New Parking Lot

Have you noticed the progress on the
new parking lot on the corner of
Thurman Street and Jefferson
Avenue? The soon-to-be parking lot
will provide parking spaces for both
residents of the Tremont Place Lofts
and for the public. Tremont West was
proud to partner to produce Tremont’s
first bioswale which will be constructed
and planted along the center of the
new parking lot. A bioswale works to
catch runoff from the surface of the
parking lot; the bioswale will filter
pollutants from the runoff and will
decrease the amount of water that
flows directly into the storm sewers
during storm events. The bioswale will
be planted with native plants that are
very hardy, tolerant of both wet and dry
conditions, and can survive the
pollutants that will enter the bioswale
from the parking lot.
The plans for the bioswale have been
a collaborative effort of Tremont Place
Lofts, Tremont West, Neighborhood
Progress, Inc., City of Cleveland Office
The Westside Housing Center is an
innovative collaboration of 8 non-profit
organizations: Cleveland Action to
Support Housing, Cleveland Saves,
Cleveland Tenants Organization,
Detroit Shoreway Community
Development Organization,
Empowering and Strengthening Ohio's
People, Neighborhood Housing
Services of Greater Cleveland,
Neighborhood Progress Inc and WECO
Fund Incorporated.
The center’s Director is Amy Weahry,
former Merrick House Community
Organizer.
The Westside Housing Center was
created so that there is a "one stop
shop" on the west side of Cleveland for
all information pertaining to housing,
education, financial literacy and job
readiness. Our office is located in the
Gordon Square Arcade in the
Detroit-Shoreway neighborhood.

Holmok, a landscape architect with
URS Consultants, generously
donated her time and talent to design
the landscape and technical plans for
the bioswale and has been available
throughout the construction for
questions. NEORSD will be
designing signs for the bioswale. In
addition, the handicapped parking
spaces will be paved with pervious
concrete pavers that have been
donated by Reading Rock.
The plants for the bioswale are
scheduled to be planted in October –
it will be a volunteer effort. If you are
interested in volunteering, please
contact Kristen at Tremont West.
Also, a grand opening celebration will
be held this fall. Please contact

neighborhood regarding the event.

Culture & Collaboration Award was
presented at this year’s Tremont Arts &
Cultural Festival in Lincoln Park.

Corporation have established an award
in the late Congresswoman’s name. The
award in its inaugural year will honor
two organizations and two individuals
who walk in the pathway of our beloved
Congresswoman Stephanie Tubbs Jones
by sharing their love of art and zest for
culture with the larger community.

Jones was known for many things. Her
passion for public service, her
indomitable smile and sense of humor,
and her love of all things arts and
culture are legend. Every year since she
& Collaboration Award are Target & Forest
City Enterprises and the 2009 Individual
Recipients of the Stephanie Tubbs Jones
Culture & Collaboration Award are Gail
Long & Angelica Pozo.
was elected to Congress, Stephanie never
forgot her people. She would come to the
annual Tremont Arts and Cultural Fest and
walk through the park talking to everyone.
Her presence in September, no matter the
heat or rain or cool Autumn winds
blowing, meant sure Spring, and joy
for the good people of the festival.
Congresswoman Marcia Fudge, a
tremendous supporter of this
Tremont neighborhood, continues
the legacy of leadership that knows
what bridge is built through song,
dance, paint, and verse, presented
the award to this year’s honorees
along with Ms. Barbara Walker,
sister of Stephanie Tubbs Jones. The
presentation was held at 2 p.m.

