The International General Council
moved to give state overseers more time to
implement their vision at future appointments by doubling their term of office
to four years in a significant vote during
Thursday morning’s session on the Main
Hall floor.
If the International General Assembly
passes the agenda item from today’s
final voting session, the amendment to
the Minutes of the International General
Assembly will go into effect at the beginning of the 2016 General Assembly term.
After much consideration, the body
of ordained bishops voted to keep intact

“The FINISH Challenge” Thursday night
became the driving force of World Missions
for its future ministry emphases when Director
Tim Hill chartered the course for the church
to find lost people, especially among the
unreached peoples of the world; intercede for
their salvation; nurture an environment of
evangelism; invest in discipling and caring for
converts; send missionaries; and harvest the
end-time ingathering of souls.
The fast-paced missions service witnessed
church leaders receiving humanitarian medals from the prime minister of Cambodia, a
Parade of Nations, an exposition of the Finish
Challenge, a review of the achievements of
the Marcelly’s Dream initiative, prayer for
Ukraine, and an offering for ministry in Israel.
After pre-service videos about missions
miracles in Latin America and the Caribbean,
the Distinguished Humanitarian Service medals were delivered to General Overseer Mark
Williams and Director Tim Hill by People for
Care and Learning executive director Fred
Garmon for the church’s poverty reduction
ministries in Cambodia. PCL is leading the
church in a $2.5 million project of building
homes for the poor, providing job training,
and other assistance.

For the first time, the Church of God
International General Assembly will be held in
Nashville, the capital of the state in which the
church was founded in 1886.
The 76th Assembly (GA2016) will be conducted on July 19-22, 2016, at the brandnew Music City Center (MCC) in the heart
of downtown Nashville. The gleaming new
convention venue has 1.2 million square feet
of floor space on three levels, with two major
ballrooms and more than 60 breakout areas
that can be converted to accommodate all
sizes of events—all under one roof.
The choice of Nashville as the venue for
GA2016 was decided before the MCC was
even completed in May of 2013. Kevin Brooks
is coordinator of public relations and conference management for the Church of God,
but is also a Tennessee state representative for
the 24th district, which includes Cleveland.

World Missions, addressed the congregation.
“Tonight’s service is a time to worship and
rejoice, to envision the global harvest, and
determine to finish the work commissioned to
us by Jesus Christ,” he declared.
Cecil Mullings, World Missions board member, read Scripture, and Waneda Brownlow,
missionary to Africa, led in prayer. Prayer was
also offered for Alexei Demidovich, overseer of
the troubled Ukraine.
A video feature spotlighted many of the
accomplishment of the Marcelly’s Dream projects. In the past 20 months, the church has
given $1.5 million to distribute Bibles, supply
clean water, build and refurbish orphanages,
schools, and churches, and provide medical
care.
Dr. Hill returned to the podium to challenge the congregation to give an offering for
ministry in Israel, where the Church of God
has outreaches and humanitarian work among
Jewish people, churches and schools among
the Arabic-speaking population, and among
other immigrant groups.
Following the missions emphasis, just at
the press deadline for General Assembly Today,
Dr. Wallace Sibley, third assistant general
overseer, introduced the preacher, Evangelist
Joycelyn Barnett, for the message. v

When Max and Debbie Thompson were
leaving Brazil, awaiting their next assignment, their then-7-year-old adopted daughter, Marcelly, had a vivid dream in which
she believed Jesus told her she would preach
the Word of the Lord to the children of
Africa. A few days later, the Thompsons
received an appointment to direct an
orphanage in Liberia, Africa, and within
months Marcelly’s dream became reality.
Learning about the dream later, Director
Tim Hill related it to the needs of the children of Africa and beyond for the Word,
and expanded it to include other vital
needs. These included—in his strategy—the
Word, water, walls, and wellness. Based
around the four Ws, a widespread initiative
has been developed.
In its first 20 months, Marcelly’s Dream
has attracted $1.5 million in missions gifts.
Thousands of Bibles have been distributed,
scores of water wells drilled, many buildings
erected or refurbished, and medical and
counseling care offered.
Marcelly’s Dream will continue to
receive strong emphasis during the continuing leadership vision of Dr. Hill. v
House meetings.
“From above, the Music City Center is in
the shape of a guitar, and it was exciting to see
it come to life over the two years I watched it
outside my hotel window,” Brooks said. “It is
now one of the most sought-after venues in
the country. If we had waited until it opened
last year to negotiate for GA2016, we would
not be going there. Contracts are being signed
by organizations for events all the way into
2020.”
In addition to the new convention center,
a brand-new state-of-the-art hotel, the Omni,
opened about the same time. Located across
the street, the 500-room Omni will be the
site of events, as well as the primary hotel for
GA2016. There are many other hotels, also
within easy walking distance of the MCC.
Attractions include the Country Music Hall of
Fame, the historic Ryman Auditorium, and a
multitude of one-of-a-kind dining establishments.
In a special video greeting, Tennessee
Governor Bill Haslam will give an invitation
to all prospective delegates to, “come back to
Tennessee,” for the first International General
Assembly to be held in the Volunteer State
since Memphis fifty years ago in 1966.

Beginning today, Dr. R. Lamar Vest begins
his term as president of the Pentecostal
Theological Seminary. Earlier this year Vest
was selected by the PTS Board of Trustees
in consultation with the International
Executive Committee of the Church of God
to serve as its tenth president.
The announcement was first made during the seminary’s commencement exercises on May 31. Vest follows Dr. Steven
J. Land who announced in January his
intention to transition to a role as “teacher,
author, and consultant.”
Called to preach at the age of 14, Vest
accepted his first pastorate at the age of
20. Since then, he has led a life of distinguished ministry service that includes
positions as state evangelist for the Church
of God in South Carolina, state youth and
discipleship leader (Oklahoma, California,
and Maryland), director of the International
Youth and Christian Education Department,
president of Lee College (now Lee
University), member of the Church of God
Executive Committee, and in 1990 he was
selected to serve as general overseer. Vest
served until tenure limitations placed him
out of office in 1994. Just two years later he
was reelected to the committee, advancing
again to general overseer in 2000 and serving until 2004.
Most recently, Vest served as president
of the American Bible Society from 2009
to 2013. He served for six years as chairman of the ABS board before being tapped
to fill the post of executive vice president
for Global Scripture Ministries in 2006. He
served in that capacity until moving to the
presidency in 2009.
In speaking of Vest and his leadership through the years, current Church of
God General Overseer Mark Williams said,
“Lamar Vest holds the rare combination
of leadership abilities which demonstrate
servanthood, while at the same time garnering the respect and integrity needed
to lead large organizations. He is a transgenerational leader whose legacy in Church
of God history has been solidified, but his
contributions go far beyond this movement
to touch the entire Body of Christ.” v

12-year term limits in non-mission states.
They also referred four agenda items related
to state overseer orientation back to the
International Executive Council. The body
seemed to agree with the sentiment of Dr.
Gene D. Rice, who spoke in opposition to
eliminating term limits.
“If you give them forever to do it, it’ll
take them forever to do it,” Dr. Rice said
from the floor, inspiring an immediate call
to vote.
State overseers previously served appointments in two-year increments. Though the
International Executive Committee still
reserves the authority to remove or reassign
state overseers any time it’s deemed necessary during any given term, Thursday’s vote
is a large step toward giving state overseers
the additional time needed to impact real
change and allow for better continuity at
the state government level. v
Council Rejects General
Assembly
Format Change

After devoting much of the Thursday
morning General Council session to debating Agenda item 53, a proposal to change
the format of the International General
Assembly, the Council took up the issue
again in the afternoon session.
Prior to resuming the business session,
General Overseer Mark Williams introduced
Clayton Watson, president of the Church of
God Foundation, who gave a review of the
Foundation’s work and made presentations
to Rick Whitter, overseer of Minnesota, and
Stan Holder, overseer of Alaska, for church
planting projects in their states.
After rejecting a motion to refer item
53 to the Executive Council, the General
Council voted down the measure calling
for the International General Assembly to
alternate during each quadrennial term as
International General Assembly Business
and International General Assembly
Celebration. Failure of item 53 eliminated
item 54, which called for the International
General Council to meet quadrennially.
A call to suspend the rules and consider Agenda items 55-58 together because
of their similar wording was approved.
However, because of questions about
tenure, the measure was referred to the
Executive Council for perfecting. During a
brief recess, the Executive Council met and
perfected the bundled items, which were
then approved by the General Council with
the understanding that a measure coming
through the Motions Committee would
finalize the perfection of the measure.
Agenda item 59, which called for members of the Council of Eighteen to be elected
quadrennially, was voted down by the
General Council.
General Overseer Mark Williams commended the Council on the completion of
the printed agenda.
The Resolutions Committee presented
two resolutions prior to adjournment. A
resolution on the Second Coming of Christ
was passed. At the time of adjournment, a
spirited debate was underway on the wording
of a resolution regarding peace in Israel. v

