Greater Peoria Contractors and Suppliers

GPCSA is a full service construction industry association which provides member services for contractors,
subcontractors and suppliers in the construction industry.
Funding: GPCSA funding is by member dues and administrative service fees paid by the Combined Central
Illinois Construction Industry Fund (CCICIF). The CCICIF provides industry services for members of
GPCSA and Construction Industry Fund contributors.

Industry Forums: Membership meetings and Association Programs
provide opportunities for members to keep current with the industry
and network with other industry participants on common issues. Our
members tell us benefits of these “common interest” discussions make
membership in the association profitable for them.
Labor: Contractor members who assign bargaining rights to
GPCSA make up the Collective Bargaining Committee. This committee negotiates labor agreements with
Carpenters, Cement Masons, Iron workers, Laborers, Operating Engineers and Plasterers for those members
who choose to be represented by assignment of their bargaining authority. The GPCSA staff provides
contract administration and other labor services for members who utilize this service.

Dear Electrical Construction User:
Please allow me to introduce the Quality Connection. It is composed of the Central Illinois Chapter, NECA (National Electrical Contractors Association) and Local
34, IBEW (International Brotherhood of Electrical Workers). These two parties have
combined to become true partners and leaders in the electrical construction industry
in central Illinois. To the Quality Connection, the words Quality, Commitment and
Customer Service are not just “buzz” words. Instead, they are synonymous with the
types of service provided for the homes, businesses and factories in the area.
Most people probably cannot determine the quality of an electrical installation.
As long as the light switch turns on the overhead light, most customers are satisfied. But to central Illinois’ union electrical contractors, it means the customer can
feel completely safe from faulty wiring or incorrect installations. These contractors
employ members of IBEW Local 34 to perform their electrical work. Local 34 electricians are among the best educated and trained in the state. Each has graduated from
a joint apprenticeship training program sponsored by NECA and the IBEW. This

apprenticeship program is the most advanced of any electrical training program in
the nation. It includes 8,000 hours of on-the-job training and more than 750 hours of

Tri-County Construction Labor-Management Council (TRICON) / Better Built®
TRICON strengthens the union construction industry in Central Illinois. Through TRICON, building trades union representatives
and contractors discuss common concerns, implement mutually beneficial programs and activities, and foster a labor-management relationship that ensures union construction projects are built with quality, on time and in budget. TRICON also serves as a
clearinghouse for information on the local construction industry, serves a resource
for users of union construction, and serves as a promotional group to encourage
union construction with the user community and to encourage union construction
as a career opportunity. TRICON’s award-winning programs and activities focus largely on business
development/marketing and workforce development. The Better Built Network, an
initiative created by TRICON, brings together contractors, trades workers, architects,
suppliers, and others to provide customers the best construction experience possible.

The Better Built website (www.better-built.us), a single portal through which users
of union construction can find contractors, includes a searchable member directory, project portfolio, career information, green
building resources, news and more. Members can log in and update their directory information.
TRICON members include building trades unions and contractors from Peoria, Tazewell and Woodford counties. The Board of
Directors, made up of equal representatives from labor and management, is led by the Executive Directors of both Greater Peoria
Contractors and Supplies Association and West Central Illinois Building and Construction Trades Council. A small staff works to

The Great Plains Laborers District Council - Laborers-Employers Cooperation and Education Trust (LECET)
is a partnership between 7,500 members of the Laborers International Union of North America (LIUNA) and its
affiliated construction and environmental contractors throughout a 32-county area in North Central Illinois. This
partnership provides a permanent alliance between labor and management by promoting the unionized construction industry.
LECET’s mission is simple but potent - market expansion for the unionized construction industry. LECET accomplishes this mission through many innovative programs and initiatives, including:
Project and job tracking through the Dodge Dataline, the Illinois State Department of Transportation information and Capital Development Board Bulletins.
Public relations and marketing - through an aggressive marketing and public relations campaign, LECET promotes its affiliated contractors throughout the North Central Illinois jurisdiction - thereby promoting the use of
affiliated contractors in the building and construction of local projects.
Relationship building - LECET has on-going relationships with area Chambers of Commerce, Economic Development Councils, architects, engineers and developers. Developers from around the country look to LECET’s

Central Illinois Mason Contractors Association
The Egyptian Pyramids, the Colosseum in Rome, India’s Taj Mahal, the Great Wall of China, Jefferson’s Monticello—
some of the world’s most significant architectural achievements have been built with masonry. Throughout civilization,

The companies of the Central Illinois Mason Contractors Association partner with Brick and
Allied Craftworkers (BAC) Local 6 and Local 8 to construct commercial, industrial, institutional,
and residential structures throughout our community. The most frequently used materials by

oldest manufactured product.