Tremont Arts & Cultural Festival
Gathers Residents and Visitors to Celebrate Art, Dance, Music & Culture
Tremont History
Project/Museum
Artists Selected for Festival’s Top Prizes
Over the course of the weekend of
September 12th—13th, approximately
15,000 visitors and residents attended
this year’s Tremont Arts & Cultural
Festival in Lincoln Park. The Festival is
an annual celebration of the regions' art,
dance, music, and culture.
Sixty-one juried artists were eligible for
consideration by the jurors for the
Festival’s top prizes. The Jurors
(all Tremont-based artists) included: Tina
Cassara (Professor and Co-Head of the
Dept. of Fiber & Material Studies,
Cleveland Institute of Art - her work has
shown all over Ohio as well as in
Michigan and Poland), Tim Herron
(Owner of the Tremont studio and
gallery, The Manly Pad, his work, shown
in many area galleries and
establishments, includes Figure Studies,
Landscape and Surreal Paintings, and
Portraits - for the last four years Tim has
run a portrait drawing group at the
Literary Cafe on Friday nights where
portraits are drawn for free and artists of
all levels are welcome to practice for
free), and Steven Mastroianni (owner of
Steven Mastroianni Fine Art Phography
LLC, where he specializes in portrait and
wedding photography - and co-owner
with his artist wife, Beth, of Mastroianni
Photography and Arts - his work has
been shown in over twenty solo and
group shows and is featured in several
public and private collections including
The Cleveland Clinic Foundation. Steven
is a Professor of Visual Communications
in photography at Cuyahoga Community
College). After extensive preliminary
review of the artists’ visual images
during the summer months, the jurors
again reviewed the participating artists
on Saturday, September 12th on the
basis of objects presented for sale. The
jurors’ criteria included: artistic
excellence, uniqueness of vision and
imagination, and diversity of media.

Chalk artist, Dante Rodriguez, draws in the gazebo square on Saturday, September 12th at the Festival.
In addition, in its fourth year, the Festival
sponsored an Emerging Artists exhibition,
featuring 9 up-and-coming local artists who
sought to gain experience in showing their
works. Thanks to Jonathan Amy (Chairman)
and Nicole McGee for coordinating this
effort. 58 Community, Cultural, and
Children’s groups participated—as did 22
food vendor organizations and 15
performing arts groups.
The festival was a partner with Sparx City
Hop, connecting and celebrating the visual,
culinary and performing arts of Cleveland's
most central neighborhoods. Sparx provided
residents and visitors with free trolley rides
on Saturday, September 12th from 12 Noon
‘til 12 midnight. Trolley stops in Tremont,
The Warehouse District, Gateway
Neighborhood, the Quadrangle, St. Clair
Superior, AsiaTown, Midtown, Ohio City and
the Old Superior Viaduct in the Flats
showcased Art Galleries, Artist Studios,
Restaurant Specials, The Tremont Festival,
The Sparx Classic Car Show, Free Outdoor
Movie and Free Sidewalk Concerts.
Graphic design of ads was created by Sue
Reagan Illustration. Dennis McNulty and
Scott of Slate Grey provided Stage and
Sound Management. Electrical support came
from Ed Zeman and Mike Giancaterino of M.L.G
Construction. Dedicated volunteers included
Scott Nagy, Chris Garland, Marie Timpano,
Merrick House and Tremont West staff and
board members, Gail Long, Marcia Leslie,
Sister Corita Ambro and the folks of the
St. Augustine Hunger Center, and neighborhood
residents. Scott Rosenstein served for an 8th
year as Festival Project Manager. Our thanks to
all participants, volunteers, our jurors, & all our
sponsors!
The Festival was delighted to host the first

two organizations and two individuals by

Jackson, and Councilman Joe Cimperman
along with Merrick House and Tremont West
Development Corporation on Saturday,
September 12th at the gazebo in Lincoln Park
(see accompanying article and photo on p. 2).
The Festival’s title sponsor was Target
Corporation. The Festival was co-sponsored by

additional volunteers in the area of
research. If you are interested in
Tremont's history and can spare some
time each week or every other week
researching at Cleveland Public Library
downtown, at the County Archives, and
at other locations, we can use your help.
If you know of anyone who has a story
to tell or has remembrances of Tremont,
we would love to interview him/her. If
you, or someone you know, would like
to donate historical artifacts (from 1800's
to 1960), please contact us.

