First and foremost, chamber events must align with our vision “to create a united community, vibrant
business environment, and quality way of life in the Lewis Clark Valley.”
To align with our vision, the event must provide a forum for bringing together members of our community.
It should entice visitors to stay and spend money here. It should boost sales and commerce for our business
members. It should create an experience that enhances the quality of life in the Lewis Clark Valley.
Next, the event needs to stand on its own financially. Some events are designed to bring in more dollars than
others. For example, the “Spring Break Auction” is our main fundraising event while the “Alive After Five” has
more of a community service focus. Nevertheless, we should never lose money on an event.

Also, each event should be manageable for the staff, committee and volunteers. When the event becomes so
large that the committee looks more like a board of directors, it’s probably time for the event to blossom on its

Finally, all of our chamber events should make the participants appreciate that they engaged in an event here in the
Lewis Clark Valley. We want everyone’s experience to be positive and memorable.
Our next event is just around the corner. Don’t forget the opening ceremony for the Kendall Subaru Clearwater Snake
Steelhead Derby, November 4 at 6:00 p.m. at Kendall Subaru in North Lewiston where we will kick the derby off right with
delicious food, goody bags and door prizes.

Deepening Our Knowledge
Continuing education is an important component of personal and professional development. It helps us as individuals,
as well as allows us the opportunity to advance the organizations we serve. Continuing education inspires us to try
new things, deepen our knowledge of our existing experiences and provides us with contacts to lean on from time
to time.
While at our chamber conference in October, I had the chance to sit and chat with our US Chamber representative
and was inspired to strengthen the ties between our Lewiston and Clarkston government affairs committees. After
all, we are lucky enough to have two states working together now; we need to let our voices be heard together.

Guitarist Eric Stapanian, who his best known for his ballads, will

been described as a melancholy rock sound that features real life

‘A Sense of Place and Moment’ Exhibit
Through Nov. 27
Moscow artists Leonard Heid and Aaron Johnson will display art of
the region this month. An opening reception will be held Sun. Nov. 6
from 1 – 3 PM with the artists present. Johnson works on embodying
an experience within a painting, using oils and frequently painting
plein-air. Heid conveys a sense of place and moment, echoing the
history of the Palouse region and its people.

Spokane artist Wes Hanson will conduct a workshop for adults with

Wood Turning Workshop

Master wood artist Len Zeoli will open his workshop in Uniontown

Natural Resource Committee Meeting Minutes
October 18th, 2011
The October meeting featured a presentation of Practical Paths 2011,
Integrating Alternative Energy, a review of an Idaho Coalition on Industry and the Environment series of panel discussion by Energy Industry
leaders, Regulators and Legislators from Idaho and the Northwest,
held in Boise October 5-6.
Alternative Energy, particularly Wind Generation of Electrical Power,
has seen rapid growth in operational plants in the last three years, in
both Idaho, on the Idaho Power system in southeastern Idaho, as well
as on the Bonneville Power system throughout central Washington
and Oregon in the Columbia Basin. Issues have arisen , primarily this
spring, when high runoff in the basin caused wind farms to be shut
out from the grid, so that hydro generation could be used to facilitate
water volumes to move through the system without imperiling
endangered species. Spilling water over the dams causes high levels of
dissolved gas below the dam, which harms migrating smolts, similar to
“the Bends” which can harm human divers.
Since Investors in the wind farms are incentivized by state and federal
investment tax credits as well as production credits, they subsequently
sued the BPA for lost profit opportunities. The BPA chose to generate
rather than spill, declaring an Environmental Re-Dispatch event to
preclude violation of the ESA dissolved gas limits.
Future integration and utilization of alternative sources will require
capacity additions to the transmission grid. There are several
projects in the permitting stage, several of which require federal
approval to route them across government owned rights- of –way.
The Administration recently announced a “Rapid Response Team” to
expedite approval of these permits.
A brief presentation relative to the Port’s Dock Expansion Hearing to be
held the following night was reviewed, and people were encouraged
to attend and support the Port of Lewiston. I subsequently attended
the hearing and gave testimony in favor of the expansion.
It was also announced that Avista would be sponsoring an Energy
Fair at Walla Walla Community College from 10am-2pm on Saturday
October 22nd.

