Welcome to our 114th Anniversary Dinner.
These are serious times. Our nation faces a broadening spectrum of national security threats. Many of
those threats are variations of traditional dangers, and some represent new technologies and increasingly
violent terrorist tactics that target our civilian population.
In all cases our sea services remain at the core of our national security, and tonight we meet to
recognize those who have earned recognition for extraordinary achievements, service to country, as well
as leadership excellence related to that security.
In addition our Anniversary Dinner provides a special opportunity to take stock of the past year of
Council activity.
During 2015 there has been continued emphasis on our youth programs, including sponsored activities
with the U.S. Naval Sea Cadet Corps, Naval Junior Reserve Officer Training Program and Young
Marines. We now support more than 600 cadets with stipends and program support.
During Fleet Week we hosted thousands of visiting Navy, Marine Corps and Coast Guard personnel.
During her visit to Gotham in November, direct support to those serving in the New York Council’s
adopted ship, USS New York (LPD-21) was the order of the day. The ship’s visit to New York City also
provided an opportunity for New York Council members and guests to get first-hand briefings on the
technology-based elements of modern amphibious operations.
Other learning opportunities included special tours of the historic reproduction of the 32-gun frigate
Hermione during her visit to South Street Seaport, the U.S. Coast Guard Eagle in New York Harbor and
the Virginia-class submarine USS Missouri (SSN-780) in Groton Connecticut.
As an ongoing outreach feature during the past year, our activities included seven sessions in our
ongoing “New Ways of War” series of forward-looking strategic discussions. Subjects included the future
U.S. Marine Corps, the importance of future joint military operations, strategic challenges beyond the
Middle East, threshold weapons, the aircraft carrier gap, the strategic importance of the South China Sea
and strategic issues of the Arctic region.
As the representative activities I have cited show, it’s been a busy year for the New York Council, and
we thank all of the dedicated Navy Leaguers who made it so.
We also thank each of you here tonight for helping us to continue supporting the sea services.

RECENT ACTIVITIES OF THE NEW YORK COUNCIL
The funds raised tonight underwrite the Council’s support of the sea services and of youth in
our community. The motto of the Navy League, “Citizens in support of the Sea Services,” is
demonstrated in this glimpse of activities.
 Hosted thousands of sea services personnel throughout
the year. During New York City Fleet Week, our organized
events included a Chief Petty Officer and Non-Commissioned
Officers dinner cruise, a Commanding Officer/Executive
Officer reception and a Fleet lunch, whereby hundreds of
ships’ personnel were served. We also organized a regatta for
the visiting Sailors, Marines and Coast Guard.
 During 2015 there has been continued emphasis on our youth
programs, including sponsored activities with the U.S. Naval
Sea Cadet Corps, Naval Junior Reserve Officer Training
Program and Young Marines. We now support more than 600
cadets with stipends and program support.
 Hosted annual reception for the Naval War College Naval
Command College program officers. The college has 100
attendees from 47 countries who will become future senior
leaders of their navies. Representatives from the navies of
France, Norway, Sweden and Australia attended the reception.
 Continued an ongoing outreach feature,
including seven sessions in our ongoing “New
Ways of War” series of forward-looking
strategic discussions. Senior leaders have
discussed subjects on future of U.S. Marine
Corps, strategic challenges beyond the Middle
East, threshold weapons, the importance of
future joint military operations, the aircraft
carrier gap, the strategic importance of the
South China Sea and strategic issues of the
Arctic region.

The New York Council’s Commodore John Barry Book
Award for American Maritime Literature was awarded to
noted historian Craig L. Symonds for NEPTUNE: The
Allied Invasion of Europe and the D-Day Landings. The
awards dinner was held at historic Fraunces Tavern (built
1719) site of General George Washington’s headquarters
during the American Revolution. The event is co-sponsored
with the Naval Historical Foundation and the National
Maritime Historical Society.
Supported the Coast Guard Art Program (COGAP)
acceptance ceremony and reception. Talented
artists contributed works depicting the service
in action as it meets the challenging and often
dangerous activities imposed by its missions.
Presented a wreath at the Sailors & Soldiers

Monument in Manhattan as part of Memorial Day
commemoration ceremonies.
Provided and presented swords for outstanding leadership and
academic excellence to NROTC Midshipmen at graduation
ceremonies at the U.S. Merchant Marine Academy and at the
State University of New York Maritime College.
 Carried out the tradition whereby New York Council
volunteers served New York submarine sandwiches to
crew members in ships in New York City Fleet Week,
as well as the Council’s adopted ship,
USS New York (LPD-21).
 Continued our Sailor of the Quarter program with U.S. Coast
Guard Station New York, providing recognition and a stipend
to the sailor who has done the most during the quarter.
 Supported Sea Perch, an underwater robotics program, part
of the Science, Technology, Engineering and Mathmatics
(STEM) program.

