Executive Director’s Message
In the past year our community has experienced unprecedented growth and opportunity. We went from a town that
many native Texans had never heard of to front page news in major market media outlets. Developers, investors, job
seekers, and families all started visiting Snyder to find out what all the excitement was about. Yes the Cline Shale
brought them, but after they visited, most decided to stay and do business for other reasons. Snyder and Scurry County
are a hidden gem of opportunity, a great place to raise a family and earn a good income in a tough economy. We have
had over 60 visits from all over the country that turned into 25 deals creating jobs and investment in our community.
Most cities ten times our size would trade anything to have our opportunities. I firmly believe that together we can
capitalize on this and help Snyder grow and prosper and be a great place that families call home. I want to thank the
Mayor, Council and all the citizens for their continued support of the DCOS. This is our time to shine and I am proud to
serve the citizens of Snyder and Scurry County and look forward to what the future will bring.

New Companies Open Snyder Locations in Industrial Park
Several new companies have chosen the SnTX Industrial Park for their new location in Snyder. Kyle Erwin
Construction, an oilfield and pipeline construction company opened their Snyder location in late 2012. Edge
Concepts, a Lubbock-based residential and commercial development company is building two properties in the
industrial park – both of which will be marketed to oilfield services companies. Total Truck & Trailer, a truck
equipment and trailer repair service company and 4-Star Hose & Supply, an industrial and hydraulic pipe
company have both purchased property in the SnTX Industrial Park. Bird Electric, an electrical construction
company based in Eastland, has also agreed to purchase several acres in the industrial park for their new
Snyder location. Total Truck & Trailer, 4-Star Hose & Supply, and Bird Electric will break ground on their
industrial park locations soon.

The DCOS is currently in negotiations with other businesses who are interested in locating in the SnTX
Industrial Park.

Economic Indicators Show Strong Growth in Snyder & Scurry County
The economy in Snyder and Scurry County is growing at a rapid pace. Our 14% employment growth rate from May
2012 to May 2013 put us ahead of most other regional cities, including Sweetwater, Big Spring, Andrews and even the
Midland/Odessa area. Our 2013 first quarter employment growth was double the state average and quadruple the
national average. Our sales tax revenues continue to climb steadily each month. A 210% increase in oil drilling
permits and continued unemployment near 4% is further evidence that our economy is continuing to grow at a rapid
pace.

DCOS Bridges Gap Between Landowners and Developers
In the past year, the DCOS has helped facilitate
several projects by private developers by utilizing its
existing relationships with landowners in Snyder and
Scurry County. The DCOS has been approached by
several developers to help with site selection and
property acquisition for their projects. In total,
DCOS has assisted developers with nearly 20 sites.
These developments include convenience stores,
retail stores, multi-family housing, hotels, and office
spaces.
Once completed, these projects will
increase our sales tax revenues, provide additional
housing for our market, and increase the number of
retail shopping outlets in Snyder.

Our Community Development Projects
In addition to our primary mission to attract and retain industrial and manufacturing businesses in the Snyder
community, the DCOS has worked on many other projects in the past year to increase the quality of life for our
citizens. We have worked with the Scurry County Commissioner’s Court, Winston-Field Airport employees, and TXDOT Aviation Department officials to fund the construction of a new hangar at our local airport. This hangar will be
used by the Texas Air Museum, creating a local tourist attraction that will draw hundreds of visitors each year. The
hangar will also be used for skills and career training. The DCOS has also agreed to fund the placement of 22 street
lights at the exit and entrance ramps at the Highway 84 and Highway 180 intersection in Snyder. This intersection is
one of Snyder’s main gateways and this project will greatly enhance the safety at this intersection. Furthermore, these
street lights will encourage more travelers to stop, shop, and sleep in Snyder. The DCOS is also committed to helping
small businesses succeed in Snyder. Most recently, we assisted Lora Poe open the Baby Barn Nursery – a child daycare
facility. Using USDA Rural Development loan and grant funds, the DCOS provided a business loan to Baby Barn
Nursery to help with construction and start-up costs. This facility will help working families with their childcare needs
and is currently employing six individuals.
The DCOS continues seeking local small businesses who are interested in partnering with DCOS in the USDA Revolving
Loan Fund (RLF) program. The DCOS was selected to participate in the RLF program by the USDA and allows small
businesses to obtain loans from the DCOS for start-up or expansion expenses. Loan applications are reviewed by a
DCOS loan committee, which is composed on local small business owners. If you are interested in participating in this