Carpenters Local 237
Quality of craftsmanship throughout recorded history. Carpenters roots trace back to before Biblical times. Someone had
to figure out how to build a structure when humans left the
cave. Fortunately in the west central region of Illinois, for more
than a century, the United Brotherhood of Carpenters and Joiners of America Local 237 have provided professional construction service as the members have created the ‘look’ of west central Illinois, as well as the panoramic skyline of Peoria and East
Peoria along the Illinois River.

to the outstanding Joint Apprentice Training Center (JATC). The
Pekin-based college of carpenter
knowledge serves the members,
the signatory contractors and the
construction customers of central
Illinois well. Both the numerous
aspects of the trade and advancements in technology require extensive knowledge in both geometry and algebra blended with exceptional tactile skills.
Knowing where and how to ‘cut’ and ‘assemble’ and then being able to cut and assemble are two separate skills. The signatory contractors and the construction customers can rely on the
members of Local 237, who possess both the knowledge of how
and the skills of where and when as they work with the latest
processes, procedures and materials, to provide value.
Rob Swegle, training coordinator for the JATC, says, “We
teach proper techniques and manufacturers’ standards. And we
don’t stop at the apprentices. We also offer the journeymen an
opportunity to come in for additional training and to upgrade
their skills.”
The Carpenters International union spends $100+ million
annually on training instructors, apprentices and journeymen
at its 250 training sites around the United States. Structured
on-site apprenticeship with an emphasis and focus of hands-on
experience represents but one facet of training. Combined with
classroom instruction, the comprehensive federal Bureau of
Apprenticeship and Training certified apprenticeship program
provides a working knowledge of the trade.
Architects and engineers now put certification of installers and
others into their requirements. Thanks to the broad spectrum
of training at the JATC, members of Local 237 bring various
certifications to the job site. According to Swegle certification
is emerging and will in the future go hand in hand with apprenticeship classes as more and more contractors will require
employees to earn the specific certifications.
Swegle offers an example when he says, “The members take
classes and then we test them so they earn certification in
hardwood, tile, carpet and soft vinyl,” adds, “the flooring manufacturers want that guarantee their products will be installed
properly.”
Local 237 members deliver the highest quality flooring, thanks
to the Carpenter’s INSTALL flooring program, certified by the
International Standards and Training Alliance and endorsed by
every major manufacturer. Thanks to this training, Local 237
members offer the only certified installation of flooring products in the
west central Illinois region.
The JATC also teaches Local 237
members in the latest new technology and techniques such as insulated concrete, which has become
quite popular as a building material
in residential construction.
Health and safety also play a pivotal role as the members of Local
237 strive to achieve a safe work place. Apprentices and journeymen now need the OSHA class to get on job sites, and the
JATC offers the classes for members. In addition to the personal
OSHA 10-hour class, the instructors also teach proper processes
of safety and the regulations including confined space, scaffolds,
specialized materials, etc.
As a trade with numerous specializations—carpenters and
joiners, millwrights, pile drivers, residential carpenters, interior
systems, lathers and dry wall installers, cabinetmakers and millworkers and floor layers—the members of Local 237 deliver the
value contractors and customers seek. No matter the specialization. The JATC has prepared and trained members for every
known situation. In addition to years of field experience, the
instructors regularly attend training themselves.
Local 237 members, the signatory contractors and construction customers of west central Illinois enjoy the wealth of
knowledge and experience Swegle brings to the JATC. He serves
on the curriculum committee for the Carpenter’s 178,000 square
foot national training center in Las Vegas. And he has served as
a primary writer for several textbooks on Interior Systems used
in the national curriculum by the entire union.

