PUP Sets World Record
through “I’m a Lifeline” Campaign
T
he Polytechnic University of the Philippines created on
February 28, 2014 a new world record for the most
number of individuals who signed up as organ donors
in an hour under the campaign dubbed as “I’m a Lifeline”.
A total of 3,548 PUPians registered during the first hour of
the eight-hour event at the PUP Track Oval in Sta. Mesa,
Manila.
PUP surpassed the 2,755 record which Gujarat, India
made in September 2013. The University, together with
the combined number of registrants from the National
Capital Region, La Union, Naga, Davao, and Tuguegarao,
established two multiple-site records for organ donation
sign-ups. PUP and these five other sites had a total of 10,120
registrants on the first hour and 17,856 in eight hours.
PUP President Dr. Emanuel C. De Guzman and
Philippine Information Agency (PIA) Chief Executive Officer
Sec. Herminio B. Coloma Jr. signed last November 5,
2013 a Memorandum of Understanding (MOU) for the joint
implementation of the organ donor campaign under the
auspices of the Department of Health-led Philippine Network
for Organ Sharing (PhilNOS), a government body tasked to
promote the ethical practice of deceased organ donation
and transplantation.
PUP was tapped to lead the campaign for this record
breaking attempt in Metro Manila because of its unbeaten
record for the “Largest Human Rainbow” totaling to 30,365
participants in 2004 at the Quirino Grandstand in Manila.

VP for Student Services
Affirms Dismissal of ROTC Officers
Linked to Hazing
PUP Vice-President for Student Services Dr. Juan C.
Birion has affirmed the recommendation of the five-member
Student Disciplinary Board (SDB) to expel two cadet officers
of the Reserved Officers’ Training Corps (ROTC) who were
charged of involvement in a hazing incident inside the ROTC
headquarters at the A. Mabini Campus in Sta. Mesa, Manila.
VP Birion signed last March 21 the Notice of Decision
of the SDB which found respondents ROTC cadet officers
Daniel F. Tuico and Liezl E. Ariston guilty of subjecting to
hazing an 18-year-old first year student of the PUP Institute
of Technology identified only as “Sheena”.
“Sheena” narrated to the SDB how on January 16
the two cadet officers hit her and another companion with
wooden rifles which caused severe bruises at the back of
their thighs after they failed to attend the “Briefing Night” for
aspiring cadet officers.
The country’s Anti-Hazing Law declares that hazing is
“an initiation rite or practice as a prerequisite for admission
into membership in a fraternity, sorority or organization
by placing the recruit, neophyte or applicant in some
embarrassing or humiliating situations such as forcing him
to do menial, silly, foolish and other similar tasks or activities
or otherwise subjecting him to physical or psychological
suffering or injury.”
The PUP Student Handbook (2007 Revised Edition)
penalizes hazing offenders. Section 17.2.18 states that
hazing is punishable by dismissal even on first offense.
The SDB Notice of Decision stated that “the complainant
presented damning evidence directly showing and proving
that she was subjected to hazing by the respondents.
Aside from the medico-legal certificate and the pictures of
her injuries, the complainant positively identified the two
respondents as the ones who inflicted physical injuries on
her. There is no question that complainant being the victim
is physically present at the scene of the incident to which the
8

respondents admitted in their affidavits. The only evidence
presented by the respondents to disprove the allegations of
the complainant is their plain denials.”
It also added that “Well-settled is the rule that denial
is the weakest defense and it can never prevail over
positive identification of witnesses. As between the clear,
straightforward declaration and positive identification of the
complainant as against the plain denials of the respondents,
the former shall prevail. The denials of the respondents
being an inherently weak and unreliable defense can never
prevail over the positive and credible declarations of the
complainant.”
The two cadet officers may still appeal VPSS Birion’s
affirmation of the SDB recommendation to PUP President
Dr. Emanuel C. De Guzman within a 10-day period.

The book introduces readers to the world of food

to have a good basis for their selection and preparation of
food. Each chapter features the composition and structure of
food, their market form, the important processes which they

such processes. This is now infused with new findings for
current food products and how other cultures use the food to
compare with Filipino culinary practices.

the anthology are still relevant because nothing much has
changed in the order of things since its first publication in
1964.
The program ended with a short message from the CCW
Chief, Prof. Merdeka Morales.

The PUP Institute for Labor and Industrial Relations
(ILIR), PUP College of Arts and Letters’ Kagawaran ng
Filipinolohiya (KnF) and Migrante International held on March
3 a forum-cum-film screening at the PUP Claro M. Recto Hall
in commemoration of National Migrants Week 2014.
Around 600 students were joined by Executive Vice
President Dr. Manuel M. Muhi, ILIR Chief Rimando E. Felicia,
KnF Chairperson Marvin G. Lai, Migrante International head
Garry Martinez, PUP Migrante Youth leader Marra Macaspac,
other migrant workers’ advocates and labor leaders for a
discussion on the plight of overseas Filipino workers and for
a screening of the 93-minute film “Purok 7” which won in the
2013 Cinemalaya Film Festival. Carlo Obispo’s film explores
how migration has affected the life of a family in Central Luzon.
It tells of a mother who has to leave her children behind as
she decides to work abroad.
PUP student Nyrriel Atienza recounted the heartbreak,
anguish and hardships of bringing back home the remains
of her mother Terril De Leon who died while working as a
domestic helper in Mongolia. Atienza said her mother’s heart
was missing and a rag was found inside her lifeless body
which also bore bruises and wounds. The family is calling on
the Philippine government to immediately release the results
of the police and forensic reports and conduct an independent
investigation.
EVP Muhi lauded ILIR for helping PUP students
understand the plight of Filipino migrant workers. Chief Felicia
explained that the forum also formed part of the University’s
effort to extend assistance to the families of migrant workers
from typhoon-stricken Eastern Visayas.
