Collaboration Is Crucial to Maintaining Winnipeg’s Momentum
As Economic Development Winnipeg’s new
president and CEO, it’s my privilege to assume the
leadership of a corporation that plays a unique
and important role in our city. Supported by a
highly skilled private-sector board and bolstered
by an ardent staff recognized as experts in
their fields, I’m ready to do my part to promote
and celebrate the city we all love. For the first time in a long while,
Winnipeg is poised on the brink of greatness. My job is to make sure
EDW is in the best possible position to help showcase Winnipeg to its
greatest advantage, so we can all benefit from the resulting windfalls.
Whatever your industry or profession, making great strides in pursuit
of ambitious goals rarely happens in isolation. Collaboration is the key
to creating an environment that allows consequential ideas to take
hold and grow. From the internal expertise needed to imagine and
execute these ideas to the external networking required to sustain
and amplify them, moving forward as an organization is a collective
endeavour that can only achieve its fullest potential when everyone
kicks in the same direction.
Business is good in Winnipeg. Many local companies experiencing
solid growth are led by passionate Winnipeggers who embrace their
starring roles in our community by serving as advocates and mentors
to other entrepreneurs looking to make their mark. This kind of active
participation in shaping Winnipeg’s future has been a cornerstone of
the city’s recent investment activity and is an essential component
of its ongoing evolution as an intelligent community. Success breeds
success, and dreaming big within Winnipeg’s inclusive atmosphere
will lead to more and better opportunities for everyone living and
working here.
As the city’s lead economic development agency, EDW is an integral
partner in this process. EDW, YES! Winnipeg and Tourism Winnipeg—
the corporation’s three brands—have endeavoured over the past
several years to present a compelling case for Winnipeg that has
resonated both domestically and internationally. I’m delighted to be
a part of this latest chapter in a multi-year effort to elevate Winnipeg’s
profile across all aspects of EDW’s activities: investment attraction, job
creation, tourism development, talent retention, capacity building.
The list goes on.
EDW is in a good position, thanks in part to its in-house experts who
have worked tirelessly to build on past triumphs while consistently
finding ways to innovate in their respective areas. Their hard work
is paying increasing dividends, with major new developments in all
three portfolios being celebrated and promoted.
Tourism Winnipeg can now leverage the Canadian Museum for
Human Rights (CMHR), Investors Group Field and the Journey to
Churchill exhibit at Assiniboine Park Zoo. EDW was instrumental in the
city being twice honoured by the Intelligent Community Forum as a
Top7 Intelligent Community in its annual awards program, and EDW’s
involvement in the Consider Canada City Alliance has generated solid
leads currently being investigated. YES! Winnipeg, EDW’s sales force
responsible for business retention, expansion and attraction activities,
has assisted 68 companies with 70 projects since its inception in 2011,
which collectively predict to invest over $500 million and create 4,355
permanent jobs in Winnipeg at maturity.
While impressive milestones have been reached, even more
extraordinary results are achievable if EDW leverages all of its assets
and operates as a cohesive team, not as three independent businesses
loosely gathered together under the EDW umbrella. I believe none
of these three entities is smarter than the collective whole. It’s time
we make a concerted effort to work more closely together inside our
own organization, so we can work more effectively on behalf of those
outside it. We are one team, and it’s time we started acting like it.
Our goals within EDW are the same, after all. Imagine a jar in the middle
of a boardroom table. Ultimately, every aspect of the corporation is
tasked with putting coins into the jar to advance our city’s economy. It’s
that simple. So over the next several months, I’ll be implementing some
changes at EDW to facilitate this one-team approach. My goal is to get
everyone at EDW contributing to this proverbial jar in equal measure and
with a cohesive sense of purpose and direction.
Winnipeg’s economic momentum has shifted into high gear, and the city’s
key stakeholders—EDW included—must ready themselves to meet the
challenges and opportunities stemming from the heightened attention
this escalation brings. Just as EDW must be one team, Winnipeggers must
similarly coalesce into a unified voice and endorse Winnipeg as the city
of choice for investors and travellers alike. Our time is now, and we must
navigate this emerging landscape together.
We are fortunate, however. In Winnipeg, we collaborate better
than most, and this ethic has informed our greatest successes both
past and present. This truth is evidenced in many of our city’s most

acclaimed initiatives. Consider the CMHR and the Assiniboine Park’s
‘Imagine a Place’ redevelopment, for example. Or the recent True
North Square announcement and the continued development of
downtown Winnipeg’s sports, hospitality and entertainment district
(SHED). These projects are all indicative of a communal spirit, one that
embraces challenge and defies adversity.
If we keep working together, Winnipeg’s unprecedented momentum
will continue—and EDW will be at the heart of it. You’ll see more
cranes complementing the skyline, you’ll see low unemployment
rates, and you’ll see entrepreneurs blazing new ground right here
in Winnipeg. Working even more closely with the city’s business
community, its academic institutions and its government agencies
in helping to articulate Winnipeg’s value proposition will reveal fresh
opportunities for EDW to do what it does best: champion economic
and tourism development in all its forms.