IBEW Local 34/NECA
Technology and talent marches ever onward. While Thomas Edison might have helped ‘electrify’ the United States, the men and
women of the International Brotherhood of Electrical Workers
(IBEW) Local 34 and the signatory contractors of the Central Illinois Chapter of the National Electrical Contractors
Association (NECA) help turn on the lights and
clearly keep the power pushing in west central Illinois.
As renewable energy moves into the mainstream, thanks to a comprehensive and effective
training program, “which all the contractors pay
for,” says Manager Mark Kawolsky of the local NECA,
the members of IBEW Local 34 (17 west central Illinois counties)
travel on the high-speed highway of tomorrow.
With emerging markets, new products, new tools and rapid advancements in technology, the need for up-to-the-minute awareness looms large. “We have a training director here, Brandon Currie, who takes training to a new level,” Kawolsky says. “He’s also
established a relationship with the local community colleges.”
While earning federal Bureau of Apprenticeship and Training
(BAT) certification, Local 34 apprentices earn 36 credit hours of
community college credit applicable to an Associate of Science Degree.
All apprentices undergo classroom instruction in the core subjects and skills in the first three years—electrical theory, pipe bending, wire pulling etc. Apprentices in the Telecommunications and
Residential program spend three years, which includes 456 classroom hours plus 4,200+ hours hands-on to earn BAT certification.
Those who go on to complete the five-year Inside Electrician
certification spend the fourth and fifth years specializing in such
aspects as motors, industrial maintenance and repair, troubleshooting, building automation, etc., as they must complete a minimum
of 760 hours of classroom (152 annually) instruction plus 7,200+
hours spent working hands-on at the job site.
Thanks to the efforts of the JATC, Local 34 members continue
their education throughout their career so they develop skill in all
aspects of the trade. Just a few recent examples of classes offered to
members of Local 34 include: instrumentation, solar power, motor
control, programmable controllers, fiber optics and more.
“The electrical industry is changing every day to meet the demands of our new technology,” says Business Manager Paul Flynn
of IBEW Local 34. “Our customers require the IBEW and its contractors to employ the best trained electricians in the industry.”
The National NECA, plays the prominent role, “with writing the
codes and setting the standards for our industry,” Kawolsky says.
“Then we train the members to those standards,” adding, “that’s
why we’re so far ahead of the competition and what sets us apart is
the members’ knowledge skill level.”
Every three years NECA performs a complete code update and
the new standards will become in force in February, 2014. “That
code book becomes our bible,” Kawolsky says, “our members know
it’s important.”
When the new codes become effective the combined commitment of the signatory contractors and the members of Local 34 will
put these latest codes into practice. “We’ll have between five and
eight hundred members here,” Kawolsky says, “as they learn about
the new codes.” He adds his appreciation for the commitment by
Local 34 when he says, “The union buys in to the training because
even though the members attend the session, they don’t get paid.”
Technology will continue to push the professional construction
industry through rapid changes. Coupled with the current emphasis for energy efficiency and “green” products and processes,
training remains the key component which helps Local 34 members create value on a consistent basis for both the contractors and
customers.
These specialized skills allow both Local 34 and the signatory
contractors in the local chapter of NECA maintain a strong commitment to offer seamless customer service because the members
of Local 34 operate as professionals who have completed a rigorous, structured education.
The Local 34 jurisdiction covers west central Illinois and the
days of simply bending pipe and pulling wire have disappeared.
With both technology changes and customer needs expanding the
contractors know what they need so they play a major role in the
classes offered at the JATC. Local 34 and NECA collaborate on
the JATC curriculum and according to Local 34 Training Director
Brandon Currie, “There is a current push for LEED building.”
The signatory contractors and Local 34 members can work on
any call from residential, to high voltage, to specialized welding
(aluminum), to nuclear power plants to the new LEED standards.
Manufacturers visit the JATC and conduct training when they
introduce new products or materials. This effort ensures the members of Local 34 acquire and develop the skills necessary to maintain the highest standards of quality and the signatory contractors
deliver the promised rewards to the customers.
The emphasis on safety helps create a profitable environment.
Many job sites now require OSHA certification of all the workers.

