City Receives “Green Telligence” Award for
City Hall Renovations
The West Cook County Solid Waste Agency awarded the City of Northlake with its 6th
annual “Greentelligence” Award. The award, which will be officially presented at the
Agency’s annual dinner on May 10th, is given in recognition of the City’s creativity and
practicality relative to environmental approaches and solutions when undertaking the
recent renovations at City Hall.
The following design features were incorporated during the build out of the space
formerly occupied by the police department:
• Closed cell foam insulation on all exterior walls achieving rating of R-21
• Installation of 42 solar tubes through the roof to bring natural daylight to the interior
spaces of the building
• Roof insulation achieving an R-40 rating
• White polymer roofing to reflect heat
• Insulated/tinted thermopane energy efficient windows provided by an energy grant
• Energy efficient lighting throughout building funded by an energy grant
• Recycled denim insulation in walls between offices for sound control
• Re-use of stainless steel railings salvaged from the old Entenmann’s building
• Re-use of concrete “holding room” from old police station as a secure vault for
records
• Re-use of steel bunk beds from old jail as shelving for records
• Re-use of bricks from demolished buildings for interior accent walls
• Re-use of ceiling tiles salvaged from old City Council Chambers and former Mark
Twain School
• Re-use of “like new” light fixtures salvaged from a hospital in Indiana
• Re-use of stainless steel sink salvaged from former hospital
• Re-use of toilets and urinals salvaged from old police department and former hospital
• Re-use of counter window from old police dispatch room
• Re-use of security doors from old police station
• Re-use of old wallpaper removed during hallway renovation

As you can see, much thought was given to re-use and recycling of
materials as well as energy efficient upgrades when the recent
renovations at City Hall were done. Once we started, it became second
nature to ask what could be done with something rather than throw it
out.
The
new

Hall
looks
great.
While it
was
“green”
for the
environment, it was also “green” for the City’s budget. The majority of
the cost of the renovations was delivered through energy grants and a
grant from the Illinois Department of Commerce and Economic
Opportunity secured by former State Representative Skip Saviano. This
project was completed without any borrowing.

“Cup o Joe” Veteran Talk
We offer a special invitation to all WWII and Korean War veterans, and
especially to those who have attended the Honor Flights to Washington
D.C. to talk about their trip and share photos over coffee and pastries.

Summer Camps
“Fun”tastic Adventure Camps (ages 3-5)
Each week the curriculum focuses on a unique theme that introduces
preschool age children to the exciting world around them. There are
ten separate weeks of camp, each with a different theme. Every
adventure includes art, music, outdoor play, games, and story time.
Half Day Session time: 9 a.m.-noon, class will be held at Bataan Park
in Melrose Park and at Veterans Park District Preschool in Northlake.
The fees for this camp are $60 in district, $65 Friendly Neighbor, $85
out of district per camp. All Day Session time: 9 a.m.-3 p.m. This class
will be held at Bulger Park, Melrose Park. The fees for this camp are
$120 in district, $125 friendly neighbor, $145 out of district per camp.

Super Camp
(Ages 6-12 and 13-17)
Join Veterans Park District for our second year of Special Recreation
Super Day Camp! Qualified staff will lead small groups in games,
songs, arts and crafts, and other super fun activities. Once a week we
will go to Gouin Pool and one day we will go on a field trip. Safety is
our number one priority. Veterans Park District has been providing
recreational opportunities to individuals with special needs for over 15
years. Our staff will make sure that your child will have a great time.

Super Camp starts June 17.
Junior Counselor Program
This summer Veteran’s Park District will be starting a Junior Counselor
Program for youth ages 13 to 15, who are interested in learning about
leadership skills they can use throughout their life as well as learning
to work with children! Interested youth are invited to experience the
fun and rewards of camp as a junior counselor. Throughout camp, you
will: Participate in leadership activities, go on a weekly field trip
(separate from day camp), and assist Camp Counselors with programs
and activities for day camp children. To apply to be a Junior Counselor,
stop in at Grant Park to fill out an application. The Junior Counselor
program starts June 10.
Teen Trip Camp
Register now for tons of fun this summer! This camp is for teens ages
13 to 15. The teen camp will go on a minimum of two field trips per
week, plus go to Gouin Pool once a week. In addition to trips, campers
will have fun choosing their own activities from arts
and crafts to sports to movies, this will be a summer you won’t forget!
Teen Trip camp starts June 10.
Summer Day Camp
Join us for an exciting and adventurous summer! Each session

includes three weeks of themed arts & crafts, games, weekly pool
days, field trips, and much more! Your child will make new friends
while enjoying their summer in a fun and safe environment. All of our
staff members are certified in CPR and First-Aid. Our day campers are
placed in small groups to give our staff the opportunity to get to know
each camper individually. Day Camp starts June 10.

