Outer Loop Update – Segment 2: Rockwall County line to FM 6
Since November 2008 CH2MHill has been working to determine a refined
technically preferred alignment.
Today, we will provide the court an update on the progress to date, discuss the
methodology to determine the technically preferred alignment, and request
Commissioners Court approval of the technically preferred alignment to present
at a public meeting.
Will Barresi, P.E., project manager, has prepared the attached Power
Presentation and will present to the court as the basis for further discussion.

• Describe alternative alignment selection process
• Seek approval of alternative technically
preferred alignment to present to the public in a

Progress Update
• Commissioners Court approved contract for
preliminary engineering for Collin County Outer
Loop from the Rockwall County Line to FM 6 on
November 18, 2008
• Right of Entry letters were sent to property
owners in the project area in order to access
their property for survey purposes
• An aerial survey was performed for the project
area once right of entry was acquired
Progress Update Continued
• A project constraints map was developed
detailing environmental, historical, infrastructure
and other constraints in the project area
• The Technically Preferred Alignment was
analyzed and alternative alignments were
developed
• An alternative Technically Preferred Alignment
has been identified for recommendation to
Commissioners Court
Alternative Alignment Selection Process
• Develop constraints map of the project area to identify
potential adverse impacts of alignment

The Adventure Continues . . .
Mission: To provide life-enhancing outdoor educational and
recreational experiences in and for Collin County children and
families.
Brief History
¾
During the late 1990’s Collin County leaders
noticed a need for an outdoor educational facility
for children – the county was quickly becoming
urban due to population explosion
¾
Idea of a camp placed on a referendum and
county residents approved $26 million in bond
funds to support facility construction
History (cont’d)
¾ Camp advisory board formed
¾ Collin County also entered into partnership
with YMCA of Metropolitan Dallas to
manage the camp
¾ 2002 to 2006 advisory board worked with
contractors and consultants creating the
facility
¾ June 1, 2006 Camp opened
