The association AL KARAM was founded in Safi in 1997 under the honorary
presidency of HRH the princess Lalla Meriem by Mrs. Karima MKIKA, the today‘s
president. In Arabic, “AL KARAM” means “generosity”.
AL KARAM created an open advisory center in the ancient medina of
Marrakech in 2004 in order to be able to listen to the children and their families,
followed by a girls’ accommodation center in 2005 and a boys’ accommodation
center in 2006.
AL KARAM is a nonprofit organization and was officially recognized as
serving the public good in 2001. It is completely neutral in every aspect of politics,
union and religion. Today AL KARAM is an important partner to the highest
authorities of state concerning the observation of the Convention on the Rights of
the Child. Karima MKIKA is furthermore, apart from being AL KARAM’s
president, consultant for Human Rights to the “National Initiative of Human
Development” (“Initiative Nationale de Développement Humain”, INDH), and
secretary general of the unit for the protection of youth in Marrakech. She was
decorated by the “Prix Mme Figaro”.
The association AL KARAM is also appreciated by international
organizations such as the “Bureau International du Travail” (“International Labour
Office”, program IPEC Maroc), the European Union, the “Fondation d’Auteuil”,
UNICEF, PCM, ALCS, Monaco, “keepsmiling” and foreign associations.

Al KARAM’s mission
Although there are no exact statistics on
the number of children living in and on the
streets of Marrakech, everybody can imagine
the enormous dimensions of this phenomenon.
In the streets, everybody is bound to see
begging children, in groups or individual,
young glue-junkies (white spirit), babies with
their mothers (or persons who rent the babies
for begging) and child laborers: They are selling
handkerchiefs, cigarettes, bonbons, flowers,
plastic bags, working as shoeshine boys,
porters, or with artisans manufacturing
babouches, pottery and metal ware.
When in 1994 Morocco ratified the
Convention on the Rights of the Child, the
association AL KARAM made its application its
business: by lobbying on the level of local and
national political institutions, and by its daily
work with the children and their families. It is
all about reintegrating the children into society,
about sensitizing and preparing them for all the
risks they can be confronted with: minors work,
begging, sexual transmittable diseases, moral
and physical exploitation...
AL KARAM’s operation
Manpower :
In the four centers (among them three centers of
accommodation), AL KARAM has 33 employees, four
of whom are delegated by Safi’s local administration.
Two administrative coordinators (among them the
“National Coordinator”, based in Marrakech), two
accountants, one secretary, ten educators, one social
assistant, one responsible for the placement in
employments and professional education and four
animators are full-time employees. One carrier, three
cooks, two cleaners, three night-guardians, one
gardener and one psychologist are working half-time
for the association.
The association’s administration consists of the
President, the Vice-President, the Secretary General,
the treasurer and one consultant. Those five members
are the association’s representatives towards other
institutions and are charged with the recruiting of new
funds, the essential decisions and the moral and
financial reports.
Locations:
Safi's Prefecture provides the association an ancient
palace of a Pasha, that is up to now the advisory and
accommodation center for the intern and extern
children. In Marrakech, the Prefecture pays the rent
for the boys’ accommodation center, where also the
administration is located. Different landlords as well
as the proper funds of AL KARAM help financing the
advisory center in the ancient medina, the girls’
accommodation center is provided by the “Moroccan
League for the children’s protection”. Before the end
of 2008, the construction of a new youth center should
have started. This center will offer the capacity for 40
intern boys and girls. The building lot has been placed
at the association’s disposal by the institution of AL
OMRANE, the construction costs (more the 3 million
Dirhams) will mainly be paid by the INDH and other
supporters.
Funds:
In 2007, AL KARAM’s resources came from private
donations (72,31%), international organizations
(16,88%) and French and Moroccan associations
(6,82%). Public subsidies did not exceed 4% (The
Prefectures, the Ministry for Families’ and Children’s
Affairs and the National Aid).
Nevertheless is to note, that also the government
contributes to his conventions of the partnership.

