Every two years, CNN Money Magazine reviews information and statistics of America’s small
towns, ranks them and publishes their list of the 100 best places to live in the country.
This national publication has again named Highland Heights in 2011 as one of the best small
cities in America.
In my eyes, the City of Highland Heights has always been the best place to live in America.
By keeping the needs of our residents and businesses top of mind and by making good
decisions for today and tomorrow, our community has a promising future. We pride

and work together to maintain the serenity, safety and beauty of this community.

Quality public schools are another notable feature of which we are proud. Students are
part of the Mayfield School District, which was rated “Excellent with Distinction” for the
third consecutive year in 2011. Only about 8% of Ohio School districts earn this rating each
year. The “Excellent with Distinction” rating for Mayfield City Schools by the State of Ohio
goes along with Mayfield High School being named one of “America’s Best High Schools
2011” by Newsweek magazine.

HIGHLAND HEIGHTS COMMUNITY CENTER - The community center has two rooms
with an adjoining kitchen available to rent for your parties or meetings. The City wants to
assure that your events are everything you want them to be. To help this happen, we are
asking that when children are at the event, they be monitored for their own safety and
also so there is no damage done to the Community Center. The staff of the Community
Center is there to make sure the building is in the best condition for your party, not for
taking care of children who attend events. So, if children are present, please make sure
they stay in the room where the party is taking place and that they are monitored. Please

The Building Department is responsible for all commercial and residential
construction as well as all building, zoning and regulatory matters. Statecertified inspectors review all commercial and residential building plans,
projects and construction elements, providing building permits and zoning
approvals in an efficient and effective manner.
Permits are required for all new commercial and residential construction
including plumbing, electrical, heating and air conditioning and related
elements. Permits are also required for all interior renovations and home
improvements including:

For any business use including a home business
Permits are not required for minor alterations. Please contact the Building

The Community Center provides a convenient space for weddings, birthdays,
graduation parties, events and community meetings year-round. City residents and
businesses may reserve the Buckeye Room or the Highland Room for a rental fee.
Both party rooms have access to the Center’s kitchen. Many Highland Heights civic
and community groups use the Center to host monthly or weekly meetings. (Please
refer to the section pertaining to civic and community groups in this Welcome
Package.)

The Highland Room seats 175 at round tables (8 guests to a table) with a small area
for dancing and a DJ or small band. This room includes a bar area with an ice
machine and coolers. The Buckeye Room seats 64 guests at round tables.

The City’s Finance Department is established under the City Charter Article VI
and as such oversees all fiscal matters of the City of Highland Heights. The
Finance Department is responsible for:





Collection of revenues and timely payment of city liabilities
Investment of City funds
Management of debt
Administration of employee benefits
All payroll functions
The Municipal Income Tax rate in the City of Highland Heights is 2.00% on all
wages. This tax is imposed on the gross payroll and net profits of all businesses
located within the City. However, residents are provided a credit of 100% up
to 2.00% on taxes paid to another city.
RITA (Regional Income Tax Agency) acts as our City’s Tax Department. They
oversee the collections of the income tax for the City of Highland Hts. They
collect and distribute all income tax revenues within the City. You may owe
income tax if your workplace city is at a rate below 2.00% or if other taxable
income has no tax withheld.
The voted Real Estate Tax rate is 103.22 mills. It was approved by the voters
in the Highland Hts. taxing district beginning for the collection year 2011. A
mill is equal to one dollar ($1) for each one thousand ($1,000) dollars of
assessed valuation. The effective tax rate, the rate that you actually pay, is
64.78 mills. That means for every $1,000 of assessed valuation, you pay
$64.78. Your assessed value is 35% of your market value.
Of your total real estate tax bill, 62% goes to the Mayfield School District, 28%
goes to Cuyahoga County, 4% goes to the Library and 6% is received by the City.

The mission of the Fire Department is to protect the lives and property of all
residents, businesses and the general public within the city limits of Highland
Heights.
The Fire Department personnel include 15 fire fighters, a Chief, a Captain and
a Fire Prevention Lieutenant. The City has 2 ambulances and three fire
vehicles: one ladder truck and 2 engines. The Fire Prevention Bureau conducts
educational activities at the schools in the area, and also conducts fire drills
and extinguisher training at various city business locations.
The Fire Department conducts Blood Pressure checks for senior citizens of
Highland Heights. If you want your blood pressure checked, just stop by the
fire station, they will be happy to check it for you.
The Fire Department holds an open house each year where parents and
children can come and visit their Fire Department and see all the equipment.
Drop off your aluminum beverage cans behind the fire station in the fenced
area between the rear apparatus doors and parking lot to help the nonprofit
organization Aluminum Cans for Burned Children (ACBC).

