I
t looks as though 2015 could bring some serious changes
about - where, when and if we can go fishing in Hawaii! There
are several “fronts” right in front of us, and I’m not talking about
weather systems, but rules, regulations, and kapu! I am worried,
extremely worried to say the least. I am certainly not opposed to
listening to what our neighbor islanders and sustenance fisher
folks have to say about overfishing and overtaking concerns by
folks from other islands, but I am vehemently opposed to what
Hale O Lono Ono
lawmakers might do, and that is to make bad decisions based on
bad information that turn into bad laws that are very difficult to change or reverse after they’ve been
enacted.
This stuff has been rumbling around for years, and an article written last month by Timothy Hurley in
the Honolulu Star Advertiser really put things in perspective. He wrote “Kapu sought over fishing “……

With the recent creation on Kauai of the State's first subsistence fishing area, community members on
Molokai are working to establish one on that island's north coast.
The Moomomi Community-Based Subsistence Fishing Area would encompass
the near-shore waters along some 25 miles of coastline from Ilio Point on
Molokai's northwestern tip to Pelekunu Bay on the eastern side of Kalaupapa
Peninsula.
Under the proposal, the ocean waters up to a mile offshore would be subject
to rules that will likely include a combination of bag limits, slot (size) limits,
seasonal restrictions and area restrictions.
The goal of these protected areas is to harness the knowledge of local and
traditional fishermen to preserve customary fishing practices and protect local
fish populations.
In October, the State Board of Land and Natural Resources approved administrative rules for the Haena subsistence fishing area on the north shore of Kauai,

20 years”. Reading through the entire piece Hurley wrote was a real eye
opener for me, and I think we really need to come together as a fishing
society right now! Some of these concerns have been around for decades.
I can remember that during the administration of Governor John Waihee
in the 1990’s, there was a task force charged with determining how sustenance fishing practices might serve to mitigate the perceived problems
connected with areas being overfished. It all sounded good, but as usual
relatively little action was taken. Then, once again according to Timothy
Hurley’s story “in 1994 the State Legislature passed Act 271, authorizing a
subsistence fishing area on the northwestern coastline of Molokai. The
Department of Land and Natural Resources adopted administrative rules
Molokai Mahi Mahi
for a pilot project that lasted from 1995 to 1997.
Hui Malama o Moomomi was born in that era, and while the original state-implemented subsistence
fishing area didn't last, the citizens group continued on, watching over the area and managing it
through example.
Poepoe, a fisherman whose family has been fishing in the area for generations, said state officials today
appear to be much more willing to collaborate with the community.
"The idea is to discourage people from Oahu and other islands from taking
as much as they want," he said. However, he added, any restrictions will
apply to outsiders and locals alike.
"It's not about us," Poepoe said. "It's about the community. It's about our
resources."
I often have had the chance to speak to the recent Chairmen of the
Pelekunu Ulua
DLNR, William Aila, about these matters, and I do feel that we’re slowly
making headway into understanding the fishery and how to preserve what we have for future generations.
Also mentioned in the piece was my friend and my constant source for all things DLNR…” DLNR information
specialist Deborah Ward said that community-based oversight is widely recognized as more effective
than "one-size-fits-all" management because it reflects place-based knowledge, needs and issues as well
as the unique local-level processes and behaviors of natural systems."
What's more, regulations negotiated at the community level result in better buy-in, greater compliance
and commitment to public outreach regarding rules, Ward said.
"This is particularly important given DLNR's limited resources and increasing dialogue between the
state and communities also helpful to building better relationships based on understanding and trust,"
she said.
In an earlier Star-Advertiser piece we learned “More than 15 other Hawaii communities have requested
information about community-based subsistence management but haven't determined whether they
want to pursue such a designation”, Ward said.
So, my friends, here’s what YOU can do to prevent the 2015 legislature and Governor Ige from making
knee-jerk decisions on this matter and passing laws that do not reflect the thoughts of the fishing community at large: STAY ON TOP of these issues and let your representatives and senators know what YOU
think, organize petitions, attend hearings and get pro-active before it is TOO LATE.

fter three months of waiting, the offshore
racing season is upon us. Hawaii Yacht Club
and Waikiki Yacht Club start their racing season on the same weekend. Waikiki Yacht Club will
host a delicious Opening Day Brunch followed by
the boat blessing and a beer can race on
Saturday, February 21, 2015.

