Taking the pain out of budgeting
At the Chamber, we will continue to host major events
like the Annual Meeting and Golf Outing because they are
popular and serve a purpose. You seem to enjoy them and
we can observe how they help you elevate your business.
Are you a person who enjoys assembling budgets? Do
you eagerly anticipate trying to predict a year’s-worth of
income and expenditures?
Well, go find something else to read in this magazine.
This column is for those of us who approach budgeting with
a certain amount of dread. We mark budgeting time on our
calendars with a skull and crossbones, not a heart.
Even if budgeting is not our favorite process, we must
admit that it is essential. If we don’t have a financial plan
for our businesses, or our homes for that matter, we will
just wander around spending recklessly, without purpose.
Outside of Capitol Hill, that kind of behavior is generally
frowned upon.
Fortunately, this issue of Leading Business includes a
feature article about budgeting. Experts share tips and
insights that might take some of the drudgery out of the
budget process. With the right tools and the right mindset,
budgeting can be a welcome activity. You can start to
actually plan, not just react.
There is a tendency to base next year’s budget off of last
year’s budget. Look at what you budgeted last year. Tweak
it (or don’t) and presto, you have a new budget. Historical
information is important, but shouldn’t replace your vision
for what your organization can be.
Is there something new you should be doing? On the
other hand, is there a legacy product or program you
continue to do, whether it makes sense or not? Budgeting is
a time to start evaluating and planning.
In some ways, I am almost excited about looking at the
2016 Budget plan for the Chamber. We are committed to
Educate, Advocate, and Elevate our members.

We will evaluate our advocacy programs, like the
legislative Third House town hall forums. Have we arranged
our resources to most-effectively influence the legislative
process at all levels of government? We will be determining
that soon.
Our educational programs will be facing some changes.
We will continue our popular OSHA and environmental
programs. In addition, we are considering a Professional
Development Academy to help you and your coworkers
learn valuable skills.
Elsewhere in this issue, you will learn about the
changing-of-the-guard in our key business resources
position. Long-time leader Jim Walsh has retired, and
Merritt Dilts is stepping in. Jim offered very valuable
courses in the lean manufacturing process. I’m excited to
see how Merritt will continue that rich tradition and even
evolve the offerings.
So, I would encourage you to take a deep breath and dig
into your budgeting with gusto. Make sure you include
resources to benefit from our Educate, Advocate, and
Elevate activities. Our work will help you meet your goals
and plans.
There is an old battlefield adage: “The military makes
thorough plans. Then the shooting starts and changes
everything.”
Good luck preparing for 2016. As the year progresses,
just remember the Chamber is here to offer reinforcements.
Chamber Welcomes New Staff, Honors Retiree
T
he Greater Elkhart Chamber of Commerce is pleased to announce the appointment of Merritt Dilts as
its new Vice President Business Resources for the North Central Indiana Business Assistance Center. The
selection of Dilts, an experienced leader in manufacturing operations, represents the Chamber’s ongoing
commitment to its unique role as a business and community resource.
Dilts was plant manager at Bimbo Bakeries USA in Elkhart. In addition to his leadership role at Bimbo Bakeries
USA, Dilts was Chairman of the Board for the Chamber of Commerce in 2012. He serves on the Board of Church
Community Services and a committee of the Elkhart County Community
Foundation.
Using Dilts’ expertise, the Chamber plans to expand its business-assistance
offerings, said Kyle Hannon, President/CEO of the Greater Elkhart Chamber
of Commerce. Dilts will also serve as the liaison to the OSHA and Technology
Councils.
“Merritt brings experience building and managing one of the most iconic
companies in Elkhart County. Companies that seek his help will appreciate
his background and his love of service for the community,” said Hannon.
Dilts will fill the role formerly held by Jim Walsh, who retired after 22 years
with the Elkhart Chamber. As a former plant manager for Miles Laboratories,
Walsh was able to bring respected experience to companies that were
seeking improvement.
Merritt Dilts
Walsh helped countless companies solve process flaws and implement lean
practices to become more competitive. In some cases, the process improvements were crucial in helping a
company stay in business.
To introduce companies to the lean concept, Walsh conducted Lean 101 workshops at the Chamber. As more
area companies adopted lean manufacturing, Walsh established the Michiana Lean Network so companies could
share best practices with each other.
“Our region owes thanks to Jim Walsh because of the positive impact he has had on the economy,” said Hannon.
“With his assistance, companies have found ways to thrive.”
The Elkhart Chamber honored Walsh during an open house on September 18.

