The Eastern Partnership is the first Polish initiative
incorporated into the system of the European Union’s
external relations. It was approved by the European Council at
its meeting on the 19th–20th of March 2009. The EaP is
addressed to Armenia, Azerbaijan, Belarus, Georgia, Moldova
and Ukraine and designed to facilitate the achievement of
one of the key goals of Polish foreign policy, the
approximation and integration of East European countries
with the European Union.

Kujawsko-Pomorskie Region is the only region in our country
that can boast a fruitful co-operation with the Byelorussian

was officially initiated on the 6th of December 2005 and ever
since many events with the participation of our Byelorussian
neighbours, have been organized. On the 5th of November
2009 the delegation of Byelorussian investors and
entrepreneurs took part in the Economic Roundtable, which
was discussing the possibilities for the Polish investors in
Byelorussia. Every year there is some Polish–Byelorussian
cultural event and the groups of Byelorussian students visit
our region regularly. Recently the governor of Mohylew Circuit
Viktar Nekrashevich, his adviser Roman Brodov and Viktar
Stsiapanau participated in the conference “Regions for
Economic Change”, organized by the European Commission
on the 20th and the 21st of May. They also visited the
Regional Representation of Kujawsko-Pomorskie in Brussels.
The guests were interested in the European regional policy in
the times of crisis and the way the regional representations
are functioning. The next project of our region, in which we
would like to involve the Byelorussian guest is the 5th
anniversary of the Regional Representation in Brussels in
October 2010, when maestro Oikawa will be playing with the
Byelorussian pianist.

“Because everyone
has a rebel inside”
Wayward and controversial cinema dominates the eighth
Tofifest International Film Festival, which takes place from
June 26th to July 2nd in Toruń. The festival was oficially
opened with the film “Persecution” – the latest work of
Patrice Chéreau, the winner of Caesar’s Award and prizes in
Cannes and Berlin. Surprising film with an unconventional
form, devoid of beginning and end, like a photo album, tells
the story of a mysterious, unrequited love, taking place in the
urban area of Paris.

Stars of this year edition of Tofifest include Shirin Neshat,
star of the contemporary art world, the Iranian director who
won the Silver Lion at the Venice Film Festival and Julia
Jentsch, winner of the Berlinale Silver Bear, known for her
roles in such films as “The Edukators” by Hans Weingartner

and “Sophie Scholl – The Final Days” directed by Marc
Rothemund. Toruń’s Film Festival is divided into several
sections, the most important of them is ON AIR.
International Competition. Films which are presented there
are selected through regular recruitment and selection at
major international film festivals, including in Rotterdam,
Berlin, Cannes and Venice. Other important sections of the
festival include SHORTCUT. Short Film Competition
featuring more than 25 best short films from around the world
and series Masters, depicting the most important artists of
world’s cinema. The festival is accompanied by a rebellious
film music concert “Go Upstream”, presenting famous
songs from rebellious Polish films. The festival presents film
works that undertake the difficult social and political topics
and hosts independent, unconventional, breaking-stereotypes
and “going upstream” authors.

The Fête
de la
Musique in Toruń
On the first day of summer, June 21st, Toruń as three
hundred other cities in the world was surrounded by music
fever. Professional and amateur artists have mastered the
public space, playing concerts open to the public.
A variety of musical sounds could be heard in more than 40
music points including the amphitheater of Baj Pomorski
Theatre, the ruins of the Teutonic Castle, Toruń’s clubs: Art
Cafe, Cellar at Angel, Bistro Torre. Toruń’s bugle-call rang out
from the balcony of Artus Court Cultural Centre.

The idea of a mass demonstration of the music, encouraging
performers to spontaneous performances on the streets of
the city, is not only close to the hearts of citizens of Toruń.
This year celebration of music was joined by other cities in

the Kujawsko-Pomorskie Region. Musical concerts sounded
in Kuyavian Cultural Center in Inowrocław and in the Fr. Dr.
Władysław Łęga Museum in Grudziądz.
The originator of the Feast of Music was a French composer
of Polish origin, Marcel Landowski. The event was later
popularized by Maurice Fleuret and Jack Lang, French
minister of culture. The event, which premiered in 1982 on
the Seine, today is a major, international art event, celebrated
in more than three hundred cities, a hundred countries
and on five continents. Every year on June 21st music
institutions, orchestras, operas, musical theaters, music
schools, clubs and cafes organize a string of public concerts,
during which the audience can listen to the variety of sounds
and styles such as classical music, rock, folk, poetry or
electronic music.
As part of this year’s Toruń edition numerous concerts took
place, as well as percussion workshops by Hati, a well-known
musical group.

