Linee guida per la presentazione della domanda e per la determinazione dei
costi – Informazione sulla procedura di valutazione.
I.
PRESENTAZIONE E CONTENUTO DELLA DOMANDA
Le domande di finanziamento, redatte in lingua inglese, devono essere presentate dal PI a pena di
decadenza entro e non oltre le ore 12 del 20 Ottobre 2014 esclusivamente per via telematica,
attraverso la procedura on line disponibile su www.coinor.unina.it/ProgettiAteneoCSP/unixyz/index.php
Il sito web per la presentazione delle domande on line sarà attivato quanto prima e ne sarà data
tempestiva comunicazione.
Il progetto deve obbligatoriamente, a pena di esclusione, essere presentato secondo la struttura dei
file proposti in caricamento dal sistema, rispettando la struttura del modello (sezioni e sottosezioni
del proposal template, e relativo budget, che sarà messo a disposizione sul sito
www.coinor.unina.it/ProgettiAteneo-CSP/unixyz/index.php) numeri di pagine (di sezioni,
sottosezioni e totali), carattere e dimensione (DIN-A4, Arial, 10, margine 2 cm).
Qualunque progetto che non rispetti le suddette specifiche sarà escluso prima o durante la fase di
valutazione (anche da parte dall’ente valutatore).
Il mancato rispetto della scadenza di presentazione del progetto, qualunque ne sia la ragione, ivi
compresi inacessibilità, indisponibilità o malfunzionamento della rete o dei sistemi informatici,
comporta la non ammissibilità del progetto alla procedura di selezione.
II.
DETERMINAZIONE DEI COSTI
Salvo che non sia diversamente disposto, tutte le spese rispondono al criterio di cassa, ogni spesa,
cioè, potrà essere riconosciuta come ammissibile solo se sarà stata effettivamente sostenuta entro la
vigenza del progetto; in particolare i titoli di spesa devono essere acquisiti entro la fine del progetto
ed il pagamento deve avvenire entro il termine ultimo del rendiconto intermedio e/o finale.
II.1 Voci di spesa.
Il budget può articolarsi nelle seguenti voci di spesa.
A) Spese per il Personale da destinare al Progetto (Personnel to be hired for the Project).
E’ possibile attivare, a carico del progetto: Borse di studio di ricerca, assegni di ricerca e co.co.co.
di ricerca.
Sono ammissibili contratti in scadenza fino a un massimo di 3 mesi dopo la conclusione del
progetto, in deroga a quanto previsto per le altre tipologie di spesa

B) Attrezzature, Strumentazioni e Prodotti Software (Equipment).
In questa voce sono previste le attrezzature, le strumentazioni e i prodotti software acquistati non
prima del trimestre precedente l’inizio dello svolgimento del progetto e “nuovi di fabbrica”.
E’ possibile imputare a tale voce un importo pari o inferiore al costo totale
dell’attrezzatura/strumentazione.
Per le attrezzature e strumentazioni in leasing o noleggio, possono essere imputati a tale voce i
canoni relativi al periodo di utilizzo (e per la percentuale di utilizzo), limitatamente alla quota
capitale delle singole rate pagate, e pertanto con l’esclusione di tutti gli oneri amministrativi,
bancari e fiscali; l’importo massimo ammissibile non potrà in nessun caso superare il valore
commerciale netto del bene.
C) Consulenza e Servizi (Exsternal services).
In questa sono previste le attività con terzi (cioè soggetti, pubblici o privati, diversi dalle strutture
beneficiarie del finanziamento) e ricadenti nelle fattispecie seguenti:
 Consulenze scientifiche e/o collaborazioni scientifiche (anche occasionali) rese da persone
fisiche o da qualificati soggetti con personalità giuridica privati o pubblici, e regolate da
apposito atto d'impegno giuridicamente valido, che dovrà contenere, in linea generale,
l’indicazione dell’oggetto e del corrispettivo previsto. Il loro costo sarà determinato in base
alla fattura/parcella al lordo dell’IVA.
 Prestazioni di servizi di tipo non scientifico rese da persone fisiche o da soggetti aventi
personalità giuridica. Il loro costo sarà determinato in base alla fattura al lordo dell’IVA.
 Spese o rimborsi per viaggi e soggiorni dei consulenti scientifici presso la sede dell’unità di
ricerca, purché strettamente correlati con lo svolgimento delle attività previste nel progetto,
e ciò anche nel caso in cui la consulenza scientifica venga prestata a titolo gratuito.
 Acquisizione di brevetti, know‐how, diritti di licenza. Il loro costo sarà determinato in base
alla fattura al lordo dell’IVA
D) Pubblicazione, Organizzazione congressi/ convegni/ workshops (Dissemination,
Organization of Conferences and Workshop).
In questa voce sono previste le spese necessarie per la disseminazione dei risultati quali: spese per
pubblicazioni e organizzazione di congressi, convegni, workshops svolti nel periodo di vigenza del
progetto.
Sono altresì a carico di tale voce le spese per il viaggio ed il soggiorno dei relatori dei convegni,
congressi, workshops organizzati nell’ambito del progetto.
E) Materiale di consumo (Consumables).
In questa voce sono previste le spese per l’acquisto di materiale di consumo specifico per ciascuna
tipologia di ricerca.
Si precisa che non saranno riconosciuti in alcun caso i costi relativi a mobili e arredi nonché le
spese per carta per stampanti, toner, cancelleria tipicamente rientranti nelle spese generali.
F) Missioni (Travel).
In questa voce sono previste tutte le spese sostenute per missioni, in Italia e all’estero, svolte dai
componenti del Gruppo di ricerca, strettamente inerenti allo svolgimento del progetto,
eventualmente anche finalizzate alla partecipazione a stage/convegni/congressi inerenti il progetto.
