My beloved Simonians, before I present to you my
accomplishment report for the 1st 100 days in office of my
second mandate by the people as the Municipal Mayor of
San Simon.
Let me first acknowledge the Lord God Almighty who
guides
us
all
in
the
pursuit
of
good
governance,
transparency, accountability and excellence. I thank the
Lord for giving me strength and courage to face all the
challenges of governance.
I am grateful to the people who firmly believe and
remain faithful to my administration.
The Municipal,
Barangay Officials and Employees who remain steadfast in
their commitment as outstanding public servants and
lastly,
my
beloved
family,
friends
and
relatives,
who
constantly stand by me throughout the journey of being the
Mayora of San Simon.
I am calling for unity and genuine reconciliation
amongst us Simonians.
Let us set aside our differences in
politics and colors for the progress of our municipality. The
struggles of the past election should only make us stronger
to face the upcoming trials and issues ahead. I offer a hand
of peace and unity to all my opponents.

1. MAY 15, 2013, PROCLAMATION DAY
Mayor Wong thanked all the Barangay Captains, Kagawads, Mun. Employees and
supporters present during her proclamation.
Mayor Wong told the media that she will restore peace and order in her municipality.
Mayor Leonora Wong & Vice Mayor Keko Almario renewed their sincere commitment to
Simonians who bestowed upon them the second mandate in the election held on May 13,
2013.

2. INAUGURATION AND OATH OF OFFICE
My beloved Simonians, ours is not a transition government, but a
continuation of the foundation laid down during my 1st term of office.
And so, I fully implemented all relevant laws, rules and regulations
governing the LGU and the law of God.
Now, let me share with you in chronological order the various
projects, programs & activities (PPAs) that transpired in my 1st 100 days
in office.

3. MODERNIZATION/COMPUTERIZATION
The most significant event that took place under my administration
is the pioneer usage of the modern technology through the
COMPUTERIZATION PROGRAM which makes all transactions easy,
accurate and fast. The computerization has been an important support
mechanism to the Municipality’s effort to foster transparency, efficiency,
accountability and effective governance under my leadership, through
the help of Vice Mayor Honorato M. Almario, Sangguniang Bayan
Members and Municipal Employees. Together we successfully
established the digital infrastructure that will last for generations.
Computer Automation Across Municipality Departments:
3.1. BIOMETRICS TIME ATTENDANCE
Employees Attendance Recording thru Biometrics System makes
it easy to monitor the punctuality and absences of employees.
3.2. CCTV INSTALLATION
CCTV – Around 30 CCTV were installed in the vicinity of the
Municipality as deterrent to any incidents in the jurisdiction of the LGU.

3.3. SENIOR CITIZENS DATABASE
Easy tracking of the Senior Citizen population and capability to
generate demographic reports according to age, gender and marital
status.
3.4. INDIGENT DATABASE
Designed to complement the MDG’s local poverty diagnosis
and monitoring system. The database will help us know the nature
and extent of poverty in our locality in order for us to determine the
appropriate intervention.

3.5. SAN SIMON ORGANIZATION DATABASE
This database was created to fully implement the Gender
and Development (GAD) projects/programs/activities (PPAs)
efficiently and effectively.
3.6. FARMERS & FISHERFOLKS DATABASE
Personal information of farmers and fisher folks were
collected to issue identification cards at no fee for them.
The database gives you true listings of farmers and fisher
folks, enabling us to analyze and get accurate reports in instants.
This ensures the appropriate and fair distribution of the benefits
coming from the national and local government.

3.7. MORBIDITY DATABASE
Contains data from the survey of all diseases with detailed
diagnosis, age and gender. So we can allocate substantial budget
and properly address all kinds of infectious diseases and other
health problems.
3.8. Public Employment Service Office (PESO)
Database
To assist and help unemployed Simonians find jobs. Application
online is available.
3.9. DRRM & RELIEF OPERATION DATABASE
This database contains
information
of
households,
families and individuals; this is
used for the proper and orderly
distribution of relief assistance
and disaster response.

BUSINESS ONE-STOP-SHOP (BOSS)
A Business-One-Stop-Shop (BOSS) Scheme was introduced
where taxpayers are well served without going to different
offices/buildings for clearances. This innovation provides simple,
effective, transparent and fast delivery of services to investors and
business applicants. Such initiative makes business transactions
with San Simon LGU more customer-friendly, thus elevating the
level of competitiveness of San Simon in the “W” Growth Corridor
of Central Luzon as the ultimate investment destination.

computerized to monitor and determine the budget
requirements of each department. This system will
alarm and notify you of insufficient funds. eBudget
will not print Obligation Requests and Voucher
Disbursements if there is no more appropriation.
This prevents us from overspending and technical
malversation.