Budget season is upon us. For those of you responsible

for your company’s budgeting, it can be a pencil-chewing,
number-crunching, nerve-racking time. It can seem as
though the way to a solid budget is a maze of confusing
pathways full of missteps and wrong turns.
But it doesn’t have to be that way.
To be effective, an advertising/marketing campaign will
have to be initiated at least one period before sales can be
expected. A healthy advertising budget is needed before any
revenue can be assumed. Budgeting for appropriate items
in a strategic time frame will avoid overspending later.”
We’ve gathered a few practical ways to avoid monetary
planning pitfalls and problems. Follow these guidelines to
a clearer path of budgeting best practices.
According to Ian Benoliel as featured in Entrepreneur
Magazine, (http://www.entrepreneur.com/article/49360),
there are five common budgeting mistakes to sidestep in
order to avoid financial nightmares:
Overstating projections
“Realistic budgets and projections may lengthen your
search for funding, but when the money does arrive, it will
be honest money. You should then have a profitable plan to
follow for years to come.
Ignoring your immediate budgetary needs
On the other hand, be clear about what you need. Potential
investors and bankers will only wonder why they should
give you money for a project that will fail without
additional funding.
Assuming that the existence of revenue is
indicative of being cash-flow positive
Many businesses run into serious cash-flow problems
because they spend money they don’t yet have. Wait until
the money is in the bank. A little wisdom, discretion and
foresight can go a long way toward corporate survival.
Forgetting about Uncle Sam
End-of-the-day balances can often appear larger than
they really are. Sales tax on revenues and employee
withholdings are ultimately owed to the government. Your
balance sheets should not count these finances as holdings
or you run the risk of budgeting for future projects and
costs you will not be able to afford.

Need some guidance to help you create a budget that serves
your business needs? The following tips were submitted by
Scott Schmucker, a CPA with Crowe Horwath LLP.
Link budget and key performance
indicators to corporate strategy
The status quo for budget preparation is to take last year’s
actuals, grow by 3-5%, and move on. Why would this
mentality work when every business is different, with
different corporate strategies? The short answer is...it
doesn’t. The key is to determine what is most important
to your business, and drive accountability accordingly.

The budget should be aligned to this strategic vision. For
example, a business may want to diversify its customer
base, expand geographically, or simply improve overall
margins. These corporate strategies are backed by action
plans that must be linked to the overall budget process.
An expansion geographically or acquiring a new customer
with your budget, the budget may as well be thrown out
out the window.
Be inclusive – budgeting is not just an
accounting function
The entire leadership team should be involved in the
process so everyone buys into the final product. We have
heard from our clients that the operations team sometimes
think the accounting group puts the budget together in a
black box, putting operations and accounting at odds during
the budgeting process. The budget is only effective when
everyone has input into the final product. These two groups
need each other to successfully run a business and it is
imperative that this teamwork start with a realistic budget
for everyone involved.
Allocate resources strategically
Depending on what your key areas of focus are, a lot of
companies will, under the old budgeting models, want to
grow business by 10 percent but with no plan behind that.
You pick the budget goals that have the most ROI. They are
the ones that you will put your money behind. Sometimes
you may have to shift the money from one department to
another to make sure you’re getting the best return.