a Chaplain will bless the boats for the coming
year. Following the brunch and blessing, Waikiki Yacht Club will hold
a beer can race off Waikiki and then host the award ceremony after
the racing.
Hawaii Yacht Club will hold the first HYRA season’s point race with
the ever popular Kokohead Race on Sunday, February 22, 2015. This
race starts in front of the Ala Wai Harbor and races to a mark placed
in Maunalua Bay somewhere near the old Kaiser Estate channel
entrance. Depending on the winds, the boats will either round the
mark once or twice. Traditionally HYC holds a pupu party after the
race and awards prizes to the top finishers.
Prior to the opening day festivities, Hawaii Yacht Club is holding
the first race for the 2015 Wahine Series. This race is scheduled for
February 15 with ladies taking to the water in International 420 sailing
dinghies. These boats are under 14’ long, usually have a two person
crew and use a spinnaker. Results from all three races will be
published in the next issue.
Kaneohe Yacht Club also starts the Thursday Night Bulkhead
races. These races start up when the sun starts setting later in the
evening as the boats start from the KYC bulkhead and either race
around Coconut Island or to another mark determined by the PRO.
For the start, all the boats are tied stern in to the bulkhead and start
in a staggered start depending on their PHRF rating with the smaller
boats starting first and the larger boats catching up along the way.
The boats are given a start time and are responsible for casting off
at the right time. KYC has a large clock visual to the entire fleet. The
finish line is at the end of the seaward pier and winners are awarded
drink tickets for their efforts.
This summer is the start of Transpac 2015 and Waikiki Yacht Club
is the host club. At this writing there are 34 yachts entered ranging
from 30’ to 100’ in length. More boats will be entering as the July
starts get closer. Yachts from all over the world will participate in
this race and it is an exciting time in the Hawaii yacht racing community. It is also an opportunity for others to view these awesome
ocean racers as they enter the Ala Wai Harbor or, in some cases due
to their size, Honolulu Harbor.

Maybe I can help you see what you’re looking at, or look at what you’re seeing?
Hull and Deck. It's the first thing you see!
Remember the first time you looked at a centerfold, that's the approach you have to use. Uh-oh, my
wife just got really pissed from reading that sentence. So, for the ladies, remember the first time you saw
your girlfriend’s new boyfriend? Same thing, you look at every line and curve and like a centerfold
(boyfriend), from every angle. You’re looking for marks, scars and tattoos. Looking for anything "out of the
ordinary". If you see something that does not fit with the rest of the body, it's probably a repair or something that needs a repair. On a boat, when it's a really good repair, you won't see it. It's like an "airbrush"
or "Photoshop" touchup, no freckles or moles. Now, remember where that spot is at...for later.
Most common sight of probable hull repair, are a scar from a bump against something hard, or a rust
stain from a stainless steel fastener. The "scar" is more often, just left alone. It's a freckle that gives
her/him character. In my report, I would say, "clean and wax the hull." If it's too deep and shows fiberglass,
that's gotta be covered. Fiberglass deteriorates in UV light, or worse, water will get behind the gelcoat or
paint. It will enlarge that "scar", maybe start to delaminate the glass and now cost more to fix...That "rust
stain" can mean that the stainless steel fastener, that needs oxygen to activate it's protection, is corroding.
That fastener needs to be checked and sealed in it's hole. Sometimes you will try to back that fastener
out and it snaps off. Better now than at sea, especially when it's holding something important. Like, a
head stay or stanchion! What the rust stain tells you, is that salt water got in. The oxygen molecules dissipated
and what were left were nitrogen and sodium molecules and the sodium has attacked that nice stainless
steel fastener. Technical huh? As for that "out of the ordinary" you noted looking at the curves when we
started. That one you need to look at from both the outside and inside. Tap it with a hammer and maybe
use a moisture meter. Tap all around that "blemish", then tap it dead center. If they all sound alike it's
probably a good repair internally, but somebody rushed that "makeup job".

DECK:
Now this you have to look at as if it's the woman, (or for the ladies), the man, you met at a bar, but now,
you’re out in the daylight. Does it have lots of wear and tear? That brings the price down. Look like it was
put away wet? That could be good or it could be bad. Does everything "kinda fit" together or does it look
disorganized or neglected? Disorganized can be fixed, people arrange their boats for their own needs.
Neglected, means you have will more work to do. I believe in first impressions. What's your gut reaction?
Yeah, this could work or Hmmm, let me see some more?
Most common sight for probable deck repairs, again, deck fasteners that show no sealant. Almost 100%
of boat deck construction at boat builders is a molded "fiberglass sandwich". A few layers of fiberglass,
wood of some type, and another few layers of fiberglass. You put a screw into that "wood sandwich" with-

out sealant and the water runs down the threads and turns the wood to wet cardboard. Some boats end
up with deck sections that are like trampolines. Some have deck stepped masts that you can crank the
rigging turnbuckles down and the wire is still loose. Some where the deck mounted tackle gets pulled
out at the very worse time. So, in my report, I ask you to do the "diligence" and check the screw! As for
putting away wet, rinsing that boat with fresh water from the dock hose is the very best thing you can do
after you use a boat, gets rid of the salt.

These are some of the things that a surveyor "stumbles" on in the first few minutes. Nothing big, right?!
Unless the boat is 15, 20, 30, years old, then maybe the hull has to be stripped in that area, fiberglass,
repaired and a $20,000 hull paint job. Or maybe 35% of the deck core is rotten and has to be replaced,
and everything below those screws has been wet for years..
This small hull and deck tutorial is to help you understand what you are seeing, and just some basics.
We can get real technical when these problems get real complicated. The Naval Architect that designed
the boat did all the math for loads, stress, etc. The boat builder, we hope, followed the plans. The surveyor's job is to see if all that was done correctly and has held up. Tell you what did, and what needs to be
fixed. As for my initial analogies regarding women...our last boat we owned for 15 years, and sailed it near
30,000 miles. Her name was "MISTRESS", it took all my time and all my money. It was the only mistress my
wife said I could have.
Color Garmin GPS, Sonar, VHF radio, stereo, twin Yamaha 115HP outboards
2000 hours on starboard engine and about 3500 hours on port engine. Boat
runs great and it has been very well maintained with high performance oils
