prestigious teaching

The program also

Ben Hur Gomez, chairman and
president of Omni Aviation Corp.
(OAC), made the announcement during
the soft opening of the Omni-Subic
facility on Monday attended by Subic
Bay administrator Armand Arreza.
Gomez said the opening of the
Omni-Subic pushed their investment in
both schools to some P100 million.
He disclosed that most of their 140
students are foreigners and they
expect to get more enrollees.
Gomez said they now could
accommodate 60 more students or
200 total students in two Omni
facilities.
In an interview, Arreza said the
opening of the Omni-Subic “would
complement the developments of both
freeports and this is good.”
“That’s the way it should be,”
Arreza added.
Gomez said the facility at Subic
would ensure the continuous practice
of students even when there is a bad
weather in Clark.
He disclosed that they have 21
Chinese students and they have to
finish their flying lessons in four days.
“So if they are prevented from flying
due to bad weather in Clark they still
can do it at Subic which is just an
hour away from Clark,” added Gomez.
Gomez said Omni “is the best
aviation school in the country without
reservations.”
“This is so because we don’t dupe
our lessons. When we say he flies
alone, he really did. When we say 120
hours, that will be it and no minute will
be removed from it,” added Gomez.
The Omni-Clark, which opened in
1994 with one plane, now has 22
planes. They also have 14 “competent
and licensed” teachers, said Gomez.
“And we have six others who assist
our teachers,” he added.

Marcos said that the
budget should be used not
only for building classrooms and paying the salaries of teachers but for
teachers’ seminars and
trainings. The purchase of
modern learning facilities
like computers for students should also be prioritized.
Marcos said that as
former three-term governor
of Ilocos Norte, he had
seen the problems of education in their province.
He said public school
teachers had to sell all
sorts of items even during
class hours because of
low pay. Their salaries are
often delayed too, he added.
“So we made cooperatives for teachers in Ilocos
to help them get what
they need financially and
allowing them to concentrate on teaching,” said
Marcos.

A nation cursed

MAY 2 went by quietly, overshadowed by the hoopla
of Labor Day.
It appeared that only the City of San Fernando
remembered the significance of that day – May 2,
not only to Pampanga but to the whole Philippines.
May 2 marks the martyrdom of Chief Justice Jose
Basco Abad Santos, caretaker of the national
government of the Republic at the time of the
Japanese Occupation, foremost Kapampangan.
In the great epochs of the history of the Philippines,
Abad Santos stands shoulder to shoulder with
national hero Jose Rizal: what the latter was to the
Spanish colonialists, the former was to the Japanese
imperialists.

Kapampangan Heroes: At the outbreak of World War
II, President Manuel L. Quezon temporarily moved
the seat of Philippine government to the USA.
Together with Vice President Sergio Osmena and
other cabinet members they escaped by submarine
from the invading Japanese Imperial Forces as
General Douglas MacArthur transferred his general
headquarters to Australia to re-organize the Allied
Forces. Chief Justice Jose Abad Santos chose to
remain in the Philippines as caretaker of the national
government administration in the Philippines. The
Japanese Military Command repeatedly
approached him to make him pledge allegiance to
Japan and to the Japanese flag but he did not swear
in. A Japanese colonel and his troops overtook him
in Lanao and he was told that he would be shot to
death if he would not swear allegiance to the
Japanese flag. He did not comply with the request
of the Japanese so he was shot by firing squad.
Immortal of the heroic moment were Abad Santos’
parting words to his grieving junior: “Do not cry,
Pepito, show these people that you are brave. It is an
honor to die for one’s country. Not everybody is given
that opportunity.”
On the 68th anniversary of his martyrdom, only
Mayor Oscar Rodriguez and his city remembered
Abad Santos.
“Don Jose Abad Santos’ life is takes parallelism
in today’s political firmament. The ultimate sacrifices
have to be made for integrity and nationalism.
Precisely what our citizens need for emulation,
precisely what our leaders need for virtues. Precisely
to be ever remembered” So spoke Rodriguez after
laying a wreath at the foot of the Abad Santos
monument at the Heroes Hall.
So we remember: Unhappy is the land without
heroes. But cursed is a nation who forgets its heroes.

