PRESIDENT’S WELCOME
T
hroughout 2014, we celebrate 50 years of AYSO—built from a dream and
the strong vision of five men who gathered together in 1964 to create a youth
soccer program founded on key philosophies with the goal of instilling the
love of the beautiful game in America, starting with its youth. Their dream is now
a reality for over 500,000 AYSO players and 150,000 volunteers, and our original
logo and what it stands for are recognized all across America, even by those who
do not play soccer. Since 1964, AYSO has expanded to include programs with
dedicated volunteers in the U.S. Virgin Islands and Trinidad and Tobago, and
the expansion of AYSO across this country brings us to where we are today, in
Anaheim, Calif., the home of Section 11 and only 30 miles from Torrance, where
the first games were played, to do the work of the organization and to celebrate 50
memorable years as the American Youth Soccer Organization.
It is my hope that each of you has taken a moment or
two to reflect not only on the personal journey that has
brought you here today, to our 2014 NAGM, but also
on the tremendous service that you and so many other
volunteers perform for this incredible organization. I am
deeply honored to have the opportunity to celebrate
with you the past 50 years of our history and to look
forward to the promising future of AYSO!
The development and expansion of our player
programs and the implementation of greatly enhanced
volunteer training and certifications, many of which can
now be accessed via webinar at your own comfort and
convenience, have helped us to stay relevant and to
be nimble in our ability to adjust to an ever-changing
landscape of youth soccer, as have the strides that
our volunteer and National Office staff have made
in better serving the market needs for each of our
diverse Regions. Though we welcome such positive
changes and look forward to the implementation of
new programs that will enhance the experiences of our
players and families, two things have never changed
over the past 50 years, and those are the heart of our
volunteers and our devotion to our core Philosophies.
In that spirit, I hope that this weekend will be yet
another memorable experience for you as part of this
truly special organization. In addition to conducting

the important business of the organization, I hope that
each and every one of you here this weekend also enjoys
the travel through time as we look back on our history.
I hope that that you will be amazed at where we started
and where we are today, and that you will seek out old
friends and hopefully make some new ones as well. But,
most of all, I hope that you will take great pride in being
part of an organization whose vision is to provide world
class youth soccer programs that enrich children’s lives.
Because when you are truly focused on this Vision and
our Mission to develop and deliver quality youth soccer
programs which promote a fun, family environment
based on AYSO’s Six Philosophies, great things can
happen to grow this experience for more kids and
families across the U.S. over the next 50 years!
Thank you for all you do for our kids and AYSO, not only
in your own Region, Area and Section, but also for all of
the children and communities across the country who
are positively affected by your contributions and touched
by an AYSO experience.

INTRODUCTION
H
ello, and welcome to AYSO’s National Annual General Meeting, affectionately
referred to in many corners of our organization as the N-A-G-M. Every year,
over the Memorial Day holiday weekend, hundreds of dedicated AYSO
Executive Members gather to make world-class decisions that will positively affect
children’s lives. And of course, every year as part of the AYSO NAGM for as long as
can be remembered, we publish this document entitled the “AYSO NAGM Book of
Reports,” which is designed to give our membership a glimpse of some of the activities
and highlights of the past year, as well as share some of the goals of our various
Commissions, Sections and the AYSO National Office departments. This year’s meeting
is very special – it is our 50th Anniversary! What an achievement! Let us truly celebrate this
important milestone in our history.
AYSO is nothing, if not resilient. I can begin this
letter by describing the nearly completed 2013 AYSO
Membership Year (Aug. 1, 2013 - July 31, 2014) as
one of success. Success because, despite distractions
that seem always to rise up, volunteers and staff
remain focused on AYSO’s Mission of delivering a
quality youth soccer experience – the AYSO way! And
as you go through the various reports contained in this
NAGM Book of Reports, pay particular attention to the
highlights and goals listed in each. They call attention
to how the various parts of our organization have
successfully dealt with the changes and challenges our
economy and society have put before us so to keep
that Mission intact.
For starters, you will find our Commission reports
created by the many and varied AYSO Advisory
Commissions. All AYSO Commissions serve a vital role
in our organization as they are the bodies or groups
the National Board of Directors (NBOD) turns to for
advice, direction and clarity for all of AYSO’s Programs
and many of our services. They are comprised
primarily of members of the AYSO family who have
both personal and professional expertise and who are
willing to devote time to ensure our organization and
our programs are consistent with that world-class AYSO
Vision.
The next set of reports comes from our Section
Directors. Their summaries give a true snapshot of the
activities and accomplishments achieved during this
past year where cleats hit the ground. Of interest as
well are the goals each Section has embraced for the
coming year.

There are also reports from each of the major
Departments at the National Office. Working in
conjunction with our volunteer community, the efforts
of members of the staff manage the business and
products of AYSO, and provide support to our parents
and volunteers – all key to the viability of AYSO as an
organization.
As always, the Budget document provides relevant
details of the financial picture for the coming year,
presented in such a manner that allows it to be
compared to the forecast for the current year in
addition to actual numbers from the two previous
years. Key elements include the 2013-14 Budget
highlights, Revenues and Expenses, the Real PerPlayer Cost to Operate AYSO, Explanations of Key
Financial Statement Line Items, a brief Contingency
section and the Expected Financial Results of the
Organization over the Next Five Years (2014-18).
Study the information in these reports, for you will
get a true picture of the breadth and scope of AYSO
and of the combined efforts that make it so great. But
focus too on the many pictures of smiling, happy faces
that accompany those reports. They portray the direct
results of all those efforts as our members enjoy what
AYSO has done best for the past 50 years – the game
of soccer presented in a fun, family-friendly way!

REFEREE Advisory Commission
The National Referee Advisory
Commission (NRAC) continues to serve
as the voice of the referee community
to the NBOD. Our activities include
providing new and updated content to
all of the National Referee Program
materials. This dedicated group of
volunteers provides countless hours of
work and expertise, saving thousands
of dollars for the organization. Our
mission remains unchanged: keeping
up with the changing face of youth
soccer in the U.S. and continually
reviewing our programs to ensure that
we remain up-to-date while supporting
the Strategic Plan of growth and
development of our referee volunteers.
HIGHLIGHTS
•
Continued work on the NRAC strategic plan and provided
updates to the timelines quarterly to the NBOD, SDs and
Section Referee Administrators.

Completed two elements of the NRAC Strategic Plan:

Created three new EXPO workshops based on feedback from a
survey of the AYSO referee community. These included:

The ability to provide for additional observations of
Intermediate Referee candidates, if needed.

All Section EXPO referee workshops were updated based
on feedback. Customer service messages were added as
requested by the NBOD and all workshops were submitted
to the National Office on Oct. 22, 2013, per the deadlines
detailed by the National Executive Director.

Increased NRAC membership by one additional person which
broadened the diversity of the Commission.
•
Updated the National Referee Certification course with very
positive feedback.

OUR TOP GOALS FOR THE COMING YEAR ARE:

Develop three new EXPO workshops for use in 2015.
•
Finalize the hybrid course by combining the Basic
Referee Online Course and the associated Companion
Course to develop an additional training option for
Region use. Target completion in 2014.
•
Continue to update the referee certification lesson
plans to include additional use of youth soccer game
videos when appropriate. Intermediate is expected to be
finished in 2014, and Advanced, Regional, A/R and U-8
are expected in early 2015.
•
Review the need for continuing education for EXTRA™
play and Adult League Referee training.
•
Roll out elements of the enhanced Mentoring Program
which may include a mentor training and certification.
•
Roll out the Intermediate Referee Instructor curriculum
as we return to four levels of instructor.
•
Restructure and update the Regional Referee
Administrator training course and webinar.
FULFILLMENT OF AYSO
VISION/MISSION
The National Referee Program continues to
support the AYSO Vision and Mission of enriching
children’s lives by providing quality training of
referee volunteers that will facilitate game and
referee program management. The result of this
training and certification provides the participants
with a fun, fair and safe experience maximizing the
enjoyment for everyone.

COACHING Advisory Commission
The role of the National Coaching
Advisory Commission (NCAC) is
to focus on the development and
successful implementation of the
National Coaching Program, to
give the National President and
the NBOD technically correct and
accurate advice in the development
of recommendations for new and/or
revised national programs; or other
specific issues or requirements
as directed by the AYSO National
President and the NBOD.

This past year was a busy and very productive year for the National Coaching Advisory Commission.

Developed and delivered Coach Administrator training via

Updated workshops for coach track sessions at 2014 EXPOs
including collaboration with the Marketing and Development
Commissions to provide customer service segments in many

Continued to champion the National Coaching Program
specifically relating to small-sided play and mandated coach
training.
Continued to support AYSO Residential Player Camp in
Orange, Calif., in 2013.
Support of the new National Coach Instructor and Coach
Instructor Evaluator Course at Chapman University in 2013.
Participated in the completion of the Youth Volunteer Policy
Statement.
Reviewed and updated coach-related job descriptions.

Participated in and supported the effort to provide an AYSO
Program for 3-year-olds, now known as AYSO Playground. This
project is a top priority of the Strategic Plan.
Supplied the Coaching Department with a list of suggested
requisites for the Activity Leader of the AYSO Playground
Program for 3-year-olds to be piloted in 2014.
Participated in the creation of new coach manuals for U-6
through U-12 courses. Manuals were made available in April
2013.
Supplied requested best practices and age-specific training
information relating to the Jamboree Program to the National
Development Commission relating to their goal for the
Strategic Planning Growth group.
Published and NBOD approved new policy relating to AYSO/
USSF Training Equivalency Policy.
Developed a survey to evaluate coaching courses and Coach
Instructors. To be available in 2014 via AYSO.org.

The NCAC’s contribution to the fulfillment of the
AYSO Vision and Mission Statements are contained
in the continuing championing of the National
Coaching Program, the mandate for AYSO agespecific coach training and by making it easier
for coaches to obtain training via the online
courses in the U-6 through U-10 age division.
Also, continuing the communication process with
Sections and Areas by asking for their assistance
in the encouragement of coaches to take training,
even though their age division may not be
mandated until sometime in the future. By training
our coaches we will be better able to develop our
players and thus deliver our Vision and Mission
Statement to the players and membership.

Develop coaching webinars to help coaches better
understand and utilize the new U-6 through U-12 coaching
manuals, especially with the planning of training sessions;
and to better understand the Coaching Cycle portion of the
National Coaching Program. These webinars will be extremely

Continue to champion the use of the National Coaching
Program, highlighting the benefits of small-sided play.
To create and champion a “Coach Mentoring Program” that
can be implemented in Regions.

Continued support and encouragement of mandated training

Solicitation of coaching articles/stories from our membership
for publication in Hey Coach e-newsletter.
Continued support of the Goal 1, Objective 1 of the Strategic
Plan - “All AYSO coaches trained at the level of which they
are coaching.”
Develop and distribute a program to be used at the Region
level to help maintain coach metrics and also to issue a
coach badge verifying certification level. Proposed pilot in
2014 in Section 2, championed by Tim Oey.
Monitor the pilot programs for AYSO Playground for 3-yearolds piloted in 10 Regions in spring 2014 with expansion
planned for the fall season in MY2014.
Restructure the NCAC, including additional support in order
to alleviate backlog of items and tasks pending on the Player
Development Department’s agenda in 2014 and beyond.

MANAGEMENT Advisory Commission
NMAC MISSION AND ROLE
It is understood that the National Management Advisory
Commission (NMAC) plays an advisory role to the NBOD. One
of the fundamental pillars of the NMAC is to ensure that every
management and administrative volunteer in AYSO is trained
and certified such that they are very productive; their job takes
minimal time and their role is satisfying and fun. With this in
mind, it is our role to define, create, deliver and market training
tools, processes and communication to ensure compliance
with this goal. Our proposed critical areas of focus include
the following: Workshops / Instruction / Communication /
Technology / Management Development / Area and Section
Management Administrator Support / Information Management
Skills key to the successful delivery of these programs include
presentation/speaking, curricula development, finance, writing/
communication, project management, technical (web/PC/IT/
database), instruction, marketing and management.

HIGHLIGHTS
2014 EXPO SEASON
AYSO’s new 2014 EXPO season introduction started with Section
8 and ended with Section 7. The Management Commission rolled
out four new workshops: Did Club Take our Players or Did We Give
Them Away?; 50 Years – 50 Reasons; RC Training Graduates - Your
Booster Shot is Due; and Tips and Tricks to Running an Interesting
and Effective Regional Board Meeting. Introductory Management
was renamed to “Regional Management,” and Division Coordinator
became the featured workshop for the management discipline
which included a powerful customer service message delivered at
the end of the workshop. The Annual Management Update was also
posted on the national website for the first time to offer yet another
tool for our Regional, Area and Section administration volunteers
to keep current with new programs and management training.
RC TRAINING
RC Training continues to be one of the best spent two and
a half days of job-specific training for new RCs. It provides
them with a strong administrative base to begin building their
management team and support for their Region. We have had over
450 RCs stock their “Management Toolboxes” with excitement,
encouragement, support and the necessary tools to lead their
Regions to a better program for players, families and volunteers. In
June 2014, offsite training will be conducted in Washington, D.C.,
which will afford the eastern parts of the country an opportunity to
participate where travel to Torrance, Calif., may have been harder

to attend. “It’s that good... so we will bring it to you!”
REGIONAL AND AREA ASSESSMENT PROGRAM
The Regional and Area Assessment Program continues to be the
“road map” to provide our programs with a self-evaluation and
direction to ensure improvement remains the main focus shared
by all Regional and Area Board Members. Yes, it can and has been
a fun competition with each Region and Area who attends their
EXPO to see who is awarded the Platinum, Gold, Silver and Bronze
recognition levels. However, it has become a competition of pride
and accomplishment for each Region and Area as they become
better in their customer service, and offer a better program to their
customer. The Management Commission has supported these two
vital assessment programs throughout the year, especially at RC
and AD Training.
POWERPOINT DEVELOPMENT AND IMPROVEMENT
With the development of four new workshops for 2014 EXPOs,
improved PowerPoint presentations were developed by members
of the Commission to support each of these workshops. Detailed
instructor notes accompany the slides to provide the instructors
with a better way to combine the lesson plans and presentations,
in turn offering a smoother and more professional method of
instruction. Emphasis on critical information and key points in
each workshop were outlined in the instructor notes triggering
discussion, training and most of all, learning.

OUR TOP GOALS FOR THE COMING YEAR ARE:
2015 EXPO WORKSHOPS
The Commission has planned to develop a minimum of three new
workshops to be offered at the 2015 EXPOs. There is a recognized
need to offer our new and seasoned management volunteers new
workshops; to offer opportunities for continuing their education
and training; and to offer opportunities to network with others to
share and build synergy for an improved program.
INSTRUCTOR PROGRAM
The Commission will be developing a new Management and
Advanced Management Instructor curriculum. We will also create
a National Management Instructor level for those who wish to
achieve the highest level certification as an instructor.
FULLFILLMENT OF AYSO
VISION/MISSION
An ongoing effort to ensure all Regional, Area
and Section Management Administrators and
Board Members are trained in their job-specific
duties and responsibilities has been the vision and
mission of the NMAC. To develop and offer new
and improved continuing education workshops
and webinars along with the initial training parallels
and supports the AYSO Vision and Mission
Statements: To provide world-class youth soccer
programs that enrich children’s lives and develop
and deliver quality youth soccer programs that
promote a fun, family environment based on
AYSO’s Six Philosophies. This was expressed last
year, and continues to be the Commission’s focus
moving into 2014 and beyond.
RC TRAINING
RC Training will continue to be one of the Commission’s pushes
for job-specific and leadership training. The effort to train every
Regional Commissioner will be our never-ending goal in providing
the strongest leadership skills and training opportunities that will
support the Vision and Mission of AYSO. The initial training is not
enough. The Commission will be developing and implementing
various methods of support to the new Regional Commissioner so
the new training will become imprinted and utilized throughout
their leadership tenure. New training modules will be developed
including using social media and the technologies that surround it.
ONE-ON-ONE TRAINING
The development and implementation of a one-on-one training
opportunity for our newly appointed Regional Board Members.
This training will be in addition to the current webinar/online
training offered by the NMAC and National Management Program
Administrator. It will take the training one step further to those
across the country who may be appointed to their position either
after the EXPO season has just concluded, or with too many
months prior to the next one commencing. Our top Advanced and
National Instructors will offer their expertise with new Registrars,
Treasurers, Safety Directors and Division Coordinators. Continuing
education will also be available for seasoned volunteers.

DEVELOPMENT Commission
The National Development Commission’s (NDC)
vision is to develop strategic initiatives that maximize
opportunities for growth, retention and greater appeal
for AYSO soccer in the youth sports marketplace,
and for all participants to have a world-class AYSO
experience.
Our mission is to create recognition of the value and
necessity for growth in all areas of AYSO, and to advise
the NBOD on strategies, programs and tools that
identify, prioritize and pursue opportunities for new
growth and increased player and volunteer retention.
The NDC also serves as a resource for the NBOD,
National Office staff, SDs, Section Developers, ADs,
RCs and other AYSO Commissions and volunteers
on growth, development and playing field issues,
and assists in the successful implementation of
development and marketing strategies, plans and
campaigns adopted by the NBOD.
The fundamental role of the NDC is to develop tools
and resources to assist volunteers in bringing more
AYSO soccer to more children and families in their
communities. The NDC employs the attraction,
retention and expansion (ARE) business model for its
ongoing work program.

HIGHLIGHTS
•
The conclusion of the evaluation of a “pre-soccer” program
in Area 1P as the first AYSO Labs project. The NDC monitored
and reported results to the NBOD.
•
Continued implementation of the President’s Circle Awards
at the 2013 NAGM in Washington D.C. The President’s Circle
recognizes Regions that achieve growth targets of 25 percent
or an increase of 75 or more players and Regions that have
successfully persevered through local challenges.
•
The NDC is also working with National Office staff to develop
materials that help parents and volunteers understand
the player development path offered by the AYSO coaching
program.
•
NDC members worked jointly with the Section Directors to
refine Section player growth and retention goals.
•
NDC members are using the SpatialKey analytical tool to
identify new external and internal growth opportunities.

Continue to develop information and recommendations
for the NBOD to assist in developing strategies for
player and volunteer growth and retention.
•
Using both data analysis tools like SpatialKey and
results from AYSO Labs projects, the Commission will
work with AYSO volunteers to make bringing more
soccer to more kids a higher priority and easier to
accomplish.
•
Continue to support quality improvement processes
at the Region level to improve player and volunteer
retention rates.
•
Continue to support the adoption of FLEX™ and presoccer programs in all age groups to provide attractive
and appropriate offerings to potential AYSO families.
•
Work collaboratively with the Marketing Commission

LEGAL Commission
The Legal Commission is a Bylaw §5.04 advisory
commission with 20 highly qualified attorneys who
have diversity of geographic location and legal practice
areas. AYSO could not hire this incredible and dedicated
group of outside attorneys with the same premier legal
skills – the fees would be too high. Overseen by a
chairperson and three vice-chairs, the commission has
12 task forces with distinct areas of responsibility: (1)
Corporate Governance; (2) Intellectual Property; (3) Risk
Management; (4) Government Relations; (5) Affiliations;
(6) Ethics; (7) Employment Law/Benefits; (8) Due
Process-Administrative Proceedings; (9) Safe Haven;
(10) Education & Training Materials; (11) National
Games and Other Tournaments – Venue Agreements,
Vendor Contracts and Safety Issues; and (12) Facilities
Agreements, Field Use Permits and Grants.

Performed pro bono legal work as members of the abovereferenced Task Forces on behalf of the organization valued
at well over $200,000. This work helped to reduce the reliance
on player fee dollars to support the organization’s needs for
legal counsel. In this way, the Legal Commission provided
substantial financial relief to the organization.

Devoted hundreds of hours while assisting local AYSO
members successfully address legal issues regarding child
safety, injuries to players or volunteers, protection for local
websites, non-infringement by other organizations, discipline,
due process, court proceedings, facilities permits and grants.
Legal Commission members also worked with outside counsel
to assist with obtaining information from the National Office
as well as AYSO Sections, Areas and Regions. In performing

GOALS
OUR TOP GOALS FOR THE COMING YEAR ARE:
Continue to assist the NBOD, President, RCs, ADs, SDs,
NED and National Office staff address legal issues, support
other national commissions and task forces, coordinate
the efforts of the 20 Legal Commission members, oversee
outside attorneys hired by AYSO or its insurance carriers,
and develop initiatives that benefit the organization.
The Commission will also remain open to accepting new
members to broaden the geographic and practice areas of
the current Commission members. The Commission will help
RCs and ADs become more comfortable in responding to
difficult issues, avoid spending more time than necessary
on administrative and due process issues and become even
more efficient and effective. These efforts should facilitate
future recruitment and retention of these key Executive
Members.
FULFILLMENT OF AYSO
VISION/MISSION
Legal Commission members utilized their legal
skills and worked long hours to assist AYSO
volunteers throughout the United States to fulfill
the AYSO Vision and Mission. Their work also
enhanced the safety of AYSO players. Most
Commission members also promoted the AYSO
Vision by volunteering in other capacities in their
local Regions.

HIGHLIGHTS
AYSO EXPO
The NMC took a lead role in recommending and rebranding the
traditional Section Meetings event as AYSO EXPO; more than a
cosmetic upgrade, this is part of a broader effort to enhance
delivery and expand the appeal of this signature training delivery
and networking activity – specifically to help Section, Area and
Region leaders connect their newest volunteers to these events
which are far beyond a business meeting.
50TH ANNIVERSARY PROGRAMS
The Commission supported the Marketing Department on a wide
range of programs, services and material related to all aspects of
the 50th Anniversary celebration. The sheer breadth and depth of
programs in place has made it possible for Regions to participate
in and experience the power of a National event at any level that
suits their needs and capabilities.

The range of professional skill sets brought to the table by
the NMC means that AYSO receives the enormous benefit of
having the equivalent of a full-service marketing agency at its
disposal, providing both value and real monetary savings to the

The NMC also took a lead role in developing and delivering new
workshops and curricula in support of the NBOD’s strategic
goals and priorities, such as customer service, digital marketing
and more. This includes AYSO EXPO workshops and support of
material and webinars produced and delivered via the professional
marketing staff at the National Office, and customer service
modules developed by the NMC for integration in workshops
by other AYSO disciplines. The work directly connects the
organization’s broader strategic imperatives with practical tools

“Providing world class soccer programs that enrich
children’s lives” deserves and requires worldclass marketing resources and guidance to help
our Regions tell their story. All of our activities are
designed to help Regions communicate their value
to their own families and prospective registrants,
ultimately strengthening their program image,
allowing volunteers to focus on delivering an
outstanding soccer experience – which is the best
marketing of all.
GOALS
OUR TOP GOALS FOR THE COMING YEAR ARE:

Continue to provide encouragement, tools and direct
counsel to Regions to help convey and “get credit”
for the sheer range and depth of their soccer offering,
credentials and commitment to the kids of their
communities, including but not limited to maximizing
the remainder of the 50th Anniversary calendar of
events and opportunities.

Promote the establishment of an embedded marketing
and communications culture at the Region level, on
the premise that “all marketing is local” and Regions
facing challenges from competing activities and
programs can overcome those challenges with an
arsenal that includes world-class communications.
•
Identify opportunities and design programs that
translate NBOD direction into actionable programs that
benefit AYSO at the grassroots level.
•
Work directly with service groups within AYSO tasked
with deploying important new products and programs in
the coming Membership Year, including but not limited
to, the new “pre-soccer” program options, branding
strategies in support of programs designed to answer
competitive challenges, and continuing the evolution of
an exciting and inclusive AYSO EXPO series for 2015.

ENDOWMENT Commission
The Endowment Commission, under the direction of the
NBOD, has oversight responsibility for the application
and grant making process for the Hugo Bustamante AYSO
Playership Fund. The Fund is a national scholarship program
to help ensure that children get the chance to play AYSO
soccer regardless of their financial circumstances.
The Commission helps Regions fulfill AYSO’s Vision and
Mission Statements by providing supervision of the
Playership Fund’s processes. Sahar Milani of the AYSO
Marketing Department manages both the fundraising and
the grant-giving aspects of the funds. The Commission also
reviews the earnings of the Endowment Fund and when
there are sufficient funds manages the application and grant
process for Regions to secure funding for special projects.