The New York Council once again welcomed the ships of New York City Fleet Week
during the Memorial Day weekend and hosted the officers and crews.

SHIP VISITS
Ships of the U.S. Navy, Coast Guard and even a re-creation of an 18th century French
frigate were among the many vessels arriving in New York, with the opportunity to
visit and host the crews. In turn, the New York Council also did some visiting off-site.

USS New York (LPD-21) to New York City
during the Veterans Day observance. The
ship contains steel from the fallen World
Trade Center.

Maurice R. Greenberg
Chairman & Chief Executive Officer,
C.V. Starr & Co., Inc.
Maurice Greenberg retired as Chairman and CEO of
American International Group (AIG) in March 2005.
AIG was created by C.V. Starr & Co., Inc. Under his
leadership, AIG became the largest insurance and
financial services company in the world.
Mr. Greenberg serves on the President’s Council on
International Activities of Yale University, and he is
Honorary Vice Chairman of the Council on Foreign
Relations, Vice Chairman of the National Committee on United States-China Relations, and
a member of the Board of the US-China Business Council. Mr. Greenberg also is the past
Chairman and Director of the Federal Reserve Bank of New York, and he is active on the
boards of many other civic and charitable organizations in the United States and Asia.
In 1990 Mr. Greenberg was appointed by Mr. Zhu Rongji, then-Mayor of Shanghai, to be the first
Chairman of the International Business Leaders’ Advisory Council for the Mayor of Shanghai.
In 1994, he was appointed Senior Economic Advisor to the Beijing Municipal Government.
He was awarded “Honorary Citizen of Shanghai” in 1997. He serves on the Advisory Board
of the Tsinghua School of Economics and Management, the International Advisory Council
of the China Development Research Foundation, and the China Development Bank.
On June 6th, 2014, at the 70th Anniversary celebration of D-Day at the Statue of Liberty in
New York, Mr. Greenberg was awarded the French Ordre National de la Légion d’Honneur
for his service during World War II. He is also the recipient of The Bronze Star Medal from
the United States.
In addition, on November 9th, 2015, he received the insignia of Commandeur de I’Ordre
National de la Legion d’Honneur in recognition of his leadership and contributions as Chairman
of AIG to France’s economic interests and French-American friendship.
Mr. Greenberg received his pre-law certificate from the University of Miami and an LL.B from
New York Law School in 1950 and he has been granted honorary degrees from a number of
universities. Mr. Greenberg is married and has four children.

Commander, U.S. Strategic Command
Admiral Cecil Haney is Commander of U.S. Strategic
Command (USSTRATCOM), one of nine Unified Commands
under the Department of Defense. USSTRATCOM is
responsible for the global command and control of U.S.
strategic forces to meet decisive national security objectives,
providing a broad range of strategic capabilities and options
for the President and Secretary of Defense.
Before taking his present command in November 2013,
he was Commander, U.S. Pacific Fleet from January
2012 to October 2013. He served as Deputy Commander,
USSTRATCOM, from November 2010 to December 2011.
Haney commanded Submarine Group 2 from October 2006
to March 2008, and Submarine Squadron 1 from June 2002 to July 2004.
He commanded the submarine USS Honolulu (SSN 718). His other at-sea assignments include
Submarine Squadron 8, USS Asheville (SSN 758), USS Hyman G. Rickover (SSN 709), USS
Frank Cable (AS 40), and USS John C. Calhoun (SSBN 630).
Haney’s shore duty tours include Director, Naval Warfare Integration Group (N00X); Director,
Submarine Warfare Division (N87); Deputy Chief of Staff of Plans, Policies and Requirements,
U.S. Pacific Fleet (N5N8); congressional appropriations liaison officer for the Office of the
Secretary of Defense (Comptroller); and administrative assistant for enlisted affairs at Naval
Reactors.
Haney holds master’s degrees in National Security Strategy from the National Defense University
and in Engineering Acoustics and System Technology from the Naval Post Graduate School. He
is a native of Washington, D.C. and a 1978 graduate of the U.S. Naval Academy.
Haney’s decorations include the Navy Distinguished Service Medal (two awards), Defense
Superior Service Medal (two awards), Legion of Merit (four awards), Navy Commendation Medal
(three awards), Navy Achievement Medal (two awards), and various campaign and unit awards.
In addition, he was the 1998 Vice Admiral James Bond Stockdale Leadership Award recipient.

