Ocean Parkway Bike Path
LICA member Intercounty Paving Associates has been honored for their work along
the newly finished bike path that runs parallel to Ocean Parkway, by the people who
matter most; the bikers who use it.
In addition to the hearty bicyclist who can now safely pedal down to the ocean,
Frank Lizza of Intercounty Paving Associates was joined by Assemblyman
Joseph Saladino, Nassau County Legislator Michael Venditto, Oyster Bay
Town Councilmen Anthony Macagnone and Joseph Pinto, NYSDOT Regional
Director Joseph Brown and LICA’s Executive Director Marc Herbst to unveil the
recently finished path.
The $3.8 million Ocean Parkway Coastal Greenway project, awarded by the New
York State Department of Transportation (NYSDOT), focused on a 3.6 mile SUP
between Jones Beach State Park and Tobay Beach in Nassau County. This 13 foot

wide, ADA compatible, paved path was constructed on the north side of Ocean Parkway and includes a cable guiderail to
protect users from automobiles traveling on Ocean Parkway. The project also included enhanced landscaping, educational
signs, informational kiosks, benches and storage for 24 bicycles at Tobay Beach. Path users now have access to the Tobay
beach facilities, including the bay and ocean beaches, restaurant and playground.
Founded in 1997, Intercounty Paving Associates has been building roads throughout the tri-state area for over 60 years.
Over the last 16 years Intercounty Paving has grown from a small paving company to a large full service construction
company. Services include asphalt paving, road reclamation, milling and construction. Today they employ over 300 people
annually. With their original office in Hackettstown, NJ as well as their Hicksville, Long Island office, Intercounty Paving is

“In some instances we are still waiting for Sandy money to be made available to strengthen our storm infrastructure, but
in this instance it had nothing to do with rising tides and wind and everything to do with a rain storm of mega-strength
proportions,” stated Herbst. “For four major east-west highways to flood in one morning – well that tells you something,
and it will happen again if funds can’t be found to tackle the infrastructure choke points.”

Removal an Unsettling Example of NIMBY
In what may become an unsettling
precedent, a street sign in
Southampton erected last summer to
pay tribute to nun Sister Jacqueline
Walsh has been removed after
a controversial dispute between
residents and the Town’s Highway
Superintendent.
Neighbors complained that the blue
street sign affixed above the green
sign marking Rose Hill Road was
depressing and a “painful reminder of
a dreadful crime” in which a suspect
has yet to be apprehended. Sister
Jackie was killed two years ago in a
hit-and-run crash.
Highway Superintendent Alex
Gregor has been an outspoken supporter of the sign and said he removed the sign on the evening of August 6 after nuns
at the Sisters of Mercy Convent said they were weary of the controversy.
“One of the sisters said Sister Jackie never would have wanted this,” Gregor said last week. “I respect their wishes. Again,
it was just a celebration of the woman’s life.”
Town Supervisor Anna Throne-Holst sent an informal survey to 39 residents of the neighborhood about the sign in
February. Results concluded that 17 residents didn’t like it, two did, two didn’t care either way and 18 didn’t respond.
Newsday reported that the town board asked Gregor to remove the sign, but he refused. Town parks employees removed
the sign on July 24, but Gregor put it back up hours later.
Gregor told Newsday that ultimately it was the nuns’ objections that swayed him to take down the memorial. “I’m keeping
the sign,” said Gregor. “I’m going to hang it in my office. If anyone comes in and wants to know why that sign is there, I have
no problem saying, ‘It’s [in memory of] a wonderful woman who dedicated herself to the church and teaching poor children.’”
LICA Executive Director Marc Herbst called Gregor’s position, “commendable, courageous and a compelling example of a
public servant who insisted on calling attention to the tragic loss of a caring human being.”

The Long Island Association (LIA) is asking LICA members to attend their Special Executive Breakfast
Meeting featuring Patrick Foye, Executive Director of the Port Authority of New York & New Jersey,
tomorrow, August 20 at 8:00 a.m. at LIA Headquarters, 300 Broadhollow Road, Melville, NY.
Foye has long known and respected many of LICA’s members and has been
a strong and effective advocate of public infrastructure for years prior to his
Port Authority appointment. The agency he oversees builds, operates, and maintains critical
transportation and trade assets in the New York metro region. Its network of aviation, rail,
surface transportation and seaport facilities annually moves millions of people and transports
vital cargo throughout the New York/New Jersey region.

Local 282 Prevailing Wage Rate Changes
for Dump Trucks and Dump Trailers
The Teamsters Local 282 has asked LICA to notify our members of the recent prevailing wage
rate changes for dump trucks and dump trailers in the five boroughs of New York City.
This new rate which has been approved by the office of the Comptroller, City of New York S220
of the Prevailing Wage Schedule effective July 1, 2014 will be the wage and supplemental benefit
rate of the Local 282 Metropolitan Truckers Association and Independent Truckers contract
(2012-2016).

LICA’s Executive Director Selected as a
Juror for LI Canstruction® Charity Event
Normally when you have been told you’ve been canned, or that the can doesn’t
work, it’s not a good day.
LICA’s Executive Director Marc Herbst says “not to worry.” He has been
selected as a juror for this year’s 2014 Annual Canstruction® Long Island to be held on Thursday, October 23 at RXR
Plaza in Uniondale.

Canstruction® Long Island is a unique charity event that features a design-build competition involving teams of architects,
engineers, contractors and students who design and build giant self-supporting structures made entirely of canned food.
After the structures are built, the creations go on display to the public as a giant art exhibition. At the end of the event, all