Władysław & Wojciech Kozioł
What fascinated you in the form of stained glass from
the Middle Ages, a technique on the border of art and
metaphysics? Does this kind of art works in modern
world and finds its audience — yet it seems that we
live in an era in which spirituality and religion no longer
play such a role, as it was in the past…
The development of architecture and construction, both
sacred and secular, continues to cause rapid development of
all types of glazing. What most captivates us in the stained
glass is the mystery of light, its vagueness, creating mystery
in space of ancient cathedrals. Such light also creates an
unique, metaphysical atmosphere in modern, abstract
compositions. Therefore, stained glass, as an art form, is still

fascinating, still in, regardless of trends, directions and
various artistic ways.
What kinds of stained glass are created in your studio?
In our studio, located in a historic building in Toruń, are
created hundreds of figurative and abstract stained glasses.
We also deal with easel painting and ceramics. Our works are
being presented in Czech Republic, Slovakia, Latvia,
Lithuania, Russia, Germany, Canada, and the United States.
Your art studio plays the role of art saloon in Toruń.
What kind of guests are visiting you?
Our studio is a meeting place of intellectual and artistic elite.
We welcome artists, professors, clergy, actors, musicians,
lawyers, journalists, ambassadors… As in the saying of a
prominent American art historian, George Riabov: “studio is a
distinguished panel meeting of minds and original artists”.
What characterizes special glass that was patented by
Mr. Władysław Kozioł?
Almost all my life I devoted to the art of stained glass and
Kujawsko-Pomorskie Newsletter. News at a glance 17
painting. So I was able to discover new technologies and the
formulation of glass and its “bubbling”. The structure of this
glass cleaves light and fills the interior with soft, diffused light.
What is the fusing method used by Mr. Wojciech? What
grasp you in it?
Fasing technique reveals for creator new, unlimited ways of
composing images, and is an innovative way to use the
structure of glass, gives a special artistic effect. It provides a
clean composition, unlimited lead contours, characterized by a
certain, undefined, colorful glow, impossible to obtain in
stained glass made in traditional way.
What are the development plans for the studio?
Our biggest and most ambitious aim is to create art glass
factory in Toruń, which project was developed jointly with the
Academy of Mining and Metallurgy in Cracow and the
reactivation of art gallery. We also work on technology in the
production of red glass, with unique artistic values, particularly
sought after by artists–stained glass makers.

The knights
tournament in
Poland? Why not?
The Middle Age castle in Golub-Dobrzyń, constructed in
the 13th century by Teutonic Knights and later rebuilt by its
owners in the Renaissance fashion, is famous for its charm
and beauty not only in Poland but in the whole of Europe.
In 1977 the first knights tournament was organized here by
castle governor Zygmunt Kwiatkowski and soon it became a
well-known event, attracting every year many tourists. Horse
teams from Poland and from abroad enter the competition
list. At the historical courtyard struggle the warriors on foot.

The annual tournament evoked the interests in Middle Ages
and initiated the birth of the organization of people interested

in the history of the Polish knighthood. They meet every year
during the tournament.
This year, between 9th and 11th of July we celebrate the
600th anniversary of the Grunwald battle, when Poland
and Lithuania triumphed over the Teutonic Knights. GolubDobrzyń castle prepared an interesting program to
commemorate this event. This year tournament, in which will
compete knights from the International Jousting League, will
begin with staging the scenes from the famous battle
between the Polish-Lithuanian alliance and the
Teutonic Knights.

The Tuchola Forest
for active tourists
Nature, activity, good company and great entertainment
constitute a proven recipe for a successful tour. The Tuchola
Forest Province creates great conditions for many sports
and active tourism. Its main natural health are rivers. They
create diverse water routes, large ponds, picturesque valleys
and green corridors where you can actively spend time.
Brda and Wda have excellent conditions for canoe lovers.
The proximity of wild nature, picturesque bays and slopes and
thick forests attract lovers of active rest with nature from
Poland and abroad. Tourist will find there many camping
places and several water ports where you can stop, set up a
tent and rent water equipment.

It owns its name to many obstacles and stones being
significant challenge even to experienced canoe lovers. Wda
is much calmer. Therefore it is more suitable for family
canoeing.
For water lovers and sailors who adore unforeseeable water
bodies, islands and bays, the great place will be Zalew
Koronowski near Bydgoszcz.
The vast Tuchola Forest and landscape parks create perfect
conditions for going on several-day biking trips. Many green
areas are conducive to Nordic Walking and riding. Riding is
offered in many agro tourist farms.
