Introduction

INTRODUCTION
In November, 2014 the Independent Electricity System Operator (IESO) released a Request for
Proposal for up to 300 MW of wind energy, as the first phase of its Large Renewable Procurement
(LRP) process. LRP responses are due September 1, 2015 and the IESO expects to award
contracts by the end of this year. The IESO undertook a Request for Qualification process (RFQ)
in 2014 to qualify eligible proponents (Applicants) to respond to the LRP. Capstone Infrastructure
Corporation (CIC) was one of the successful Applicants qualified to move forward into the LRP
stage. Capstone Power Development (Capstone), a subsidiary of CIC is managing the
development of the proposed Erie Shores Wind Farm 2 (the Project) through an affiliate, Erie
Shores Wind Farm II Limited Partnership (the Proponent).
A Public Community Meeting is required under Section 3.2.5 (c) of the LRP Rules, and a Public
Community Meeting Summary Report must be provided to the Clerks of the Project
Communities, and made public on the Project website. This Summary of the Public Community
Meetings held on August 25, 2015 (concurrently) is part of Capstone’s commitment to inform
and consult with local communities and stakeholders regarding the proposed Project. The Public
Community Meetings were organized by Capstone to present an overview of the LRP process
and to gather input and comments on the proposed Project. This Report presents a summary of
the consultation activities and feedback associated with these Public Community Meetings.

CONSULTATION PROCESS
NOTIFICATION OF THE PUBLIC COMMUNITY MEETINGS
In the early stages of the LRP process, a contact list was developed wherein regulatory
agencies, as well as provincial, municipal, aboriginal, and public stakeholders with a potential
interest in the Project, were identified (Appendix A). As Capstone or their agents and consultants
receive feedback, contacts will be added or removed from this list. The Notice of Public
Community Meeting (Appendix B) was distributed via Canada Post on August 7, 2015 to those
on the Project contact list, including:

The Notice of Public Community Meeting was published at least 15 days before the Community
Meetings, on four separate days, in local newspapers that circulate to the Township of Malahide
and the Municipality of Bayham, as detailed in Table 1. Copies of the newspaper
advertisements are provided in Appendix B.

At each of these meetings, two representatives of Capstone were available to discuss the
Project and answer questions. The Community Engagement Plan and Site Considerations
Information were made available for review at the meetings, and panels prepared by Capstone
were on display to provide further information on the Project and Proponent (Appendix C).
Attendees were encouraged to participate by asking questions, providing opinions and
feedback, and signing a register to be placed on the Project Contact List for future Project

CONCLUSION
Overall, there was a positive interest in the Project at both public meetings, and reaffirmation of
support for the successful integration of the first phase of the Erie Shore Wind Farm which is
currently operating in the Township of Malahide and Municipality of Bayham. A number of
attendees expressed interest in possibly hosting a turbine or other project-related infrastructure
on their properties.
Based on oral and written comments and questions received, concerns were raised with respect
to:
•
Impacts to wildlife;
•
Impacts to wetlands and water resources;
•
Impacts to woodlands (tree removal);
•
Noise regulations, EMF from turbines, underground and overhead lines;
•
Visual impacts from transmission lines (preference of underground lines);
•
Setbacks from residences and natural features; and,
•
Property values.
Capstone will continue to work with the municipalities and local residents to ensure these
concerns are considered in future planning and assessment of the Project, should a contract be
awarded under the LRP.

FOR A PROJECT PROPOSAL UNDER
THE LARGE RENEWABLE PROCUREMENT
Erie Shores Wind Farm 2
The proponent identified below is proposing to submit a proposal to the
Independent Electricity System Operator (IESO) to design, build, and
operate a Large Renewable Project for the generation of electricity under
the IESO's Large Renewable Procurement (LRP).
The LRP is a competitive process for procuring renewable energy
projects generally larger than 0.5 megawatts (MW). At the conclusion of
the LRP, the IESO may award contracts to successful projects up to the
specified procurement targets for each renewable fuel: 300 MW for wind,
140 MW for solar, 75 MW for waterpower, and 50 MW for bioenergy.

This notice is being distributed to notify members of the public of a public
community meeting that has been scheduled to discuss the Large
Renewable Project proposal. Information regarding the proponent, the
Large Renewable Project proposal, and the meeting details are
described below.
This public community meeting is being held as part of the early
community engagement requirements of the LRP. The proponent
previously held public meetings on July 8 and July 9, 2015, however the
proponent is required to hold additional public meetings as the study
area has expanded. The public community meeting will present details
about the Large Renewable Project and its proposed connection line.
Representatives of the proponent will be available to discuss the Large
Renewable Project and the overall LRP process. Should this Large
Renewable Project be awarded a contract, the Large Renewable Project would need to obtain all required permits and approvals and conduct any
further required community engagement activities.

I treat the child as I do all
my grandchildren, as if she

Holidays are always
spent with her family (I am
divorced) and although they
invite me to go with them, I

town, but they never come to

— just down the road. They
rarely invite me to their place

offer help when needed, send

I am not going to sever
the relationship, but all signs
tell me it is a poor emotional
investment for me and I
should work on emotionally
withdrawing from it. What do

New mother deals with disconnected granny
Dear Amy: When I got
married almost three years
ago, my parents were less
than supportive. Basically,
they do not approve of my
husband, and (despite his
efforts to provide for our
family) they probably never
will.
I became pregnant with my
parents’ first grandchild. I was
excited and told my mother
right away. Her reaction was
to say, “Well, I really hope you
aren’t.” That shocked me to
my core. I eventually let go of
that hurt.
When my son was born,
my mother didn’t come to
visit until my son was almost
2 weeks old, and she only

The Renewable Energy Approval (REA)
Process
• If the Erie Shores Wind Farm 2 is
selected as a successful bidder in the
RFP and awarded an LRP contract, it
will be subject to the Renewable Energy
Approval (REA) process under Ontario
Regulation 359/09.
• This multi-year process involves detailed
studies of the following:
• Natural environment, including
wetlands, woodlands and waterbodies
• Cultural environment, including
protected properties, heritage
resources and archaeology
• There will be extensive consultation
with the local community, agencies and
Aboriginal groups.
