Dr. Harlan highlighted portions of his written report printed in the Board Book.
Dr. Harlan publicly thanked staff and students for their generosity in providing
assistance to others this holiday season.
Dr. Harlan publicly thanked W-FEA lead negotiators, Julie Hendricks and Mike
Hansen for their collaboration with administration in creating the 2009-2010,
2010-2011 academic calendars.
A proposed W-FEA Negotiations Schedule will be forthcoming in the next few
weeks.
Dr. Harlan publicly thanked Scott Bleck for his effort in managing the district sign
project.

providing needed assistance to families.
Mr. Delwiche informed the board that the elementary schools and PTO
organizations provided gifts for 29 students living in the district.
LAURIE SCHMIDT:
Ms. Schmidt highlighted portions of her written report printed in the Board Book.
The Wisconsin School Performance Report (SPR) was created in 1991 to serve
as the state’s annual public school report card. This report focuses on two
indicators: Student Performance indicators and Opportunity to Learn indicators.
This report provides the School Board’s January 1, 2009 requirement of notice to
parents and guardians. Parents/guardians interested in a paper copy of this
report need to submit a request to Laurie Schmidt, Director of Pupil Services.

Motion by Brace, seconded by Haak, to renew the Charter School Contract
(CESA 5) for July 1, 2009 – June 30, 2011.

KOHL AWARD NOMINEES
Dr. Harlan reported that each year school districts have the opportunity to
nominate teachers for recognition through a statewide Kohl Fellowship Award
Program. Candidates are nominated locally with the local committee selecting
candidates who are forwarded to CESA for further review with finalists forwarded
to the state selection committee. The District is pleased to recognize three
outstanding teachers this evening. District nominees selected include: Julie
Hendricks, Weyauwega Elementary School; Jennifer Mellgren, W-F Middle
School; and Mike Hansen, High School.
Mrs. Mellgren and Mr. Hansen were honored by Middle/High School Principal
Scott Bleck. Mr. Bleck listed an extensive list of accomplishments for each
individual. Elementary School Principal, Kirk Delwiche introduced Ms. Hendricks
and provided to the board an extensive list of accomplishments on behalf of Ms.
Hendricks. The recipients received a round of applause from all present.
The district has received notice that Ms. Hendricks and Mr. Hansen have been
selected to proceed to the next level.

The Personnel/Board Policy Committee Meeting is tentatively scheduled for
January 15, 2009 at 4:30 P.M. The meeting will commence immediately after the

Citizens and Electors of the Weyauwega-Fremont School District:
Today marks the beginning of second semester. Special congratulations to all students who achieved honor roll status for first
semester. This is an important time for parents and students to review first semester progress and set new goals for second semester.
It is especially important to recognize student successes and encourage students to stretch themselves. Parents with questions about
student progress are invited to contact teachers or building administrators anytime.
During the past week, board members Craig Smith and Mike Haak attended the state school board convention in Milwaukee to learn
about exemplary educational practices and share ideas with board members and administrators from other districts.
December and early January have presented us with some challenging weather conditions. Parents are again reminded to review the
informational letter about school closings on the district website. The general rule of thumb is that the district will make every
effort to offer school whenever possible. Student safety is always a priority. Attendance decisions are the responsibility of parents.
Students unable to attend under difficult weather conditions are not penalized.

Citizens attending the Board of Education meetings are reminded that Board Policy 186 requires citizens wishing to speak to
register and identify the topic that he/she would like to address. Certain discussions including personnel and certain legal
matters are restricted to closed session discussion. Citizens are encouraged to review the policy prior to the start of the Board
meeting. Copies of Policy 186 are located with the citizen sign in sheet.

