41‐725. Comprehensive database of receipts and expenditures of state and local monies;
…The department must present information in the database in a manner that is intuitive to members of the general public, including graphical representations.
…Search and aggregate payments by individual budget units and programs OF ALL LEVELS OF STATE AND LOCAL GOVERNMENTS.
…Search and aggregate payments by individual vendors, including the total amount of state funding awarded by all STATE AND LOCAL GOVERNMENT budget units to individual vendors.
…Download information yielded by a search of the database.

IN TENNESSEE: THE GENERAL ASSEMBLY FIND THAT:
…Tennessee's taxpayers should be able to
easily access the details on how state government is spending their tax dollars and what performance results are achieved for those expenditures. It is the intent of the general assembly, therefore, to direct the department of finance and administration to create and
maintain a searchable budget database website detailing where, for what purpose and what results are achieved for all taxpayer investments in state government.

“SEARCHABLE BUDGET DATABASE WEB SITE’ MEANS”:
…a web site that allows the public at no cost to search and aggregate information for the following:
A. Name and principal location or residence of the entity or recipients of funds;
B. Amount of funds expended;
C. Funding or expending agency;
D. Funding source of the revenue expended;
E. Budget program or activity of the expenditure;
F. Descriptive purpose for the funding action or expenditure;
G. Expected performance outcome for the funding action or expenditure;
H. Past performance outcomes achieved for the funding action or expenditure;
I. Any state audit or report relating to the entity or recipient of funds or the budget program/activity or agency; and
J. Any other relevant information specified by the department of finance and administration; and

WHAT CAN GO WRONG?
• Transparency policies have cost, complexity and risk implications at a time when the public sector’s budgets have been hard hit.
• Stitching data together from multiple systems isn’t easy (pCard into AP)
• Relying on user entered classifications for public facing data
• Data extracted incorrectly and not checked prior to posting
• Potential breach of privacy
WHAT CAN GO WRONG?
• Complicated tools or missing detail invites more questions.
• Why can’t I see where Jay Nixon stayed?
• What are they hiding?
MITIGATING RISK
• Be proactive or get involved when the subject comes up ‐ it’s going to impact you.
• Be honest about data quality – raw data publication only serves a few who are looking for something.
• Identify non‐procurement spend –
decide what to do with it ahead of time.
• Look for glaring issues before the public find them. One error makes people question the entire dataset.
• Make the data accessible to everyone