MILLWRIGHT LOCAL 1051
Superior skills set the members of Millwright 1051 apart.
The four-year apprenticeship includes: four weeks of full
time classroom/laboratory study and hands-on practical
application annually. Under the guidance of highly skilled
instructors, this education assures the
members deliver the highest quality
product and meet exacting standards.
“It’s very important for our
members to think outside the box,”
says Field Representative Jeff Bort of
Local 1051. “The future of our work
will always include working with the
latest technology and techniques.”
The pride of the members of the
MIllwright trade has spurred the
never ending objective for highest
quality coupled with the quest to
make and meet stringent requirements, sometimes measured
in thousandths of an inch.
From the earliest days in the 1800’s prior to the advent of
metal machinery, Millwrights carved huge wooden gears and
performed all the engineering applications in order to use
water power to grind wheat into flour.
The members of Millwright Local 1051 now work primarily
with metal, machinery and equipment. They produce
accurate objectives as they perform highly specialized skills
in facilities using various sources of
energy such as steam, gas, electric,
gasoline, diesel, nuclear, solar, water,
air or chemical.
The members of Millwright Local
1051 utilize their developed skills
to perform their duties wherever
material is processed, handled,
manufactured or serviced such as
in the operation of hoisting and
unloading, rigging, aligning, erecting,
moving, dismantling, assembly,
repair, maintenance, adjustment and
more.
“Our members need a wide variety of skills,” Bort says,
“because a member could be working on a grain handling
conveyor one day and the very next day they could be in a
nuclear power plant.” Certification plays a very important
role to the Millwright trade and since many expire it’s vital
that the members stay up to date with continuing education to
improve their skills set.
Apprentice instructors for Millwright Local 1051, realize
the importance of both classroom and hands-on training.
Members learn how to interpret complicated blueprints,
and then learn the proper techniques and tool applications
for cutting, fastening and joining materials through drilling,
welding and all the other skills required to perform these
tasks at a professional level. There
have been countless ongoing
technical improvements in tools
and techniques, but the trade is still
best done by hand which requires
the instructors to pass it down to the
apprentices. Once a member earns
full status, they still acquire new skills
and techniques as the trade includes
lifelong learning.

so many upgrade classes,” Bort says.
The operations of varied businesses
across a very wide spectrum of industries relies on the
developed skills of the Millwright trade including: power
plants, steel mills, paper mills, pulp facilities, refineries, grain
storage and handling, asphalt plants, sewage disposal, water
plants, laundries, bakeries, mixing plants, can and bottle
or bag packing plants, textile mills, nuclear power plants,
breweries, milk processing plants, amusement parks and
many more.

Engineers Local 649. For 90+ years they have provided

The 127-acre Local 649 training site maintains a
regiment of the latest in equipment and technology.
A full-time Training Coordinator and Apprentice
Coordinator join with seven part-time instructors to make
a notable nine-member team who earn the recognition
of their peers. The International union recognized and
honored the local training efforts by choosing to place
Local 649 on its website as the very first spotlight training
center.

“Engineers” arrive on site first. Those who seek the
proper elevations to begin the process of new construction
know they can rely on the skills of Local 649, whose craft
requires the precision to place all other crafts that follow
in position to produce professional results.
The members of Local 649 translate work ethic and
attitude into the utmost attention to detail, safety and
customer service.
The extensive training regimen ensures apprentices get
to the job site ready. And current experienced members
come to the training center to upgrade their skills and
learn new equipment.
Safety saves money. A safe work site helps create a
productive work site. And reduces workers’ compensation
costs. The general president of the Operating Engineers
has set the goal for every member who goes to work to go
home that night to their families. Local 649 teaches and
maintains a focus on safety. Members never do something
unsafe.
The safety skills of Local 649 garner attention and
acclaim as fire departments in central Illinois use the
training site to conduct trench rescue training.
In addition to technical skills and hands-on expertise,
the training center provides all apprentices a complete
course in Union Heritage, in order to ensure the members