Regions would apply for scholarships online.
The Region would apply for a total amount and then make
individual Playership decisions, including the amount of the
individual grant, at the local level.
The AYSO National Office will review the application to verify
that a Region qualifies.
To qualify, Regions must be in good standing with AYSO.
If a Region has more than $12 per player in reserve in their
NAP bank account, they will need to include an explanation
of why additional scholarship funding is needed. If the AYSO
National Accounting Program (NAP) Online is not used, proof
of reserves will be required.
Regions will be notified about acceptance or decline of
additional Playership funding.
Once approved, checks will be sent directly to Regions.
Regions will submit the list of players that receive the
Playership grants.
AYSO NATIONAL ANNUAL GENERAL MEETING

The following are the maximum amount a Region can apply for:
MICRO REGION (Regions with 300 or less players): $500
SMALL REGION (Regions with 301-699 players): $1000
MEDIUM REGION (Regions with 700-1499 players): $1500
LARGE REGION (Regions with 1500 or more players): $2000

The Playership Fund gave out approximately 900 scholarships
for fall 2013. It gave out all available funds in the amount of
$40,000 including a special gift of $8,000 donated by Detour,
an energy bar company, and Kids in the Game. Detour’s
request for use of the funds was to scholarship kids in AYSO’s
10 largest markets. Staff identified qualified applicants in
those particular markets.
•
Playership grants were given to families in Sections 1, 2, 6, 8,
9, 10, 11, 12, 13 and 14.
•
$40,000 was raised for the 2014 grant cycle, which was
dispersed to 46 Regions.
•
Funds were raised through a variety of promotions, including
ticket fundraisers with Major League Soccer teams (the LA
Galaxy, Chivas USA and Real Salt Lake), the NAGM Silent
Auction, Giving Tuesday and an email campaign to all AYSO
parents and volunteers.

CRITERIA FOR SELECTION TO THE AYSO HALL OF FAME
AYSO has many ways in which persons who make
a significant contribution to the organization are
recognized and commended. The HOF is unique.
Accordingly, selection to the AYSO HOF is focused
on truly extraordinary individuals who made a historic
contribution on a national basis to AYSO’s foundation,
growth, enrichment or positive reputation, such as the
creation of a sustained national benefit or impact on
AYSO and its members.
There are three categories for candidacy for the HOF:
• Founders/Pioneers
• Promoters/Players
• Builders/Developers
In the FOUNDERS/PIONEERS category, an individual must have
made an exceptional contribution at or near the inception of our
organization (circa 1964-70) or forged into new territory to bring
AYSO beyond its original boundaries.

OUR TOP GOALS FOR THE COMING YEAR ARE:
For the 50th Anniversary, the NBOD tasked the HOF Commission
to make a special effort to search AYSO resources and attempt
to locate historic persons who made substantial contributions
on a national basis but may have been overlooked for the HOF
previously. Commission members worked hard for months
to achieve this important goal. We analyzed archived AYSO
records stored at the National Office in Torrance, Calif., journals,
newspaper articles and other materials which identified key
persons, and subsequently we encouraged the submission of
nominations and supporting letters and other pertinent papers
for these historic persons. Commission members also studied the
former inductees in the HOF and their respective contributions.
It was an unfortunate reality that, due to the passage of many
decades since AYSO’s early days, historic persons previously
overlooked no longer are living, and many of their contemporaries
are not available. However, sources were located and we sincerely
believe we were successful in the task assigned by the NBOD.
VISION/MISSION
2014 INDUCTEES
The NBOD established the AYSO Hall of Fame Mission
Statement as identification and acknowledgement by
enshrinement in the Hall of Fame (HOF) of the most
exemplary persons who made a historic contribution on
a national basis to the foundation, growth, enrichment
and positive reputation of AYSO and the sport of soccer
for children. Consistent with the Mission Statement,
on Aug. 2, 2013, the NBOD updated the Nomination
Procedures including emphasis on the need to
examine nominated volunteers and players who had
a national impact on AYSO and soccer, and formulate
recommendations to the NBOD which makes the final
decision concerning induction into the prestigious AYSO
HOF. Commission members are well suited to perform
the role because of their diversity and vast experience.
2014 Hall of Fame Commission members include one
Regional volunteer, one Section Director, one NBOD
member, four former Presidents, five former Vice
Presidents, two former National Treasurers, three former
National Secretaries, one former National Executive
Director and five previous Hall of Fame inductees.
Ultimately, the NBOD unanimously determined for 2014, AYSO’s
50th Anniversary, that six historic persons who made substantial
contributions to the organization on a national basis will be
inducted into the prestigious AYSO HOF. The six exemplary persons

United States Soccer Federation
AYSO is a National Association member of the United
States Soccer Federation (USSF), and its second
largest member organization. As a USSF member, we
seek access to all of the Federation’s programs for our
members, including the ability to play games against
other Federation members without improper barriers.

GOALS
OUR TOP GOALS FOR THE COMING YEAR ARE:
Our broadest goal over the next year is to assure that
AYSO not only maintains, but improves its position as an
important member, leader of and voice in the Federation. It
is AYSO’s policy to participate fully in USSF activities and
put our organization at the forefront of youth soccer.
FULLFILLMENT OF AYSO
VISION/MISSION
First, in order to accomplish our Vision and Mission Statements, we
have to be a member of the organizing body for soccer in the U.S. It
would be hard to claim that we are delivering quality youth soccer
programs without that.
Specific goals include participating in the Task Force
on Youth Issues with the other prominent youth soccer
organizations, thus allowing all youth players to play
as much as possible on the level of play that they wish,
along with obtaining the maximum benefits from USSF
membership. We also will participate fully on all of our other
assigned committees, task forces and councils so as to
maintain AYSO’s continuing direct involvement in ongoing
operations and decisions that affect soccer in the U.S.
Secondly, this membership allows us to support our Regions and
players when they wish to participate in Federation-affiliated events
outside of AYSO. USSF membership provides us with the ability to work
through the Federation to overcome barriers and assure our players
the ability to participate widely.
Finally, as a member of USSF we are providing input to and facilitating
execution of the Federation’s plan for age-appropriate training. This
plan is consistent with what AYSO has represented for 50 years.

The Commission’s overall goal is to have the business side
of AYSO run smoothly and efficiently so that AYSO programs
can reach as many players as possible. This past year, the
Commission had a number of topics for its consideration and
a few are discussed below.

The Commission reviewed the proposed fiscal 2014 budget
prior to its approval by the NBOD and helped to ensure that it
was consistent with AYSO’s goals and objectives, as well as
the Strategic Plan.
•
The Commission reviewed AYSO’s financial statements,
including its 990 tax form and offered its observations and
recommendations to the NBOD regarding these documents.
•
The Commission continued to develop ideas and receive input
and suggestions to improve AYSO’s financial operations at
all levels of the organization. This past year, the Commission

AYSO NATIONAL ANNUAL GENERAL MEETING
The Extended Play Task Force (EPTF) was formed
by the NBOD to develop AYSO player programs that
would provide a more challenging level of play for those
players who possess the appropriate interest, skills and
abilities and to enhance each player’s experience and
individual growth through the game of soccer while
retaining the spirit and organization of AYSO. The goal
of EXTRA™ is to strengthen AYSO by retaining players
and volunteers in additional primary programs operated
under the AYSO philosophies.
The first program developed by the EPTF was
EXTRA™, an internal program which in its current
pilot phase has spread to nearly every Section and has
proved popular with parents and players. The EPTF is
also beginning to develop a framework for play against
non-AYSO teams in situations where an EXTRA™
criterion does not meet the needs of the membership.
HIGHLIGHTS
During the past year, the EPTF, in conjunction with the Section
Directors, the National Tournament Advisory Commission and
the National Games staff, worked to make it possible for a large
number of teams to be approved for inclusion in the EXTRA™
division of the 2014 National Games. This has allowed for the
creation of a robust showcase for EXTRA™ teams at one of AYSO’s
flagship events.
Creating a streamlined approval process has resulted in the
existence of approved EXTRA™ programs in Sections 1, 2, 3, 5, 6,
7, 8, 9, 10, 11 and 12.
The EPTF created two new workshops for presentation at the
2014 EXPOs. The first was a featured workshop which addressed
Extended Play in general, and allowed for open discussion of
membership concerns and desires for Extended Play programs.
The second was a nuts and bolts workshop designed to assist
Sections, Areas and Regions in deciding whether to start an
EXTRA™ program, and how to operate and manage EXTRA™
programs.
GOALS
OUR TOP GOALS FOR THE COMING YEAR ARE:

To continue to improve the EXTRA™ program by
listening to feedback and by continuing to recommend
changes that will make EXTRA™ better. Based on
feedback to date, the EPTF has developed a proposal to
modify the EXTRA™ program guidelines for review by
the NBOD.
•
To continue to educate the membership about the
EXTRA™ program.
•
To continue to support existing programs and encourage
new ones.
•
To begin development of new Extended Play programs
that meet the needs of the membership.
•
To create a compelling case for the approval of
EXTRA™ as an approved standalone program.
EPTF also distributed a survey to parents of players registered
in approved EXTRA™ programs. The results of the survey
demonstrated that EXTRA™ was a popular and effective program:

54.6 PERCENT rated the development progress of their child
as being more significant than prior years.
•
84.8 PERCENT said they would reapply to EXTRA™.
•
53.6 PERCENT said they were very likely to participate in
another soccer program if EXTRA™ was not available and
32.7 PERCENT said that they would possibly do so.
•
85.7 PERCENT of the parents said that the team soccer
experience was the best, great or good.
BEST – 24 % | GREAT – 41.7 % | GOOD – 20.0 %
•
10.5 PERCENT of the respondents had never volunteered for
AYSO before their child played EXTRA™.

VISION/MISSION
The Extended Play Task Force’s goal is to create
and support extended play programs with an
unwavering commitment to both AYSO’s Vision and
Mission Statements. By creating and continuing
to improve the EXTRA™ program, the Task Force
seeks to give Regions, Areas and Sections the tools
to provide a world-class soccer experience that
enriches more children’s lives, by retaining players
who might otherwise leave AYSO. Another benefit
of this approach is the retention of volunteers,
and the opportunity for both player and volunteer
development.
Further, the EXTRA™ program has been carefully
developed to assure that it complies in all ways
with the Six Philosophies.

NATIONAL SYSTEM & SOFTWARE
The National System and Software Commission (NSSC) is tasked
with ensuring that our adoption of information technology makes
a positive contribution to everyone’s AYSO experience. There
are many constituents who use AYSO’s various applications
and systems – from parents registering their players to industry
partners who provide services – and they all have needs and
expectations that we strive to meet. The NSSC team brings
together practicing technologists and subject matter experts who
have a wealth of experience in all aspects of AYSO.
HIGHLIGHTS
The Commission has helped guide us through some very significant events this past year:
INCORPORATING THE IT TASK FORCE
Until recently there were two teams working on AYSO’s information
system – the eAYSO Commission and the IT Task Force (ITTF).
The ITTF was focused on gathering the requirements that could
describe the needs of our future information systems. That team
completed their comprehensive document and are now engaging
the industry looking for commercial-strength applications that
can be used to replace or augment aspects of our current systems.
Meanwhile, the eAYSO Commission was busy providing training
for, and implementing the changes to, eAYSO. The NBOD approved
the combining of these two teams into the newly named National
System and Software Commission.
eSIGN
The NBOD presented the requirement that by Membership Year
2014 all volunteer and player registrations must be accompanied
by an electronic signature. This allows for accurate accounting of
every member as well as immediate processing of their personal
information. eSign represents the turning point for AYSO in moving
away from our reliance on paper registration forms and the paperhandling challenges that it represents.
CONCUSSION AWARENESS
Placing the well-being of our players first has set AYSO apart
from other youth sports programs. By providing the Concussion
Awareness program and training certificate, we are encouraging
everyone to understand the importance of recognizing and
managing concussions.