or certain children, the streets are nothing but a
workplace, for others they are their home. By
and by, they often become a place of freedom,
without rules and bondages. The more time a child
spends on the streets and the better he/she manages
his/her daily life, the harder it becomes to leave this
milieu.
Street work is executed by the educators in about 10
districts, day and night, 6 to 7 days a week, in the
ancient medina: The Place Jemaa El Fna, the gardens
of the Koutoubia Mosque, the “Avenue des Princes”
Aârsat Mâach, Bab Doukkala (bus station), Bab El
Khmis, Sidi Youssef Ben Ali (Douar Dlam).
These places are very touristy. 60% of the children
contacted by the association are concentrated in areas
where they beg. There they also sell every kind of
objects like handkerchiefs, flowers, bonbons,
cigarettes, etc. The children, working on the Place
Jemaa El Fna earn about 50 to 100 DIRHAMS per day
and the same phenomenon can be seen in the
“Nouvelle Ville”, Gueliz, Bab Jdid and the car park of
Marjane, a huge supermarket.
The contact places in Safi are: the bus station,
the port, the weekly market “Tnin”, the central
market, the promenade, the ancient medina, the
“Nouvelle Ville”, the districts of Kawki, Corss and
Biada, the surroundings of the hospital Okba and the
flea market. The majority of these places offer
financial resources for the children, or they can work
with the fishermen (cleaning fish...), sell bags or
cigarettes, etc.

The centers are a first place for
the child so stay apart from the street
and his/her family and some sort of
neutral terrain. This neutrality might
allow him/her to express him/herself
with confidence, to tell his/her story, to

educators. Sometimes also the families
are invited, with or without their
children, to offer them a forum for
speech and listening, too. The advisory
center is equally a place for activities,
homework and being watched and
supervised in every kind of errands.
Most of the girls are former
“petites bonnes”, often have lost contact
to their proper families and might have
been abused by their employers.
Most of the boys have been
maltreated by their familial and social
contacts. Often, they have been victim of
economic exploitation.
All
the
children
in
the
association’s responsibility benefit from
the possibility of restoring and washing
themselves and their clothes and
receiving help in school, medical and
official affairs, etc.

The intern children are
staying at the association as

children for a long term.
The activities are also
supposed to create a confidential
relationship between the child and
the educators, to establish a clear
progression of the situation of the
child and to strengthen the children
mentally.

the administrative steps are
executed in cooperation with the
child and the family.
Medical Assistance
Medical
Assistance
consists of a complete analysis of
the health status of the child,
routine and individual checkups
and access to urgent treatment if
necessary.
The
association
has
developed a partnership with the
“Delegation of Health”, that allows
the beneficiaries to profit from free
access to the public health services.
This Medical Assistance is
essential and executed for every
new child joining the association,
in order to know their status of
health and any violence that they
might have been exposed to,
mainly sexual and corporal abuse.
Juridical Assistance
This
rarely
executed
assistance aims at the judicial
support of the child and his/her
family. It is executed by the
educational team and a voluntary
lawyer. It consists of collecting
reports on the life and/or possible
abuse of the children, the victim’s
and the family’s orientation
towards psychological help, the
child’s sensitizing about his
fundamental rights and their
observation, the accompaniment in
the process of plaint and
sometimes of the role as joint
plaintiff.
Administrative
Assistance
The team examines the
administrative status of the child.
The child is informed and guided
all
the
way
through
the
administrative effort, in order to
receive the “Etat Civil”, the first
step of Moroccan citizenship. The
following necessary procedures
are executed in cooperation with
the child, so that he/she is slowly
guided
to
administrative

The aim is to reintegrate the isolated and/or exploited child into society by reintegration into school and/or a
professional education. These possibilities might allow the child to recover his autonomy in development such as a
liberty of choice and the ability of dealing with it.
T
he responsibility for the
children stays with the
association only for the
duration of their reintegration into
their own or a substitution family,
what is and stays the fundamental
objective. On behalf of the children
and their well-being, the final
return into their original family or
the unit of a host family is
executed by the mobilization and
the
sensitizing of the adults,
concerning their part as educators
and parents. At the children’s
arrival at the association, the team
initiates the following actions:

and contacts with the

psychosocial
analysis of the family
Preparing the child for the
reintegration
into
the
family.
This
part
is
executed in cooperation
with the family in order to
support the child’s life. It
is an important step
towards the reintegration.
The final reintegration
takes place once both the child and
the family are ready for it. After a
reintegration, the team has to
assure regular aftercare. This
aftercare is being assured for one
year after the reintegration and is
executed case by case.

at the family’s implication for the
child’s favor, and equally at the
evaluation of the family’s financial
status, who sometimes considers
their children as a source of
incomes. It is all about sensitizing
the families for the children’s
rights as they are noted in the
Convention on the Rights of the
Child and about the dangers
related with the worst forms of
child labor.

T
he academic (re)integration concerns children between 7 and
15 years of age. They are – depending on their former
education – enrolled in formal or nonformal education in order
to avoid a further lack of education.
The objective is to assure the complete integration, consisting of regular school
attendance, successful studying and particularly the detection of pleasure in
learning.
The children receive free material such as books and pens and they are freed
from the inscription fee. Children not having attended school for less then
three months are due to a partnership with the delegation of inscription and
the directors of the schools inscribed directly to the formal education, children
not having attended school for more than one year are proposed to inscribe to
the nonformal education in order to reach a sufficient level for reinscription
for formal education.