Witthaus from TD&H Engineering grabbed a lot of attention as he spoke about the Urban
Renewal Agency’s project for downtown Lewiston. He passed around sketches of what the
project areas may look like, talked about the open house and mentioned the Art Committee
(now accepting 'applications'!) You can find more info at

We talked about changing things up next month and meeting on a Tuesday or Thursday so we

Christmas Connection 2011
The 26th annual Christmas Dinner and Christmas Connection will
take place on Saturday, Dec. 10 at the All Saints Catholic School
Gym and St. Stanislaus Parish Center; from 11 AM to 4:30 PM. Preregistered individuals and families for Christmas Connection will
receive grocery gift cards based on family size. Children ages’ infant
to 16 will receive a new wrapped toy on that day, a new book from
Wish Book, and other misc.
Pre-registration is not needed if you plan to attend just the
Christmas dinner at the school gym. Those attending the dinner will
receive stuffed animals, a knit hat and a pair of new gloves.
During 2010, Christmas Connection used nearly all funding to
purchase groceries for food boxes and 1,000 new toys for 500
families. Home deliveries were made to 65 homebound residents
who could not attend the Christmas Connection event. A total of
1,500 people were served.
Sign-ups for Christmas Connection begin Nov. 21 at St. Vincent de
Paul in Clarkston and Lewiston. Times to register are 9 AM – 12:30
PM, Monday through Friday until Dec. 2. This program is open to
residents of Lewiston, Clarkston, Asotin, and Anatone. Families who
find themselves in need this season are encouraged to sign up.
Those signing up need to bring proof of residence, social security
cards and photo ID. Homebound residents need to contact Sharon
at 758.7061 to request food box deliveries.
Every year we step out in faith and pray for miracles to happen along
the way with this program. Our success in continuing to give this
service to needy families depends on the generosity of those who
donate to Christmas Connection.
A family of five can be adopted for $150. We encourage individuals,
organizations, and businesses to consider adopting a family this year.
Monetary donations in any amount are needed and appreciated.
Our goal for 2011 is $48,000.00, due to the great demand for
assistance needed by families. That need has been growing over the
last couple of years.

stays locally and will help brighten the season for so many
needy families in our area. Donations can be mailed to Christmas

What Employers Need To Know About Claiming The Small
Business Health Care Tax Credit
Many small employers that pay at least half of the premiums for employee health insurance coverage under a qualifying arrangement may be
eligible for the small business health care tax credit. This credit can enable small businesses and small tax-exempt organizations to offer health
insurance coverage for the first time. It also helps those already offering health insurance coverage to maintain the coverage they already have.
The credit is specifically targeted to help small businesses and tax-exempt organizations that primarily employ 25 or fewer workers with average
income of $50,000 or less.
Here is what small employers need to know so they don’t miss out on the credit for tax years 2011 to 2013:

Hurricane Irene, Tropical Storm Lee and other recent disaster-related tax relief postponed certain tax filing and payment deadlines to Oct. 31, 2011. Qualifying businesses affected by these natural disasters still have time to file and claim the small employer health care credit on Form 8941 and claim it as part of the general business credit on Form 3800, which they would include with their tax return. For more information on the disaster relief visit IRS.gov.
Sole proprietors who file Form 1040, Partners and S-corporation shareholders who report their income on Form 1040 and had requested
an extension have until Oct. 17 to complete their returns. They would also use Form 8941 to calculate the small employer health care
credit and claim it as a general business credit on Form 3800, reflected on line 53 of Form 1040.
Tax-exempt organizations that file on a calendar year basis and requested an extension to file to Nov. 15 can use Form 8941 and then
claim the credit on Form 990-T, Line 44f.
Businesses who have already filed can still claim the credit. For small businesses that have already filed and later determine they are
eligible for the credit, they can always file an amended 2010 tax return. Corporations use Form 1120X and individual sole proprietors use
Form 1040X.
Businesses that couldn’t use the credit in 2010 may be eligible to claim it in future years. Some businesses that already locked into health
insurance plan structures and contributions for 2010 may not have had the opportunity to make any needed adjustments to qualify for
the credit for 2010. So these businesses may be eligible to claim the credit on 2011 returns or in years beyond. Small employers can claim
the credit for 2010 through 2013 and for two additional years beginning in 2014.
For tax years 2010 to 2013, the maximum credit for eligible small business employers is 35 percent of premiums paid and for eligible tax-exempt
employers the maximum credit is 25 percent of premiums paid. Beginning in 2014, the maximum tax credit will go up to 50 percent of premiums
paid by eligible small business employers and 35 percent of premiums paid by eligible tax-exempt organizations.