SHEday 2016
In January, EDW partnered with the Women’s Enterprise Centre
of Manitoba (WECM) to host SHEday 2016—an affordable and
compelling experience of sharing,
hearing and empowering for
entrepreneurial, pre-executive and
executive women. Presented by
EDW and WECM, with title sponsor
RBC Royal Bank and 23 other
sponsors, the leadership event saw
800 attendees listen to 10 powerful
speakers and community leaders.
SHEday 2016 was the second annual
SHEday event presented by EDW,
and all available tickets were sold within four days. This
inspiring women’s leadership event has clearly resonated
within the community and has generated tremendous
interest in continuing the important conversations
started last year at SHEday 2015. This year’s event
garnered national coverage via the online edition of
Chatelaine magazine. Local outlets also covered the
event, including the city’s two biggest dailies, the
Winnipeg Free Press and the Winnipeg Sun.
Indigenous Economic Growth
An EDW representative attended a community
engagement session hosted by BUILD Inc. that explored the
concept of introducing an aboriginal labour market intermediary for
Winnipeg. The initial findings of this session were presented at the end
of March. EDW will continue to be involved in this discussion as the
report and its recommendations are finalized.
The stars are aligning in Winnipeg’s favour, and I invite you to consider
how you can help make the most of the exciting prospects cresting
the horizon. Winnipeg shines brightest when it draws upon the
enthusiasm of its leading proponents, and I’m looking to you to fortify
EDW as it steers its future course for the benefit of all Winnipeggers.

EDW also attended Urban Reserves–A Forum on Aboriginal
Economic Development Zones. This event provided an overview
of how development and business function on an urban reserve,
covering topics such as examples of urban reserves in Manitoba and
Saskatchewan, financing, legal and taxation issues, and municipal
development and service agreements.

identify opportunities, the team regularly

team continues its work to develop and maintain
relationships with leading site selectors, and it
participates in strategic international conferences
and business delegations.

Cumulative and Recent Successes
The first three months of 2016 marked the
beginning of YES! Winnipeg’s second five-year
mandate to support job creation and investment
in Winnipeg. By the close of the quarter, YES!
Winnipeg had supported 70 projects since its
inception in 2011, which are expected to result in the
creation of 4,355 jobs at maturity. These figures include recent
major successes noted hereafter.

Propolis-etc…
Propolis-etc… is a Quebec-based manufacturer of beekeeping
equipment. This company will be moving its manufacturing
operations from Quebec to Winnipeg, while also establishing a
retail operation here. The project is expected to create 25 jobs and
generate $1.5 million in new investment within the city.
MRO Centre of Excellence
YES! Winnipeg and several of its stakeholders—including the
Winnipeg Airports Authority (WAA), the Province of Manitoba and
various industry representatives—announced the creation of a
centre of excellence in aircraft maintenance, repair and overhaul
(MRO) on the Richardson International Airport’s campus.
Longtime partner and airport tenant Air Canada will sublease
existing hangar facilities to the following three aerospace
companies new to Manitoba’s MRO industry:
Hope Aero Propeller & Components Inc., which specializes in
propellers, wheels, brakes and batteries.
Airbase Services Inc., which specializes in aircraft interior
equipment maintenance.
Cargojet Airways Ltd., one of the WAA’s top existing cargo
carrier partners, is planning to sublease an existing
Air Canada hangar on Saskatchewan Drive under
terms which will enable it to establish lines for
its own maintenance activities.

