Letter of commendation
On 08/24/89 at approx. 2254 hrs., HQ'S dispatched a SIG 62A
at 5921 Lapalco Blvdo, namely, Soul Train Fashions. At approx.
2255 hrs., the undersigned arrived on the scene and immediately
proceeded around to the rear of the business in question due to
previous burglaries perpetrated from the rearo The,undersigned
observed (5) N/M suspects exit the rear of the business in question running south along the canal towards Jordan Dro The undersigned
requested 10:-:55and direc.ted HQ'S as to where response was needed ,
The following officer~ responded to the area and set up a
surveilance in hopes that the suspects could be flushed' out of the
weeded lot adjacent to th~,"pusiness.in question; .

north towards the rear of the Shopping center and at that time the u
undersigned gave chase and apprehended same in the Winn Dixie parking lot, 5901 Lapalco Blvd. A short time later Deputies R. Caston
and T. Poche apprehended a second suspect who was lying in a weeded
lot in front of the Orleans Villag'e Subdivision.
A third and
fourth suspect was apprehended by Deputies Istre and Picona •.After
further investigation was conducted the fifth suspect was identified, however, said suspect remains at large.
The undersigned supervisor feels that the aforementioned
officers should be recognized for their aggressiveness and the
professional manner in which they deployed themselves.

Please find enclosed a reccomendation
for award for the
above named officer. This incident occurred last year and the
officer w~s never written up for an award.The incident was
recently brought to my attention as I was not working at
the time of occurrence.I feel that the situation does deserve
some consideration considering the officers injury.
On 11-6-88, Deputy joey Istre was dispatched to a signal 21
in reference to an 6ngoing domestic disturbance. Upon speaking
to the complainant,the
officer was requested to accompany the
complainant back to her residerice to pick up a vehicle since she
wished to avoid a confrontation
with her husband.
Upon arrival at the residence,no
response was heard at the reside
nce by victim upon knocking so entry was gained via complainants
key to her residence. Once inside, complainants husband was
located in the residence with another female in bed. At this
time, officer and both complainants husband and complainant exite
d the residence.
Upon the husband exiting the residence, he observed his wife near
their vehicle and ran to the vehicle opening the drivers side
door. Subject then reached inside the vehicle in an attempt to
retrieve a revolver on the floor of the vehi~e.
Deputy Istre was able to take action preventing the retrieval
of the weapon by the subject at which time subject broke and
attacked his wife on the other side of the vehicle striking
her about the face.Deputy Istre W0S then confronted with
securing a revolver and protecting the complainant from her
deranged husband.Deputy
Istre was successful in securing
the weapon and attempted to restrain the subject. Depnty Istre
was successful in subduing the subject with the assistance of
Deputy Noel Adams but not without being injured in the struggle.
Deputy Istre sustained a broken hand which required surgery
and should be commended for hi~ actions along with Deputy Adams.
This situation could have ended up more violent had Deputy Istre
not retrieved the revolver that the sribject 6bviously intended on using against his wife.
Deputy Istres actions without regard to his own self are consistent with his job performance and should be recog,nized as such.

WOODED AREA NEXT TO THE ABOVE LOCATION.DEPUTY

LETTER OF APPRECIATION

I am delighted to express my sincere gratitude for the efforts put forth
by the officers who participated with the recent westbank rape task force.
Myself, as well as my commanders, were overwhelmed by the sincere efforts
put forth towards a common goal. It is this type of professionalism
which
promotes an air of esprit de corps towards the brotherhood within our department.
As a result of our task force, we accomplished a number of achievements,
namely in the area of exposing the problem to the public and demonstrating to
these citizens that our department was sincere in their effort to support andprotect them regardless of the cost.
We are pleased to inform you that in a period of ten (10) days the task
force was in existence, 137 individuals were stopped in this area and identified;
of which 19 were arrested.
Because of the tenacity
the task force personnel
displayed, all deviant behavior within this area was at a stand still.
Sincere as the task force personnel were, I feel it is important to recognize
the individual efforts of each unit:
LASER DIVISION
Even though some officers were not directly assigned to the task force, they
assisted by searching a large wooded area and provided a diagram of such depicting
paths and canals which connected one side of the strike zone to the other.
Canine units were extremely suppor-tive and demonst.r ated their ability to
contain the area when certain situtations existed in which systematic block searches
were conducted.
Additionally, these officers effected a number of field interviews.
STREET CRIME UNITS
Both eastbank and westbank units complied with given aSSignments.
Although
I recognize a number of assignments were boring in design, the officers realized
their significance in the area was of the utmost importance.
Their continuous
imput we i qhed heavily wi tb the successful functioning of the task force. I
personally salute them for a job well done!