Tremont West would like to thank STEPS to a Healthier Cleveland for being a great partner over the last five years of
their grant. Unfortunately, the program’s funding cycle is over. You will be missed!
New Programs Available for Seniors!
Do You Need a Tree Trimmed or Your
Gutters Cleaned?
The City of Cleveland’s Department of Aging added two new
services to their toolbox to assist our senior citizen population here in
the City. If you are interested in filling out an application to take
advantage of the Department of Aging’s Tree Trimming or Gutter
Cleaning Program, please contact Sammy Catania at the Tremont
West office, 216-575-0920. Tremont West is here to assist you in
applying for these services. The applications are available at our
office, 2406 Professor Avenue. There are income restrictions that do
apply to receive these services. For a single person, one can not
make more than $15,900 for an annual income, for a couple, they
can not make more than $18,100 per year, and restrictions continue
to increase as the family size gets larger. Some other qualifications
are that the low-income Cleveland senior homeowner or an adult
18-59 years of age with a disability must reside in and own a single
or two family home.
Home Energy Conservation Program
Tremont West is offering assistance with applying for weatherization for your home. Does
your home need insulation to conserve energy and to lower your utility bills? This program
will inspect for insulation an much, much more! Tremont West has applications available at
our offices, 2406 Professor Avenue, for low income families to have the work of weatherizing
your home done for free. Income guidelines begin for a single person, one can not make
more than $18,200, $24,500 for 2 people living in the home, $30,800 for 3 people living in
the home , $37,000 for 4 people living in the home, $43,000 for 5 people living in the home,
and the income restrictions continue to increase as the household size gets larger.

information. You do not need to be the homeowner to take advantage of this program.
Please, if you have a neighbor, family member or friend who may be able to use this service,
pass along Tremont West’s phone number, 216-575-0920.
When filling out the application, you will need to provide proof of
ownership, which can be provided with a copy of a water bill or
deed, and to verify all household income. This program is funded
with HUD funds which target low income families based on total
household income. Therefore, participants must verify current yearly
household income. These can be provided with a Social Security
Statement by calling 1-800-772-1213 to request proof; if currently
employed, two current paycheck stubs; and if unemployed, a copy of
unemployment benefits.
Please take advantage of these programs. Also, if you have a
neighbor, family member or friend who may be able to use these
services, pass along Tremont West’s number, 216-575-0920.
Neighborhood Retail Assistance Program
The City of Cleveland’s Economic Development Department
can assist small businesses with financial packages of both
loans and grants to improve the interior and exterior of their
storefronts. Please contact Michelle at 216-575-0920 for more
information.
The Storefront Renovation Program
The City of Cleveland’s Storefront Renovation Program is an
exterior rehabilitation program that combines financial
incentives (rebate or loan) with free City design assistance.
The City partners with neighborhood Community Development
Corporations to implement the program in the neighborhoods.

The Cleveland Fire Department will be presenting on
how to make your home and neighborhood safer from
fire. Please join us!
In the meantime, here are some Fire Safety Basics to make you and your family
safer:
 Install smoke alarms in every bedroom, outside each sleeping area and on







every level of the home. For the best protection, interconnect all smoke
alarms throughout the home. When one sounds, they all sound.
You can use individual ionization and photoelectric smoke alarms or
combination units that contain both technologies. For best protection use
both photoelectric and ionization technologies. Photoelectric sensors
recognize smoke particles from flaming fires, ionization sensors recognize
smoldering, slow-burning fires.
Test smoke alarms at least once a month using the test button.
Replace smoke alarms every 10 years.
Make sure everyone can hear the sound of the smoke alarms.
Have a home fire escape plan. Know at least two ways out of every room,
if possible, and a meeting place outside. Practice your escape plan twice a
year.
When the smoke alarm sounds, get out and stay out.
If you are building or remodeling your home, consider a home fire
sprinkler system