WHAT WAS promised as a lasting legacy of the Macapagal-Arroyo
presidency has been delivered as a monumental failure.
The Terminal 2 project at the Diosdado Macapagal International
Airport, projected to be finished by the time President Gloria
Macapagal-Arroyo steps down on June 30, 2010 has yet to find a
winning bidder.
What has been hailed as one fulfillment by the dutiful daughter
of the caduang apag (second serving) promise to the Kapampangan
of the Macapagal father has proved half-cooked.
The Terminal 1 project at the DMIA projected to be inaugurated
by the President on her last birthday as President – April 5, 2010 –
is only 60 percent complete, way past her deadline of completion
that was after 90 calendar days from its commencement on
December 15, 2009.
So what gives with these monumental failures to launch the
DMIA to world class status?
In the case of T-2, the all-or-nothing fixity of
the Clark International Airport Corp. Chairman
Nestor Mangio on the Kuwaiti firm Al-Mal/Kharafi
not only to develop the new terminal but take
the whole civil aviation complex so bogged down
all other bidding considerations resulting to a
two-year stalemate. That ended finally with the
President herself ordering the Kuwaiti firm be
stricken off the list of T-2 prospects.
And for Mangio’s obstinate insistence on the
Kuwaiti proposal – despite the opposition of the
Office of Government Corporate Counsel and the
CIAC Board for its apparent betrayal of national
sovereignty – has apparently paid off with its
past-midnight appointment as chair of the SubicClark Alliance for Development. But that is
another controversy.
On the Terminal 1 expansion project, no less
than one of the sub-contractors has termed it as
“an example of a successful failure.”
As in T-2, a problem of contractors obtain with
T-1, AG Araja for the latter.
“There are proofs showing that the CIAC
makes on-time payments to AG Araja. But it
does not do its share with the sub-contractors.”
So was the sub-contractor quoted by this paper’s
Joey Pavia in his story Monday.
It was this failure of T-1’s principal contractor
to pay the sub-contractors that caused the
project to lag way past its targeted date of
completion.
Another sub-contractor I talked to deplored
AG Araja’s “total indifference – walang malasakit
– to the Kapampangans, be it with the terminal
or with the sub-contractors.”
An observation affirmed by the other subcontractor thus: “Why did CIAC have to give it
to a contractor from Laguna when there is an
extravagance of equally if not more competent
contractors in Pampanga…A Kapampangan
contractor would make sure of completing the
project on time, knowing that it is a legacy of
the Kapampangan president for her people. His
pride and honor would ensure that work will be
best, if not fast...King caduang apag na la mu
talaga ding Kapampangan (Are the people from
Pampanga just good for second serving?)”
As in T-2, so in T-1: the very stewards of CIAC
at odds with one another in their perception of
how things should work.
Mangio is said to have wanted the contract
with AG Araja terminated in the wake of its failure
to complete the T-1 project on time and go about
its completion “by administration.”
CIAC President and CEO Victor Jose Luciano
reportedly favoring an extension for AG Araja until
such time T-1 is completed, thereby earning the
ire of the sub-contractors who promptly labeled
him “coddler.”
In the meanwhile, the DMIA is fast becoming
what the Pinoy Gumising Ka Movement chair,
Ruperto Cruz, called it to be: Dead Macapagal
International Airport.
Yeah, the flagship project of the President at
half-mast signifying its death, as the subcontractor witticised.

ANG MGA sumusunod ay magsisilbing gabay sa pagpili ng
magiging akalde (o mayor) ng isang bayan o lungsod:

1. Huwag bumoto ng mayor na hindi nakikita sa city hall at
lumalabas lang sa mga lansangan kapag panahon ng eleksyon.
Walang utang na loob. Pagkatapos ihalal ng tao noong 2007 ay
nagtago na. Sinasabi umano niya na bawat taong gusto siyang
makita at makausap ay humihingi lamang ng pera.
2. Huwag bumoto ng mayor, na kagaya ng isang humahabol
na pangulo, ay naliligo sa dagat ng basura dahil hindi
makapagbayad ng utang sa Kalangitan landfill.
3. Huwag bumoto ng mayor na may kasamang drug pusher
at drug addict sa kanyang line-up.
4. Huwag bumoto ng mayor na
kinukunsinti ang kanyang mga “aso” este tauhan
na pinagkakakitaan ang mga manggagawang job
order. Nililista ang pangalan ng kanyang mga
kaibigan na mga coaches sa payroll sa city hall
pero hindi naman pala ibinibigay ang sweldo
kundi kanyang sinosolo. Nung umamin na may
“ghost” employees nga siya ay wala namang
ginawang aksyon ang kanyang amo. “Birds of
the same feather flock together” ika nga ng
kasabihan.
5. Huwag bumoto ng mayor na nag-go-golf
at nagsusugal sa Macau habang ang kanyang
mga nasasakupan ay binabagyo ni Ondoy.
6. Huwag bumoto ng mayor na
nagdedemanda ng libelo sa mga mamamahayag
na naglalantad ng kanyang pagnanakaw sa
gubyerno.
7. Huwag bumoto ng mayor na bumibili ng
motorsiklong nagkakahalaga ng P1.2-million
kada isa (hindi naman Ducati o BMW), pero ang
tunay na halaga ay nasa P500,000 lang. Halatang
masyado ang kanyang kagarapalan.
8. Huwag bumoto ng mayor na “pinapatay”
ang mga pasyente sa Ospital Ning Angeles dahil
walang ibinibigay na sapat na pondo para pambili
ng gamot.
9. Huwag bumoto ng mayor na dini-delay
ang sweldo at hindi ibinibigay ang bonus ng mga
empleyado sa city hall.
10. Huwag bumoto ng mayor na kinokotongan ang mga imbestor na gustong
magnegosyo sa lungsod. Umaabot ng P15milyon hanggang P25-million ang kotong na
hinihingi niya kaya sa San Fernando sila nagiinvest. Wala kasing kotongan doon.
11. Huwag bumoto ng mayor na
nangungutang ng P812.6-million upang
makapagpatayo ng sabungan… este sports
complex kesa bigyan ng sapat na gamot ang
Ospital ning Angeles.
12. Huwag bumoto ng mayor na walang
anumang ibinigay na suporta sa mga atleta ng
lungsod.
13. Huwag bumoto ng mayor na
nagsasabing pera lang ang katapat ng bawat
botante sa lungsod lalo ng ngayong panahon ng
eleksyon.
14. Huwag bumoto ng mayor na habang
nangangampanya sa mga bahay-bahay ay
namimigay ng tig-P200 na naka-sobre. Milyonmilyong piso ang kaniyang nakurakot
pagkatapos ay P200 lang ang ibibigay sa inyo
para iboto siya?

ng gabi. Sa tatlong humahabol na alkalde sa
lungsod ng Angeles, siya lamang ang walang
inilatag na plataporma de gubyerno. Wala din
siyang sinagot sa mga isyu ng korapsyon at sa
kasong plunder (na katulad ng kaso ni Erap) na
isinampa laban sa kanya sa Ombudsman. May
aasahan pa ba tayo sa kaniya?
Mababakas din ang kalungkutan sa mukha
ni Blueboy at ng kanyang mga kaalyado nang
gabing iyon. Maging ang kanyang pagtawa at
pagsasayaw ay tila pilit din. Alam na natin kung
ano ang dahilan.
Lalo pang lumalakas si Councilorable Rey
Nacu Gueco habang papalapit na ang eleksyon.
Mula sa number 10 ay pumanhik siya sa number
7 sa huling survey ng ilang mga estudyante. Si
Councilor Rudy Simeon naman ay lalong
bumaba pa at nasa number 18 na lang. Madami
din kasi umano ang dismayado sa kanya lalonglalo na ang kanyang mga ka-barangay sa Virgen
Delos Remedios. Para ding si Blueboy, kapag
eleksyon doon lang umano lumalabas.
Sa lungsod naman ng San Fernando,
masasabi kong walang katalo-talo si Mayor
Oscar Rodriguez. Ngayon ay model city na ang
San Fernando sa buong Pilipinas dahil sa
mabuting pamamahala, sa kalinisan, sa pagiging
business-friendly, sa pagkakaroon ng oportunidad
sa lahat ng estudyante na makapag-aral ng libre,
at sa marami pang bagay. Kaya hindi na
kailangan pang gumugol ng madaming salapi si
Rodriguez sa kampanya dahil sa kanyang mga
nagawa. Kabaligtaran naman ito ng nangyayari
sa lungsod ng Angeles. Ito ang dahilan kung bakit
maghahalal ng bagong alkalde ang mga
Angeleños.