LEGISLATION
I have extended my hand of peace and unity to the SB Members,
we have already set aside politics and colors for the common good and
welfare of Simonians and to govern the Municipal Government
effectively and efficiently. We effected a mutual agreement to carry-out
all projects, programs and activities PPAs for our municipality’s progress.

4.1. RESOLUTIONS
The Executive Branch endorses to the SB important legislative
measures for enactment into Resolution and Ordinances needed to raise
revenues and provide services for the LGU, without sacrificing check
and balance between the two branches. The Executive befriend the SB
to easily pass priority bills of the LGU.

5.1. LGPMS UTILIZATION

5.2. EXECUTIVE AND LEGISLATIVE AGENDA (ELA)
Through the support of the DILG officers, the Executive
Legislative Agenda (ELA) Seminar-cum-Workshop was conducted on
September 17-18, 2013 to formulate & craft the 3-year Development
thrust and priorities of both the executive and legislative branches
towards a common vision for San Simon.
Active participation of all LGU’s stakeholders was recorded on
years. Thereafter the ELA was adopted by the Sangguniang Bayan..
5.3. COMPREHENSIVE LAND USE PLAN (CLUP)
Likewise, the initial planning for the Comprehensive Land Use
Plan (CLUP) of the Municipality was developed and will be completed
by year end 2013.

6. FINANCIAL & FISCAL MANAGEMENT
6.1. COMPARATIVE TREND OF REVENUE
SOURCES
The success of any administration’s development
agenda relies upon the availability of financial resources.
Internal revenue allotment (IRA) available to Local
Government Units are limited and must be utilized with
maximum efficiency, effectively and economy.
The present administration’s COURAGE AND
POLITICAL WILL TO FULLY IMPLEMENT THE REVISED
REVENUE CODE 2008 OF THE MUNICIPALITY and the
tax collection via dynamic tax information campaigns and
intensified local revenue collection efforts has contributed
to the significant increase in the income of the LGU.
At present, the local government of San Simon is 59% IRA
dependent and 41% of the annual budget comes from local income.

The Proposed Annual Budget for CY 2014 was formulated and
prepared after reaching a consensus of all Departments Heads,
Barangay Officials and concerned Simonians in accordance with the
needs of the people of San Simon based on our mission, vision and
information analysis gathered from the municipality database.

7.1. CONVENING OF PERSONNEL SELECTION
BOARD (PSB)
The Personnel Selection Board (PSB) of the Municipality was
convened on September 06, 2013 through Resolution No. ’13-09 to
consider the appointment of Municipal Assessor which position was
declared vacant in the retirement of Mr. Armando Maniago.
Thereafter, the appointment was upheld and Mr. Michael Jayson
Carlos was appointed as Municipal Assessor on September 16, 2013.
Mayor Wong signed the appointment of Engr. Michael Jayson Carlos as Municipal Assessor.

9. HEALTH SERVICES
9.1. BUNTIS CONGRESS
In July 26, 2013, the 1st “Buntis Congress” was organized by our
RHU physician Dr. Mariline Bagtas. To educate pregnant mothers on
proper nutrition, breast feeding and baby caring. Free Blood Chem.
testing was conducted together with the distribution of Newborn Kits.
Mayor Wong awarded the Certificate of Appreciation to the team of doctors.
9.2. OPENING AND BLESSING OF SAN SIMON
BIRTHING STATION
On August 15, 2013, the opening and blessing ceremony of
the San Simon Birthing Station. Mayor Wong, Vice Keko, Coun.
Ann, Governor Lilia “Nanay” Pineda and DOH Regional Director
Leonita Gorgolon grace the occasion.
To mark the inauguration, delivery fees were waived for the
first 5 births and the babies were awarded scholarship grants from
Grade 1 to Fourth Year College thru SB ordinance.

10.1.
NAYONG TSINOY COMMUNITY
The Nayong Tsinoy, a model community located at San
Pablo Libutad and Propio awarded 304 Indigent Families of shelter
assistance and additional 17 families.
10.2.
PHILHEALTH CARDS
LGU granted free PhilHealth Cards to 1,552 indigent
individuals.
10.3.
SENIOR CITIZEN SOCIAL PENSION
104 senior citizens were given Php 1,500 social pension
under the cnhts-prt. 4,440 session citizens were issued purchase
booklet for medicines and local commodities.

