It is a tremendous honour to welcome the 2016
Power Smart Manitoba Games to the City of
Steinbach. During this week our accomplished
community of athletes and dedicated spectators will
join sport-lovers from across Manitoba to enjoy the
Games.
Sport has a way of bringing people together,
building community, and encouraging healthy living.
It teaches teamwork, encourages achievement, and
boosts self-esteem. The Games also contribute
significantly to the development of athletes, coaches, and officials across
Manitoba. It takes hundreds of participants and volunteers to make the Games
happen. I want to thank the organizers, athletes, as well as all the volunteers who
have dedicated their time and engery to make the 2016 Power Smart Manitoba
Games a success.
It’s a wonderful privilege to host Manitoba’s largest ongoing multi-sport program
in the wonderful City of Steinbach for the first time in this event’s history. I wish all
the participants fun-filled, safe competitions.

people of the Steinbach Constituency, I congratulate
and welcome the 2016 Power Smart Manitoba
Summer Games to our community. As the largest
ongoing multi-sport program in the province,
thousands of participants from all provincial regions
will come together and engage in eleven sports, over
a week of youth athletics.
Talented young athletes have the opportunity to
showcase high level competitive play at a community
level, as well as enjoy the local facilities.
Thank you to all the coaches and volunteers who have made these games possible. As an advocate for healthy lifestyles and active living, I want to recognize
the contributions you have made to promoting youth sport in the Province of Manitoba.
I wish all participants all the best in games to come; play hard, have fun, and
respect one another.

competition and friendly hospitality in the province’s third largest city.

In order to participate in the Power Smart Manitoba Games, participants must
agree to abide by the Code of Conduct/Discipline Policy by signing the Code
of Conduct and Discipline Form. If the participant is under the age of 18, their
parent/legal guardian must also sign the form as a condition of registration.
All Participants Of The Games Are Required To:
1. Abide by all rules and policies governing the Power Smart Manitoba Games, their sport, and all federal, provincial, and municipal laws.
2. Conduct themselves in a manner that will serve as an example to others. Participants are ambassadors for their region and sport and should act with personal dignity, integrity and with the spirit of good sportsmanship and fair play at all times in and out of competition.
3. Attend either the opening ceremony or the closing ceremony in a two-phase Games or both opening and closing ceremonies in one-phase Games, unless excused.
4. Wear their Regional Walkout Uniform at ceremonies and any awards/medal
presentations.

5. Be available to play all scheduled competition to the best of their ability, -The Appeal Committee will provide a written decision to the Sport Manitoba – Games Manager and all who need to know (at a
minimum, the appellant(s), the respondent(s), the applicable Provincial Sport Organization(s) and if applicable, to the parents/legal guardian of the individual(s) involved) within three (3) hours of the conclusion of the hearing.
-The Appeal Committee may affirm or overturn the decision appealed from, and/or substitute its own decision.
-Filing of an appeal does not act as a stay of proceedings, and any penalty (including a suspension) shall remain in force unless overturned by the Appeal Committee.
-The decision of the Appeal Committee is final and binding.

The 2016 Power Smart Manitoba Summer Games take place in two phases.

Upon arrival, athletes will be brought to the warehouse centre to drop off their equipment.
They will proceed to the appropriate village for check-in. Accreditation for each athlete will be checked prior to access to the village (see Accreditation).
Each room will have a list posted on all occupants assigned to the room.

Turnaround Day is the day where the phase 1 athletes leave and the phase 2
athletes arrive.
Phase 1 athletes will be asked to check out of their rooms early Wednesday morning to ensure time for room inspections and clean-up. Storage space will be
available for the athlete’s personal luggage till they depart that afternoon.

All meals including snacks will be provided to all athletes, coaches, managers,
officials and mission staff for the duration of the games. Breakfast, lunch and
dinner will be served at Steinbach Regional Secondary School (SRSS) in
Steinbach.
For Breakfast, Lunch, and Dinner there with be various nutritional meals provided,
such as hot and cold dishes along with fresh fruits.
Accreditation will be used as a meal ticket and will be checked by Access
Control. Please be sure to wear your accreditation badge at all times.
Accreditation
Each region will accredit its team prior to arrival in Steinbach. Team members
will receive their accreditation badges on the bus when they arrive in Steinbach
from their Regional Sport Development Officer. If you missed your preaccreditation or need a replacement, contact your Team Manager. For athletes
who lose their accreditation, their Team Manager must accompany them to
the Games Office to get their accreditation reissued. Accreditation must be
worn at all time during the Games. It is your passport to the Athletes’ Village,
transportation, entertainment and meals.