PCOS testing deferred to May 7

The Comelec initially
authorized precincts to
test PCOS machines anytime from May 3 to 7 before they are resealed to
be opened only on election day, Perlas said.
Tests conducted at precincts in Metro Manila indicated that some PCOS
machines failed to read
votes cast for some candidates. In some areas,
only the names of Arroyo
administration candidates
registered in the ma-
chines.
“It’s a technical problem that we are not an
expert about. But we were
told the Smartmatic will
assign one technician per
precinct on election day to
take care of any problem
with the PCOS machine,”
he added..
Perlas also said that
the other reason cited by
the Comelec central office
in deferring the testing of
PCOS machines is that
some of them have not yet
been delivered to their precincts. “Some are still in
their provincial hub, but
they are supposed to be
deployed to the precincts
by May 6,” he said.
He also said he expected that extra PCOS
machines will be on standby in about 7,000 clustered precincts in Central
Luzon as replacement for
those that will malfunction.
However, it is not clear
exactly how many PCOS
machine spares would be
delivered per province.
Perlas also said that
the Comelec central office’s directive to limit the
time allotted for each voter to fill up his ballot could
be problematical in the
case of illiterate Aeta or
other groups who have
also registered for the coming polls.
“I can finish with my
ballot in five to six minutes, but I can not say this
about other people, especially those who are illiterate,” he said.
In telephone interview,
National Commission on
Indigenous People’s
(NCIP) Executive Director
Masli Quilaman said some
8.5 million indigenous peoples (IPs), including those
who have remained illiterate, registered for the
country’s first automated
elections this May.
Quilaman said he has
directed field personnel of
the NCIP in the regions
ensure assistance to illiterate IP’s so that they
could be assisted by relatives in voting.
Perlas said his office
has no statistics on how
many IP’s are registered
voters in his region, but
noted that the law allows
illiterate voters to be assisted by any relative up
to first cousins. No literacy statistics was immediately available from the
NCIP.
In the absence of any
such relative, a member of
the Board of Election Inspectors (BEI) is authorized to assist them, he

that despite the difficult
time in finding interim financing for the project as
its start coincided with the
devaluation spurred by the
Asian financial crisis, it did
so with the assurance that
the CDC board was “fully
cognizant of the Asian currency crisis, (and) is amenable to an adjustment of
the Sacobia Bridge Project
contract price.”
The completed project
was turned over to the
CDC on June 10, 1998,
well within its projected
date of completion.

the petitioner prays that after due notice, publication and hearing, judgment
be rendered ordering the Local Civil Registrar of Angeles City and the
National Statistics Office in Quezon City, her date of birth be corrected
from May 29, 1952 to May 28, 1945 and her name in her Marriage
Contract be corrected from Leonida Canlapan to Lolita M. Canlapan.
The petition being sufficient in form and substance, the same is
hereby given due due course. The Court sets the initial hearing of the
said petition on May 18, 2010 at 2:00 o’clock in the afternoon at the Court

existing laws and jurisprudence, and 2) there are no
legal and factual bases for
the grant of monetary
awards representing foreign currency adjustment,
progress and the final billings, and legal interest.

ordered the confiscation of
school supplies with toxic
elements or with designs
what are lewd or too violent.
This, even as Lapus
also assured parents they
have nothing to worry
about the cost of school
supplies for their children.
He said manufacturers
of basic school needs
have assured him that
they will observe the suggested retail prices (SRP)
of the Department of Trade
and Industry (DTI).
Lapus said the SRP in
the last school year have
not been altered.
But in an interview with
Punto here the other day,
Lapus also warned: “Yung
mga toxic na supplies,
yung mga masasagwang
cover ng notebooks, bawal yan. (Those toxic supplies, those inappropriate
covers of notebooks,
these are prohibited).”
Lapus noted that some
notebooks being sold for
school use have almost
naked photos of women,
while others exhibit violent
pictures.
“Yung mga ayaw nating ipakita sa mga anak
natin, huwag natin ibenta.
(What we don’t want our
children to see we should
not sell). We will make the
rounds and confiscate
these,” he said.
He urged parents to
buy products indicating
their manufacturers so as
to avoid buying toxic ones,
such as crayons.
Lapus also said that
parents have “nothing to
worry on the cost of
school supplies.” He said
that manufacturers have
assured to maintain the
same suggested retail
prices (SRP) of pencils,
ballpens, notebooks, pad
papers and other basic
school supplies that prevailed last year.
“Two months before the
school opening, I want all
these school supplies positioned in all channels of
distribution,” he said, adding that he has already
required the posting of prices at school supply stores
nationwide.
Lapus also reminded
manufacturers to make
sure that their pad papers
and notebooks indicate
their manufacturers’
name, address, and the
number of leaves or pages of their products.
“Those without these
information would be presumed as smuggled and
would be up for confiscation, too,” he noted.
At the same time, Lapus also said that the next
president of the Philippines would not have problems in terms of foreign
investments, as the Arroyo administration has
already firmed up commitments of many foreign
companies.
Lapus noted that already, the government has
approved for this year’s
second quarter alone a
700 percent increase in
investments over the same
period last year. At export
zones, committed investments have also increased
by a hundred percent, he
added.
He cited the case of a
Japanese firm as Subic
Bay freeport where it has
committed an expansion
project worth $300 million.
“We’re talking of billions of
pesos in investments this
quarter,” he noted.