Game Developers Conference
YES! Winnipeg attended the Game Developers Conference (GDC)
in San Francisco, California, from March 14 to 18. YES! Winnipeg
has previously attended this industry-leading conference, which
attracted 26,000 industry professionals last year. Meetings were
held with industry-leading companies to promote Winnipeg’s
workforce and low business costs compared to other North
American jurisdictions.
Crop Connect
YES! Winnipeg attended Crop Connect in Winnipeg from February
10 to 11. This annual conference brings together farmers, academics,
organizations, national AGMs and numerous companies to share
thoughts on essential industry trends. YES! Winnipeg will be following
up with key contacts from the conference and applying that
knowledge to sourcing future opportunities.
Investor Networking Event
Along with the Winnipeg Chamber of Commerce and Sightline
Innovation, YES! Winnipeg kicked off March by hosting a
successful investor networking event to introduce a new
community project—EMILI (Enterprise Machine
Intelligence Learning Initiative)—to the local
business community. This project’s goal is to
establish Winnipeg in the rapidly expanding field
of machine-learning and artificial intelligence.
YES! Winnipeg was pleased to witness a great
turnout at the Club Regent Event Centre for
this reception, which featured a presentation
from Natural Resources Minister Jim Carr (MP
for Winnipeg South Centre). Together with
other business and community leaders who will
spearhead the EMILI initiative, Ray Bouchard of Enns
Brothers was introduced as its founding chairperson.
Job-Creation Target Surpassed
With the inclusion of the aforementioned projects, YES! Winnipeg
has officially surpassed its original job-creation target of 4,200
established in 2011. It’s also off to a solid start in support of
its new five-year mandate, which projects 4,500 jobs and $500
million in capital investment by the end of 2020.
Spirit of Winnipeg Awards
YES! Winnipeg was pleased to see three of its clients honoured at
the Winnipeg Chamber of Commerce’s Spirit of Winnipeg Awards
Gala. HD-Petroleum won an award for environmental company of
the year, Sightline Innovation was singled out for startup of the
year, and ZenFri was nominated in the small business category.

YES! Winnipeg participated in the Site Selectors Guild (SSG)
Annual Conference from February 24 to 26 in Nashville, Tennessee.
The SSG is a professional association comprised of the world’s

the possibility of enhancing the federal government’s partnership
with the CCCA. Preparations were also completed with respect to the
CCCA’s spring foreign direct investment mission to Asia.
Capital Region Transportation Plan Working Group
EDW continues to participate in the Capital Region Transportation
Plan Working Group (CRTMP). This broad group of stakeholders
includes representatives from the Winnipeg Airports Authority,
CentrePort Canada, the City of Winnipeg, the Province of
Manitoba and the Manitoba Heavy Construction Association.
The CRTMP is reviewing transportation plans within the
region, including Winnipeg, to formulate recommendations
ensuring that strategic road infrastructure investments
are made. EDW is providing input from the perspective
of regional economic development and how regional
transportation networks impact future growth.

(IAG) established by the City

Economic Development Marketing Activity
Strategic Advertising
EDW continued to promote the city via its Google AdWords
campaign, which launched late last year in a move intended to
heighten the corporation’s digital presence. This multifaceted
advertising initiative addresses an array of value propositions
proven to impact foreign direct investment success. A total of 13
distinct themes are highlighted, which have so far required 13
distinct landing pages, 59 text-based “search” ads and 13 graphical
“display” ads. Several major U.S. cities—as well as one in Mexico—
are currently targeted. From January to
March, the campaign collectively recorded
about 300,000 impressions across Google’s
networks.

the BOLD Radio Ask the Expert panel.
BOLD Radio is the Winnipeg Chamber
of Commerce’s talk show on 680 CJOB, a
platform designed to spark discussion around
issues that impact Winnipeg’s business
community. Ask the Expert features the
city’s top business leaders commenting
on issues of the day. Vince Barletta, leader
of YES! Winnipeg, discussed site selection
for businesses and how YES! Winnipeg can
assist those looking to expand or relocate in
Winnipeg. Greg Dandewich, EDW’s senior vicepresident, talked about the crucial community
role of agencies like EDW.
Website Enhancements
EDW finalized a series of website
enhancements primarily intended to
improve the mobile experience for users.
Recognizing that mobile devices are
increasingly being used by site selection
professionals and related decisionmakers to research and short list relevant
jurisdictions, EDW’s goal has been to
ensure that accessing its award-winning
website via these devices continues
to offer the same rich, content-heavy information as the desktop
version but in a more mobile-friendly way. More intuitive navigation,
fewer graphics and quicker paths to popular features are now live.
EDW hosts international aerospace media writers
Aerospace Media Tour
EDW hosted 12 international aerospace
media writers in March. This crossCanada media tour was facilitated by
Global Affairs Canada, and Winnipeg
was one of four Canadian cities
selected to host the writers. EDW coordinated and guided these
writers through an itinerary that included visits to the Composites
Innovation Centre, StandardAero, the cold weather engine-testing
facility (a collaboration between GE and StandardAero) and
Magellan Aerospace. Completed articles will be provided to each
of the host Canadian cities.
This opportunity chiefly resulted from EDW’s involvement with
the Consider Canada City Alliance, which consists of 11 economic
development agencies from some of the country’s largest
metropolitan areas that have partnered directly with the federal
government to attract foreign direct investment.
New Company Profiles
EDW is continuing to secure external approval of its new batch
of over 20 company profiles, which upon completion will bring
the total of all such offerings to 30. Each of Winnipeg’s key sectors
will soon be represented by industry-leading firms that are either
based in Winnipeg or have major operations here. These profiles
are important examples of Winnipeg’s diverse business climate.