a specific location and time in which they will be required to arrive. Eastman

Enjoying ourselves outdoors is a great part of Manitoba summers. However,
there are a few risks involved, especially in extremely hot, humid conditions. The
following will help explain some of these risks, their causes and how to prevent
them.
heat illness
Heat illness occurs when the body generates heat faster than it can be
expelled and always is associated with dehydration and electrolyte loss. Body
temperatures can range from 100 to 106 degrees Fahrenheit. Taken to the
extreme, body temperatures can exceed 106 degrees and organ damage can
occur. This is often referred to as heat stroke. Heat stroke causes a change in
consciousness, which can result in fainting.
Heat illnesses include heat stroke, heat exhaustion, heat fainting, heat edema
(swelling of hands, feet and ankles), heat rash and heat cramps (muscle cramps).
Heat illness can affect you quickly and are mainly caused by over exposure to
heat or over exertion in the heat.

Causes
Several things contribute to heat illness other than hot summer weather and
dehydration. These include high humidity, lack of air conditioning, high ultraviolet
sun exposure for long periods of time, the duration of exposure and intensity
of physical exertion. Personal factors also can contribute such as taking certain
medications and having or recovering from illness.

Dehydration
Dehydration is caused by the excessive loss of water and salts from the body due
to illness or prolonged exposure to heat. Severe dehydration can become a life
threatening condition for athletes, coaches and spectators.
Prevention
Drink plenty of water throughout the day (even more when you’re sweating).
Stay in shaded areas as much as possible. To stay hydrated schedule adequate
hydration breaks, every 10-15 minutes. Ensure athletes are drinking 1-2 cups
of water before exercise and 1 litre/hour of exercise and don’t forget to keep
hydrating post exercise.
NOTE: Exercise reduces thirst, so keep drinking because if you are thirsty, you
are already dehydrated.

Decreased urination with unusually dark yellow urine
Training in Hot Environments
Exercise in hot environments can be associated with reduced performance due
to dehydration and increased body temperature. Exercise in hot environments for
training or competition has significant risk of heat related illness if appropriate
precautions and adequate preparations are not followed.
Treatment for Mild Dehydration

Remove from participation, remove equipment and put in the shade
Apply external cooling, drink fluids and assume recovery position
Be familiar with the early signs of heat illness and act immediately to prevent heat stroke.
If an athlete is completely unconscious from heat stroke and you do not feel a pulse, it is important to dial 911, begin CPR and request an AED.
For milder heat exhaustion without mental status changes, the person should be removed immediately from the warm environment, have their temperature taken and their pulse checked. If either pulse or temperature is abnormal, quick medical attention is important. Under no circumstances should a person experiencing heat exhaustion be allowed to resume vigorous
physical activities that same day.
A physician should be consulted if there are signs of dark urine or blood in the urine later in the day.
Exercise in hot environments can also occur in indoor settings. Gymnasiums and
fitness facilities without air conditioning can often have very high temperatures
and humidity requiring the same precautions to be taken.
sunburn
Sunburn is literally burning of your skin results from overexposure to sun. Sunburn
can occur during a variety of conditions including cloudy days, winter months
(though not as severely as during the summer).
Treatment Tips for Mild Symptoms of Sunburn
Get away from UV source, find shade and cover up. Relieve discomfort by
consuming pain relievers such as Aspirin, Ibuprofen, etc. and/or use a variety of
cold compresses sold at local pharmacies. Avoid salts, oils and perfumes after
sunburn and avoid scrubbing or shaving, while taking showers frequently.

Internet Café - August 7 to13 – Available in both athlete villages *wifi is available throughout both villages
Movie Room – August 7 to 13 – Available in both athlete villages. Movie schedules will be shared each day.
Gaming Space – August 7 to13 - Gaming systems are available at both athlete villages. Games can be signed out using your accreditation badge.
Gym – August 7 to 13 – Play Ping Pong at the male village in SRSS *Ping Pong available in the multi-purpose room at CMS
Carnival – August 9 & 12 - Tuesday & Friday Night Carnival at SRSS – play games and relax!
2-3 Movies will be Played each day at both villages (Start times are still TBA)
Sport Equipment sign out (Discs, Soccer Balls, Footballs, Basketballs) will be
available at both villages from 8:30 am – 9:30 pm each day
Each village will also have 2 table tennis tables for athletes to use.

o Free event
o Bring your lawn chair – seating is first come, first served
o Public parking is available at the Springs Church lot as well as on the street. During Opening Ceremonies the public may also park at the Pat Porter
Centre. No parking available in the Steinbach Regional Secondary School lots.
o Food trucks and merchandise will be on site - cash only.
o In case of inclement weather, ceremonies will be moved to the Centennial
Arena. Seating will be very limited. Please check www.manitobagames.ca for details including live streaming instructions.