In that period, he has served as director of
Business and Records and six years as the first
director of the Office of Pensions directing
the Ministers Retirement Plan implemented
in 1983. He worked under nine general overseers and ten secretaries general. Previously
he served for 17½ years as state secretary/
treasurer for the Tennessee State Executive
Office. As of the 2014 International General
Assembly, Robinson will have completed 50
consecutive years of administration with the
Church of God.
“Words are inadequate to express my deep
gratitude for the signal honor and favor God
has given to me during these many years to
minister and use my gifts for the Church of
God,” Robinson said. “I am humbled to have
been part of the denomination’s growth and
ministries expansion, as well as times of seeing
God’s provisions in challenges and complex
economic realities. Everything I am I owe to
the Church of God.” v

Margaret Gaines
Honored
World Missions leaders announced on
Monday night a new award called the Circle
of Global Impact and named veteran missionary Margaret Gaines as the first recipient. The
new award was a highlight of the evening.
Gaines, who spent her life until retirement as
a missionary, began service in Tunisia, worked
a short time in France and the Saar region of
Germany, and finally moved to Israel, where
she invested many years serving the town of
Aboud on the West Bank. She became fluent
in the Arabic language. The school and church
she established there continues a vibrant ministry today. The Circle of Global Impact honors an individual whose contribution to the
Kingdom transcends the area where he or she
works and affects a whole generation and the
church broadly. v

for Pastors Regarding
Marriage
The following is a suggested policy
statement for pastors of local Churches
of God who are requested to perform
same-sex marriages. All pastors are
advised that if necessary, competent
local legal counsel should be consulted
for treatment of this issue in their respective areas:
1. I am a minister of the gospel, credentialed by Church of God (Cleveland,
Tennessee).
2. It is the long-established biblical/
religious belief and polity of Church of
God, which belief and polity I adhere
to, that marriage is a spiritual union in
which a man and woman are joined by
God to live together as one.
3. Based on my personal religious
beliefs and the beliefs and polity of my
credentialing Church, I refuse to perform
same-sex marriages.
4. I base this refusal on my First
Amendment guaranty of religious freedom, and on any and all exemptions
granted to me under Federal and State
laws.
5. This refusal also shall extend to
my church’s refusal to allow its facilities to be used for same-sex marriages
or any celebration relating to same-sex
unions. v
Over 2,000 Attend
Women’s Service

Church of God women gathered Tuesday
night for an historic International General
Assembly women’s worship service. This was
the first time that women have gathered at the
General Assembly during prime time for the
express purpose of worship, and the first time
a women’s event has been held since 2008.
Over 2,000 were in attendance at the Hyatt
Plaza Ballroom.
Through the international flavor of the
service, it lived up to its theme—One Family
Through Christ’s Blood. The event kicked
off with a spirited song from a 100-member
choir made up of people from all over the
Caribbean islands led by Patricia Charles.
Scripture was read in languages including
Indonesian, Portuguese, Spanish, and English
followed by a powerful Filipino prayer. A worship dance team from area Spanish-speaking
churches then ministered beautifully. Jihan Cox and her worship team led
the women to the throne of God through
powerful praise. Deven Wallace, co-pastor
of Redemption Point Church in Ooltewah,
Tennessee, then preached an impactful message on the glory of God. Countless women were healed, restored,
delivered, and touched in the altar service.
Lives were changed all over the room and
undoubtedly many testimonies will continue
to come in of how God moved for those in
attendance. v

REMEMBERING MINISTERS WHO HAVE
GONE TO THEIR ETERNAL REWARD

MEMORIAL CELEBRATION – Friday, August 1, 2014
This service has become a cherished tradition in the Church of God
because we are gathered not to mourn, but to celebrate. These whom we
honor on this occasion have been sacrificial servants who have tirelessly
given of themselves in humble service to the King.
Paul in 1 Thessalonians 4:16-17 assures us, “For the Lord himself shall
descend from heaven with a shout, with the voice of the archangel, and
with the trump of God: and the dead in Christ shall rise first: Then we
which are alive and remain shall be caught up together with them in the
clouds, to meet the Lord in the air: and so shall we ever be with the Lord.”
It is the promise of this age-old tenet of the faith to which these held, and
it is the fulfillment of this promise for which we patiently wait.
We rejoice in the truth that these who have gone before us are living
abundantly with the Father in heaven, and that one day we, too, will join
them and behold Him face to face.
We pray for those who remain, trusting that they will find comfort in
God’s promises and in this memorial tribute.

in the Exhibit Hall of the Convention Center near the Heritage Display.
Deceased minister information listed herein reflects reports forwarded to the Business
and Records Department in the Church of God International Offices by state and regional
offices during the 2012-2014 Assembly period beginning with the death date of July 1,
2012. For purposes of meeting printing deadlines for the publication, the final date for
processing information at the International Offices for this observance was June 30, 2014.