The Operative Plasterers and Cement Masons International
Association of the United States and Canada is a labor union
that represents plasterers and
cement masons in the construction
industry in North America.
Also known as the OPCMIA,
the organization represents the
members of one of the world’s
oldest and most noble crafts.
The Union’s 56,000 members are
the proud carriers of a tradition that
predates the Pharaohs pyramids. As
early as man was building shelter
for himself, there was plastering - first with mud or clay and
later with a lime mixture much like that
used today.
Apprentice Coordinator for the Operative
Plasterers and Cement Masons International
Association Local 18, Dave Arnold, who
teaches plaster techniques, says, “There
have been technical improvements, but
our trade is still best done by hand with a
trowel,” adding, “we pass it down through
generations of knowledge and experience.”

63 assures the members both utilize the latest techniques and
processes as they deliver consistent quality.
“We work with the signatory contractors to ensure we teach the
skills necessary for our members to understand and perform the
latest techniques and processes,” says Business Manager Mike
Doolan of Local 63. Branch says, “We teach the trade the way it
has been done for the last hundred years mixed with all the new
techniques, materials and processes.”
Apprentices undergo a rigorous five-year program designed to
provide the combination of 800 hours of classroom instruction
enhanced with hands-on experience of real world applications.
“The apprenticeship program is designed to expose them to all
facets of the trade,” Doolan says. All apprentices also complete
8,500 hours on the job.
Illinois maintains a strict Plumbing Code and as a professional
career all members of Local 63 who have completed an
apprenticeship hold a state license and they earn annual
continuing education credits in order to maintain their license.
Training programs span the spectrum of the trade ranging
from basic first-year apprentice classes to advanced classes for
experienced members. The emphasis on strict adherence to the
Illinois Plumbing Code has earned Local 63 the honor of UA
certification testing for its members.
Safety plays a pivotal part in both the training regimen
and daily work activities of the members of Local 63. All
apprentices must complete the OSHA 10-hour class and the
school conducts the OSHA 30-hour class for members who seek
the certification. The safety classes, “Protect the members and
help the contractors keep the cost of Worker’s Comp down,”
Doolan says. Branch adds, “We don’t want to see anyone get
hurt. Contractors count on us to do our job the right way and that
includes safety.”
The emergence of “Green” technology and materials has
pushed professional construction in new directions and the
Local 63 training curriculum
embraces the latest
equipment, materials and
processes. “Technology has
swept through our industry
as a whole and if we want
to keep pace with the times
we have to move with it and
offer the highest quality and
latest training available,”
Doolan says. Branch adds, “
We train our members to be
able to handle any task asked
of by our contractors and
successfully complete any
piping arrangement drawn by
an engineer.”
To ensure the highest quality training Local 63 sends its
instructors to the UA annual summer courses offered at
Washtenaw College in Michigan. Contractors and customers
should note in just the past few years the quality of instruction at
Local 63 has produced a first place finish by Alex Vlachos at the
statewide apprenticeship contest as well a top five finish for three
other Local 63 apprentices, Kevin O’Brien, Brian McGrath and
Mike Burger.

