Mr. Hughes is a 1972 graduate of Cornell University with a BS in
Agriculture Economics. As a senior at Cornell, Ed worked part-time
for the assessor of the Town of Homer, New York doing reappraisal
property inspections. Immediately after graduation, he accepted the
full-time position with the Tompkins County Division of Assessment
in Ithaca New York as Assistant Assessor. In 1976, he left county
government to work for Ithaco Incorporated and over the next 6
years worked his way up to the position as Product Manager for the
Ultrasound Products division.
His work involved extensive
worldwide travel in the support and marketing of the divisions’
product line. In 1983, Ed returned to local government and worked
as chief commercial appraiser and then as Deputy Director for the
Tompkins County Division of Assessment. During the period, 19831999 Ed received his certified property appraiser license,
implemented multiple reappraisal programs and was admitted to the
Institute of Assessing Officials of New York with the designation,
IAO, Professional Assessor. In 1999, he relocated to Spartanburg
County South Carolina and took the position of Director of Appraisal
and Reassessment.
He was responsible for the countywide
reappraisal of 150,000 parcels in 2003. Ed accepted the position as
County Assessor with Beaufort County in September of 2005. In
2010, the Beaufort County Assessor’s office received the
Distinguished Assessment Jurisdiction award from the International
Association of Assessing Officers (IAAO). Professional affiliations
and memberships with International Association of Assessing
Officials, Carolina Assessors of South Carolina and South Carolina
Association of Assessing Officials.

R. Latham Harris has been the Sumter County Assessor for 18
years. Mr. Harris has a Bachelor of Arts Degree in Economics from
North Carolina State University and a Masters Degree in Public
Administration from Troy State University.
Mr. Harris is a member of the International Association of
Assessing Officials Executive Board. He was also on the South
Carolina Association of Assessing Officials Board of Directors and
The Appraisal Foundation Member Board of Trustees.
Mr. Harris was born in Raleigh, NC. He graduated from
Washington Lee High School in Arlington, VA. He is married to
Donna Pruitt and has four daughters, Heather, Cara Megan, Mary
Beth and Naomi.

Susan A. Hanvey has been the Union County Assessor for two
years. She is a Licensed Appraiser for South Carolina and has been
appraising for six years.
Susan started out as a Clerk in the Assessor’s Office and then
Appraised for the County. She then became Assessor in 2009.

Williamsburg County
Betty Etheridge was appointed Williamsburg County Assessor in
2008. She has worked for the county for more than 27 years with 23
years in the Assessor’s Office.
Mrs. Etheridge holds a Certified Residential Real Estate Appraisal
License and a Real Estate Sales License. She is a member of IAAO,
SCAAO and CASC, is a Damage Assessment team leader, member of
the Williamsburg County Tax Revenue Team, member and clerk on
Williamsburg County Grievance Committee and an affiliate of the
Williamsburg County Planning Commission since in began in 2003.
