The design of any new development may need to include mitigation relating
to surface water and groundwater flooding and should not adversely affect
the setting or character of the nearby listed buildings and Conservation
Area. The SINC within the site should be protected, and impacts on
nearby SINCs should be minimised. A contribution towards SPA
mitigation will be required. Investigation into land quality may reveal that
the land is grade 3b rather than 3a, in which case there will be no issue
with losing high grade agricultural land. Policy would need to be changed
for this development to be permitted by way of extending the settlement
boundary for Fleet.