ensures every project they work on reflects the quality of

STEAMFITTERS LOCAL 353
Time tells the story of skill and quality within professional construction.
June 2011 marked the 100th anniversary of the AFL granting a charter
to Steamfitters Local 353. The central Illinois region has enjoyed the
expertise of these members as residents have remained warm in winter
and cool in the summer sizzle for the past century.
As technology marches ever onward these ‘specialized surgeons of steam’ and all things piped, may rest
assured they will enjoy continued success thanks to
the highest quality preparation and training available.
“Technology changes so rapidly now,” says Local 353
Business Manager Bob Lawless, “we must stay ahead
of the curve.”
Renewable energy has moved into the mainstream
so the Local 353 comprehensive training program,
now offers a multitude of specialized classes as well
as the core curriculum of welding, braising, rigging,
blueprint reading, and countless others.
The signatory contractors bid jobs at power-generating facilities, chemical plants and more, so they rely
on the specialized skills of the members of Local 353
to deliver outstanding craftsmanship as well as superior customer service. When a customer requires process piping or any
application of heating and cooling technology the members of Local
353 can provide both the highest quality and ‘green’ solutions.
All Local 353 apprentices undergo a standard curriculum which
includes classes in math, science, drafting, hydronic heating, basic air
conditioning and number of certification
classes. In addition to providing apprentices
the opportunity to complete the rigorous and
demanding five-year federal Bureau of Apprenticeship (BAT) training program, which
includes 160 hours of classroom instruction
annually (800 total) and 8,500 hours on-thejob, the members of Local 353 also enjoy the
opportunity to participate in ongoing education throughout their career.
“We commit a tremendous amount of resources to our training,” Lawless says, “plus
we also place a strong emphasis on safety
knowing the signatory contractors and end
users remain very concerned about safety on their property and projects.”
Apprentice-Training Coordinator Pat “Fuzzy” Faley adds, “All the
apprentices complete the OSHA 10-hour class and the members who
serve as a foreman or superintendent must complete the OSHA 30hour class.”
The United Association (UA), the umbrella organization for Steamfitters and others in the pipe trades in both the United States and Canada,
has recognized Local 353 and awarded the school the honor of serving
as a UA certification center. This distinction allows members of Local
353 and other Locals to complete their testing and carry the specialized card which puts
them into the realm of highly-qualified workers. “We have the capability,” Lawless says, “of
offering certification in heavy rigging, welding procedures, HVACR, valve technology
and more.”
Local 353 prides itself on responding to
both the end user and signatory contractor’s
needs. As an example, a nuclear power plant
requires specialized welders so every worker
must be certified. “We can offer almost 60
different types of welding certification,” Faley
says, “so the member will be qualified to work
on the project.” The welders certified at the Local 353 ‘school’ have demonstrated the skills and help form an elite group of specialized professional construction employees.
Thanks to the longtime focus on education and training, the instructors at the Steamfitter ‘school’ maintain a strict focus
on quality and customer service. “Most of the classes
we offer,” Faley says, “require the instructor to have attended the training required to be certified to teach
the class.” Every summer, instructors from Local 353
attend ‘train the trainer’ classes at the UA instructors
school held at Washtenaw College in Michigan.
Faley, attends the UA summer school every year and
teaches rigging with the emphasis on safety, “A lot of
power plants now require anyone who works there to
be certified for rigging.”
With the current emphasis on ‘green’ and sustainable energy usage, Local 353 specialists can provide
the skills needed for retro-fitting older power plants
as well as improvement to existing steam systems and
upgrades to the capabilities of the latest in air conditioning technology.
The UA served as a founding member of the Green Mechanical
Council and an example of upgrade classes offered for existing Local
353 members, Faley says, “As so many customers now call for sustainable energy usage in January of 2011 we will start offering a ‘green
awareness’ upgrade class for those who hold a journeyman’s card.”
Local 353 also offers training in the UA Star
program which has brought national recognition to the Local. Thanks to the extensive
training, the service technicians often make
suggestions to not only fix problems, but, also
vastly improve a building’s energy efficiency.
Customers who require commercial refrigeration installation and service would be left
to luck without the members of Local 353,
who have performed at the highest skill levels
in the industry. It’s no secret years ago when
Caterpillar started building plants and executive residences in China they sent a member
of Local 353, Bob Klein, to the country to
oversee the training of the Chinese workers. Fortunately for the members of Local 353, Klein serves as an instructor at the Local’s ‘school’
where he teaches both the apprentices and the members who return for
upgrade classes.
The instructors focus on instilling in each member the importance of
finding solutions. This system revolves on a ‘whole building’ approach
to every structure. As professionals, the members of Local 353 will help
examine all the various components of a building in their search for
both energy efficiency and energy savings.
With an emphasis on sustainability and energy efficiency the Steamfitters of Local 353, “Act as frontline stewards
of the natural resources,” Lawless says. “That
helps preserve those natural resources for
generations to come.”
Bottom line: The century of success enjoyed by Steamfitters Local 353 represents
a concerted effort to maintain outstanding
interaction with its signatory contractors
and customers according to Lawless. “Both
historically and currently, Local 353 has always worked in concert with the signatory
contractors and the end user in a tri-partite
effort to provide the best possible outcome, “
adding, “and we will continue to do so.”