ACCESS RIGHTS
Volunteer access to member data is now directly tied to their
volunteer position. This project resolved a long-time problem of
managing permissions within eAYSO where access was easy to
grant but difficult to manage and reduce when the volunteer no
longer held that position.
PRODUCED VISIONING DOCUMENT
As mentioned in reference to the ITTF, a comprehensive document
was produced which details the needs of an information system
for the next decade. While a single commercial off-the-shelf
application exist that satisfies all of our requirements may not,
there are certainly opportunities to use commercial software for
specific functions. The document will serve as our standard for
measuring how well potential applications compare to our needs.
ONGOING MISSION
The work of the Commission continues all year with the conducting
of webinars, trainings and EXPO sessions for the standard suite
of volunteer functions, in addition to helping folks understand the
latest set of changes to eAYSO. We are also in touch with the NBOD
on directives they may send our way. We will also continue to direct
the future changes to all of our applications and websites.

VISION/MISSION
In delivering a world-class soccer program, we
have the obligation to provide accurate accounting
of our members and proper stewardship of our
member information. Efforts like the eSign and
Access Rights projects are examples of putting
our obligations into action. The ability to vet our
volunteers, to accurately account for our players
and to allow appropriate member data access
builds trust that our organization relies upon, and
takes seriously, the information stored within our
various applications.
NSSC provides the tools to register players and
volunteers, to organize players into teams, to
assign positions to volunteers, to track training
accomplishments and to provide proper reporting
and financial management of your local program.
This happens hundreds of thousands of times
each year. While volunteers continue to provide
a world-class program year after year, NSSC
promises to help them be successful by giving
them the tools they need.

NAGM Task Force
The NAGM Task Force is charged with
undertaking an extensive review, analysis
and recommendations regarding our
National Annual General Meeting (NAGM).

VISION/MISSION
The VIP Task Force will continue to work towards
achieving the fulfillment of the AYSO VIP program
“vision” to create VIP teams in every AYSO Region
wherever possible and to provide opportunities for
VIP player participation where those opportunities
do not currently exist. The major focus of the Task
Force will be to provide a quality soccer experience
for children and adults with physical and mental
disabilities while enriching the lives of everyone
involved.

NAASA AYSO’s Adult Division
NAASA MISSION AND ROLE
To create a soccer playing environment that supports
AYSO’s Vision and Mission for the adult player. To
offer the graduated U-19 player, team parent, team
coach and other adult volunteers a place to go after
our children have graduated from our youth program.
To attract adult participants to North American Adult
Soccer Association (NAASA) who will not only benefit
from playing in our programs, but who will also in turn
give back to the youth of AYSO by becoming part of our
valued volunteer team.
NAASA VISION
Enrich the quality of life in our communities through
adult soccer programs conducted in a safe, fair and
fun environment.
HIGHLIGHTS
NATIONAL AFFILIATION
NAASA has re-affiliated with the United States Adult Soccer
Association (USASA). USASA is one of the adult councils
represented within U.S. Soccer Federation (USSF). AYSO/NAASA
have been directly affiliated through USSF in the past, but has reaffiliated with USASA. This affiliation now offers not only one of the
strongest player, team, league and field liability policies, but offers
our adult player opportunities to enter in sanctioned tournaments
across the country. AYSO’s adult division is a leader in player
registrations within USASA, and is recognized as one of the largest
national affiliates within the organization.

NAASA programs now have a choice to manually register their
players and record in a conventional spreadsheet program, or use
the system of registration that NAASA offers.
NATIONAL REPRESENTATION AT THE US SOCCER AGM
Even though the U.S. Soccer Annual General Meeting was held
in late February 2014 it is worth mentioning that NAASA was
recognized and awarded for an increase in player registrations. We
currently hold two votes for the adult division for AYSO within U.S.
Soccer during the annual business meeting.

Ongoing efforts to ensure all Regions, Areas and
Sections have the information and support needed

division (NAASA). The approval process to begin
a new NAASA program has been streamlined,
and with administrative organization consisting of
only three mandatory directors starting a program
couldn’t be more simple.

BEST PRACTICES
The Commission has planned to develop a best practices
document that will be multi-faceted to support all types of adult
programs including the traditional 11-v-11, small sided and pickup games format. This document will not limit participation or
impose constraints outside of the standards and policies already
established by AYSO.
USASA/U.S. SOCCER SUPPORT
Continued efforts to support and be a leader within USASA and the
U.S. Soccer community, representing NAASA and AYSO. To offer our
counterparts within these two organizations the perspective from
AYSO to improve not only our relationships with them, but to build
a strong soccer partnership so that our players and families will
benefit.
Dan Klein, Chair of NAASA, was appointed by Duncan Riddle,
National Executive Director for USASA to serve as the Chairman
of the Recreational Player and League Development Committee.
This committee’s vision and mission is to develop programs for the
adult recreational player supporting internal and external growth.
This is the first time that an AYSO volunteer has been appointed to
serve in such a capacity since NAASA was organized. Many parallel
benefits will result for both organizations.
LOCAL AND NATIONAL TOURNAMENTS
Develop local as well as Section and National tournaments that
build the individual program and offer more soccer for our adult
players. To develop and support the National Games in 2014 and
in future years for our adult players. To build level of play that will
attract teams from all parts of the country.
COACH/REFEREE/LEAGUE TRAINING
Develop coaching, refereeing and league training materials for the
adult player and volunteer that will offer a nationally supported
program.

RULES & REGS Task Force
The mission of the AYSO Rules and & Regs and Regulatory Task
Force (formerly the Operations Commission) is to provide support
and guidance on structure and governance and traditional
operational issues in a manner that promotes the consistent and
effective delivery of AYSO programs, while minimizing the time
and burdens on volunteers and staff.
The AYSO Rules & Regs and Regulatory Task Force largely
functions through numerous task forces that are established by
the NBOD from time to time to address a particular topic, and
includes representatives from throughout AYSO who are best
suited for the subject matter. Matters not requiring task forces and
that can more efficiently be resolved by one or two individuals
assigned from the core group of task force volunteers.
HIGHLIGHTS
RESTRUCTURING THE STANDARD REGIONAL GUIDELINES
The long-anticipated project to overhaul the Standard Regional
Guidelines (SRGs) has been completed. Former National President,
Mike Wade, took on the enormous task of preparing the initial
working draft and significantly restructured and simplified the
SRGs. This took nearly two years to accomplish as this was a
monumental project. The last six months has been devoted to
reviewing, wordsmithing, and drawing up needed changes to
the AYSO Rules & Regulations and the AYSO Bylaws. The Task
Force found many inconsistencies between governing documents,
and these changes will align all documents. The proposed
changes in the new “AYSO Standardized Regional Policies &
Protocols” include: distinguishing between requirements and
recommendations; making it clear that the Regional Commissioner
is in charge; keeping only policies and protocols in the document
and moving administratively or operationally relevant provisions
to a separate “Regional Operations Handbook” (to be completed in
MY 2014); replacing quotes with references and links to particular
AYSO Operating Regulations (e.g., National Bylaws, Rules & Regs,
etc.) or other documents in the AYSO Reference Book. The Policies
& Protocols will be submitted this month for consideration by the
NBOD for approval and adoption.

CONCUSSION TASK FORCE IMPLEMENTATION AND
CONTINUING SUPPORT
Task Force members continue to review and assess concussion
laws, research studies and new developments for their potential
impact on our local AYSO programs. Members provided support
for policy implementation, updates to reference tools like the
matrix of state concussion laws and for the development of two
new EXPO workshops on concussion awareness for coaches and
referees. The Task Force continues to represent AYSO in support
of this important initiative. Jeff Stern and Karen Mihara sit on the
Youth Members Task Force of U.S. Soccer for concussion awareness
and advocacy, and AYSO has agreed to participate in a Centers for
Disease Control (CDC) survey to help determine the effectiveness
of the CDC Concussion Awareness training.
Provide year-round assistance to the NAGM by the Rules & Regs
“Standing” Task Force. In its seventh year of preparing the
materials for the Proposed Amendments booklet for the NAGM and
providing guidance and assistance to individuals who consider
proposing amendments to our National Bylaws and Rules &
Regulations (R&Rs), the Rules & Regs Task Force continued its
focus of enabling the membership to effectively consider and vote
on proposed amendments and other matters at the NAGM. Task
Force members also work year-round to serve as resources for the
Board and others in drafting, editing and analyzing our governing
documents.

TOURNAMENT Advisory Commission
The National Tournament Advisory Commission (NTAC)
shall advise the NBOD on all areas of secondary play.
The Commission shall identify issues; solicit nationwide
input; work with the other Commissions; respond to
issues raised; develop and facilitate implementation
and expansion of Secondary Play Programs and make
recommendations to the NBOD.
FULFILLMENT OF AYSO
HIGHLIGHTS
•
Continued support of the National Games 2014, which
includes the expansion of the Games to include well over 500
Teams (Core, EXTRA™, VIP and NAASA).

Developed the National Games 2016 Host Venue Bid Package
to solicit bids from Sections desiring to host the Games. The
NTAC reviewed all bid packages, interviewed host venues,
and a recommendation for the host site(s) was made to the
NBOD.

Comprised of 71 Regions in 11 Areas, Section 1 represents approximately
91,000 players and over 27,000 registered volunteers from Southern
California, Southern Nevada and Northern Arizona. We have a wide variety
of playing seasons accommodating uniquely different communities in
Regions that vary in size from under 90 to 3,800 players, who enjoy AYSO
soccer in mountain villages, beachside settings, toasty desert towns and
bustling inner city neighborhoods.

FULFILLMENT OF THE AYSO
VISION & MISSION STATEMENTS
One hundred percent participation in AAP and 88 percent in RAP demonstrates our commitment
to identify strengths as well as opportunities to improve the quality of programs throughout the
Section. The continually expanding level of participation on EXTRA™, VIP and U-5 demonstrates
enthusiasm for new opportunities to improve the types and numbers of the programs offered by
our Regions and Areas, signifying a major emphasis on high-quality AYSO programs in Section 1
and the determination to provide “world class soccer programs that enrich children’s lives.”

EXTRA™ play drew widespread interest throughout Section 1 this year, with participation
increasing to over 150 teams playing in two circuits, one in the eastern and one in the
western part of the Section. As a result, we moved from two-year to one-year age groups
and added U-11 and U-13 to the Section EXTRA™ playoffs in spring 2014.
We have spent the year gearing up to host the 2014 National Games (NG) in both Torrance
and Riverside in early July. In addition to doubling the number of participating teams to
500, we are excited to debut the Ken Aston Cup as a new component to the Games. At
the Section playoffs in November and March, our NG referee leadership completed very
successful rehearsals of the new online sign-up, assignment and match reporting process
that will be used for these historic Games. Key NG leaders continue to identify and train
additional volunteers to fill their support staff as the event gets closer.
Offering a U-4 program remains a significant goal for a growing number of Regions in
Section 1. In addition to the ongoing camp style program that has been active in Area P for
the last year, two new early soccer programs were previewed in Section 1. Both Playtime
Adventure in 1/N/641 and the volunteer hybrid in 1/R/37 drew impressive numbers of
satisfied participants.
The 14h Annual Mike Murphy Memorial VIP Tournament, held in November in Chino, was
an overwhelming success. Over 425 VIP players and buddies from Sections 1, 10 and 11
enjoyed a day of soccer, friendship and fun. Pizza, salad and dessert were provided for all
participants, buddies, their families and volunteers. It’s hard to imagine a better way to
spend a day.

