great change
Working together, we have the power
to force the government to finally make
decisions that benefit workers and their
families. In recent weeks, I have spoken
to many people and received many emails
about your concerns. Here’s where we are
at on certain issues:
Shale gas – Protecting our water tables
is critical
Along with other MPs, I launched a petition
to force the Conservative government to
take action to protect our drinking water.
We have a right to know what chemicals
are threatening our water tables. The
federal government must require the
industry to disclose all its information on all
the chemicals used in hydraulic fracturing.
I encourage everyone to sign the petition
at my constituency office. Finally, I would
like to draw your attention to a film called
20000 puits sous les terres, which explores
the impact of shale gas development. This
documentary was made on a shoestring
by two grandmothers from our riding, Luce
Cloutier and France Mercille.
Online privacy protections
Bill C-30 would allow law enforcement
officials to obtain your personal information
at any time, without justification and
without a warrant. This is unacceptable.
Rest assured that I will work to defend your
freedoms and protect your fundamental
rights while ensuring that the police have
the tools they need to fight cybercrime. This
bill must respect law-abiding Canadians.
Amateur sports injuries
Our bill to reduce serious injuries in amateur
sports has the support of Hockey Québec.
Bill C 319 includes many measures to halt
the epidemic of concussions among our
young athletes. With the support of sports
associations, we can protect the health of
our young people.
My constituents are the source of inspiration
for my work in Ottawa. I encourage you to

proud to defend your interests.

Mr. Speaker,
I was extremely proud to attend the Governor General’s History Awards ceremony
today, where the Saint-Basile-le-Grand historical society won the Award for
Excellence in Community Programming for its “La Mémoire des Grandbasilois”
project.
On behalf of the historical society, its president, Richard Pelletier, and directors
Yolande Bourdua Savaria and Claire Leblanc, accepted this prestigious award
created by Canada’s History and presented by the Governor General to
acknowledge excellence in history and heritage.

CBC/Radio-Canada funding
The NDP strongly believes in public broadcasting
as an important means of promoting the identity and
cultural diversity of Quebec and Canada.
In 2008–2009, CBC/Radio-Canada took the necessary
steps to reduce its chronic deficits and cut its expenses
by $171 million. This voluntary reduction of more than
10% of its annual operating budget was achieved
through layoffs, reduced regional service and asset
sales.
Even before this display of financial restraint, federal
spending on CBC/Radio-Canada was slowing
compared with other developed countries. For example,
the United Kingdom was spending more than $124 per
capita on the BBC, and the French public broadcaster
was receiving $77. By comparison, $33 per Canadian
for CBC/Radio-Canada is clearly inadequate.
We have proposed a balanced and affordable plan
to enable CBC/Radio-Canada to strengthen critical
parts of its operations, such as local news service
in Canada’s rural communities, strong regional
programming and minority-language broadcasting.
Our plan would also revitalize CBC/Radio-Canada’s
infrastructure to make it competitive in the 21st century
media market, increase its production of original
Quebec and Canadian content, and maintain its efforts
to increase financial transparency and accountability
to taxpayers.
My NDP colleagues and I are committed to providing
CBC/Radio-Canada with stable, long-term funding
and taking the politics out of the process by making its
annual funding permanent.
Bill C-11
Many of you have shared your concerns about this bill,
which would make changes to copyright law.
My colleagues and I believe that Quebec and Canada
need a law that protects artists’ royalties but does
not hurt distance education or make young people
vulnerable to unfair and heavy fines.
That is why the NDP will not support Bill C-11 unless
the government changes the provisions on digital locks
and restores the ones on artists’ royalties.
