Farr, PE, Director of Public Works AGENDA ITEM: Review and take action on the purchase of a new Toolcat. POLICY ISSUE Should the Village Board approve the purchase of a new Toolcat 5600 4x4 Work Machine made by Bobcat? BACKGROUND INFORMATION The Village currently owns a Toolcat that has proven to be a very efficient asset for the Village. It is used on a daily basis for various purposes including weekly brush collection, clearing brush, fork lift work, broom work, loading /grading dirt, planting trees, plowing and scraping sidewalks among other uses. It has become an important tool in completing work tasks efficiently. The downside of all of the use is that we put many hours on the current unit. When we used the Toolcat this summer in Little Chute to help clean up tornado damage, their Village Leadership remarked about how quickly our staff was able to remove tree waste with the Toolcat. They mentioned that they would consider purchasing one. Our current Toolcat is a 2008 model and has 3000 hours on it. Because we use it every day we are wearing it out very quickly and we could use a backup unit in case of a breakdown. We rented a Toolcat last summer when ours broke down for several weeks. A second unit will take some pressure off the current unit so that it will last longer and it can be used for additional projects. The new Toolcat will utilize all of the existing attachments that the current Toolcat and Mini Track Loader utilizes. The Village received pricing from Bobcat Plus of DePere at $45,612.00. Unfortunately Bobcat has defined sales territories and no other dealer can sell us a unit. Unfortunately the Toolcat is a unique machine and there is no other comparable competing brand in the market place, so competitive pricing is not available. PRIOR ACTION/REVIEW The Village Board budgeted $45,000 for the purchase of a Toolcat in the 2014 budget. $45,612.00 RECOMMENDED ACTION Staff recommends that the Village Board approve the purchase of the Toolcat. If the Village Board agrees with this action, the following motion could be used, “Motion to approve the purchase of a 2014 Bobcat Toolcat 5600 from Bobcat Plus, Inc. for $45,612.00.” POLICY ALTERNATIVE(S) The Village Board could take the following actions: • Approve the purchase
• Deny the purchase
• Table the purchase and ask for more information