Our mission is to create an atmosphere to preserve the safety and security of
the community by providing quality police service in a fair and impartial
manner.
Our emphasis on residential safety ensures that our City remains one of the
safest cities in the state with a zero percent personal crime rate and one of the
lowest property crime rates in the country (statistics taken from Money
Magazine’s Top 100 Best Places to Live).
Our Department provides a variety of safety services for the community
including the Care Call Program for resident seniors, free Residential and
Business Security Survey, an Alarm Board connecting your private security
system to the Police and Fire Departments, Bicycle Patrol of the community
during summer months, Residents with Special Needs Service, helping
residents by providing Safety Service personnel pertinent information, Vacation
House Watch, Animal Control, and a Juvenile Diversion Program that addresses
the problems of first time offenders.

Come check out our facilities at the City of Highland Heights Community Park.
The park is located on 35 acres, which includes a nature trail, jungle-gym,
tennis courts, baseball and softball fields, a zero-entry swimming pool and
picnic area.
Pavilions may be reserved by residents, businesses and schools located in the
City of Highland Heights. For reservations or more information, contact Mary

The community pool is open to residents and employees of Highland Heights’
city businesses. For information on pool passes, swimming lessons, pool parties

Our City Service Department staff work year-round to ensure residents and business
owners enjoy a clean and safe neighborhood.
In the Spring, residents may dispose of small brush without having to tie and bundle
items for disposal by the city’s rubbish collection contractor. This program is usually
offered the first week of April through the second week of June. Please watch the
City newsletter for dates.
From mid-October through December, residents of the city may enjoy curbside leaf
collection conducted by the Service Department. Please put leaves on the tree lawn
and not in the street. Residents may also dispose of leaves any time during the year
by composting or bagging materials and placing them on the tree lawn on their
regular trash day.
The City participates in the Household Hazardous Waste Round-Up sponsored by the
Cuyahoga County Solid Waste District. This Round-Up is generally held three times
per year. Please watch for dates and times in the City newsletter.
The City participates in the Computer and Cell Phone Recycling program sponsored by
the Cuyahoga County Solid Waste District. These programs occur during the month of
April and August. Please watch for a reminder and times in the City newsletter.
The Solid Waste and Recycling Collection Program is contracted with Kimble Refuse.
The program offers residents of the City unlimited, scheduled curbside collection of
all trash, yard waste and recyclables. If the holidays below fall on a weekday OTHER
THAN Friday, rubbish collection from that day on will be delayed one day during that
week.




The City recommends a plastic, metal or fiberglass trash container with strong
handles and a tight fitting lid to keep out animals and insects.
Recycle Bins – You may purchase a recycling bin at the Service Department from
Monday through Friday from 8:00 a.m. to 12:00 p.m. The cost is $7.50 per bin. The
Service Department accepts cash or checks. Blue recycling bags available for purchase
at local stores are also acceptable of recycling.

The City’s 50+ club is a great way to meet your neighbors, socialize and participate in

COMMUNITY PARTNERSHIP ON AGING
Community Partnership on Aging
The Community Partnership on Aging serves adults age 60 and over living in Highland
Heights, Lyndhurst, Mayfield Heights and South Euclid.
Their goal is to promote independence, a healthy lifestyle, community involvement, and
opportunities for personal growth for older adults, as well as support for family caregivers.
Their mission is carried out through planning, coordinating, and providing services that
enhance the dignity, security, and overall well-being of the older adults in our
communities.
They are supported by funds from each of the above cities, Title III funds from the Older
Americans Act of 1965 through the Area Agency on Aging PSA 10A/Ohio Department of
Aging, donations, and over 145 volunteers who contribute their time and effort.

Hillcrest Meals on Wheels is a service designed to meet the nutritional needs of
homebound, handicapped and frail elderly residents, who are unable to shop or prepare
meals.
Meals are delivered Monday through Friday at noon by volunteers. Hillcrest Meals on
Wheels offers the client a choice of a hot meal plan or a hot meal and a lighter meal plan
for a minimal fee. These nutritional meals are prepared under professional supervision, by
Hillcrest Hospital. The following diets are available: Regular, Mild Diabetic, Low Sodium or
Low Sodium/Low Cholesterol, Diabetic/Low Sodium.
