opener! Details taken from an
article in their Florida Trend’s September issue gave some very interesting projections on what this
means to Florida:
285,000 new people every year create a demand for 139,420 new homes, 42 new schools, 2,724 new
teachers, 202,350 more vehicles, 14.3 million square feet of new industrial/distribution space, 835
miles of roads, and 25.1 million gallons of water a day. Most of these new people will come from New
York, Georgia, New Jersey, North Carolina and Pennsylvania.
Migration here accounts for most of the growth but our birth rates now exceed our death rates. Seniors (over 55) are about 1 in 5 or 20% of the population but the “boomers” have already started turning
65 back in 2011 and by 2040, our seniors will make up 25% of the population. The two biggest inbound groups are young adults and 50+ adults but more young adults also out-migrate.
By 2040, non-Hispanic whites will be the largest minority in Florida at 49.1%; Hispanic will be 30.4%;
Black 17.1% and Asians and other 3.4%.
Pew Research indicates that there are about 925,000 undocumented foreigners in Florida today.
All of this growth presents challenges to our systems, our resources, and our government’s role in

Hillsborough County Discusses Mobility Fees
The County Commission in late July voted to give staff the authority to explore “Mobility Fees” as a
replacement for the current impact fees. This would give the County the authority to charge more for
transportation, especially for development outside of areas the County deems to be urban core.
Conversely, the plan mobility fees plan may include incentives for builders to build in areas where the
County wishes to encourage redevelopment. One of those areas for incentive redevelopment is the
area off Fowler Avenue near University of South Florida.
For years, Hillsborough County has had an Urban Service Area that limited growth. Outside of the Urban Service Area, higher densities are not permitted and typically those areas are not served by
County sewer and water services. The areas outside that remain rural include the Keystone-Odessa
area, south Hillsborough County from Sun City Center to the Manatee County line, and along I-4 from
the exit at CR 674 all the way east to the Plant City limits.

Jobs and Development
Writer Bob Trigaux recently reported in the Tampa Bay Times on the volume of new real estate projects and the jobs created along with the capital investment generated.
Interestingly, year 2005, at the top of the bubble period in the last cycle, produced 18 new projects
and they created 3,053 jobs and $71 million investments. In 2014, the numbers were 31 projects,
4532 jobs and investments of $614.3 million and through August 2015 year to date, there are 21 new
projects with 3,270 new jobs and a capital investment of $120.7 million.
This shows also a dramatic increase in the average number of new jobs and the average dollar investment in 2015 as compared to a decade ago.
Along with new job formations, we see increased demand for land for business hotels, office development, and industrial/distribution growth.