Section 2 is comprised of nine Areas and 79 Regions representing
approximately 45,600 players and over 13,000 registered volunteers
throughout the states of Northern California, Nevada, Washington, Oregon
and Alaska. We have a wide variety of playing seasons and Regions that
vary in size from under 75 players to well over 2,000.
HIGHLIGHTS
•
Section 2 welcomed three new Regions this year. While two are brand new to AYSO, one is
a returning Region. The new Regions are in two of our biggest geographic areas. We are
excited to welcome all three to AYSO and to Section 2.
•
Section 2 was proud to have two AYSO Spirit Award Winners for 2013. For
outstanding contributions to the National Referee Program: Steve Jacobs.
For outstanding contributions to the National Management Program: Jann Rudkin.
•
Section 2, along with Sections 1, 9, 10, 11 and 12, held a multi-Section EXPO in Las Vegas.
This was a 50th Anniversary extravaganza.
•
Section 2 has been growing our extended play programs. This, we believe is keeping and
bringing back players.
FULFILLMENT OF THE AYSO
VISION & MISSION STATEMENTS
Section 2 continues to work on growing our VIP program. We have been in attendance the past
two years at the Abilities Expo in San Jose, Calif. We believe “to enrich children’s lives” pertains
to all children.
Training our volunteers is crucial to the fulfillment of the AYSO Vision and Mission Statements.
We continue to provide The Golden Gate Camp, a residential volunteer training camp held
every year in Section 2. Over 130 volunteers come out for the weekend for coach, referee and
management training. Proper training provides world-class youth soccer programs that enrich
children’s lives.
GOALS
•
Continue to grow our VIP program. We have found that as we grow VIP, we also grow our
primary program, through siblings, friends, etc.
•
Continue to look for opportunities for new Regions. We are actively pursuing leads for new
Regions. We currently have two strong possibilities.
•
Retain current players and attract new players. By growing our extended play programs i.e.,
tournaments, EXTRA™, Select, etc., we are giving the players what they are asking for.
•
Compliance: Section 2 has come a long way as far as compliance. We will all continue to
work together to achieve this important goal.

Section 3 is comprised of six Areas and 71 Regions representing
approximately 28,000 players and over 4,600 registered volunteers
throughout the states of New York, New Jersey, Connecticut and New
Hampshire. We have a wide variety of playing seasons and Regions that
vary in size from under 60 players to well over 3,800.

Section 3 is beginning the fourth year of a five-year plan. Many milestones have been achieved
and there is still much to accomplish. Volunteer development and training is the cornerstone
for adherence and excellent delivery of the nationally developed programs of AYSO to families
and players. Training efforts and resources are being more effectively delivered. RC Training
continues to deliver excellent results for stronger leadership at the local level, and the 2014
AYSO EXPO successfully delivered 72 exceptional training courses in a fun, family environment.
These events continue to provide the AYSO volunteer base with section-wide options for volunteer
and player development.

Section 4 is comprised of six Areas and 32 Regions representing
approximately 7,200 players and over 735 registered volunteers
throughout the states of Colorado, Kansas, North and South Dakota,
Arkansas, Missouri and Oklahoma. We have a wide variety of playing
seasons and Regions that vary in size from under 100 players to well over
1,000. The vast territory Section 4 covers is 590,000 square miles reaching
937 miles from north to south and 886 miles from east to west.

Section 5 is comprised of seven Areas and 56 Regions representing
approximately 20,000 players and over 4,000 volunteers throughout
Alabama, North and South Carolina, panhandle of Florida, Georgia,
Southeast Kentucky, Louisiana, Mississippi and Tennessee. We have a
variety of playing seasons and Regions that vary in size from under 100
to 1,700 players. The Section covers a large geographical area – over 1,000
miles from one side to the other.
HIGHLIGHTS
Our highlights for the past soccer year are:
•
The Section staff welcomed five new volunteers this year: Scott Klocko (SRA), Jacob Swann
(SCA), Alison Callahan (Auditor), Roddey Coe (VIP Coordinator) and Shannon Cleveland
(Secretary).
•
Training was our primary focus over the past year. Our Section and Area staff, plus
dedicated instructors, held many face-to-face courses across the Section. This includes
our successful summer Supercamp at Maryville College and our Management/Instructor
training in Oak Ridge, Tenn. In the past year, we have offered the following courses
throughout Section 5:
• 93 coach courses
• 55 referee courses
• 52 management courses
•
Susan Reed, the Section Management Administrator, has worked to send out Regional
Report Cards to all of our Regions. These reports showed completed and missing training
for all Regional Board Members. She also included information on upcoming face-to-face
trainings plus online training and webinar dates.
•
The Section has a new VIP Coordinator, Roddey Coe. His enthusiasm will help our VIP
program grow and get stronger for the future. Currently, we have around 140 active VIP
players. We are seeing a growing interest in new programs throughout Section 5.
•
Cathy Farless, has stepped down after 17 years as our Section Referee Administrator to
focus on her new role as the Area 5C Director.
•
Our Section EXPO in February was held in Nashville, Tenn. Special thanks to the Section
and Area Staffs, our Host Area 5D and Instructors for making it a great success. We had
201 volunteers attend the weekend and the atmosphere was filled with excitement. We also
included several youth activities like a scavenger hunt and Media Day.
•
Bringing More Soccer to More Kids—Areas and Regions worked hard to bring more soccer
events like SoccerFest, tournaments, EXTRA™, VIP, etc., to our players.
•
The Section Games were held in Knoxville, Tenn., where 109 teams participated. The 2014
Section Games will be Father’s Day weekend in Knoxville, Tenn.

VISION & MISSION STATEMENTS
Our mission to provide world-class youth soccer programs that enrich children’s lives
is evident in the efforts of our volunteers who attend training at the Region, Area and
Section levels. Our volunteers embody this Vision with their commitment to the players in the
countless hours volunteered at all levels. We promoted our Vision, Mission and Six Philosophies
with a short skit this year at our EXPO that included our youth carrying banners and the Area
Director/Regional Commissioners saying a few words about each.

GOALS
•
An important goal is to have all Regions and Areas become fully staffed with certified
and trained volunteers by the next NAGM. Properly trained Board Members and volunteers
help the management at all levels make their programs become successful. We will
accomplish this through the help of the Section staff, working with each Area Director and
Regional Commissioner to ensure that the Board Members and volunteers understand the
importance of the training through sharing the training matrix, online training, webinars
and communicating more.
•
To increase by 20 percent the number of Regions participating in the Regional Assessment
Program (RAP) process. To increase by 100 percent Area participation in the Area
Assessment Program (AAP). This will be accomplished by mentioning in the RC/AD
orientation how important this tool is with delegation. With the RAP and AAP process, we
are making plans and setting goals to make our local programs better and stronger while
strengthening the Section.
•
Continuing to grow our Flex programs across the Section, we will be adding five VIP and
two EXTRA™ programs to bring more soccer to the kids. This will be done by creating new
ideas to promote local SoccerFest events or tournaments for those that want more play.
•
The Section is working toward having high-quality instructors from all disciplines in each
of our Areas. The Section SMA, SCA and SRA will be reaching out to the Areas that need
more instructors. The Area staff will in turn reach out to their volunteers who want to take
their Region to that next level to get the appropriate instructor training done. We would like
to see each Region have a new instructor within the next year.
•
Another goal is to address attrition and develop some marketing plans to help our Regions
grow. We need to look at how we advertise, promote, brand and sell our program to help
more kids have a great AYSO experience. We would like to see both Areas and Regions
working on a plan to highlight their programs to parents in their communities. We want
to look at communities where we can grow five new AYSO Regions within the next year in
areas where the Regions are very diverse.
•
Finally, making sure all Regions and Areas get all the support, branding, and training they
need to do their jobs and run successful programs. We will continue to work and improve on
the way we communicate and interact to ensure that all important information is reaching
all levels in our Section.

Over 210 volunteers attended the Section EXPO in Lincolnshire, Ill., on Feb. 21-23, 2014. A
special recognition goes out to volunteer coordinators Joni and Dennis Goodman for doing
an excellent job of recruiting the volunteers needed for a smooth meeting. Thank you to the
Events staff for their assistance and professionalism. And finally a big thank you to Tim
Orosz, Jay Gonzales, Nicole Cunnea and Diana Pfingsten for lining up all of the instructors.
RoadShows were hosted by Area D on March 15-16, 2014. The Section Tournament will be
held on June 21, 2014 in Libertyville, Ill. We also have an Area E SoccerFest scheduled in
June 2014 and a Soccer Slam in 6/E/1103.
The formation of the Section 6 Rapid Response Team. Their efforts helped us stabilize a
Region this year.

Section 7 is comprised of three Areas and 23 Regions representing
approximately 17,000 players and over 4,600 registered volunteers
throughout the Hawaiian Islands. Soccer is played year-round (fall, spring,
summer and tournament playing seasons). Regions vary in size from
under 400 players to well over 1,500. 2014 marks the 40th Anniversary of
AYSO in Hawaii.

Our 40th and 50th Anniversary is being coordinated with a marketing campaign to increase
awareness and registration. Regions links are posted at our much improved website at
www.hawaiiayso.com. Mid-Week Magazine (circulation 180,000) recently featured a front
page article on AYSO Hawaii’s 40th and AYSO’s 50th Anniversaries. Following the article,
Section 7 is kicking off a two-month State-wide advertising campaign to promote MY2014
registration.
Kirk Banks (KBT) & Rainbow (RBT) Section Tournaments continue to show growth and
popularity. The KBT tournament drew more than 160 teams in 2013. The VIP games
continue to be a part of the tournament on Sunday. The Rainbow Tournament has been
steadily growing each year since 2009. 115 teams participated in 2013 with eight teams
from the Mainland. We also introduced medal rounds with championship games for the
first time in the history of the tournament. It was well-received by volunteers, parents and
players.
Meadow Gold Partnership: Meadow Gold (MG) continues to invest in the youth of Hawaii
through AYSO. They reimburse the Regions $1.00 per uniform, in addition to donating in
kind products for tournaments, opening and closing day events.
80 percent of our current Regional Commissioners and all Commissioners appointed in the
past 12 months have attended RC Training.

In addition to our core values, it’s our administrative infrastructure and training components
than separate us from other organizations. As volunteers move though the organization, our
transition is seamless as a result of these components. In Hawaii we refer to it as “Ohana” or
Family. “Ohana” has structure, it nurtures and it educates. We are the result of 40 years of good
parenting. Section 7 will promote with enthusiasm the true benefits of participating in AYSO. We
truly are a safe, fun family activity that enriches the lives of both children and adults.

Section 8 is comprised of nine Areas and 96 Regions representing
approximately 30,000 players and over 5,800 registered volunteers
throughout the state of Michigan. We play mostly in the fall and spring
season, due to the weather in Michigan. Our Regions vary in size from
under 80 players to well over 1,700.
HIGHLIGHTS
•
The Section 8 EXPO was held in Traverse City, Mich., in January. We offered high-energy
networking, featured courses, training and certifications for more than 400 registered
volunteers.
•
Increased the number of RAPs and AAPs that were submitted across Section 8.
•
Open line of communication at all levels in Section 8.
•
Filled the Section Developer position.

VISION & MISSION STATEMENTS
Section 8 is fully vested in providing a world-class soccer program across Michigan. We are
committing to do this through continued training and certifications on all levels. We know that
AYSO offers the best program and Section 8 is committed to working with every Area and Region
to help them offer programs that enrich children’s lives.
GOALS

To continue to improve the communication on all levels. From the National Office, the SD, to
the ADs and RCs, including their respective Boards.

Striving for all volunteers to have volunteer specific training, CDC Concussion training and
Safe Haven™ training/certifications.

The home of many magnificent National Parks, Section 9 is comprised of
four Areas and 40 Regions representing approximately 23,000 players and
over 3,000 registered volunteers throughout the majestic Rocky Mountain
states of Utah, Idaho, Montana, Wyoming and Colorado. We have a wide
variety of playing seasons and Regions that vary in size from under 100
players to well over 2,500.

Section 9 added two new Regions this year; one in western Wyoming and another in northwest Montana
not far from the Canadian border.
The combined 2/9 Section Meeting in 2013 was well attended and enjoyed by everyone. Appreciation to
Section 2 Director, Yvette Barrett, for the opportunity to collaborate on the planning of our meeting. A
thanks also goes to all the instructors and attendees of Section 2 and 9 for their support and to those
who helped in the planning and execution of our meeting.
All four Areas in Section 9 participated in the Area Assessment Program this year due to the diligence of
hard working Area Directors. Thank you to the Regions that participated in the RAP and your continuing
commitment for improvement. Special recognition goes to Area 9B for again achieving 100 percent
participation in the Regional Assessment Program.
We continue to offer localized training within our Areas, as well as RoadShows, to the far reaches of our
Section. Because we are so geographically spread out we are always in need of instructors who are able
to travel out of state. To support the need for more instructors, the Section and Area staff have offered
instructor courses throughout the year.
The EXTRA™ program in Area 9R continues to grow. They have added three new Regions, a new age
group and more teams. This year also saw the inclusion of a Region from Area 9B who enjoyed a great
experience.
Section 9 added another Adult league program. They began play in fall 2013, giving players who aged
out of the youth program and some of the coaches and referees of the youth programs the opportunity
to play soccer with the AYSO philosophies in place.

