irector of South Khorasan branch,
referring to the great number of
Afghan students pursuing their
studies in IAU’s Birjand branch,
said: “This branch has the necessary infrastructures to admit foreign students
and gaining the membership of Federation of
Universities in Islamic World (FUIW) has given an international face to this branch.”
Dr. Alireza Hassani, in the discuss session of
‘University Partnerships’ with the presence
of Norway’s ambassador and province’s officials, remarked: “South Khorasan province,
in regard to its natural resources and its
economy, is among the impoverished provinces of the country; but despite this fact, it
has turned into a great and bustling educational center. Birjand branch was founded 30
years ago with just three classes and the least
amount of facilities; but today, it is among the
most-equipped and capable universities of
the country, with huge educational and cultural potentials.”
Emphasizing on the common beliefs and similar culture and language of South Khorasan
province and Afghanistan, also this branch’s
capability to admit enthusiast top students
from this country, Hassani said: “Agreements
between Iranian universities and foreign
countries can prepare the situation for the
better development in the country and a better and closer national relationships.”
Iranian students are the best
Also, Ms. Aud Lise, ambassador of Norway
to Tehran, appreciated the chance provided
for visiting this province and meeting with
the professors and university managers.
She briefly explained the capabilities and
interests of her mother country, and claiming that Iranian students are among the best
in the world, added: “I am willing to forge a
new relation between Iranian and Norwegian
universities.” Gholam-Hossein Ibrahimi, representative of the foreign ministry in South
Khorasan province, said foreign agents’
visit of this province is a great opportunity
to show the potentials and capacities to the
international viewers and continued: “South
Khorasan has a highly-educated workforce
who can prepare the background for cooperation with Norway. I hope that this visit turn
out to be the first step in forming a mutual
relationship and leads to productive collaboration between South Khorasan universities
and academic centers of Norway.”
In the end, Dr. Hassani presented Ms. Aud
Lise with the Phoenix plate, signifying this
branch’s 30th anniversary of establishment.

Iranian Doctor Receives
OPCW-The Hague Award
r. Mahdi Balali-Mood of Iran has been
D announced as the joint recipient of the
2nd annual OPCW-The Hague Award for his
outstanding contribution in achieving a world
free of chemical weapons.
The Director General of the Organization for
the Prohibition of Chemical Weapons, H.E.
Ahmet Üzümcü, announced the decision of
the OPCW-The Hague Award Committee to
honor Dr. Mahdi Balali-Mood of Iran and Dr.
Alastair Hay of the United Kingdom as the joint
recipients of the 2nd annual OPCW-The Hague
Award.
According to the OPCW website, the Award,
created by the OPCW as an outcome of its winning the 2013 Nobel Peace Prize, is intended to
honor and recognize individuals and non-profit, non-governmental organizations that have
made an outstanding contribution to a world
free of chemical weapons. Dr. Balali-Mood is
an expert toxicologist who has dedicated his
career to the treatment of victims of chemical
warfare agents. He has been working closely
with WHO and OPCW to advocate victims
and to develop international guidelines for response to the use of chemical warfare agents.
The 2015 Award winners will be honored at a
ceremony to be held in the Headquarters of
the Organization for the Prohibition of Chemical Weapons (OPCW) in Hague, Netherlands
on 30 November 2015. The Organization for
the Prohibition of Chemical Weapons (OPCW)
is an intergovernmental organization, located
in Hague, Netherlands. The organization promotes and verifies the adherence to the Chemical Weapons Convention which prohibits the
use of chemical weapons and requires their
destruction.

Rouhani Calls for Improvement in Oil

Animation and Comics Contest (AYACC), in China.
The festival’s Special Jury Prize was awarded to the
short animation ‘The Little Boy’ directed by Mona
Abdollah-Shahi, FT Daily reported. The animation
tells the story of a little orphan boy who stays back
alone in the city “for unfinished work” while the others are leaving under the army’s command. Sa’aadat
Rahimzadeh’s ‘Children of Oak’ won the Award for
Best Special Effects. The documentary is about old
customs and life of Kurdish tribes and the role of
kids in such a society.One of the jury members, Muhammad Abulhassai, animation producer and CEO
at NAS Animation Studio, accompanied other jurors
from China, Japan, India, South Korea, Russia and
the US to evaluate the works.

