Centralizing procurement: a concrete example
ASSUMPTION: each pulic entitiy buying trhought the frame contract does’nt
need to publish a tendering procedure autonomously
1) Defining the average number of sheets wasted to publish and
awarding a traditional tendering procedure
2) Multiplying this number for the total number of public entities that
chosen to buy through the centralize frame contracts
Almost 905 .000 sheets saved ….

2012 – Towards the “sustainable purchases”: the social criteria
The regional procurement agency is setting up a process referred to sustainable
purchases, with the introduction of the so called “social criteria” in the tendering public
procedures; this criteria are rules for the achievement of social objects, with regard to the
indications of the European Commission and of the Italian Ministry of the Environment.

internationally recognized, in line with Human Rights
and Work Conditions.
The social criteria are defined by:
Conventions of the International Labor Organization (ILO),
the Universal Declaration of Human Rights;
the article n. 32 of the “Convention on the Rights of the Child”.

2011 – Towards the “sustainable purchases”: dialogue
The approach adopted for the introduction of the social criteria in the CRA tendering
procedures is based on the Transparency and Traceability of the supply chain.
This approach involves the construction of a structured dialogue between the
Contracting Authority and the suppliers. The dialogue is composed by two steps:
