CONDUCTORS
Joe Frank, Jr., Artistic Director and Principal Conductor, is a retired music educator and band
director with over 35 years of experience working with student and adult musicians in Texas and
Georgia. He was born in Harlingen, in the Rio Grande Valley, and spent most of his adult years
in Richardson and Sherman, Texas. Joe is a third-generation band director. His father, Joe Frank,
Sr., was a well-known Texas band and orchestra director, and charter member of the Phi Beta Mu
Band Director Hall of Fame. Joe taught for 17 years in the Richardson ISD, where mentors, such
as Joe Frank, Sr., Richard Floyd, Tommy Guilbert, Robert Floyd, and Howard Dunn, helped form
his concepts of teaching students, as well as interpreting, rehearsing, and performing wind band
literature. In 1990, Joe became Director of Bands for the Sherman ISD and helped lead the Sherman
Bands to 15 years of successful performances, competitions, and statewide recognition. While
living in Athens, Georgia, Joe became director of the Classic City Band and developed a love for
working and making music with adults. Joe currently lives in Denison, Texas with his wife, Becky.
He is a frequent clinician, consultant, and adjudicator for middle school and high school bands.
His daughter, Jessica, currently plays clarinet in the Plano Community Band, and his son, Jeff, is a
pediatric neurologist in Oregon. Joe enjoys sailing, golfing, snow skiing, and traveling with Becky.
Jim Carter, Associate Conductor, was born in Texas City, Texas, and has made Plano home
since 1969, going through the Plano schools and the band program at Plano Senior High.
During his high school days, Jim was privileged to have played with Doc Severinsen and
Alan Vizzutti, and his first love always seemed to be jazz. After graduation, he was selected
to play with the National Bandmasters Association Jazz Band, performing with Marvin Stamm
at the University of Tennessee in Knoxville. Jim attended Sam Houston State University on a
music scholarship, receiving his degree in Music Education in 1991. While at Sam Houston,
Jim studied under Dr. Fisher Tull, Dr. Gary Sousa and Dr. Rod Cannon. Jim also headed up
the recording and archiving of concert performances and was a member of Kappa Kappa
Psi. After teaching a couple of years, Jim returned to Plano and began working in the
communications field. He currently holds the position of Director of A/V and Computer Services
for the 4,500 member Custer Road United Methodist Church. To keep music in his life, Jim
joined the Plano Community Band in 1993 as the baritone saxophone player. Jim also plays
with many Dallas area jazz and big bands. He became the Band’s associate conductor in 1995.
MUSIC FOR LIFE
Mark Caspersen, Bowman Middle School Director of Bands, is in his 28th year of teaching. He
began his career with a 7th through 12th grade band in a small rural school in Kansas, and then
moved to Pryor, Oklahoma where he was a middle school band director for seven years, and the
Oklahoma All-State band chairperson for three years. He then moved to Ponca City, Oklahoma
to be the head director of the Ponca City High School Band, which was selected to perform at the
2001 Bush Presidential Inaugural Parade and the Oklahoma State Music Educators Association
Convention, and was a finalist four consecutive years in the Oklahoma Bandmasters Association
state marching contest. Mr. Caspersen was the Band President for the Oklahoma Music Educators
Association, served on the Oklahoma Band Masters Association Executive Board, and was a
member of the Oklahoma Adjudicators Association. In 2002 he moved to Plano as the assistant
director at Vines High School, and in 2005 accepted the position at Bowman Middle School,
where he is in his 10th year. Bowman bands have seen consistent growth and achievement
during his tenure. In 2014 Mr. Caspersen was named Teacher of the Year for Bowman Middle
School, honored as a life member of the Parent Teachers Association and was awarded the
Excellence in Teaching Award by Plano ISD. Mr. Caspersen is a member of Phi Beta Mu and
the Texas Music Educators Associations. His children both attended Bowman Middle School.
Robin Owens, Wilson Middle School Director of Bands, has taught band for 34 years,
teaching high school and middle school in Richardson, Plano, Sherman, and Grapevine. She
has taught high-achieving flag corps, jazz bands, concert bands, and beginner bands. Mrs.
Owens also enjoys arranging music for both advanced and young bands. She has been a
judge, region clinician, and band camp clinician in Texas and Oklahoma. Mentors who have
inspired her include Richard Floyd, Robert Floyd, Joe Frank, Jr., and Michael Haithcock. Mrs.
Owens is a graduate of Baylor University, and she received her Master’s Degree from Texas
A&M Commerce. She plays the contra-alto clarinet with the Dallas Winds, and performs any
chance she gets. Her family includes her husband, Mickey, who is a band teacher at Bishop Lynch
High School; her son, Calvin, who works for Facebook as a computer engineer; her daughter,
Maddie, who is a senior at Texas Woman’s University as a dance major; plus several beloved pets.
Origins
What started as an impromptu discussion among friends from the Plano Community Band (PCB) and the San Antonio
Wind Symphony (SAWS) became the “Music for Life” community outreach program. The SAWS had seen great success
sharing a concert with a middle school band, and the ideas flowed from there...evolving into a clinic for two local
middle school bands’ members, sitting side-by-side with PCB musicians to help them with their UIL contest music.
The PCB was interested in partnering with local Title I middle schools, and the PCB Board selected the Bowman Middle
School Band and the Wilson Middle School Band. The project was christened “Music for Life” in memory of PCB
Conductor Emeritus, Tommy Guilbert, who believed in encouraging everyone to continue playing and enjoying music
for life. The goals of the project include: (1) showing middle school band students that music truly is for life; (2) assisting
the band directors with UIL contest music; (3) demonstrating the PCB’s commitment to the betterment of Plano’s young
people; (4) generating new audience members for PCB performances; and (5) developing future members of the PCB.
By early December the middle school directors had selected their UIL music, and the PCB members were selected for
the “mini band” that would participate in the clinics, work with the young musicians, and then play side-by-side with
each band in a private concert for the middle school band students’ families. The PCB members donated their time,
many of whom left work early to be at the clinics. The clinics gave the students a chance to hear how their parts should
be played and gave them an opportunity to ask questions of the PCB member sitting next to them. A four member
“Momtourage” support team consisting of PCB band members assisted with each clinic and hosted a pizza dinner
between the afternoon clinic and the evening concert for each band. The project was a huge success for both the
middle schools and the PCB, and we are excited to see which bands we will work with next year.
On an interesting note, “Abracadabra”—Bowman Middle School’s UIL piece being performed today—was commissioned
by the Driscoll Middle School Band of San Antonio (Richard Gonzales, director). Richard and his wife, Holly, are members
of the SAWS and were at the dinner where the “Music for Life” discussions originated.