The successes of Section 9 are measured by the fulfillment of AYSO’s Vision and Mission Statements.
Keeping them at the forefront of decision-making helped to keep everyone focused on providing each child
the enriching experience AYSO promises. Through the continued dedication and leadership of the Regional
Commissioners, Area Directors, their Boards, and the Section Leadership team, we remain committed
to achieving the goals of the Section. The emphasis on the training of our volunteers is intended to help
Regions deliver a world-class soccer program. Also our continued commitment to constant communication
helped us to understand, support and focus on the needs of each Region thereby helping them succeed in
offering programs that enrich children’s lives.

Growth in Section 9 is paramount! 2013 was the first year we did not show growth overall. Our
focused attention on growth will include more direct communication and engagement with the
Regional Commissioners. Our Section Developer will be making more information available to Regional
Commissioners through metrics and utilizing technological tools to share that information. Our goal is
to engage them in discussions about where they are in terms of growth, what they can do to stabilize
their Region’s player loss and share ideas that have worked for Regions that continue to grow.
We have seen a direct correlation between well-run programs who are successful and RCs who have
attended RC Training. Consequently, we are directing financial resources to our Regions throughout
the Section that are small with less financial resources, to ensure all new RCs have the opportunity to
attend RC Training.
Section 9 will be participating in piloting the AYSO Playground program for U-4 players. This is an
exciting venture. We hope our participation along with others will help move this program out of pilot
status and become available for many more Regions to participate in.
The Mega EXPO in Las Vegas with Section 1, 2, 9, 10, 11, and 12 was a huge undertaking! We worked
toward this once in a lifetime event for all attendees. To that end, the six SDs and all the Section
Administrators worked together diligently in the planning of this event.

Section 10 is comprised of eight Areas and 62 Regions representing
approximately 59,000 players and over 17,000 registered volunteers.
Section 10 ranges from the colorful desert in the east, to the strawberry
fields and blue oceans of the central coast in the west, and from the
dramatic mountains of the Transverse Ranges of the San Fernando Valley
in the south, to the magnificent Yosemite Valley in the north in California. We
play primarily during the fall with a few spring seasons and have Regions that
vary in size from under 100 players to over 2,900.

Section 10 had a small increase in membership this year. This is through the vigilant
efforts of our members to provide great customer service, make phone calls, send email
blasts and have personal conversations.
Our VIP Festival was the largest in our history. It was hosted by 10/V/33.
We have a strong volunteer base, including 6,300 coaches and over 6,000 referees.
The Section 10 EXTRA™ program continues to grow. Interest in the program is evidenced by
the willingness of participants to give back by volunteering in the Core program.
We took a proactive approach to eSign and the Access Rights enhancement so we could be
prepared. Issues were negligible.
The Section 10 Planning Meeting was held in Ventura and was well attended. This meeting
is open to every Region. Value is shown through inclusion.
100 percent roster return for coach, referee and management instructors. It is very
important to make sure volunteers receive credit in a timely manner.

Section 10 is stable, steady and strong. Our track record is consistent. Training and compliance
are consistent with our belief that this will result in our families, players and volunteers having
a great AYSO experience. By working together, respecting each other, communicating, sharing
ideas and focusing on providing a world-class youth soccer program that enriches children’s
lives, we will continue to be the soccer program of choice.

AYSO NATIONAL ANNUAL GENERAL MEETING
Commitment to reach 100 percent of all Regional Boards trained in their job-specific
duties. We have a large pool of instructors who are available almost at a moment’s notice.
They are eager to help achieve this goal.
Area Directors have committed to collecting RAPs and submitting AAPs from every Region
and Area. Realizing this is a valuable resource and not merely an award has proven
valuable to those Regions who have participated in the past.
School populations are still declining. Even so, we are still committed to grow our programs
and have had some success. This is a testament to Regions running strong AYSO programs.
There is strong commitment at the Area and Section levels to support our Regions and help
them grow.
Section 10 is a great team. The Section staff, Area Directors and Regional Commissioners
have been supportive and strongly believe in the AYSO Vision and Mission Statements. They
are called upon often to do even more. They have responded quickly and do so cheerfully.

California; from Los Angeles to the Mexico border. We have a wide variety

Through the collaborative efforts of the RCs, ADs, Section staff and our volunteers, we have
continued to develop exciting playing opportunities throughout the Section. We have continued
to provide our athletes the opportunity to play within the core, EXTRA™ and club pilot programs.
The EXTRA™ program has continued growth with an energetic fall program, which had 287
teams participating in comparison to 202 teams in 2012. The Section continues to host an
active spring program.
Both of the pilot AYSO clubs in the Section continue to provide playing opportunities meeting
our player’s competitive interests. The player registration for the Matrix Club in San Diego
experienced a 24 percent player increase. Pacific Soccer Club (PSC) participated in the Coast
Soccer League. This past fall PSC had 17 teams. This coming fall, PSC has the potential of
growing to 30 teams. The VIP programs continue to demonstrate growth, with the ongoing
annual Section-based tournament which is 100 percent underwritten by the Section by generous
donations of long-standing and supportive volunteers along with the business community.

AYSO.

Section 12 is comprised of five Areas and 52 Regions representing
approximately 25,000 players and over 5,800 registered volunteers
throughout the states including Arizona, New Mexico, Texas, the southern
part of Colorado and, recently added, Oklahoma. We have a wide variety
of playing seasons and Regions that vary in size from under 77 players to
2,500. Not only is Section 12 geographically diverse, but also the needs of the
Regions are just as varied. Seasonal play differs from location to location so our
need to support them continues year round.

Our diverse needs provide the opportunity to be flexible in providing more soccer for more kids.
Focusing on the Everyone Plays® philosophy, it will become our mission to strive to get everyone
playing AYSO as we move forward. The primary objective will be to increase awareness about AYSO
and the programs we offer to develop youth as soccer players and citizens.
GOALS
•
Focus on player growth or, at a minimum, stop the attrition of players. Increasing our outreach
to the younger ages will be paramount in this effort.

Develop a Section growth plan with the Section staff on how we plan to attack the growth
goals. Each discipline member will create and implement an action plan based on the agreed
upon goals.

Incorporate the Section Resource Specialist to focus on the growth areas in which he can lend
expertise based on the need.

Implement and market the Playtime Adventure and Playground programs as deemed fit.

Section 13 is comprised of 11 Areas and 93 Regions, representing
approximately 21,000 players and over 4,900 registered volunteers
throughout the states of Pennsylvania, Maryland, Ohio, Virginia, West
Virginia and North Carolina. We have a wide variety of playing seasons and
Regions that vary in size from under 60 players to well over 800 players.
HIGHLIGHTS

This past year Section 13 held 48 management, 69 referee, 96 coaching and four instructor
courses for our volunteers.

The Section continued its efforts to expand and develop its Regions through the addition of
the early U-5 and EXTRA™ programs.

Section 14 is comprised of four Areas and 20 Regions representing
approximately 11,000 players and over 2,200 registered volunteers
throughout Florida, southern Georgia and southeast South Carolina. We
have a wide variety of playing seasons and Regions that vary in size from
under 100 players to well over 3,000.
HIGHLIGHTS
•
Our Section continued to bolster our volunteer base with the addition of a Section Marketing
Director as well as welcoming a new Section Developer. The Section Marketing Director will
be responsible for developing initiatives to drive interest in new undeveloped areas as well
as enhancing existing Regions with creative ideas to draw new and returning players. Both
have begun to pay dividends with numerous groups expressing interest in AYSO throughout
Florida.
•
Our Section held a Section Meeting and a Section EXPO within six months of each other.
The Section Meeting was held in Miami, Fla., and along with the existing coursework, it
provided great networking opportunities. We had a guest speaker Tom Mulroy, President
of the Fort Lauderdale Strikers, who discussed the virtues of youth recreational soccer
and how important our volunteers are in not only spreading the love of soccer but also in
developing our children’s lives. Our Section EXPO was highlighted by guest speaker Mike
Veeck. Mike expressed how important it is to have fun within your organization and how to
take your job seriously but not necessarily yourself seriously. This philosophy can reduce
volunteer burnout and create more satisfaction in the volunteer jobs. It will also create
greater customer satisfaction. Each EXPO attendee was given a free autographed copy of
his book Fun is Good.
•
Our 2014 Section Tournament “AYSO Section 14 State Games” was once again held in
Wellington, Fla. The tournament is open to all Regions within our Section and included
teams from almost every Region in our Section. This year we invited college coaches to
attend in order to highlight our U-19 players and potentially offer collegiate opportunities
which our players did not have before. We also had our VIP program players and their
buddies participating in a training session. And finally one team in each age group
was awarded a sportsmanship award for showing exemplary sportsmanship during the
tournament. Region 1370, Boynton Beach, was awarded the overall sportsmanship trophy.
•
Once again, our Section is a leader in communication with our outstanding website,
Facebook and Twitter pages. We also provide our Section with a monthly newsletter,
Dribbles and Kicks, which recaps the prior month’s activities within the Section as well as
highlighting upcoming events.

Through our continued focus on providing appropriate education and training courses as
well as proper certifications, our Section is aligned with our organization’s vision of providing
world-class youth soccer programs that enrich children’s lives. Our Section takes the mission
of Everyone Plays® very seriously. Our Regions provide programming for ALL children ages 4-19
in our traditional program, VIP program as well as in more competitive EXTRA™ play type
programming. And we don’t stop there. Our Regions have men and women adult league play so
that one can truly grow up and be – AYSO for life.
GOALS
•
To create a solid foundation for all Regions and Areas within our Section to rely upon, to aid
in the education of our volunteers, funding for new programming through sponsorships and
grants and proper vision for increased play for all current and potential participants.
•
Increase Section player counts through the development of new programming as well
as new Regions/affiliates. Explore the development of new Regions not only through
conventional means, but by also engaging new communities through the placement of VIP
and adult league programs to introduce AYSO to the community.
•
Identification of Regions in need and development of initiatives to help increase player
count, volunteers and sponsorship opportunities at the Regional levels. Our Section
Developer and staff will fulfill these goals.

Continued emphasis on volunteer education through multi-discipline based seminars given
each year in coaching, referee and management.

99
Section 99, administrative outside the United States, is comprised of St.
Croix (Region 1383) and Trinidad and Tobago (Region 1450) and is made
up of a total of 500 local youth soccer players and 67 adult and youth
volunteers. Everyone shares a vision of enriching children’s lives and a
willingness to participate in the process of providing a much needed youth
development program.

Over the last few years, Region 1383 has been working diligently on the completion of a centrally
located multi-purpose soccer facility. The Section will be capable of hosting annual AYSO
tournaments for Caribbean and U.S. AYSO teams in 2015, if not sooner, while Region 1450 has
recently added two new communities to the Section with players’ numbers to increase by 300
once they are approved. The Terry Wright College scholarship is awarded to an AYSO player or
volunteer who gives back to the community by dedicating time to the program.

The AYSO Marketing and Development Department in 2013-14
has focused on the 50th Anniversary as a platform to build the
AYSO brand around authentic soccer, family, fun and fitness in
support of the stated anniversary business goals of recruiting and
retaining players. It has used a three-prong strategy:
&Building AYSO national brand awareness through an 18-month
arc of storytelling, events, digital and social media initiatives,
sponsor engagement, public relations and other programs to
leverage this milestone for AYSO Regions, Areas and Sections.
&Developing resources through creative national sponsorships
that bring tools, opportunities and implied endorsement of AYSO
soccer to support registration opportunities.
&Delivering to Regions opportunities that provide avenues to
engage with their communities in unique ways, such as the Rose
Parade®, #SoccerFEST14 and others combined with registration tools
and resources to activate player and volunteer recruitment.
The AYSO Marketing and Development Department is comprised of
one director (Chief Marketing Officer), four managers, five fulltime staff and two contract resources working in 11 functional
areas including: brand management, membership development,
content marketing/communications, advertising, sponsorship sales,
digital/social media, graphic design, fundraising, public relations,
promotions and marketing/sponsorship services.

