VenTek International (“VenTek”) would like to introduce our company and present all aspects
of VenTek’s state-of-the-art, Internet-enabled, cloud-based Automated Revenue Collection
System (“ARCS”) and Automated Pay Station Product Offerings.
VenTek History
VenTek has manufactured Automated Pay Station (“APS”) products in Petaluma, California for
over fifty-five (55) years and has become a world leader in this form of automation. Over our
long history, thousands of VenTek machines have been operated in off-street, garage, parks
and recreation and transit settings where high transaction volume and change-giving have
become their hallmark features. In fact, this remains VenTek’s competitive edge in an industry
where lower performance on-street parking machines compete in VenTek’s traditional market
space.
Throughout the evolution of VenTek’s American-made APS product lines, a usability approach
was developed that fundamentally differs from comparable European products. Specifically,
VenTek machines employ the simple ubiquitous user interfaces adopted by American ATM and
gas pump technologies, rendering them highly comprehensible and usable by most people,
young and old. As people use ATMs and gas pumps so frequently, VenTek’s “Quick Pick”
interface makes them feel comfortable when they walk up to the Pay Station. This enables
customers to perform their transactions quickly and confidently, without confusion. In fact, the
venSTATION’s large, highly visible Liquid Crystal Display and integrated ATM-style function keys
clearly differentiates the VenTek APS units from others in the parking industry.
Historically in side-by-side comparisons, focus groups have predominantly rated the VenTek
product as “easier to use”. Accordingly, this rating has translated into higher user satisfaction
and more revenue for VenTek Equipment owners or operators.
VenTek APS units and electronic payment technologies are currently deployed across North
America in a variety of municipal, federal, and state applications in parking, transit and Parks
and Recreation settings. Pay-By-Space (“PBS”) and Pay-And-Display (“PND”) are the operational
modes typically employed in the parking applications in which VenTek machines are operated.
Proposed System
At the highest level, VenTek’s proposed System comprises the following:
1. A PCI-DSS certified central enterprise server facility with a powerful and friendly system
administrative interface, hosted at the VenTek factory in Petaluma, CA (the “VenTek
Online System”);
2. A real-time Transaction Processing System (“TPS”) to process electronic parking
payments in real-time using your preferred Merchant Services Provider;

3. A collection of Internet-enabled, PA-DSS certified, Automated Pay Stations configured
with hard-wired connections to process cash and electronic parking payments (the
“Equipment”);
4. A communication mode that will ensure that the System has:
 The fastest possible electronic payment transaction processing
 The most responsive System Alert processing, and
 The lowest unit cost to connect the APS units to Internet;
5. A Cloud-based Facility Management Software (“FMS” or “venVUE®”), that can be
operated from any PC with a web browser, and;
6. If desired an optional real-time Mobile Unit providing:
a. Enforcement Capabilities for issuing warning or violation notices.

1. VenTek Online System – Automated Revenue Collection System (“ARCS”)
VenTek is offering an Automated Revenue Collection System (“ARCS”) consisting of an Internetbased inter-connected network of APS machines and a hosted central communications server

Provides secure connection of the APS network to the Transaction Processing

Each APS unit in the system operates in a fully-online fashion and provides real-time
credit/debit/value card processing and validation services. Additionally, this online interface
can provide maintenance and security notifications to “on the ground” field personnel via an
email/paging facility in the VenTek system’s central server “venCENTRAL.”
This “back-end” VenTek system server consists of a state-of-the-art communication and
enterprise database facility that provides functions such as consolidated revenue reporting,
payment processing and Pay Station rate and configuration control. Monitoring, control and
management of the RCS is managed through VenTek’s web-based venVUE® software from any
PC with an Internet connection. venVUE® also offers a complete reporting suite for access to
revenue, maintenance and other system-related data.
1.1 VenTek Online System Extensions
The VenTek online system can be “connected” to other server-based systems to extend its
functionality. Although the VenTek system operates autonomously from other such serverbased systems it can provide Application Interfaces (“API”) that allows further functional
extensibility such as connection to cell phone payment servers and enforcement handheld
companies among others. Refer to page 7.

2. Transaction Processing System (“TPS”)
VenTek’s electronic payment processing capabilities are unprecedented in the parking payment
processing industry. In fact, the VenTek Transaction Processing System (“TPS”) is now certified
for direct connection to six of the top ten (10) Card Processors in North America.
VenTek’s highly configurable TPS features:

2.1 PCI Compliance
VenTek’s TPS is both PCI-DSS and PA-DSS compliant and is certified by the PCI Standards
Council. As a Level 1 PCI-DSS Service Provider, VenTek’s two PCI data security certifications
represent the strongest in the industry. The PA-DSS Certification Program was introduced
in September 2008 and far outstrips its predecessor PABP. Given the complexity and
technical challenges associated with achieving these certifications simultaneously, VenTek

remote monitoring of pay station status and health, consolidated reporting for revenue
collection and all other financial information, reporting for enforcement purposes, and
configuration of multiple venVUE® user access accounts.
The venVUE® feature list includes:

 Capability to download modified rate structures to the Equipment;
 System-wide sales transaction reporting; and

5. venMOBILE
The VenTek Online System also supports the operation of real-time VenTek Mobil Permitting
and Enforcement HandHelds (“VEM”). The venPERMIT application is used to issue permits just
as an APS would. It delivers records of all issued permits in real-time to the VenTek Online
System for tracking in venVUE®.
The venFORCE application is used to view parking space payments and issue warning notices for
non-payment. It also delivers records of all issued violation notices in real-time to the VenTek