Mommy & Me Ballet
(Ages 2 and up)
Mommy and me is a class offered for our younger ballet participants.
One parent and their child will participate for the entire class period
and learn the basics of ballet in a fun and educational way. Please call

(Ages 6-13)

Get your kid(s) involved in the best martial arts program in the area to
learn self-defense, self-confidence and self-discipline. From basic

Ballroom Dance
Shall we dance? This class is a great way to get ready for weddings,

fox-trot, waltz, cha-cha, tango, swing, and the rumba. Wednesdays,

Veterans Park District, in cooperation with the village of River Grove,
provides year-round recreation and leisure activities for individuals of
all ages with special needs. Our goal is to provide opportunities for
new experiences, socialization and quality programming. Youth and
preschool programs are inclusion programs that are open to children
with or without special needs. Teen and adult programs are set up to
accommodate individuals with special needs.
We prepare our preschoolers academically, physically, and socially to

Preschool Multicultural Class (Ages 3-5)
Our multicultural class will consist of students who primarily speak a
different language besides English at home. The teachers objective will
consist of teaching the preschoolers basic English words including
their shapes, numbers, ABC’s, colors, months, and days of the week.
The Multicultural Class will concentrate on teaching basic English
words. The class will have the same experiences as the other classes

Flea Quest Trip
Take a bus trip with fellow flea market fans on an adventure to a local
mar-ket destination.
On the bus ride back the group can share their finds and celebrate their
conquests. A mini auction will be held on the bus for a chance to bid
on a unique treasure found by our staff.
Ride on the VPD bus to our market destination of the Sand-wich Flea
Market in Sandwich Illinois. Sunday, June 23. Bus departs from Grant
Park at 7am and returns at 2pm. $16.
Veterans Park District Fitness Passport
Veterans Park District is currently in the first Winter Season of our
Fitness Passports. The Passport is an efficient, flexible way to enjoy all
the fitness classes Veterans Park District offers. With the Passport you
are free to attend any class throughout the week that fits your ever

At this lunch party we are going back in time to that magical prom
night! The enjoyable duet Ron & Sandier are a high energy song and
dance team. Fantastic lunch includes: Beef Burgundy with buttered
noodles, Lemon Chicken and Parsley Potatoes, Carrots Visy, Spinach
Salad with Poppy -seed dressing, rolls with butter and dessert and
coffee, tea and cold beverages. Raffles and prizes will add to the

This is a day of breathtaking scenic beauty at Starved Rock Lodge. We

Trees Manage

Save You Dollars
Trees may actually prevent more flooding in the
area than has occurred. Mature trees capture the
rainwater to help normal storms from becoming
floods. Water drips from leaf to leaf and is
partially absorbed by the leaf, evaporating before it
reaches the ground. The remaining water goes into
the soil and gets absorbed into the trees root
system. The roots help to keep the soil from
washing away.
Mature trees intercept 25 to 35 percent of
rainwater that falls on them. The average mature
tree keeps about 1,400 gallons of water from
flowing into storm sewers. That’s 1,400 gallons
that keeps water from going into storm sewers and
backing up into anybody’s basement.
Since we have paved over much of our land, trees
help to capture the rain. All the rain that falls on
paved land runs off into storm sewers, where it
sometimes is too much to handle. Trees can help.
Planting trees is extremely beneficial to
homeowners who are trying to protect their homes
from too much water in the sewer system.

Fullerton and Roy Street. Many people
responded saying they remember skating there.

Trees for the 2013 spring or fall
planting are available. As a matter
of fact, you can make a request for
a tree to be planted during any time
in the next 5 years. If you have
room on your parkway to provide a
home for a tree, call Public Works
at 708-562-0940 to pick from the
list of trees for planting.
Remember, trees located on the
parkway or in the City’s right of way
cannot be cut or trimmed without
permission from the City. The right
of way is generally the area 20 feet
from the back of the curb. If in
doubt, or if a tree in this area

fence, the contractor must be licensed,
bonded, and insured and present a copy of
the contract.
The warm days of summer are upon us. This is the
time that many property owners are enjoying the
outdoors, doing home improvements and gardening.
Here are some things to keep in mind this summer.
Excavation Work
PROPERTY MAINTENANCE
• Grass should be kept at no more than 8 inches in
height. Noxious weeds are prohibited.
• Bushes, trees, and other plantings must be trimmed
so that they are not a hazard. In particular, they
must not impede pedestrian and automobile traffic.
• When cleaning your yard, don’t forget the alley, if
you have one
• Keep garbage can lids on tight
• Screens must be in place on all windows and
remain in good repair
• Remove all standing water
• Clean up after your pets

officers handle hundreds of complaints.