The HBR and MCC Block Clubs welcomed Tim Donovan
from Ohio Canal Corridor and George Cantor from the City of
Cleveland to talk about the extension of the Towpath Trail
through the Tremont neighborhood. The next phase of the
trail will cross Holmden Avenue, which is of particular interest
to members of the block club. Ohio Canal Corridor and the
block clubs will continue to stay in touch throughout the
planning process. The members of the block clubs also
“Block Club Happenings” is compiled by TWDC staff
with direct input from Block Club Chairs.
Along with Co-chairs, Frank Tkacz and Sarah Lundeen,
residents in attendance at the Thursday, September 17th
meeting met with Bonnie Flinner, a resident and business
owner in the Auburn-Lincoln Park area to discuss a
November ballot initiative to allow Sunday liquor sales in
Tremont restaurants. Residents present voted to endorse
the passage of the initiative. Residents also shared safety
concerns and updates. ODOT has extended the public
comment period until September 25th on the proposed noise
barriers construction along the highway passing from Auburn
to University through 3 Tremont block club service areas
including the Auburn-Lincoln Park neighborhood. The block
club joined with our neighbors in Lincoln Heights/Scranton
Starkweather and North of Literary, in opposing concrete
barriers. Neighbors discussed how Auburn-Lincoln Park
neighbors can positively influence the debate (ODOT has
increased the number of residents to be surveyed to include
all those from the highway east to the west side of West 14th
Street in our block club including areas along Branch,
Auburn, Starkweather, and Kenilworth) – and promote the
merits of a “Green Alternative” (trees & shrubs as sound
absorbers). Brooke Willis and Dan Lotz will canvass on
behalf of the block club (our thanks to them). Residents
thank Councilman Joe Cimperman, Merrick House, Tremont
West, Tremont History Project, and event sponsors for the
wonderful free programs offered in Lincoln Park in
September - the Tremont Arts and Cultural Festival and the
Civil War Encampment. Please join with Auburn-Lincoln
Park neighbors for our next gathering on Thursday,
October 8th. A 50/50 Raffle, hot & cold beverages, and
pizza will be available.
Central Tremont
The Central Tremont Block Club took time to discuss
reshaping the block club’s Constitution. Members were
asked to review the current Constitution and provide their
input for additions and revisions. Crime and safety issues
were also discussed. The block club welcomed TWDC’s
By-Law Committee to their September meeting. The members provided feedback on the proposed new by-laws to the
presenters. In addition, Amy Weahry from the Westside
Housing Center was a guest at the meeting to provide information on all the programs offered through the Center. The
next block club meeting will be held on October 27th at
6:30pm at the Jefferson Library.
Duck Island
As late summer moved toward fall, Duck Island residents and
Chairperson, Alicia Hudson, gathered for their fifth meeting of
the season on Tuesday, September 1st at Abbey
Playground. On the agenda was an ongoing discussion of
the proposed Duck Island banners. Tremont West is working
with Duck Island residents for the creation and display of
Duck Island banners at various gateways to the
neighborhood. Two challenges remain: securing funding for
the project and finding consensus among residents on a
design. A committee of Duck Island residents will coordinate
efforts with Tremont West Development. Bert “Coach”
Latorres updated residents on the Duck Island Sports
Program—and their recent grant application to the
Neighborhood Connections program (Bert & representatives
later held a follow-up interview with a Neighborhood
Connections committee in mid-September). Special guests at
the meeting were Chris Alvarado and Lynn Murray of the
Bylaws Committee. As residents of an affiliated
neighborhood and as participants in the Duck Island Block
Club, residents also hold membership in the Tremont West
Development Corporation (TWDC) —a nonprofit citizens'
group founded in 1969 (originally West Side Development) to
help stabilize and revitalize the Tremont and Duck Island
service area. In its community organizing, TWDC
emphasizes housing renovation, crime prevention, resident
leadership abilities, and neighborhood economic
development. Chris and Lynn shared a draft of the proposed
new bylaws—the first substantial overhaul since 1983. They
sought resident feedback and assured Duck Island residents
that they have a voice and vote! Also at the meeting was
information related to anything from RTA complaint
guidelines, seasonal programs, renter’s insurance availability
and the usual safety issues. Please join the Duck Island
Neighbors on Tuesday, October 6th for its next gathering!