&Two iconic brands have joined as sponsors of AYSO: DOLE,
the largest fruits and vegetables company in the world, as the
Official Snack of the 50th Anniversary and presenting sponsor
of #SoccerFEST14; and Nestle® Nesquick® in a three-year
sponsorship relationship as the Official Chocolate Milk of AYSO.
&DOLE’s sponsorship and support of #SoccerFEST14 provides
the major funding resource for both #SoccerFEST14 and AYSO’s
overall 50th Anniversary projects. Included are a variety of on-site
activation resources for Regions participating in #SoccerFEST14.
DOLE has signed former American soccer star Brandi Chastain
as spokesperson for the DOLE-AYSO partnership. Nesquick® has
signed U.S. Women’s National Team star Sydney Leroux and former
U.S. and MLS star Alexi Lalas to serve as spokespersons during the
partnership.
&BJ’s Restaurant is the first family restaurant to join the AYSO
sponsor family and will match Regions with individual restaurants
to develop strong local working relationships.

&SCORE/American Soccer Co., Kerrygold, Herbalife and
Shutterfly all renewed their AYSO sponsorships in 2013-14. In the
case of uniform sponsor, SCORE, they are well into their fourth
decade of sponsoring AYSO, making them the longest-serving
sponsor in American soccer.
&In 2014, FOX Sports 1 signed a sponsorship program with
AYSO, which launches with FOX Sports 1 as the presenting sponsor
of AYSO’s 50th Anniversary. Included in this multi-year agreement
is significant TV exposure, and opportunities through the platform
of FOX Sports’ eight-year exclusive U.S. television rights to the FIFA
World Cup, starting with the 2015 FIFA Women’s World Cup. FOX
Sports 1’s sponsorship will initially activate in conjunction with
#SoccerFEST14 and the AYSO National Games, and launches an
unprecedented partnership to position AYSO and FOX Sports 1 as
the soccer equivalent to the NFL’s Play60 program.

&We kicked off 2014 with the AYSO float in the Rose Parade®.
This massive project, supported by a national fundraising effort by
AYSO volunteers, brought together AYSO and the City of Torrance,
the birthplace of AYSO, to celebrate AYSO’s 50th Anniversary before

Cobi Jones joined current and former players, family members and
Torrance luminaries to create AYSO’s presence in America’s iconic

rebranding of the AYSO EXPOs (the 50 Anniversary Tour) from
what were formerly AYSO Section Meetings. This is part of a
broader initiative to enhance this signature AYSO training delivery
and networking activity, and help Regions, Areas and Section
leaders connect with their newest volunteers.
&The Regan Group (TRG) of Hawthorne, Calif., was selected as
the public relations and marketing activation agency to support
the AYSO 50th Anniversary, and is made possible through the
support of the DOLE Golden Anniversary sponsorship.
&Adoption of the 50th Anniversary uniform logo across virtually
all of AYSO. On Sept. 22, 2013, the logo made its splashiest debut
on the uniforms worn by the children of actor/comedian Will Ferrell
who joined him on stage in his appearance on the Emmy Awards
as he awarded the best comedy and drama series of 2013. The
broadcast was seen by over 17,000,000 viewers.
&140 AYSO Regions signed up to participate in #SoccerFEST14
to set the world record for the Biggest Pick-Up Game on Earth and
develop a spring activation program to focus attention on AYSO
during our key registration period, supported by tools, templates
and tips developed by the Department and local and national
public relations provided through TRG.
DEVELOPMENT
&Marketing/Development Analyst Michelle Griffitts has joined
the National Office as a new resource to make practical use of the
big data available through eAYSO, the U.S. Census and other data
sources to help Region, Area, Section and National levels better
leverage growth opportunities. Reporting to National Development
Manager Pete MacPhail, Michelle’s first projects include developing
in-depth analytical briefs to identify growth opportunities for each
AYSO Section and developing research tools for potential expansion
of the AYSO VIP program.

&We have added nine new Regions in 2013-14 with 2,000 new
players.
&We worked with the National Development Commission to
develop a number of new workshops for the 2014 AYSO EXPOs,
including: Funding Growth: Show Me the Money; AYSO Countdown:
20 Reasons You’re Great and Politics, Politics: How to Make Public
Servants Your Allies.
&AYSO Development will again be managing the President’s
Circle, which honors those Regions that have grown two
consecutive years with a minimum of 25 percent or 75 players
and includes a special category for Regions that have overcome
adversity to sustain their numbers or minimize their player decline
under difficult circumstances.
&Ensured that all Sections had Section Developers that work
with National Development Manager Pete MacPhail to serve as a
resource for the growth of existing Regions and identifying and
developing new Regions.
CONTENT MARKETING
&Marketing Project Manager Sahar Milani spearheaded a
massive effort to rebuild and relaunch AYSO.org, the AYSO
national website, as a more streamlined and focused resource
for parents as well as serving as the repository for volunteer
tools and resources. This large project included reviewing and
disposing of outdated information, creating a more modern look
and user-friendly experience and, adding “For Families” and
“For Kids” sections that will grow over the next year. AYSO.org is
one of the most important marketing tools of AYSO in providing
an organizational face to prospective and current parents in
evaluating AYSO as an activity for their child.
&We nearly doubled the number of AYSO Facebook Likes,
surpassing 15,000, launched an Instagram page that now has
over 1,000 followers and doubled our Twitter followers to over
2,000.
&Deployment of Section Resource Specialist, Niall Foy, in the
Phoenix Metro area of Section 12 to provide practical on-theground support to Regions and Areas in expanding existing
programs and the development of new AYSO Regions. Niall reports
to National Development Manager Pete MacPhail.

&AYSO is included in a cover endorsement (“AYSO Selection”)
and national promotion of the new World Soccer Legends children’s
book series published by Abbeville Press of New York City for the
2014 FIFA World Cup. The series includes eight full color, hard
bound books for children ages 7-14, featuring the U.S. National
Team, Manchester United, Barcelona FC, Real Madrid FC and
international superstars Lionel Messi, Cristiano Renaldo and
Zlatan Ibrahimovic. The series is on sale through Amazon.com
and major books stores, and AYSO families will receive an early
opportunity to purchase at a significant discount. In addition,
Abbeville Press donates an amount for every book sold to the Hugo
Bustamante AYSO Playership Fund with a guaranteed minimum of
$10,000.
&The Marketing and Development Department fulfilled an
estimated 240 Help requests from Regions, Areas and Sections,
including everything from specialty marketing materials, unique
artwork and assistance with registration ad templates to help in
finding appropriate website vendors, brokering local sponsorship
deals and leveraging Regions’ relationships with professional
soccer teams.
&AYSO has been the presenting sponsor of the NSCAA Robert
Robinson High School Long Term Service Award since 2012. The
2014 honoree was Gary Avedikian, long-time coach of Centerville
High School in Ohio. This program aligns AYSO’s brand with high
school soccer as the highest level of youth soccer, and provides
AYSO a platform at the National Soccer Coaches Association of
America (NSCAA) convention, including their Awards Banquet,
Youth/High School Breakfast and advertising in their organization
magazine, Soccer Journal.
&The Hugo Bustamante AYSO Playership Fund grant making
process was revamped for 2013-14 to give Regions greater
involvement in how funding is dispersed and reduce several
cumbersome steps in the process. Regions applied directly for
a total grant amount ($500 - $2,000 based on the size of the
Region) and then provided individual scholarships directly to
players. $40,150 has been dispersed to 46 individual Regions
which will generate approximately 960 individual scholarships.
Total dollars raised in the period was $43,000, of which
approximately 5 percent remains in the fund each year to serve as
seed money for the next fundraising cycle.

COACHING
The National Player Development Department works closely with the National Coaching Advisory Commission (NCAC) and the Section
management staff to ensure the National Coaching Program is delivered to the grassroots coaches in the Regions. The Player Development
Department is responsible for developing, promoting and encouraging Regions and coaches to use the AYSO National Coaching program.

HIGHLIGHTS
&In January 2013, the Player Development Department rolled
out a new coach education curriculum for U-6, U-8, U-10 and
U-12. Regions that have implemented the new National Coaching
program have called it “revolutionary.” The National Office has
created tools, resources and training to help parent coaches
be more educated and better prepared to coach young soccer
children. The adoption rate for the new National Coaching program
is currently 45 percent. We are confident the adoption rate will
increase significantly in the second year.
&The Player Development Department created and has begun
to introduce physical literacy programs for children 3 to 5 years
of age. The first program is called AYSO Playground, a program
designed for children ages 3 to 5 years old that focuses on
developing the children’s fundamental motor skills through the
use of fun games and stories. The second program is called AYSO
Schoolyard Jamboree. Schoolyard is designed for children 4 and
5 years of age and in addition to focusing on developing the
fundamental motor skills of children, it gradually introduces the
game of soccer over the course of the season.
&AYSO and AYSO Soccer Camps have been introducing Playtime
Adventure to the membership that attends the EXPOs. Playtime
Adventure is an adventure-based program for children ages 3
to 5 that help the children develop fundamental motor skills
and develop their physical literacy. Playtime Adventure uses a
storybook and props to paint an imaginative world where the
children have fun by going on an adventure with the adventure
leader. Each adventure helps develop the child’s motor skills and
prepare them for sports.
&John Ouellette has continued to work with the Player
Development Department in restructuring the AYSO Coach
Instructor plan. In June 2013, AYSO hosted a National Coach

Instructor and Evaluator course. Sixteen candidates participated
in a week-long training to develop the skills not only to be
an instructor for AYSO, but also the skills needed to evaluate
instructors. After completing the course, several of the candidates
have assisted in writing workshops for the 2014 EXPO season and
will be lead instructors for the 2014 National Coaching course.
&Scott Snyder and Scott Gimple were asked to present at the
NSCAA Convention. Scott and Scott presented “It’s Environmental!
Recreational Player Development.” Once again, AYSO
demonstrated that it is at the forefront of developing programs for
the youngest players and focusing on player development for all
players.
FULFILLMENT OF THE AYSO VISION & MISSION
The Player Development Department has continued to improve
the coaching programs. In addition, the Player Development
Department has created new avenues of education to get the
necessary training to the grassroots volunteers, so that the
volunteers can provide the world-class soccer programs that truly
enrich every child’s life.

several markets, and formalize a larger roll-out in 2014.

TOURNAMENTS
Tournaments are special events that bring together teams of AYSO soccer players for the purpose of competing in an environment that is
good for the players and good for the game. The role of the National Office is to assist the National Tournament Commission in educating the
membership on how tournaments can help develop players. The National Office also provides tools to Sections, Areas and Regions that will
assist them in hosting successful tournaments.
HIGHLIGHTS
&Processed 86 tournament applications, up from 69 the prior
membership year. The applications were submitted by Section
Tournament Directors and tournament information was posted to
AYSO.org.
&The National Office assisted the Section 1 volunteers and the
National Tournament Advisory Commission in the planning of the
National Games that will be held in Torrance and Riverside, Calif.,
beginning June 29 and ending July 6.
FULFILLMENT OF THE AYSO VISION & MISSION
&Both EXTRA™ and AYSO tournaments are designed to create
a greater number of opportunities for kids to play soccer. The
two programs have been created to provide playing levels for all
children that play AYSO during both the primary and secondary
seasons while also preserving the Six Philosophies of AYSO.