(J.U.L.I.E.) at the number below before you
dig for any home improvement project,
including additions, sheds, decks, pools, or
tree planting. J.U.L.I.E. is a message
handling service which coordinates the
locating of utilities to protect those digging
and the underground facilities from damage.
J.U.L.I.E.’s number is toll free and they
operate 24 hours a day, 365 days per year.
When you or your excavator call,
J.U.L.I.E.’s operator will request your name,
phone number, and address, as well as the
excavation site address, the type and extent
of work, and start date. J.U.L.I.E. 1-800892-0123 Illinois State Law requires twoworking days notice.
Be A Good Neighbor
The following are matters of being good
neighbors:
• Parking vehicles in the grass is prohibited
• Loud music from cars and residences is not
only disturbing to your neighbors, it can result
in a ticket and fine
• Garbage is not allowed to be placed out for
collection before 5:00 pm. on Thursday
• Fireworks are illegal, and especially disturbing
to your neighbors late at night.
• The Illinois Vehicle Code requires that all
motorized vehicles using the streets must be
licensed. This means that all motorized
scooters, go-carts, dirt bikes, etc. are
prohibited from the streets unless they are
licensed by the state. These devices are also
prohibited from our sidewalks and the bike
path. Parents, please remember that if you
purchase these items for your children, they
are only allowed on private property, and that
operation on the public right of way is at your
own risk and could result in a citation.
A large number of Code Enforcement calls can
be eliminated if everyone remembers to be a good
neighbor, especially during the summer when
everyone is outside and the windows are open.

Feeding Wild Animals
Feeding birds is a favorite pastime for many, but
birdseed also lures nuisance animals like pigeons,
squirrels, raccoons, skunks, and even rats. By increasing
the food supply, feeding birds can encourage the rapid
growth of animal populations. Department of Public
Health and Safety officials are often then required to trp
the intruders. Diseases are also spread from animal to
animal through infected feeders and bird baths.
Be cautious in your feeding of birds. Place food in a
bird feeder. Regularly rake under the feeder to remove
food from the ground. If the notice nuisance animals,
remove the food source at once. Disinfect feeders with a
small amount of bleach every two weeks. Change the
water in bird baths weekly (this will also help reduce the
risk of West Nile Virus).
Also, the City Council recently passed an ordinance
prohibiting the feeding of geese, ducks and other
waterfowl, especially in Centerpoint Preserve. Feeding
of waterfowl is harmful to the birds, and also
encourages them to linger at Centerpoint where they
leave droppings on the bike path and playing fields.
Signs have been posted, and the fine is $25.00 per
violation. If you don’t want your children playing in
goose waste, please do not encourage the geese to hang
around by feeding them.
Building Permits
Please remember that Building Permits are required
before undertaking most construction projects in your
home. Building Permits ensure that the construction
conforms to the Zoning Ordinance and Building Codes.

Fence Permits
A permit for a fence is required before you install the
fence. Fences are not allowed in the front yard of a
residential property. To obtain a fence permit, residents
must complete a simple application form, show a copy

Inoperable Vehicles Prohibited
Northlake Municipal code prohibits storing or parking junk cars or inoperable
vehicles in residential districts. This regulation applies to any unlicensed vehicles
or those with flat tires, broken windshields or other conditions that make them
inoperable.

If you are planning to put up a shed in your yard this summer, there are some important things you
need to know first. You need to get a permit from City Hall, 55 E. North Avenue. You need to bring in
your plat of survey.
When looking at what type of shed to put up, here are the City’s requirements. The shed cannot be
more than 120 square feet and no more than 8 feet high. The shed needs to be at least 3 feet off the side
of the property line and 10 feet away from the back of the property line. It also has to be 10 feet away
from any structure and it must have a solid floor.
If you do not get a permit, you will get a ticket. If it is not in the right place, you may be required to
move it. However, if not, you will be required to move it before you can sell the house. For any additional

Record Rains Flood Northlake
Record rains flooded the City of Northlake and the greater Chicago Metropolitan area on Wednesday and Thursday, April 17-18, 2013. The City was subjected to 6 inch
along the Illinois River.
Northlake was cut off for a period of time due to flooding at North and Mannheim, North Avenue and the railroad, Lake Street viaduct, Grand Avenue and Green Street
The Doyle Detention Pond at North and Railroad was completely filled and overflowing. The detention pond behind West Leyden was filled to capacity as was the Railr
while several other communities, particularly along the Des Plaines River, were still experiencing flooding into the next week.

Police Station, designed by SRBL Architects, which later
merged with FGM Architects of Oak Brook, floods for third
time since 2009. The construction manager for this project was
Camosy Construction of Zion, IL. Repairs each time have cost
thousands of dollars, not all of which was covered by insuarnce.
Litigation is pending and no settlement with the various
contractors or architect has been reached to date.