Winnipeg in the News
Throughout this quarter, EDW created and circulated several editions
of Winnipeg in the News, an e-newsletter designed to summarize the
month’s most compelling economic development-related activity at the
local level. Each issue was distributed to an average of 5,268 recipients.

KPMG Competitive Alternatives 2016
EDW’s senior vice-president, Greg Dandewich, was quoted in a
Winnipeg Free Press article summarizing the results of the latest
edition of KPMG’s Competitive Alternatives study, which was
published in late March. Issued every two years and measuring
such things as labour, taxes and transportation costs, Winnipeg
was once again No. 1 on the list of most cost-competitive locales
among 27 Midwest and Western Canadian regions, a distinction
the city has held since 2010.
Earned Media
EDW and the city of Winnipeg continue to receive local, national
and international media exposure through print, radio, blogs and
social media outlets. Total earned media to date in 2016 is an
estimated $524,410 from 45 stories.
Tourism Winnipeg Activity
Tourism Winnipeg’s senior vice-president, Chantal Sturk-Nadeau, is
chair of Destination Canada’s Business Events Advisory Committee.
She recently presented the committee’s recommendations to
Destination Canada’s board regarding the organization’s business
plan and strategy to attract meetings and conventions to Canada.

Economic Development Media Relations Activity
EDW’s New CEO Dayna Spiring
Following an EDW-authored media release announcing the hiring
of Dayna Spiring as EDW’s new president and CEO, multiple
outlets reported this news. Winnipeg Free Press business columnist
Martin Cash wrote an extended article about her hiring that also
detailed EDW’s structure and core functions. Additional media
covering Dayna’s new appointment included the Winnipeg Sun
and ChrisD.ca.
Winnipeg: Alive with Opportunity
Several outlets picked up on an EDW-authored media release
announcing the launch of its Winnipeg: Alive with Opportunity
video series starring Mayor Brian Bowman, among them the
Winnipeg Sun, ChrisD.ca and MyToba.ca. Each short video in this
series features the mayor talking about what makes Winnipeg a
smart place to invest and a compelling choice for skilled workers.
The videos are entitled Top Reasons to Invest, Make Your Move and
Rediscover Your City. They have been uploaded to EDW’s website

Tourism Winnipeg produced the 2016 edition of its Master
Tourism Plan for Winnipeg 2016-2018, which includes an executive
summary and highlights of Tourism Winnipeg’s 2015 results.
Tourism Winnipeg met with Parks Canada to consult on the
development of aboriginal tourism experiences for The Forks
National Historic Site and the Lower Fort Garry National Historic
Site, as well as with Finnigan and Associates regarding a Manitoba
aboriginal tourism strategy Parks Canada is producing for the
Manitoba Tourism Secretariat.
Tourism Winnipeg attended the Arts/Tourism Community
Francophone Strategy meeting hosted by ArtSupport Manitoba
and La Maison des Artistes.
Future Meetings and Conventions Market Attraction
As of March 2016, Tourism Winnipeg and partners had secured
37 future national and international meetings and conventions;
dates span until 2018 and will collectively attract approximately
16,266 delegates for an estimated value of $17.3 million in direct

Tourism Winnipeg confirmed 48 stakeholders as partners for the
2016 Team Winnipeg meeting and convention consortium that
provides a unified approach to attract meetings and conventions
to Winnipeg. A Team Winnipeg partnership meeting, with 41
partners in attendance, was held to provide an overview of the
2016 partnership initiatives that Tourism Winnipeg leads.

Visitor Services Activity
As of March 2016, Tourism Winnipeg had conducted 10 frontline/
guest services training presentations for 16 partners, so hotel and
attraction frontline staff can better service visitors.
Tourism Winnipeg coordinated two industry familiarization tours
featuring the Journey to Churchill exhibit at Assiniboine Park Zoo
(with 40 attendees) and The Manitoba Museum (with 35 attendees)
to increase product knowledge and provide firsthand experiences for
frontline staff.

materials were distributed compared to 79,096 pieces in 2015. Visitor
enquiries, international students and information counters at hotels,
attractions, visitor centres and conventions comprised the majority of
distributions.
Tourism Marketing Activity
Tourism Winnipeg produced and distributed its Visit Winnipeg monthly
leisure e-newsletter and its quarterly meetings and conventions
e-newsletter. Collateral materials for the meetings and conventions,
sports and travel trade markets were also updated this quarter.
As of March 2016, Winnipeg had been featured in 109 stories
spanning 424 media outlets for an estimated value of $11.1 million
compared to 68 stories that appeared in 184 media outlets for an
estimated value of $1 million for the same time period in 2015.