New Gas Sensor
A gas sensor able to detect nanoparticles of
core/crust metal oxides of cerium oxide-titanium oxide has been designed and registered
by the faculty members of IAU’s Science and
Research branch. This sensor, created for the
first time, can detect volatile organic components in the room temperature.
Head of the Nanochemistry and Mineral
Chemistry department in Science and Research branch, himself one of the project researchers, said: “Sensors are one of the most
important tools in the field of environmental
safety. Metal oxide semiconductors developed here have common components which
make the production easy and affordable and
grant a high sensitivity to the sensor, giving it
the ability to response in a short time.”
Dr. Mohammad Yousefi claimed that performance of the sensors only in high temperatures is a disadvantage and said: “For solving
this problem, a gas sensor for the nanoparticles of core/crust metal oxides with cerium
oxide-titanium oxide was designed. The
research team included Dr. Susan Samadi,
Seyed Amirabbas Zakaria and Ghasem Asadi.”
Yousefi continued: “Research shows that this
sensor is of a high sensitivity, able to detect
harmful gases in the room temperature. Besides responding in room temperature, the
designe has a simple structure, high sensitivity, proper selectivity and is responsive in a
short time. Also, this sensor can detect even
scant gases at ppm level.”
Yousefi was recognized as the best researcher
of Tehran in 2007 and thus far has written
more that 60 ISI articles, has published 10
titles both in writing and translation and is
the patent-receiver of 6 concluded research
projects.

Artificial Skin to
Treat Deep Wounds
esearchers at Sharif
of Technology have produced a
kind of artificial skin for
treating deep wounds.
Maryam Ashkbus, one of
the researchers of this project, says that this skin can
be used in treating deep
wounds, especially severe
burns and diabetic wounds
like foot ulcers.
For a diabetic patient, every
wound is a threat to the general health and since they
have a prolonged healing
process, they require immediate attention and treatment. Although the best
treatment is always prevention, but in the case of
even smallest scratches the
artificial skin as a new and
improved treatment, can alleviate the delayed process
of healing.
Ashkbus remarked that
this artificial skin has been
developed through electro
spinning and special drugs
have been used in this skin
to make it the perfect environment for the regrowth of
skin cells.
According to her, the current artificial skins available in the market, instead
of helping the treatment,
deteriorate the wounds with
infection and the cause is
that they are not able in providing a proper environment
for skin cells.
Artificial skin is a synthetic
substitute for human skin
which can contribute significantly to the treatment
of patients suffering from
severe burns or diabetic
ulcers. Ashkbus claimed:
“Our developed artificial
skin provides the ideal environment for the regrowth of
skin cells, necessary for the
repair of the area with damaged tissue.”
She explained that in this
project, medical and engineering expertise were
brought together for the
sake of creating a better environment catering the healing cells, adding: “So far, we
have produced laboratorial
samples of this product and
the experiments done on lab
animals have shown positive results.”
Ashkbus expressed hope
that the mass production
of artificial skins in the near
future would facilitate the
healing process for the suffering patients.

Gilan’s SAMA, First
to Receive Standard
for System of Quality
Management
ead of the administrative council in Gilan’s SAMA says:
H “Administrative council of Gilan’s SAMA, as the first admin-
istration office in provincial level, received the standard for its
system of quality management.”
Rahmat-Ali Saberi, congratulating this unit for achieving such an
honor, said: “Cooperation between members, insightful management of the council, also close communication with the head office, were responsible for bringing this council the standard for
the system of quality management. It should be mentioned that
this is the first council in the provincial level awarded this standard.” He added: “The initial idea for implementing standards was
presented in the first meeting of SAMA’s administrative councils
of the province and after a year of non-stop work on the system
of management, it was ready for inspection and all the regulations
and issued directions were put under it to be standardized.”
Referring to Gilan’s SAMA structure, Saberi explained: “One of the
missions in this council is to focus on monitoring all the educational units of SAMA in the province, from primary to high school
and vocational and language centers, also to provide structures,
resources, infrastructural software and hardware and a safe and
attractive environment for education.”
Saberi emphasized: “Implementing this system has the advantage
that the officials of SAMA and also the parents can review it and
in an internal survey, it was shown that 90-percent of the goals
have already been achieved. The administrative council of Gilan’s
SAMA targeted a system of quality management compatible with
ISO9001-2008 and we feel committed to its maintenance and improvement. Our general worldview is constant progress and raising the quality level.”
He remarked that certain rules are vital for this managing body,
among them providing efficient and impact-making training with
the help of new methods, using new technologies, prioritizing the
quality and responding to the demands, criticisms and expectations of the ultimate customer.
