PCC-PPP Project Overview
• €2.25 billion Infrastructure Stimulus Package - 17July 2012.
• Budget announced €115 million.
• HSE appointed Design Teams to bring 16 sites through
planning process.
• Project now defined and will be delivered as a single bundle
of 14 sites with planning permissions in place.
• Sites geographically spread across 4 HSE regions.

Patient/Client Services in Project Primary Care Centres Provide
by HSE & GPs
• 1 or more Primary Care Teams (PCTs) will be based in each Project
location.
• PCTs provide a wide range of services which include:
GP services, physiotherapy, occupational therapy, public health
nursing, social work, home help coordinator, area medical officer,
dietician.
• Other services provided in some Project Locations include
Mental Health Day Hospital, Community Mental Health Services,
Dental Service, Early Intervention Team, Addiction Services,
Audiology, Ambulance Base
• PCCs will range in size based on local service requirements
approximately 1,500m2 - 5,000m2

Health Service Executive
• NDFA act as agent of the Minister during the tender process and will
be the Contracting Authority during the construction stage.
• Project is handed back to the HSE post construction and ongoing
contract management will be by HSE.

Characteristics of the Project
 25 year Design Build Finance & Maintain PPP Contract
 PPP Co remunerated by a monthly Unitary Charge paid by the
HSE/DoH
 Construction and Availability risk passed to PPP Co.
• Payment of unitary charge when construction complete & services
commence
• Availability based deductions
• Service performance deductions
• “Off-Balance sheet” structure required (Eurostat/CSO)
 Utility consumption risk passed to PPP Co.

Project Status Update
 Planning & DAC secured on all 14 sites.
 ITN issued to shortlisted candidates September 2014.
 Consultation process with shortlisted candidates underway.
 Tender return expected Q1 2015
 Preferred Tender appointed Q2 2015
 Financial Close Q4 2015
 Construction 2016 - 2017
 Service Commencement for each location will be on a phased basis.

 HSE and NDFA staff will be available throughout the remainder of the
event to provide further information
• HSE representatives will provide information on each location and
client services to be delivered from each centre and non PPP services.
• NFDA representatives will provide information on PPP procurement,
structure of the PPP, timelines etc.

Energy & Utilities Management, Porterage, Cleaning & Environmental Decontamination, Car Parking
7 Access, Fire Safety, Security, Pest Control, Waste Management, Telecomm’s, Disaster
Management, Fire & Emergency Procedures and a Helpdesk Service.
 Hold Lifecycle responsibility;
Handing the facilities back in 25 years in top condition with a significant Residual Life
 The Centres will employ approx. 65 direct local staff for 25 years