North of Literary
discussed the upcoming Board of Zoning Appeals hearing
for the Rodeo Bar and Grill and unanimously voted against
their appeal. The block club also gathered signatures from
neighbors who were not at the meeting to further show
support against the appeal. Lt. Bolan from the Second
District police stopped by the meeting to check in with the
neighbors. Members of the block club continue to work at
their Holmden Hill Community Garden – the gardeners have
built raised beds, a shed, and new fencing along the street.
The next block club meeting will be held on Wednesday,
October 7th at 6:30pm at the Clark Bar.
Lincoln Heights
Mr. Jim McKnight from McKnight and Associates made a
presentation to the membership regarding a study plan for
(TLCI) Transportation for Livable Communities. TWDC was
awarded a grant for the planning study. The planning study is
based on a more pedestrian friendly neighborhood regarding
connectivity. Members shared concerns with Mr. McKnight
like Eagle Ave. Lift Bridge, raised sidewalks, and poor lighting
in some areas of Tremont as issues that can be raised to be
in the plan. Chris Baumhauer from the City of Cleveland’s
Department of Aging attended the meeting and talked about
the “Access Program” for seniors or disabled individuals. The
“Access Program” is designed for the City of Cleveland to
assist residents to make sure they get all government
programs they are entitled to. Members of the TWDC
By-Law Committee presented the proposed changes to the
organizations by-laws. A roundtable discussion moved
forward between the committee and the membership
surrounding some of the changes. The By-Law Committee
will take back input gained from our membership. Our block
club member’s goal is to have a working document fair for
everyone that is clearly understood, amendable within the
context of the current proposed changes, embraces diversity,
and its content is driven by the membership of TWDC. The
block club would like to thank all the Committee members
that have worked diligently over the past six months on this
project to move it forward to a vote on November 11th. Our
block club would like to thank ODOT for the work done by the
Starkweather overpass. Starting to fix a drainage problem at
the top of the overpass deck; Clear-cutting weeds in a 5-10 ft.
path by residences because of nesting skunks, opossums,
and snakes that have be more than nuisances and tangled
with pets and posed a danger to the areas school children
that pass by every day. We would also like to thank Court
Community Service, and Matt Martin & Zack Starnick from
Stockyards Redevelopment for the hard work in a three-day
cleanup blitz before the Tremont Arts and Cultural Festival.
Areas adjacent Starkweather and Kenilworth overpasses
were cleaned mowed and abated of litter. Scranton Rd. was
cleaned and abated between Kenilworth and Branch Ave.
Auburn and Branch Ave.’s. were also addressed. Thanks
again to one and all, and to Co-Chair Henry Senyak for the
coordination and the volunteering all three days on the
projects. The next meeting will be Thursday, October 8th,
6:30pm at Zion Church.
Metro North
Residents gathered with Chairperson, Christine Krosel, along
with guests, Ward 14 Councilman Joe Santiago, Matt Martin
and Zach Starnik, Ward 14 Neighborhood Service providers,
candidate Rick Nagin, and Commander Keith Sulzer of the
Second District Police, for a late August meeting at
St. Michael’s, South Tremont neighbors talked about a recent
Neighborhood Connections grant application and were
updated by Eric Lutzo about exciting plans/vision for a
community garden area on vacant City landbank lots behind
the former Hector’s garage at Scranton and Brainard,
Residents also discussed housing and alley conditions, crime
and safety concerns, and an Innerbelt update on noise
barriers proposed for areas in northern Tremont and south in
Old Brooklyn. Special guests at the late September meeting
will include representatives of Tremont West’s Bylaws
committee who will introduce and share a draft of the new
Councilman Joe Cimperman joined residents at our
September meeting for updates on a variety of topics. After
hearing from the Councilman and Fairfield gas station owner,
Sam Jawhari, and longtime Tremont resident and property
owner, John Gillota, residents present unanimously voted to
issue a letter of support from the North of Literary Block Club
to the Board of Zoning and Appeals. The letter will ask that
Fairfield Gas and Auto’s application to continue doing
business be approved based on the following commitments
from Mr.Jawhari and the Gillota family: 1)the dumpster by the
station will be enclosed 2) the landscaping on the property
will be further enhanced 3)Mr. Jawhari and the Gillotas will be
available to answer any questions and 4)maintenance of the
property will be ongoing. Councilman Cimperman also
supported a request for a “lot split” regarding the property
located at 2247 W. 11th Street. Tremont residents wish to
purchase the property and there is an issue with financing.
The Planning Commission must approve any “lot split”.
There was no opposition to the split and a vote for a letter of
approval for the “lot split” from NOL Block Club carried
unanimously. Other special guests included Elizabeth
Schiros and Deirdre Lauer from of the Bylaws Committee. As
a participant in the North of Literary Block Club, residents
hold membership in the Tremont West Development
Corporation (TWDC). Residents received a draft of the
proposed new bylaws—the first substantial overhaul since
1983. An engaging discussion issued with residents offering
feedback on general and committee membership issues.
Elizabeth and Deirdre will take the comments back to the
Bylaw Committee for further reflection. Residents are
encouraged to attend a November general membership vote
on the new bylaws. Scott Rosenstein, Community Organizer,
and Project Manager of the Tremont Arts and Cultural
Festival received a round of applause for his work on this
year’s Festival. Residents were encouraged to attend the
Civil War encampment (sponsored by the Tremont History
Project). Our thanks to Fabio and Nicole Salerno and Jim
Fink of Lago Restaurant and their staff for hosting us in
September. Please join us - and bring a neighbor – for
our next meeting on Tuesday, October 20th!