fireplace sparingly in winter and not at all on very cold days. A fire draws a home’s heated air up
and out the chimney. If you do use your fireplace during cold weather, make sure to set the
thermostat between 50 and 55 degrees and close doors leading into the room. Keep the
damper closed when your fireplace is not in use. Leaving it open is like having an open window,
drawing off as much as 25 percent of the heated air in your home.
Making sure your heating system is operating at peak efficiency can help reduce the amount of
energy it uses. That’s important since about 40 percent of your energy use goes to heating. A
maintenance check-up by a contractor is a good step to take that should include lubricating
moving parts, inspecting the condensation drain, tightening electrical connections and checking
gas connections, gas pressure, burner combustion and the heat exchanger.
In addition to an annual inspection, a key part of your heating system maintenance is cleaning
or changing the air filter once a month. A dirty filter can increase your energy costs and possibly
damage your equipment.
Sealing air leaks can also help keep the heated air inside your home and reduce energy use. An
easy way to find air leaks is the wet your fingertips and run them around the window frame to
feel a draft. Then seal the leaks next to moving parts with rope caulk. Fill leaks between nonmoving parts with regular caulking.
Setting your thermostat 3 degrees lower in winter can reduce the heating portion of your energy
bill by approximately 10 percent. A good winter setting is 68 degrees during the day when at
home and 62 degrees or lower at night when sleeping, health permitting. Warm clothes and an
extra blanket at night can help keep you comfortable while reducing energy use. If you have an
air source heat pump, only set back the temperature two degrees to prevent unneeded use of a
backup heating source.

November Events
Operation Wish Book begins!
Give the gift of reading and promote literacy and a love of reading. Put
new books into the hands of children and teens in need in the Valley this
holiday season. Donation boxes are located throughout the Lewis-Clark
valley, including all public and elementary school libraries. Residents
are encouraged to donate new, unwrapped books. Donations will be

According to the American Heart Association, "about 92 percent of sudden cardiac arrest
victims die before reaching the hospital, but statistics prove that if more people knew CPR,
more lives could be saved. Immediate CPR can double, or even triple, a victim's chance of
survival." Citizen CPR classes are offered September through May, except for December, by
CFD Ambulance personnel. The cost is $3 for the AHA Heartsaver CPR class completion card.
Class size is limited to 12 participants.
Learn How to Safely Use Your Extinguisher
Clarkston Fire Department Firefighter/EMTs will provide training for Clarkston businesses on
the use of fire extinguishers at your business or at the fire station when requested. CFD will
furnish a propane fueled fire pan and water extinguishers so participants learn how to use then practice - operating an extinguisher in 30-45 minutes.

Artist Applications Now Being
Accepted for Art Under the Elms
Applications are now being accepted for artists or anyone who wants to have a booth at
the 2012 Art Under the Elms on April 27-29 on the Lewis-Clark State College campus.
Art Under the Elms is one of the signature events of the month-long Dogwood Festival
held in the Lewis-Clark Valley. It is a fundraising event for LCSC’s Continuing Education &
Community Events program and attracts more than 12,000 visitors each year. The threeday event features an artist fair with more than 100 artists, an international food court,
family fun activities, and live entertainment on two stages.
Artists who want to display and sell their goods must submit an application online
through ZAPP at www.zapplication.org/index.php. As part of the application, artists are
required to submit product and booth images of current work, artist statement, and a
jury fee. The application deadline is Nov. 31.
An anonymous panel of 5-7 jurors who are experienced in art and have knowledge of
the event will judge the applicants and pick the top 100 in December to participate in
Art Under the Elms. The artists will be notified in January if they have been accepted or
placed on a wait list.
Each booth at the fair measure 10 feet by 10 feet. The cost is based on the number of
open sides – one open side is $225, two open sides is $250, and three open sides is $265.
Interior vendors have a common area providing 5 feet by 10 feet of additional storage,
and vendor booth spaces along the LCSC Library wall have an additional 5 feet of space.
Participating artists enjoy a complimentary hospitality tent, booth sitters, loading/
unloading assistance (if requested), and invitation to an artist’s dinner on site.