One of the biggest business challenges right now is
retention of top talent. Therefore, a well-designed bonus
or compensation plan is essential to retain key employees.
When basing monetary compensation on budget, a
company runs the risk of employees playing the game. A
common practice across all businesses is that employees
will work to maximize their own compensation. A business
should use that fact to design compensation plans that both
align with corporate strategy and provide key employees
with incentives. If your compensation plans are at odds

static throughout the year, and, therefore, lose their
importance when a significant event happens during
the year. A company may go through a major event
(business acquisition, loss or addition of a key customer or
geographic expansion). Those events can’t be budgeted for.
If the budget a company creates doesn’t have the ability
to change, this company-altering event renders the budget
obsolete. What we have found effective is the ability to
have rolling forecasts and re-budgeting during the year. We
don’t want to lose sight of the original budget, but it must
be able to be modified to ensure it remains relevant and an
effective tool for management. This also helps operations
and accounting work well together. The teamwork it takes
to re-forecast and roll the budget keeps everyone engaged
throughout the process.

Be a 2015/16 Career Day Speaker
The Education/Career Development Council of the Elkhart Chamber is
seeking speakers to share their career experiences with local middle
school students. Speaker forms are now being accepted for the
2015/16 school year.
Speakers are invited to share the following topics: a description of their
occupation, education and training, salary/benefits and the inspiration
for the career path they’ve chosen. Visuals and hands-on activities are
encouraged.
Arrival time is 8:30 am and the commitment to speak includes two
one-hour sessions on the same day, with 10 to 15 minutes speaking
time for each.

Chamber requests nominations
for 2016 Board of Directors
Michael J. Evans has been promoted to vice president at
1st Source. His is a trust officer, with more than 30 years
of experience as a trust administrator, trust operations
supervisor and department manager.
Bethel College and Goshen College have been
recognized on a list of the nation’s best Christian
colleges and universities. The second annual top 50
ranking from Christian Universities Online includes
categories involving personal attention to students,
selectivity, financial aid and overall student satisfaction.
Colleges and universities on the list must have at least
500 students and be accredited by the Transnational
Association of Christian Colleges and Schools.
Mark Dobson is the new president of The Economic
Development Corporation of Elkhart County. He has
over 30 years of experience in economic development.
Gibson has promoted Melissa Langley to senior
client manager in commercial risk management. She
previously served as a client manager.
Brent Barnhart has joined MutualBank as a mortgage
lender for St. Joseph and surrounding counties.
NIBCO Inc. has named Alice A. Martin chief revenue
officer. She also will continue her position as vice
chairman of the board. In her new role, Martin will
oversee the integration and alignment of the
revenue-generating functions of the company including
wholesale sales, retail and specialty sales, pricing,
customer service and risk management. She will also be
responsible for the controls and
balancing division.

Airport’s Bears in the Air program
received the Community Service
Award of Excellence from the
Great Lakes Chapter American
Association of Aviation Executives.
Bears in the Air is a program that
gives teddy bears to local hospitals
for children, and assists homeless
veterans with funding for
education, enabling employment
and eventually moving into
permanent housing.

The Greater Elkhart Chamber of Commerce will receive
nominations for its board of directors through Nov.
6, 2015. Community leaders are encouraged to serve
and participate in governing the finances and strategic
initiatives of the Chamber, which represents roughly
44,000 total employees of 1,000 member businesses
and organizations.
Board terms are three years in length, and selected
individuals from this year’s nominations will be seated
Jan. 1, 2016.
Any member business or organization in good standing
may submit a nomination with a Board Application,
cover letter and biographical information about the
nominee. The application is available on our website
(www.elkhart.org/chamber-information/board-ofdirectors.cfm) or by calling Jennifer at (574) 293-1531.
A nominating committee will review candidates and
make selections to fill positions based on business
category, occupation or profession, memberships in civic
and fraternal organizations, achievements, community
contributions, and participation in Chamber projects
or events.
Business categories include retail, professional, service
oriented, manufacturing, technical, wholesale, not-forprofit, and others.

As an Ambassador for the Chamber, I am given the
opportunity to see firsthand the different types of
entrepreneurial spirit, those who own and conduct
business in Elkhart. Often the member is willing