The Old Tremont Block Club did not meet in September and
looks forward to their October meeting. The next block club

South of Jefferson
Congratulations to Emma Kern, new South of Jefferson Block
Club co-chair! Thank you to Michael DeNicola for all his hard
work as co-chair over the past years. The South of Jefferson
Block Club welcomed TWDC’s By-Law Committee to their
September meeting to learn about and discuss the proposed
changes to the organization’s by-laws. Members of the block
club offered comments to the committee, who will take all
comments back to their next meeting. The block club also
discussed the ongoing petition written by a member of the
block club regarding recreational opportunities for children in
the South of Jefferson area – the block club voted to support
the petition. Prior to the block club meeting, a public meeting
regarding traffic concerns in the block club area was held
with Rob Mavec, Commissioner of Traffic and Engineering for
City of Cleveland. Soon, Starkweather Avenue will be striped
to indicate the parking lane along the street. The group also
discussed the possibility of speed strips along Starkweather
Avenue and curb bump-outs along West 7th Street to calm
traffic on these streets. The next meeting will be held on
Tuesday, October 13th at 7:00pm at Post #58. All
residents, both homeowners and renters, are invited!

COURT WATCH UPDATE
The Second District no longer has a specific
community based prosecutor. In order to find out
which County prosecutor is handling a particular
case in the Second District we need to know who
the judge is, and on what floor that judge's
courtroom is located. Prosecutor's office telephone
number is 443-7800. Each prosecutor has a private
number. The supervisor for the Second District is
Ralph Kolasinski 443-6971.
The public can attend all trials and sentencings.
Generally, the public CAN attend juvenile
proceedings except where the subject may be
sensitive such as custody, incest or rape. It is
important for us to send copies of correspondence
to the prosecutor's office.
If you would like to join the Safety Committee, or
just go to a meeting and see what is going on, come
to a monthly meeting held every second Monday of
each month at TWDC offices at 2406 Professor St.
at 7 p.m., although in October we will be at Merrick
House on October 19th at 6pm for a special Fire
Safety Seminar. Please join us!
The Safety Committee, along with many Block
Clubs, writes and sends letters, but private citizens
should do so too. Don't worry about a judge
receiving too many letters on a particular defendant.
If you feel like writing, do it! You won't be stepping
on anyone's toes. Letters should be sent after the
trial and before the sentencing. Letters should be
short; absolutely limited to one page and even then
just a half page at most is best. Tell the judge that
you are a resident in the Tremont (or wherever)
neighborhood and that you are fed up and sick and
tired of crime in the neighborhoods. Send a copy of
it to [email protected]. And, send a copy of it to
the appropriate prosecutor. Type the letter or write
it longhand, it doesn't make any difference.
If you know the whereabouts of a criminal or
fugitive who is wanted by the police call the
Cleveland/Cuyahoga Fugitive/Gang Task Force,
216-522-1400. Your identity is confidential, and
reward money may be available. The task force
consists of members of the Cuyahoga County
Sheriff's office, FBI, Cleveland Police Department,
Ohio Adult Parole Authority, and the Cuyahoga
Metropolitan Housing Authority Police Department.
Its goal is arresting fugitives charged with such
crimes as homicide, bank robbery, robbery,
kidnapping, rape/sexual assault, felonious assault,
and arson.
