Here’s to another successful year and as
we come to the close of the 2015-2016
School year I hope that you have fulfilled
at least one of your goals, or challenges
or perhaps maybe even started on one. A
friend and colleague of mine said “I can’t”
means you will never try; “I failed” means
you at least gave it your best shot!
As I reflect over
the last school year
I have to say that
I am blessed to
be part of such a
great organization,
CASTO! I say this
in every message,
as I believe that I
wouldn’t be where
I am today in my

career if it wasn’t

for all of the great
mentoring and
guidance that I received from all the CASTO
mentors while attending CASTO events at
both the local levels and state levels. It truly
has taught me things that I didn’t even think I
could do or accomplish. I for sure have had
some failures, but I tried and will for sure try
again.
We have held successful events again this
year from the Annual Conference, Safety
Roadeo’s, Managers Forum to the Mechanic’s
workshop which will be at the end of June.
If it wasn’t for the continued education that
is offered through CASTO, we would not
be as informed or be able to stay in tune to
the forever changing laws and regulations of
our industry. Make sure to “feed” your career
and attend the local or neighboring CASTO
Chapter events. Chapters continually hold
workshops and safety roadeos so don’t be

On May 29, 2016 at the Galt Market the
27th Annual Championship Roadeo took
place, but this one started differently then
all those that had come before. For the
first time we were honored to have the
Robert L. McCaffrey Middle School Jazz
Band perform the National Anthem at
this Memorial Day weekend competition
and it was sincerely appreciated by all in
attendance.
As usual the Championship Roadeo
was by invitation only and all of the 51
contestants that placed in one of the
categories at either the Northern or
Southern Sectional Roadeos were invited
to participate in this very challenging
and unique competition. Actually in
attendance at the close of registration
were forty-eight of California’s finest and
as the orientation bus took them through
the course they very quickly realized that
this was far from routine and that Identify,
Predict, Decide, and Execute (IPDE) would
be the rule of the day.

CDE cancels December Special Needs course
By CDE/OST
In an effort to provide ongoing education to the transportation
industry, the California Department of Education/Office of School
Transportation (CDE/OST) was offering a “Special Needs Training
Course” on December 6-7, 2016. Unfortunately, the CDE/OST must
cancel the “Special Needs Training Course.” The CDE/OST is
committed to offering quality educational programs for California’s
Certified Bus Driver Training Instructional personnel, and will be
working diligently in the rescheduling of the program.  Additional Instructor Refresher Course added
By CDE/OST
Due to the overwhelming inquiries regarding the Instructor Refresher
Course, the California Department of Education Office of School
Transportation has scheduled an additional Instructor Refresher Course to be
conducted on December 5-9, 2016. The application and course schedule are
attached.
For questions regarding this instructor bulletin or any of the certifications
or training courses offered by the Office of School Transportation, please call
the OST at 916 375-7100. .

This issue of CASTOways will be the
last printed copy to go out. In an effort to
move with technology and help to ensure
the financial well being of the organization,
CASTO will begin to publish CASTOways
on-line only beginning in September. After
nearly twenty years of being published by
Golding Publications, our print relationship is
nearing an end, but the friendships we have
developed over that time span will live much
longer and give me and other editors many
memories to last a lifetime.
With the exception of the time I served as
your State President, I have been the editor
of CASTOways since about 2003. It has been
a time of learning for me and it was the
beginning of working with some very fine
people who mentored me and were able to
teach the “new guy” the in’s and out’s of news
publication. The staff at Golding Publications
helped move us from the days of Faxing to the
days of instant communication via the web.
They held my hand step by step as I grew,
and they would let go of that hand from time
to time, but I always knew they were there to
catch me if needed.
Chuck Golding and his staff have been
huge supporters of CASTO over these years.
They have worked with us in times of financial
troubles and have worked with us in our
successes. They have supported the school
bus industry without waver and have walked
along side CASTO with unfailing support.
When I took over the duties of editor from
Doug Snyder, I “met” the man who would
help me grow so much … Al Van. I say “met”
because to this day, the two of us have only
spoken on the phone. I have never had the
pleasure of a face to face conversation with
the person I owe so much success to. He was
the guy I could “go to” each

The California Association of School Transportation Officials "CASTO" will be offering an
Officer's Workshop on July 15-16, 2016,
and attendee's may stay the night of the
16th at the same room rate. If staying
the night of the 16th, why not play
CASTO Bingo on June 17, 2016. All
Chapter officers may attend and are
strongly encouraged to attend this
outstanding event.
Rooms are currently available at
$159.00, double occupancy. A $ 25.00
fee will be added for each additional person staying in the room. Rooms may be reserved at

– CASTO Officers Workshop as space is limited, and reservations are only guaranteed while
blocked rooms are available. All reservations must be made no later than June 30, 2016.
There is a $ 50.00 fee per attendee which includes: complimentary breakfast, an evening
reception, Wi-Fi, an officer's handbook, and free shuttle service to and from the Sacramento
International Airport.

• Mock Board Meeting. The program will include the creation of an agenda, proper
procedural norms and following Roberts Rules of Order.

How to create a chapter budget, approval process, and standard practices to follow to
ensure efficient operation of the association.
•
Treasurer's responsibilities and best practices to ensure compliance with all state
association deadlines.
•
Election of Officers. How to conduct elections, meet deadlines, follow and best practices
to comply with state board guidelines.
•
Leadership Program- How CASTO Provides Leadership Tools, best practices, and the
support for leaders in the pupil transportation industry.
•
Introduction to CASTO Bylaws, and the proper use to manage the chapter. An updated
Officer's Handbook will be provided.
•
How to Gain Commitment from subordinates to your Vision. What is Vision, how does it
align with CASTO's Vision and does CASTO's vision align with your operation's Vision.
•
Roadeo... What it takes to organize a roadeo, what resources are needed, and how can
CASTO help.