G) Spese Generali (Indirect costs).
Le spese generali sono previste nella misura massima del 20% del contributo richiesto.
Nelle spese generali rientra l’insieme delle spese che non vengono rendicontate nelle altre voci ma
che sono effettuate solo ed unicamente per lo scopo del progetto.
Esse hanno natura forfettaria e pertanto non dovranno essere in alcun caso dettagliate nelle future
rendicontazioni periodiche, né sarà necessario predisporre per tale voce un’apposita
documentazione.
II.2) Rideterminazione e rimodulazione dei costi.
Nel caso in cui il finanziamento assegnato sia inferiore a quello richiesto il PI, all’atto
dell’accettazione, dovrà rideterminare il budget originario.
Nel corso dello svolgimento del progetto è consentito, senza alcuna preventiva autorizzazione,
rimodulare le singole voci di spesa, entro il limite del 15% di ciascuna voce, in aumento o in
diminuzione, rispetto a quanto indicato in sede di rideterminazione.
Eventuali rimodulazioni che eccedano il suddetto limite del 15% dovranno essere previamente
autorizzate dal CPM a seguito di motivata richiesta del PI.
III.
PROCEDURA E CRITERI DI VALUTAZIONE
La valutazione dei progetti avverrà esclusivamente attraverso procedure di peer review affidate a un
ente terzo specializzato.
Tutte le notizie sull’andamento della valutazione dei progetti saranno tempestivamente comunicate
sul sito http://www.unito.it/unitoWAR/page/istituzionale/ricerca1/P82600272961296461617529.
Per quanto riguarda la Linea 1, anche coerentemente con i criteri di valutazione dell’ERC, i criteri
di valutazione saranno principalmente: la qualità del PI, l’eccellenza del Progetto Scientifico,
l’adeguatezza del team nonché la capacità di utilizzare la Start Up Phase per rafforzare la
competitività del Progetto Scientifico.
Per quanto riguarda la Linea 2, anche coerentemente con i criteri di valutazione dei programmi
ricompresi nelle priorità Industrial Leadership e Societal Challenges, i criteri di valutazione saranno
principalmente legati all’eccellenza scientifica della proposta, alle capacità di utilizzare la proposta
per rafforzare le reti internazionali, alla multidisciplinarietà in prospettiva H2020, all’adeguatezza
del piano proposto rispetto agli obiettivi e alle risorse.
Saranno costituiti i seguenti quattro Panel di valutazione:
- Panel 1) “Economics and Social Sciences”,
- Panel 2) “Humanities”,
- Panel 3) “Life Science and Medicine”,
- Panel 4) “Science and Technology”.
Al momento della presentazione della domanda, il PI deve indicare il Panel di valutazione al
quale sottomettere la proposta.
Tenendo conto del contenuto del progetto e delle competenze dei Panel, l’ente valutatore avrà il
diritto di modificare l’attribuzione del Panel. Il PI ne sarà informato al momento della prima
valutazione, senza che questo possa costituire un motivo di reclamo.
Il processo di peer review si svolgerà in due fasi successive, come di seguito indicato.
Stage 1: Panel
Ciascun Panel valuterà collegialmente ciascuna domanda, con i criteri indicati di seguito nei
moduli di valutazione, formulando un elenco di progetti ammissibili alla fase 2 che sarà,
successivamente, armonizzato tra i 4 Panel in modo da ottenere un unico elenco finale.
Per quanto riguarda la Linea 1, la valutazione del Panel (Stage 1) si baserà esclusivamente sulla
sezione 1 (Section 1 “The Principal Investigator, team and synopsis”) della domanda. È, quindi,
importante prestare particolare attenzione alla preparazione di tale parte del progetto: la Sezione
1(d) “Extended Synopsis of the project proposal” sarà la sola descrizione del progetto valutata dal
Panel.
Il Panel utilizzerà per valutare l’Evaluation Form Call 1 Stage 1.
Per quanto riguarda la Linea 2, la valutazione del Panel (Stage 1) si baserà esclusivamente sulla
sezione 2 (Section 2.(a) completa + Section 2.(c).1 e 2(c).2) della domanda. È, quindi, importante
prestare particolare attenzione alla preparazione di tale parte del progetto; in questa fase, il Panel
valuterà la sola descrizione del progetto della domanda.
Il Panel utilizzerà, per valutare, l’Evaluation Form Call 2 Stage 1.
Stage 2.1: External referees
Tale fase sarà affidata a revisori esterni ai Panel, che valuteranno i progetti secondo i criteri
indicati di seguito nei moduli di valutazione. I revisori esterni avranno accesso alla totalità del
contenuto delle proposte.
Le relazioni dei reviewers saranno messe a disposizione dei Panel per la riunione di consenso
finale.
La valutazione del Panel, nello Stage 2, si baserà, per entrambe le Linee, sul progetto esteso.
I reviewers utilizzeranno, per valutare, l’Evaluation Form Stage 2.
Stage 2.2: Consensus Panels
I quattro Panel esamineranno consensualmente i rapporti dei reviewers e, attraverso una
discussione globale, prenderanno una decisione definitiva sulla graduatoria delle proposte. Al
termine di tale fase sarà trasmesso ai PI il giudizio analitico dei revisori esterni e del panel.
Sarà attivata una procedura on line sulla base dello schema seguente (Proposal Template, Project
Template file e Budget Template file) cui sono associate le relative schede di valutazione per le fasi
1 e 2 (Evaluation Form Stage 1 & 2).
Eventuali ulteriori informazioni aggiuntive sulla procedura di valutazione saranno tempestivamente
rese note attraverso la pubblicazione sul sito sopra indicato.
Di seguito si riportano gli “evaluation forms” che saranno utilizzati per la valutazione delle proposte
progettuali.