The elimination of the worst forms of exploitation of the street children in Safi
and Marrakech in cooperation with the International Labour Organisation (IPEC)
a) The activities objectives and

At the end of the project, the
association AL KARAM will have
worked out a general strategy for
the fight against the exploitation
and the social marginalization of
the abandoned children in Safi and
Marrakech.
Safi’s and Marrakech’s population
will be informed and sensitized
about child labor, especially about
the
most
dangerous
forms
concerning
the
abandoned
children.
At the project’s end, 10 families
received psychological support on
the occasion of the child’s
reintegration.

is difficult, but the association has
found alternatives. The team
managed to inscribe 73 children,
among them 30 without education
adequate the 6th year of primary
school, into the education at the
“Rabitat llhirafyn” (organization of
artisans) and other cooperating

a) The activity’s objective:
The general objective was to offer
the children living in the center in
Safi (an old palace of a pasha,
provided
by
the
local
administration)
better
living
conditions, especially by:
Creating an acceptable
area for outdoor-activities in the
palmery, the orchard and the
garden, that had to be cleaned and
restructured.
Constructing a terrace
behind the house, useful for games
and meals.
Improving access to the
pool and the daily ways of the
children.
Recultivating 600m² of idle
field and constructing an area for
sensitizing the senses (sight, sense of
smell, savor) in four sections: local
plants, eatable and cactus plants,
odorous plants, medical plants and
spices.
Regiving a use and an
interest to the orchard and the
vegetables garden and producing
fruit and vegetables for the center.
This project made it possible to
unite 12 French adolescents
attending the horticultural and
landscaping “Lycée Notre Dame
des jardins” and being in great
difficulties
(familial,
social,
academic and/or affective) and 11
Moroccan adolescents, excluded
from their families and their social
surroundings and parented by the
association AL KARAM.
b) The activity’s realization:
inscribed with the help of the
OFPTT (office for professional
education and promotion of work)
and the association ADIA, the
artisans’ chamber.
The project PCM (Programme
Concerté Maroc) has started with
AL KARAM in April in order to
help the adolescents with their
inscription in a professional
education, taking 3 years.
International solidarity construc
International and the horticul
Supervised by three French
teachers and four Moroccan
educators the project was realized.
The adolescents were motivated,
interested and proud of their work.
Pride that found its peak in the
official inauguration by the town’s
prefect in the presence of about 30
people, representing the local
authorities and the partners of the
project.
Furthermore, all the members of
the
French-Moroccan
Group
received certificates from Auteil
International, handed over by the
officials.
Coevally with constructing, the
group turned a movie about the
progress of the field. It shows the
different states, starting with the
first day and finishing with the
inauguration. The video-diary was
moderated by the adolescents
themselves.
At the same time, AL KARAM
organized
activities
in
the
afternoon: Soccer matches, walks,
beach-activities, workshops of
pottery, visit of the tree nursery,
etc.
During three weekend trips the
adolescents discovered the country
and its traditions:
In Safi, they visited the ancient
medina, the Souk, the Portuguese
monuments, the potters’ hill, etc.
In Marrakech, they toured the
“Jardin Majorelle”, the ancient
medina and several other gardens.
Finally Essaouira, former Modagor,
a little bathing resort 30 km north
of Safi on the Atlantic Coast, was
visited.
In the evenings there were group
activities as well, e.g. festive
moments with a traditional
Moroccan music group and the
collective viewing of the World
Cup in an associational ambience.
Finally, there is another project
intended within the two following
years, in order to terminate the
works
of
overhauling
the
basement of the house and
transform it into a room for group
activities. This project is also going
to be executed in cooperation with
Auteuil International.
Holiday camp aided by the “Fondation d’Auteuil”
a) The project’s objectives:
Offering 40 boys and girls of 7 to 17 years of age the
possibility of:
Leaving their daily isolation and taking part in
the provided collective activities,
Sharing moments of the conviviality of games,
Strengthening the mutual trust with the
educators,
Sharing everyday life with the group (washing
clothes, dishes...) by respecting common rules and
the other participants,
Discovering other cultures,
Working with different educators with another
cultural background,
Changing the rhythm of life and leaving for
holidays,
Helping with the organization of group activities
and everyday life.
Giving the French and the Moroccan educators the
possibility of:
Exchanging experiences,
Reflecting educational practices,
Improving their relations,
Taking part in a theoretical training on the
acquaintance of the child and pedagogical
activities.
b) The activities:
Overseen by six French educators, six educators of AL
KARAM, a French instructor and two chiefs of the camp
(one Moroccan, one French), the 40 children, split in 3
groups, took part in the following activities:

ur association provided sex education
for children between 7 and 18 years of
age and their families, in order to
break the taboo on the relation of men and women,
which
is unfortunately still very strong in
Morocco. We want to minimize the risks for the
teenagers (infection with sexually transmitted
diseases, HIV, unwanted pregnancy) on the
occasion of their first sexual relations.
This campaign has taken place in schools in social
hot spot areas in Marrakech, but also in the centers
of AL KARAM. In order to continue the education
after the projects closing, there was, coeval with the
education, a program mounted for the formation of
“contact-children” and “contact-teachers”, who
were supposed to organize sessions of sex
education in their particular institutions.

Aid to the professional placement of teenagers between 15 and 20 years of age
T
his subsidization has us been accorded by
the Programme Concerté Maroc (PCM), a
network
of
French
and
Moroccan
organizations and the French Ministry of Foreign
Affairs, and was possible due to the partnership and cafinancing of Auteuil International.
This project allows AL KARAM to assist teenagers
between 15 and 20 years of age with the definition of the
“project of their life”, with their errands of inscription
and education. One responsable for the project and all
the educators assist the teenagers until they found their
professional integration by moral support and training
in presenting themselves. The office of attendance
simplyfies the teenagers’ placement due to the relations
AL KARAM maintains with potential employers.

I
n the context of a new project, the association
AL KARAM launches the professional
placement of young Moroccans between 15
and 25 years of age in difficult situation. It is, according
to our conception, about accompanying these
adolescents from Safi and Marrakech in precarious
situation to an employment. Our ambition is to
contribute to their development as autonomic agitating
human beings, conscious of their fundamental rights
and making them applied. The adolescents and young
adults attending this project of human development
benefit also from an accompaniment by the social
workers during their education.
The essential aim of our actions in this project is to
integrate the adolescents and young adults into a solidly
and social economic surrounding. They are
accompanied in searching or creating a job by our office
of placement.
Our work consists of the following bricks:

Campaign against child labour in artisanry
A
cooperation with the chamber of artisanry,
the
International
Labour
Organisation
(program IPEC), UNICEF and a network of
Moroccan organization for the protection of children
based in Marrakech.
The projects objectives are:
Taking children minor than 12 years off the work in
artisanry:
By sensitizing the parents and the artisans for
the children’s rights of education, protection
and formation ,
By inscribing them into the formal or
nonformal education,
By aftercare in order to avoid a new
exploitation
Integrating the children between 12 and 15 years of
age into specialized centers of nonformal education,
making up the academic level and initiating the
professional integration and education in compliance
with the Convention on the Rights of the Child
concerning the right of education.
Offering teenagers between 15 and 18 years better
working conditions:
By decreasing their working hours
By insisting on access to protective
clothing
By giving them access to regular medical
observance and sports

Why this project?
T
he parents’ incapability of
fulfilling their economic,
educational
and
psychological role stays among the
most frequent reasons for children
being left on their own service in
big cities, the abandonment of
children by their families and their
elopement from their familial
milieu.
The achieved status pushes the
project’s actors for intensification
of the families’ accompaniment. It
is difficult to finally reintegrate
children without changing the
circumstances that led to their
elopement or the abandonment by
their parents, both abrupt and
step-by-step. For this reason the
project accompanies the parents
and helps them with recovering
their dignity by giving them the
instruments of recovering their
roles as mother and father.

instruments
of
accompaniment for the parents
concerning
their
economic
engagement. These instruments
are:
The organization of units of
alphabetization
and
the
overhauling of education: eight
units of alphabetization and
overhauling of education per year
are going to be organized, with 12
attendants per unit and the
duration of 14 weeks, i.e. 288
beneficiaries will be reached.
The organization of units of
professional education: 24 units
over three years, each during
about
four
months.

Structures of accompaniment for
the
parents
concerning
the
educative and affective dimension
of their relationship to their
children are introduced and
consists of:
Inscription to kindergartens: a
kindergarten with the capacity of
20 children is going to be created
in Safi. Every child is going to visit
the kindergarten about nine
months, i.e. 80 children in three
years. In Marrakech, 30 children
are going to be inscribed into
private or public kindergartens, i.e.
120 children in three years.
Organization of trips with children
and parents: eight trips per year to
Marrakech and Safi, i.e. 24 over the
entire project. With 18 participants
per trip, always during an entire
day, 432 persons (children and
parents) are going to be reached.