AYSO Soccer Camps has continued to provide the youth of AYSO with additional playing chances and opportunities to develop their skills in
2013. AYSO Soccer Camps consists of approximately 400 coaches and trainers.
HIGHLIGHTS
FULFILLMENT OF THE AYSO VISION & MISSION
&During the summer of 2013, over 25,000 players attended and
received a quality experience at an AYSO Soccer camp. Over 400
camps were held by over 300 AYSO Regions during the summer of
2013.
Through the use of professional coaching, quality programs and
expansion of the AYSO Soccer Camps programs including PlayTime
Adventure, AYSO Soccer Camps has and will continue to deliver
soccer camps and training to the youth of AYSO–the AYSO way!
&AYSO Soccer Camps has focused on educating their coaches
on the AYSO National Coaching Program and training them to
become AYSO coach instructors. There are over 25 Regional
Directors who are Advanced Coach Instructors and over 100
coaches that are certified as AYSO Coach Instructors.
GOALS
&AYSO Soccer Camps held the sixth year of AYSO residential
camps. In 2013, a second residential camp was added in
Deerfield, Ill. Between the two residential camps, Orange, Calif.,
and Deerfield, Ill., 85 children attended an AYSO residential camp.
The residential camp is for children between the ages of 12 and
15 and is designed to improve a player’s soccer skills, and also to
develop time management and leadership skills.
&AYSO Soccer Camps has developed and has begun to roll-out
a spectacular program called PlayTime Adventure. PlayTime
Adventure is a motor skill development program for children
between the ages of 3 and 5. It uses a vibrant storybook, engaging
props and active participation from the parents to take the
children on a weekly adventure to places like the moon, a jungle,
a farm and other wonderful adventures through which they begin
to develop the fundamental motor skills needed to learn and play
soccer.

support shared goals by developing, enhancing and maintaining the products and services offered by the AYSO Referee Program. We thank them
and highly appreciate them for their assistance and participation in helping us enhance and deliver programs and services that strengthen the
AYSO Referee Program.
HIGHLIGHTS
FULFILLMENT OF THE AYSO VISION & MISSION
&REFEREE TRAINING: Conducted 1,626 referee courses with
19,840 volunteers; facilitated 947 referee upgrades; 16,095 new
referee certifications; plus 142 new instructors and 60 assessors.
Webinar training included 188 RRAs, 188 ARAs and 20+ referee
assignors.
The National Office Referee Department teamed up with the NRAC
team, SRAs and others to provide quality services and tools to
help the referees deliver safe, fair and fun games for all players
and volunteers. The outcome of this effort is an experience that
enriches the lives of children, their families and volunteers.
&OUTREACH AND INVOLVEMENT WITH VOLUNTEERS:
Participated in AYSO hosted events providing training and
mentoring for referees, instructors, assessors and other leaders
in AYSO. The events included AYSO EXPOs, RoadShows, and
various other events at the Region, Area and Section levels. The
ongoing engaging between the National Office and the volunteers
strengthen the relationship which facilitates an effective
deployment of tools, services, and programs in support of AYSO.
GOALS
&AYSO STRATEGIC PLAN: Collaborated with the NRAC team to
develop a Referee Action Plan with objectives that will support
AYSO’s Growth and Development strategic goals.
&SPANISH LANGUAGE MATERIALS: Various Referee Program
documents were translated, enabling AYSO to increase the
services offered to Spanish-speaking volunteers.
&Continue generating strong acceptance of the AYSO Referee
Department and Referee Program from volunteers by providing
support and services that are highly rated by our membership.
&Provide project management and guidance in support of the
Referee Action Plan projects to ensure quality delivery within the
stated deadlines and quality expectations including the Referee
Mentoring and Course Update projects.
&Entry Level Referee Courses: Rewrite the U-8 and Regional
referee courses to support the age-appropriate training concepts;
enhance teamwork between coaches and referees in support of
a safe, fair and fun environment for the players; and provide a
simpler and fun training option for new referees.
&Continue to develop and deploy services and tools that
will help improve the number of referee upgrades and support
continuing education.

EVENTS
The Events Department at the National Office consists of three staff members: Casey Gaines, Senior National Events Coordinator; Katherine
Ahlers, Senior National Events Coordinator; and Alyssa Yamauchi, Events Coordinator. The focus for AYSO in 2013/14 was the roll-out of the new
AYSO EXPOs, replacing the Section Meetings. In addition, the Events Department continued to assist the organization by hosting RC Training, AD
Training, NBOD meetings and Commission meetings.
HIGHLIGHTS
FULFILLMENT OF THE AYSO VISION & MISSION
The Events Department over the last year has been supporting
Executive Members as they conduct meetings and trainings for the
volunteers and children of AYSO.
The Events Department has continued to assist the Board,
Commissions, Sections and Areas implement quality education
programs for AYSO’s administrators, coaches and referees by
coordinating AYSO EXPOs, local meetings, training courses and
the NAGM. The Events Department oversees the logistics of the
meetings and events so that the membership can focus on the
training and development of volunteers and children.
&The Events Department assisted members with hosting
eight AYSO EXPOs across the country with an attendance of
approximately 3,500 volunteers. This year’s EXPOs celebrated the
50th Anniversary of AYSO.

in National Harbor, Md. The highlights of the NAGM included
attending the D.C. United soccer match and enjoying the beautiful
Washington D.C. scenic view from the shores of the Potomac River.
&Assist the Section 1 volunteers with the execution of the AYSO
2014 National Games in Torrance and Riverside, Calif., from June
29 – July 6, 2014.
&The Events Department assisted the Management Program
Administrator and NBOD respectively in hosting RC Training,
AD Training, NBOD meetings and Commission meetings at the
National Office.
&Assist local volunteers across the country in preparing to
help participate in the “Biggest Pick-Up Game on Earth” as
an estimated 140 AYSO Regions across the country will host a
#SoccerFEST14 on May 3, 2014.
&The Events Department has been working with the volunteer
leadership of Section 1 to plan the AYSO 2014 National Games.
AYSO has been working with city officials in both Torrance and
Riverside, Calif. The 2014 National Games will host over 8,500
children and their families.

VISION/MISSION
Components of the Safe Haven program are
designed to foster a fun, fair and safe family
environment, or safe haven, for AYSO players,
volunteers and their families to enjoy the game
of soccer. The Safe Haven Department supports
the requirements for volunteer registration and
screening, training and certification, child and
volunteer protection guidelines, safety awareness
and injury prevention.

organizations and the National Center for Missing and
Exploited Children on an initiative to create a centralized
clearinghouse designed to screen volunteers to work in all

MANAGEMENT
The National Office Management Program Department staff is responsible for providing administrative and logistical support for this discipline.
They work closely with the National Management Advisory Commission (NMAC) and the Section, Area and Region management staffs to achieve
AYSO’s goals of developing, enhancing and maintaining the programs, training curriculum and collateral offered by the management program.
HIGHLIGHTS
FULFILLMENT OF THE AYSO VISION & MISSION
&Regional Commissioner Training has been a highlight of the
last four years, and the vision of the NMAC to provide RCs with
the tools for effective leadership has stood the test of time. Since
its inception, 450 RCs have attended RC training and returned
to their Regions with renewed energy and determination as well
as the tools and support which AYSO provides. Rosanne leads
this effort, with support from Torie, in the detailed preparation of
logistics, materials, passion and care to ensure the RCs have a
productive and rewarding experience.
The National Office Management Department partners effectively
with the NMAC and others to support the management programs
and training which help Regional Commissioners, Area Directors,
Section Directors and Regional Board Members run quality youth
soccer programs which touch the lives – for the better – of our
players and their families.
&Management Webinar Training continues to be a success,
with 667 management volunteers trained this past year. This
powerful tool also delivered training to Division Coordinators in
response to the request of RCs.
&The RAP and AAPs are administered by the National Office,
which tracks applications and processes certificates and pins for
presentation at the EXPOs. The incentives encourage Regions to
use this valuable tool for assessing their progress. Regions and
Areas are provided a comprehensive list of action items that, if
completed, make them a model AYSO Region or Area.
&The RC and Regional Board Orientation Lesson Plan was
converted to a PowerPoint Presentation with the help of NMAC
member Ginnie Pittman. ADs requested this format for a more
professional delivery of this mandatory orientation.
&The four New Management Workshops developed for the 2014
EXPOs, detailed in the NMAC report, explore a variety of topics to
inspire and educate AYSO volunteers on best practices to make
their jobs easier.

the Executive Members of AYSO, other volunteers and the NMAC
through assistance with all management courses, lesson plans
and support materials.

&Continue to make RC Training an unforgettable experience
for Regional Commissioners. RC Training is now being offered
three times a year at the National Office and once a year off site
at a location in the East. We strive to build the same feelings for
our Area Directors when they attend AD Training, which has been
offered in April and September of each year.

supplement information received during RC Training.

potential members are fielded. Member Services also fields a significant number of concerns and complaints from volunteers and parents.
These staff members are frequently the first friendly “face” of AYSO through phone or email and often serve as a last resort for members who
face challenges with local communication.

By providing consistent quality customer support to all members,
the Member Services Department of the National Office is highly
rated. Properly vetted Executive Members who are in term and
trained, with full and trained Boards, affect delivery of their local
programs which are to enrich children and their families’ lives.
&Processed over 500 Executive Member appointment requests,
documented over 400 guidelines, facilitated 40 Pilot, Charter and
Region Change Status applications.
&Sent 2,800 packets and/or emails to appointed RCs and
Regional Board Members.

ALICE SERA NATIONAL CURRICULUM SPECIALIST
INSTRUCTION
Instruction covers a broad area within AYSO to ensure sound principles of learning theory in all AYSO courses, training of AYSO instructors
and delivery of job training and certifications to all volunteers. National Office staff and the Advisory Commissions review, revise, develop and
deliver curriculum and work cooperatively with the NBOD and SDs in content development and delivery. Instruction includes AYSO’s in-person
courses, online and webinar courses, eAYSO course configuration and analysis of success in AYSO’s instructional efforts.
HIGHLIGHTS
GOALS
&In October 2013, Alice Sera was hired to recreate the face
of the AYSO instructor program. The first task was to complete
the AYSO Instructor Readiness Online Tool which focuses on the
traditions, structure, and mission of the AYSO Instructor program
and instructional methods. Alice made each of the existing
PowerPoint elements into creative, interactive modules with
innovative confirming knowledge segments.
&Remain current on best practices and industry standards
that shape 21st century adult learning environments and
work collaboratively with the National Office staff, Advisory
Commissions, NBOD and SDs to plan, implement and evaluate
curriculum and instruction to empower volunteers for leadership
and success in their AYSO volunteer roles.
&The tool was originally translated into a Flash online
presentation, and the Department is now working to translate the
tool into HTML format in order to be compatible with iPads and
iPhones.

Knowledgeable and prepared instructors enrich the lives of the
volunteers through their presentation of AYSO courses. Online
training will make learning more accessible to those who cannot
attend in-person courses, reaching those volunteers who will
benefit from training which will enhance the running of local AYSO
programs.

AYSO’s VIP (Very Important Player) program for players with disabilities is in its 23rd year of providing an enriching soccer experience for those
players, for their families and for the volunteers who so generously offer this opportunity. AYSO’s flexible programs such as VIP enhance and
strengthen AYSO’s community presence by ensuring that Everyone Plays®.
HIGHLIGHTS
FULFILLMENT OF THE AYSO VISION & MISSION
&The new VIP booth was highlighted at all AYSO EXPO vendor
shows, which resulted in awareness and growth.
Enriching lives by developing and delivering a quality youth soccer
program which promotes a fun, family environment is the outcome
of VIP program oversight and enhancement. As many have said,
you cannot get any closer to the spirit of the game than at a VIP
game! The impetus for offering a VIP program is the need of the
persons and families who use it and love it. This is a win-win
program, fulfilling the hopes of families and communities across
the country and enriching every life that it touches.
&Attendance by National VIP Coordinator Colleen Dalit, and
other National Office staff and volunteers at Abilities EXPOs,
tournaments, disability fairs and AYSO EXPOs across the country
has been ongoing throughout the year.
&Updated VIP courses and added a new workshop for the 2014
EXPOs.
&Eleven Section VIP Award winners are being honored at their
EXPOs. The National VIP Enrichment Award recipient is selected
from among the Section VIP Award winners of current and past
years. This year we will have two recipients and they will be
honored in Anaheim during the NAGM.
&AYSO represented VIP on the United States Soccer Federation
(USSF) Disability Committee and participated in their disability
organizations’ video presentation and supported nationwide efforts
to share information on how VIP and other disability program
players can aspire to play on elite teams in the Paralympics and
other events.
GOALS
&Grow the number of VIP players especially by increasing the
awareness of VIP through adult programs, group homes, adult
schools, military, etc.
&Increase opportunities for the VIP players to play more by
offering more tournaments or secondary play.
&Deliver support for the VIP program that is highly rated by
AYSO membership.
