The HighScope Curriculum
The HighScope Infant-Toddler Curriculum includes defined teaching practices that enable adults
to create effective classrooms where children learn through active participatory learning. In
addition to providing an engaging learning environment and using a comprehensive curriculum
model, HighScope’s unique incorporation of responsive individual routines, conflict resolution
skills, positive attachment relationships, and adult scaffolding produces an early learning
environment where all children can thrive.

Infant-Toddler | Curriculum
Implementing the HighScope Infant-Toddler Curriculum begins with a well-organized,
thoughtfully planned classroom and development of a responsive routine that addresses each
child’s individual needs, preferences, and temperaments. These materials will help you to arrange
your classroom and create daily lesson plans with a focus on individual needs, active participatory
learning, and meaningful adult scaffolding strategies throughout your daily routine.
Child Assessment
HighScope uses authentic assessment to measure children’s growth and development. Teachers
generate brief written descriptions, or anecdotes, that objectively describe children’s activities. They
use these anecdotes, along with the tool’s scoring and reporting features, to analyze children’s develop­
ment, plan activities to support continued development, track individual and overall classroom
progress, and exchange meaningful developmental information with families about their child.
Professional Learning
One of the most effective ways to further your staff’s understanding of the HighScope InfantToddler Curriculum is participation in HighScope training. HighScope provides training to
administrators, curriculum specialists, teachers, and child care providers.

How do you provide care for your youngest while nurturing
their growth and development?
The answer is often found in the curriculum. The curriculum you choose and how you implement it determine the
quality of care for your infants and toddlers. Choosing a curriculum that fits the needs of your children, their families,
and, of course, you, is an important decision that requires careful consideration.
Research based and child focused, the HighScope Infant-Toddler Curriculum uses a carefully designed process of
learning through discovery, called active participatory learning. During active learning, infants and toddlers learn

Authentic Child Assessment for Any Age
COR Advantage is a birth-to-kindergarten child assessment tool that assists teachers in supporting

The PQA makes it easy to conduct a comprehensive
program assessment.
HighScope’s family
of Program Quality
Assessment (PQA)
tools are validated
rating instruments designed to measure the quality of
early childhood programs and identify staff training
needs. The Preschool PQA, the Infant-Toddler PQA,
and the Family Child Care PQA are available in both
online and print versions.
PQA assessment is based on standards for best practices,
rated on a five-point scale.
Each PQA gives an accurate and authentic picture
of a program’s strengths and needs for improvement,
providing information on a multitude of quality factors
in specific terms that teachers and caregivers can
understand and use.
The Preschool and Infant-Toddler PQAs also look at

Our experienced CEEE professionals can
assist you in designing your evaluation
based on your program’s goals and budget.
Many funders require a clear and logical
description of how a program is designed
to work, often called a program’s Theory
of Change. We will help you identify
your Theory of Change and represent it
graphically as a logic model. Or, if you
prefer, we can provide feedback and
recommendations for revising an existing
logic model.
A well-designed survey will ensure that
you obtain meaningful data that you can
put to work immediately to improve your
program. Our CEEE team has years of
experience designing and distributing
surveys that capture the specific
information a program needs to design
an improvement plan or evaluate their
impact. We can support you with highly
secure online survey software as well as
phone or e-mail surveys, depending on
your audience and your program’s needs.
Performance and Outcomes
Measurement
Once a program’s goals and outcomes
are identified, it is critical that you select
the correct instruments to assess your
program’s performance and demonstrate
its impact. We are experts in determining
the right tools to measure a program’s
implementation and/or impacts, and
can even help to develop or customize
instruments for data collection in pursuit
of your measurement goals.

The Program Quality Assessment (PQA)
trainings for Preschool, Infant-Toddler,
and Family Child Care settings are delivered
by qualified CEEE and HighScope
professionals for use in research and
evaluation. Two-day trainings include
a reliability assessment. Infant-toddler
and Preschool PQA trainings are also
available online.