Consent Agenda
To better facilitate Board meetings and reduce executive session content, the Board agreed at its
October meeting to adopt a Consent Agenda procedure. By this procedure Board members are
provided a list of items, usually personnel issues, which can be accepted by the Board in its entirety.
Board members may request specific items from the consent agenda be referred to executive session
prior to action. This enables the Board to more publicly acknowledge retirements, resignations and
hirings at the start of Board meetings.
10. New Business
a. Informational Presentation – The Chronicle
Recently the Weyauwega Chronicle was acquired and the new management has requested an
opportunity to share with the board and the community some insight into the plans management
has for the paper.
b. SAGE Presentation
The district participates in the state SAGE program. The purpose of this program is to encourage
districts to maintain low class sizes at the elementary level. This program requires that the district
maintain class sizes of 15 or less for participating classes. In return, the district receives additional
reimbursement to help offset some of the additional staffing costs. District staff will explain to the
board how our program works and some of the important benefits the program offers to students.
c. Board Policy 222 Revision – Recruitment and Appointment of Administrators
The Board will be presented by the Policy Committee with a proposed revision to policy 222 for
the purpose of expanding current policy language to include a succession plan.
d. Board Candidate Forum – March 19th – 7:00 pm
Invitations have been sent to candidates in the spring 2009 election to participate in a community
forum. The purpose of the forum is to give the community an opportunity to hear from board
candidates and ask questions prior to the election. We hope many members of the community will
take advantage of this opportunity to meet the citizens applying to assume these important
positions.
e. W-FEA Negotiations Calendar
I am pleased to report that an early negotiations calendar for the teachers and district has been
established. Both sides have been working hard on development of several important changes and
there is general agreement on a desire to resolve the issue of contract negotiations early, if
possible.
f. Approval Academic Calendars – 2009-2010 & 2010-2011
One of the first tasks in the teacher negotiations process is usually the approval of school calendars
for the negotiating cycle. I am pleased to report that the teachers and administration are able to
make a joint recommendation for the next two school calendar years. A lot of work goes on
behind the scenes to create calendars that are mutually acceptable to all parties. I thank the
teachers and administrators who worked so collaboratively together on this project.
g. Staff Layoff – Preliminary Notification
State statutes require that teachers receive preliminary notification of layoff by March 1 of each
year. Like many other districts across the state, Weyauwega-Fremont has been experiencing
declining enrollments for several years. Budget constraints require staffing layoffs to reflect the
resulting loss in revenues. This evening I will ask the board to approve issuance on one teacher
layoff and two support staff layoffs.

February 23rd Board of Education Meeting – Fremont Elementary School
The January regular meeting of the Board is usually scheduled to occur in Fremont. This year the
meeting in Fremont will occur in February 23rd at 6:30 PM.
11. Closed Session – District Administrator Evaluation
The Board of Education of the School District of Weyauwega-Fremont will meet in closed session
pursuant to the provisions of §§19.85 (1), (c), (e), (f) Wis. Stats., for the purpose of the evaluation
of the district administrator over which the Board of Education has jurisdiction or exercises
responsibility. The Board of Education may reconvene in open session to take action on matters
discussed in closed session.
One of the important tasks performed by the board each year is the evaluation of the District
Administrator. Last year the board redesigned the evaluation system to conform to national
professional standards. This year the board will begin the evaluation process consistent this
evening consistent with a timeline adopted with the process.

RE: Monthly Report to the Board of Education
Second Semester Began Today
With the beginning of second semester starting today, it should be noted that we, at
the elementary schools, have had a superb first half of the year. Our
atmosphere is very positive at both schools as we all work together
to do the best we can for the students we serve. I’ve seen many,
many teachers “going the extra mile” for our students. This type
of effort and ambition is priceless. I am proud to work with the
many people I supervise because I know each and every one of
them works hard each day to make our students successful today
and in the future. Hats Off To Our Staff!
We now head into the “meat and potatoes” of the year, where our
teachers are focusing a large portion of their time on presenting the requisites for their
specific grade levels and documenting the attainment of these curricular standards, on a
student by student basis, that accompanies this instruction.
Standards and Benchmarks Reporting
As noted above, teachers have been and will continue to document the progress of
their students as it relates to Standards and Benchmarks knowledge acquisition. But,
documentation is only one part of the equation. The other major key to this equation is
reporting the progress made by each student to his/her parents. To do this, Standard and
Benchmark Summary pages showing progress in each of the core subjects will be shared
with parents at Parent/Teacher Conferences on March 20th, and mailed to parents
subsequently with Progress Report 4. Additional emphasis has and will again be placed
on communicating with parents of students who are in danger of not meeting grade level
expectations to work as a team to help these children realize success.
With this information, parents will gain a clearer idea of their child’s progress in
meeting these grade level learning expectations for their child by the end of the school
year. It will also allow parents to communicate with teachers on that progress and/or
work with their child to make changes in their child’s work habits if requisite progress is
not the case.
National Geography Bee
Recently, the National Geography Bee competitions for our
elementary schools were held determining winners for each
school. First, in Fremont, Kimberly Gilbert was the champion
with Jenna Macijeski taking second. Others competing in
Fremont Elementary School’s competition were Hunter
McClone, Gus Mathwig, Jenna Mathwig, Sam Schoenick,
Gunner Stuebs, Kaitlyn Hickey, Adam Kasper, and Matt Abhold.
In Weyauwega, Glenn Walborn prevailed as champion with
Mikaela Hintz in second place. Others participating in
Weyauwega Elementary School’s competition were Brooke
Clausen, Camryn Hintz, Brandon Hudziak, Jasmine Marotz,
Jared Shilts, Connor Grambsch, karlie Grundman, and Emily
Yonke.
Kimberly and Glenn have taken qualifying tests for State
Competition in April. We’ll know if they qualified in February.
Congratulations to these students on a job well-done!
On-going Curriculum Work at the Elementary Level
Last week, our elementary embarked on a new Curriculum journey at our Faculty
meeting. With the help of Laurie Schmidt, we began our focus on adding Rigor,
Relevance and Relationships to our Curriculum through the creation of a CrossCurricular unit at each grade level incorporating expertise from regular ed, special ed and
specials teachers. We are very excited about this opportunity to help our students achieve
and ourselves to become better educators through development of these units. Our guide
is the work of Dr. Douglas Reeves, whom we’ve had the pleasure of listening to at our
Wisconsin School Leadership Academy last summer in Madison and whom will again
address that audience this year. Not that you all need any more reading, but to help you
understand the impetus for this work, we’ve included the first chapter of Dr. Reeves’
handbook on Rigor, Relevance and Relationships, which answers the question of why use
this framework to help students learn. We hope you find it interesting and we certainly
would be open to answering any questions you might have as we move forward.
School Board Recognition Month
Thank you to the Board for the work that all of you do
to keep our District running. Your job is often a
thankless one due to its nature. You all deserve to be
recognized for the difficulty and time commitment of
your positions. Thanks also for taking the time to make a
difference in the lives of our students!

Parental Rights to Revoke Special Education Services
On December 31, 2008, the U.S. Dept. of Education put into effect the final regulations for Part B of the Individuals with Disabilities
Education Act. The major impact of the regulations is the right for parents to revoke special education consent at any time.
The regulations, among other things, significantly change 34 CFR § 300.300(b)(4). This section has been revised to permit a parent
of a child with a disability to revoke consent for the provision of special education and related services at any time. The revocation of
consent must be in writing. Upon receipt of the written revocation, the school district must promptly provide prior written notice in
accordance with § 300.503 a reasonable time before stopping special education and related services. The school district may not
use mediation or due process procedures to challenge the parent’s revocation of consent.
Once special education and related services end, the school district is not required to make a free and appropriate public education
(FAPE) to the child and is not required to have an individualized education program (IEP) meeting or develop an IEP for the child.
The school district is also not required to offer the child discipline protections under IDEA. Finally, the school district is not required to
amend the child’s education records to remove any reference to the child’s receipt of special education and related services.
However, if the child is referred for special education in the future, the district must act upon that referral, and the evaluation will be
treated as an initial evaluation.
In order to implement these changes, the department has developed two model forms. Form P-5 may be used to document written
revocation of parental consent. Note, however, parents may use other ways of providing written revocation, and this form is not

Monday, February 16 is the date of our winter in-service. Our high school staff will be involved in a program called, “DOTS.” This
program is designed to look at the connections our staff makes with students and how we can promote higher levels of staff and
student relationships. PreK-8 staff will participate in a presentation by Elizabeth Dohrn regarding the topic of Response to
Intervention (RtI). If you have interest in attending either event, please contact me for additional information. We welcome you to
attend!
Staff Recognition
Mrs. Nina Cass, Speech Language Pathologist, will be awarded the "Outstanding Service Award" from the Wisconsin Speechth
Language Pathology and Audiology Professional Association (WSHA-P) on Friday, February 6 at the state convention in Madison.
This award is presented to a nominee who has made significant contributions to the field of communication disorders. Mrs. Cass has
served the WSHA-P organization as scholarship chair, convention co-chair, speaker chair, and Vice President of the SchoolsCommittee. Not only has Mrs. Cass been an active participant at the state level, but she also advocates for her professional locally in
our school district. Her commitment to this organization pays dividends directly to our district through the information she is able to
provide to her colleagues and the model she serves as a professional. This award is well deserved by Mrs. Cass and highlights her
many accomplishments in the field of Speech Language Pathology. Please help me in celebrating Mrs. Cass’ statewide award.