Dr. J. Phillip (“Jack”) London is Executive Chairman
and Chairman of the Board of CACI International Inc
(NYSE), a $4.3 billion information technology and
professional services company with 20,000 employees
in 130 offices worldwide. He served as President and
Chief Executive Officer from 1984 to 2007. London,
known as the founder of the modern-era CACI, has
transformed that company into a pace-setting high tech
corporation. London also developed CACI’s highly
successful acquisitions program, making it the industry’s leading strategic consolidator. CACI
is a Fortune 1000 company and is also one of its World’s Most Admired Companies.
London is a 1959 graduate of the U.S. Naval Academy and a 1967 graduate of the U.S.
Naval Postgraduate School. He holds a doctorate in business administration, conferred “with
distinction” in 1971 from George Washington University.
During 12 years of active duty in the U.S. Navy Reserve Component, London (Captain, USN
Ret.) served as a naval aviator and as Aide and Administrative Assistant to the Vice Chief of
the Naval Material Command. He also served as commanding officer of reserve units with
the Naval Air Systems Command.
London’s numerous recognitions include the Navy League’s Fleet Admiral Chester W. Nimitz
Award, the Reserve Officers Association’s Nathan Hale Award, the Naval Orders’ Admiral
of the Navy George Dewey Award and the Marine Corps Scholarship Foundation Semper
Fi Award. Since 2002, the Human Resources Leadership Awards of Greater Washington has
given its annual Ethics in Business Award, named in Dr. London’s honor. Dr. London has been
inducted into the Washington Business Hall of Fame, the Naval Postgraduate School Hall of
Fame and the Greater Washington Government Contractor Awards Hall of Fame.
London serves on the board of directors for CAUSE (Comfort for America’s Uniformed
Services), the Navy Memorial Foundation, the Naval Historical Foundation, and the Friends
of the National World War II Memorial. He served on the board of the U.S. Naval Institute
between 2008-2014, and he is the author of Character: The Ultimate Success Factor.

Stuart Parker is chief executive officer of USAA. The
organization – founded in 1922 – serves more than 11 million
members with a comprehensive range of insurance, banking,
investment and planning products and services designed to
help military families move closer to financial security.
After joining USAA in 1998, Parker led the
development of USAA’s financial planning practice
and served as president of Financial Planning Services
from 2004 to 2007. Since then, Stuart has served
in a number of key leadership positions, including: president of USAA’s Property &
Casualty Insurance Group; chief financial officer; and chief operating officer.
He was appointed CEO-elect in August 2014 and became CEO in March 2015.
Prior to his civilian career, Parker served in the U.S. Air Force for nearly 10 years and flew combatsupport missions during Operations Desert Shield and Desert Storm. He entered the EURO-NATO
Joint Jet Pilot Training Program at Sheppard Air Force Base. Upon receiving his wings, he was
selected as an instructor pilot in the T-38 Talon and became a Wing Flight Examiner. He went on
to fly the C-141 Starlifter as an instructor aircraft commander at Charleston Air Force Base. His
final assignment was at the T-38 Pilot Instructor Training School.
Parker graduated with a degree in business administration from Valdosta State University. He
later earned an MBA in finance from St. Mary’s University and the CERTIFIED FINANCIAL
PLANNERTM certification. He serves on the board of directors of FM Global, one of the
world’s largest commercial and industrial property insurers. He is a lifetime member of the Air
Force Association, Air Force Sergeants Association, The American Legion, Disabled American
Veterans, Military Officers Association of America, and Veterans of Foreign Wars. He is married
to Veronica, a former U.S. Air Force nurse, and they have one daughter.
