and public hearings processes. It contains 100 CASE STUDIES DOCUMENTING THE BEFORE-ANDAFTER ECONOMIC AND DEVELOPMENT CONDITIONS associated with real-world highway &
intermodal projects.

T-PICS (SHRP C03) provides an “early stage” assessment of economic impacts but is not based on local traffic conditions.
•
More advanced “middle stage” analysis requires inclusion of traditional factors such as travel time, travel cost, and
safety. In addition, wider economic impacts can be derived from changes in reliability, connectivity and accessibility.
•
The SHRP C11 study addresses these “wider economic impacts” with 3 spreadsheet tools that measure a project’s
impact on (1) travel time reliability, (2) market access, and (3) intermodal connectivity. The study also includes (4) an
accounting system tool that converts these measurements into economic benefits and impacts.