10.4.
FEEDING PROGRAM
The 14 day care centers in San Simon with a total enrollees
of 792 children ages 3 to 5 years old benefited from the feeding
program which started in July 2013. As a result of the program,
children gain weight and malnourished children become normal.
10.5.
FAMILY DAY CELEBRATION
The celebration was held on September 27, 2013, the theme
was to strengthen family ties. The activity was organized by
MSWD Minda Abenoja and attended by Mayor Wong, Vice Keko,
SB members, day care parents and children.

11. DISASTER RISK REDUCTION MANAGEMENT
11.1.
HAND HELD RADIO FROM PROVINCIAL
DRRMC
The Municipal DRRMC of San Simon received 9 handheld
radios from the provincial DRRMC for easy and fast
communication especially during calamities.
11.2.
RECIPIENT OF RESCUE FIBER BOAT
Mayor Wong received one (1) rescue fiber boat with outboard motor and two (2) life vests and two (2) paddles from the
NDRRMC civil defense office and the ASEAN coordinating center
for humanitarian assistance.

TRIMMING OF TREES
July 13, 2013 – August 3, 2013, the office conducted
trimming of trees along major roads in barangay San Jose, San
Juan and San Agustin to avoid untoward incidents during rainy
seasons.
11.4.
DISASTER PREPARATION & MITIGATION
July 26, 2013 – the office processed 15,000 empty sacks
and provision of 12 dump truck of filing materials. Thereafter,
sandbagging operations was conducted to prevent overflowing of
Pampanga river at barangays:

CONSTRUCTION & REHABILITATION OF
SCHOOL
Construction/rehabilitation/repair & maintenance of various
school building. We released financial assistance in the amount of
Php 475,000.00 from SEF to 14 Public Elementary School and 5
High School for school repair and maintenance.

TESDA programs: San Simon ALS empowers marginalized
men & women, housewives and out of school youth through our

The WONG Administration also cares for the
differently-abled people and unprivileged. Thanks to
our dedicated and hardworking District ALS
Coordinator Ms. Jam Malonzo for the proper
implementation of all the ALS and Tesda PPAs.
We pioneered the program for DAP and presently we have 8 children enrolled.

13.1.
CHECKPOINT/CHOKEPOINT/PATROLLING
Continuous checkpoint operations along Mc Arthur Hi-way
and Quezon Rd within the vicinity of Sta. Monica, an
implementation of Anti-Hijacking and OPLAN Sita.
13.2.
DRAINAGE INSPECTION
As part of the initiated preventive security measures against
criminal elements particularly the DAGA-DAGA Gang is the
inspections of drainages near bank and pawnshop establishments.
13.3.
OPLAN CLEAN RIDERS
From July to October 7, 2013, a total of one hundred (100)
clean rider tickets were issued within AOR.

STATION
On August 15, 2013, Chief PCI Michael Jhon Riego, led the
blessing and inauguration of the newly constructed extension
office of San Simon Municipal Police Station. The inauguration
was graced by Pampanga Governor Lilia G. Pineda, Mayor
Leonora C. Wong, Coun. Ann Canlas together with PCSUPT.

16. AGRICULTURAL DEVELOPMENT
16.1.
CERTIFIED SEEDS DISTRIBUTION
The Department of Agriculture reported the simultaneous
planting and harvesting seasons in the 14 barangay of San Simon
to ensure that almost every needs of farmers are not subject to the
availability of materials for that purpose. Hence, hereunder is the
complete report from July 01, to October 2013, to wit:

17. LIVELIHOOD PROJECTS
17.1.
HOG RAISING PROJECTS
The Municipality initiated Livelihood Projects designed to augment
the family income and alleviate poverty among our constituents.
The Livestock “Hog Raising Project” was launched in my 1st Term
in office, where to this date, has already reached the following:

665 Beneficiaries
The number will continue to grow year after year of the project.
Likewise, the Municipal Meat Inspection Board was instituted under
Executive Order No. 8 Series 2013.
The Municipality has gained additional income through the
opening and operation of the San Miguel Corp. Slaughterhouse.

FISHING GEARS DISTRIBUTION
After the typhoon Santi, Mayor Leonora Wong and
MSWDO Arminda Abenoja distributed fishing gears to affected
barangays.
Going beyond traditional relief efforts, the program is geared
towards promoting livelihood of the fisher folks.

18. ENVIRONMENTAL GOVERNANCE
The Municipal Government under the leadership of the
undersigned is vent to address the growing problem of a rapid climate
change, which is already a global problem to attend all concern.
The adoption of the Solid Waste Management Code of the
Municipality was enacted to address problem on local setting regarding
to the protection of the environment.
This is in connection with RA 9003 implementation nationwide.
There was also a proposed Action Plan for the Municipality “zero waste
in the future”.
Clean-up drive in almost all 14 barangays is continuously
implemented throughout the year.
