ear Colleagues and Friends,
I would like to welcome you to Mexico, to Cancun
and to this main event that comprises four
outstanding meetings: The 27 th International
Congress of Actuaries, the 33 rd International ASTIN
Colloquium, the 12th International AFIR Colloquium
and the 1 st International Health Seminar.
On June 1992, the International Actuarial
Association entrusted the Mexican actuaries with
the organization of its 27th Congress.
Fully aware of the significant responsibility we had
acquired, planning activities got immediately
underway. They gradually turned into the
enthusiastic organization which today allows us to
welcome you with open arms and offer you a wideranging and varied scientific program, as well as
an appealing and fun social agenda.
We are proud to receive over 1,200 delegates from 57 countries from the 5 continents. We are also honored to
have with us close to 600 companions who have come to join us for the unparalleled celebration of the first
actuarial congress of the third millennium.
The actuarial profession must face major challenges as a result of the globalized world in which we live.
Furthermore, the interaction between the various professions and between the public and private sectors constitutes
a reality which demands greater responsibility, outstanding professionalism, higher standards and better education.
We sincerely hope that the lessons learned during this Congress shall make a significant contribution to the
future development of our profession throughout the world. We also hope that you all take back with you an
unforgettable image of our country, our people and our culture.

I. SCIENTIFIC PROGRAMME
We are proud to present the Scientific Programme
for the 27th International Congress of Actuaries
which includes several innovations. It is the product
of an ongoing and relentless effort —which we have
carried out over several years—, and which allowed
us to combine the work of Mexican actuaries with
the support and cooperation of many actuaries from
other parts of the world.
In the previous Congress in Birmingham, the
Organizing Committee proposed that the themes be
broad-based instead of dealing with four or five
broadly defined themes. We chose to stick to this
line of reasoning so that the Congress would appeal
to a larger number of actuaries around the world.
The plenary sessions will take us from the Ancient
Mesoamerican Culture to the current vision of the
actuary from the point of view of some of the top
leaders of the largest actuarial employers; the current
advances and new paradigms in genetics and the
opportunities to further the role of actuaries in wider
fields.
There will be 83 papers presented in 26 sessions
during the Congress. To enrich the programme,
besides these valuable paper presentations, we also
decided to invite the different Committees of the
International Actuarial Association as well as the
regional Actuarial Associations to organize specific
sessions relevant to the profession. We will have 37 such sessions with a very wide range of themes. Some of
these sessions will be repeated during both parts of the Congress so that all participants can benefit from them.
In the first part of the Congress, the sessions will focus on three main areas: Social Security, General Insurance
and Health, while in the second part, the sessions will focus on Life, Pensions and Financial Risk.
For the first time ever we will also be hosting the 12th AFIR Colloquium, the 33rd ASTIN Colloquium and the 1st
International Health Seminar, featuring several interesting sessions.
You are more than welcome to participate in any of the sessions regardless of the event you have signed up for.
A Poster Exhibit, presenting the highlights of the Association Reports, some research papers and posters on the
Education Systems in different countries will be displayed in the Convention Center Hall.
We sincerely hope you will find the Scientific Programme as appealing and enjoyable as your visit to Cancun.

An Overview of Mesoamerican Mathematics
Speaker: Dr. Pablo Noriega B.V. (México), Researcher and Past President of “Colegio Nacional de Actuarios”
Popular views of Mesoamerican Mathematics tend to be based on three assertions:
• Mesoamerican people “counted in twenties”.
• The Maya discovered the zero before the Hindus or Arabs.
• The Maya had a remarkable calendar.
Unfortunately, many of the more professional views of the field convey little else, mostly because some mathematical
training is needed to say anything significant.
In his talk, Dr. Noriega will attempt to go beyond those blunt assertions by exploring some of the uses of Mathematics
in Ancient Mexico and Central America. In particular, he will discuss Mayan numerical notation and calendrics and
will argue in favor of whatever algebraic sophistication these cultural developments entail. He will also look into land
tenure documents from Central Mexico and discuss some of their demographic, economic and geometrical content. In
this manner he intends to draw a broad picture of the field while still pointing out some technically interesting details.
The intent is not to compress a senior Anthropology course in a one hour lecture, but rather to give attendants the
elements for an educated acquaintance with Mesoamerican Mathematics that would allow for a more enjoyable appreciation of Mayan ruins and profitable further reading.

The IAA’s Education Committee will begin this session by reviewing the historical development of the steps towards
actuarial education within the IAA and the Groupe Consultatif. Current systems in place around the world will be
examined, including recent projects between the U.S. and the United Kingdom. The session will conclude with a
debate on possible future developments.
The panelists will discuss:
• The use of the Actuarial Control Cycle in developing key actuarial application concepts and its delivery internationally.
• The links between a possible QRA qualification and foundation actuarial skills.
• The role of the national association particularly in university based systems.
• The role of CPD in extending the skills of an actuary on qualification. The role of practical work experience will
also be covered here.

The Future of Social Security Financing

This session will take the format of a point-counter point discussion on the future of social security financing. The two
speakers will compare and contrast the strengths and weaknesses of the defined benefit and the defined contribution
approaches to social security funding. Robert Holzmann will speak on behalf of the multiple pillar approach, and
Michael Cichon will take the side of the defined benefit approach. Robert Brown will provide a comparison of the two
approaches from an actuarial perspective.

Social Security Reform in Developing Countries - the Evolution of Defined Contribution Solutions

This session will start with Alejandro Ferreiro providing a critical assessment of how the defined contribution approach has worked in Chile. This is followed by critiques of the DB/DC approaches using some developing countries
as examples. The speakers will provide insight on the reasons for the choice of the funding mechanism in their countries and the consequence of the choice. The emphasis is on innovative approaches used, and the problems encountered.
Juan Carlos Padilla and Rosa Maria Farell will focus on the Mexican solution. Yves Guérard and Stuart Leckie will
provide insight into the Chinese approach. Joshua Bank will assess South America reforms. Michael Sze will analyze
the pension reforms in the former Soviet countries, with special focus on Kazakhstan.

Increasingly popular are sophisticated risk management techniques that allow ceding corporations to retain more risk
than can be achieved through conventional insurance contracts, while efficiently protecting the earnings statement and
balance sheet. Two key areas covered in this session will be finite risk reinsurance and contingent capital solutions.
One panelist will provide an international overview on finite risk reinsurance, discussing: (1) the basic structures being
employed, (2) finite’s cross border opportunities and applications (including accounting arbitrage, tax implications,
political risk, and benefits for multinational corporations), and (3) the regulations and accounting rules which may
come into play.
The other panelist will present an example of how a corporation can be indemnified for loss, not through insurance, but
rather a contingent capital arrangement. He will use a real-life example to demonstrate how a loss-triggering event can
inject new capital funding into a corporation, what considerations affect its pricing, what impact it has on a corporation’s
financials, and what advantages and disadvantages there are relative to insurance.

PRIZES
The Actuarial Education and Research Fund and the Faculty and Institute of Actuaries will award prizes to
outstanding papers, during the Closing Ceremony.
CONTINUING EDUCATION
The sessions at ICA 2002 may qualify for Society of Actuaries Professional Development credits. FSA candidates should retain all handouts from the sessions they attend and should in concert with their advisor, determine
the suitability of individual sessions towards meeting their plan goals. For additional information, please see the
SOA web page at www.soa.org/eande/proved.html.
Members of the Faculty and Institute of Actuaries may find the Congress a useful contribution to their Continuing Professional Development needs. The amount of hours recorded is left to the discretion of the individual.
However, a maximum of 15 hours can be counted towards formal CPD requirements.
The sessions at which Papers will be presented at the ICA 2002 may qualify for Canadian Institute of Actuaries
(CIA) Professional Development (PD) credits. Candidates should retain all handouts from these sessions they
attend and submit them to the CIA Committee on Continuing Education for formal approval.
In addition the following sessions have been approved as CIA PD: 20, 21, 22, 32, 33, 43, 44, 55, 56, 67, 74, 79,
80, 81 and IHS sessions.
Concerning other associations each delegate must abide by the rules of his/her own association.
Participants requiring proof of attendance are requested to register at the table located outside each conference
room. Those participants will receive a document confirming their attendance after the Congress.

Even if you are not staying at the Moon Palace Hotel, food and beverages consumed within its premises by
