BRAINERD…a vision for Today CONNECTIVITY | DIVERSITY | DURABILITY | COMMUNITY PLANNING PROCESS On April 18, 2008 City of Chattanooga Councilwoman Carol Berz held the first of many District 6 Summits. These summits are used as a way discuss economic development and quality of life issues affecting District 6 with various community members, business owners, property owners, developers, investors, and City of Chattanooga Department officials. As these summits evolved it became apparent that many development activities were occurring at different locations and committees should be formed to discuss how these development activities could best work together. On July 14, 2009 a planning session was held with community members, and stakeholders to discuss activity updates on the following: • Eastgate Town Center • Eastgate Library (a branch of the Chattanooga‐Hamilton County Bicentennial Library) • Brainerd Mission • Urban Century Institute • Chattanooga Metropolitan Airport • Corridor Improvements (Sidewalks and Public Art) • Brainerd Village Comments and suggestions obtained during this planning session were recorded and put into illustrative artistic renderings by Mike Lane from Artech Design Group, Jon Coddington from the RiverCity Company, and David Barlew Jr, from David Barlew Architects to create the Brainerd Road Corridor Master Plan. The proposed Master Plan for the Brainerd Corridor was presented to the public at the District 6 Summit held on Friday, October 23, 2009. The Master Plan committee uses four descriptive words as a definition of what makes a great community. These four words are as follows: • Connectivity
• Durability
• Diversity
• Community
A description of each of these components are described on a later page in this document. The Chattanooga‐Hamilton County Regional Planning Agency was asked to prepare a document for the Master Plan that can be used to hand out to community members, property owners, business owners, developers, and other stakeholders. RPA staff has taken the artistic renderings, as well as the comments, that were recorded from the representatives who presented the Master Plan at the District 6 Summit and combined those into this document. BRAINERD…a vision for Today BRAINERD…a vision for Today CONNECTIVITY | DIVERSITY | DURABILITY | COMMUNITY PLANNING PROCESS The following are brainstorming ideas and opportunities for connecting existing activities and planning practices into a cohesive comprehensive development. OPPORTUNITIES • Keep some of the present buildings/demo others • Bring people (tourist and local residents) into area • Opportunities for multiple public/private partnerships • South Chickamauga Creek is an important resource • Opportunity for a business park/live‐work concept at Eastgate Town Center and the area as a whole • Wayfinding (comprehensive, identifiable signage program) will help with area identity and bring attention to sites • Develop creek corridor and Brainerd Road corridor for pedestrians, bicyclists, transit, and vehicles • Eastgate Town Center as a Park‐and‐Ride facility for CARTA • Stress area’s educational facilities in conjunction with the library as an area of lifelong learning • Add density and additional residential options to Brainerd • Chattanooga Metropolitan Airport (CMA) is working on a master plan • CMA may be able to acquire property along Brainerd Road for additional greenspace • Area has a high number of transit riders and bicycle riders who use transit POTENTIAL ACTION STEPS/WORK ITEMS • Eastgate Town Center • Streetscape improvements on internal streets and parking lots • Develop a more campus‐like atmosphere, pursue live‐work options • Realign internal street to provide for possible expansion of Brainerd Mission site • Connect to other activity sites in the area Library • Project can be phased • Need 35,000 square feet • Provide connectivity and safe access from new library site to Brainerd Mission site/park • New site to become a state of the art library model for the entire system. • Collaborate with adjacent learning institutions • Incorporate site into Brainerd Mission area Brainerd Mission Archival Center • Need 40,000 square feet for the Mission Archival Center to house the extensive Cherokee and local history sections • Work with Daughters (DAR) and Sons (SAR) of American Revolution on funding • Provide multiple meeting space • Incorporate site into the Brainerd Mission area • Provide connectivity to Mission Cemetery Urban Century Institute site • Have eight acres of property on the east side of the creek that they would like to preserve • Site has a limited conservation easement on it • Explore connections to cross creek to site • Good site for botanical garden • Site can be viewed as a tourist attraction Chattanooga Metropolitan Airport • Developing a 20‐year plan • Working on preferred alternative to be presented in 30‐90 days • Plan will address schedule of events and a financial model • Airport would like to acquire property in its Runway Protection Zone along Brainerd Road • Property could be used for a greenway area with landscaping or a passive park. Site not intended to or allowed to (under FAA guidelines) attracted large congregations of people • Will most likely seek funding for property acquisitions • Connect the greenway/park site to the creek and other activity in the area • Public/private partnerships for future development of airport property Corridor Improvements • Possibility to reduce lane width of Brainerd Road to allow for use of right‐of‐way • Public/private partnership to obtain right‐of‐way for pedestrian and bicycle enhancements • District 6 committee members already coordinating with art committee and discussing bus shelters with CARTA • CARTA has agreed to provide funding for connectivity BRAINERD…a vision for Today BRAINERD…a vision for Today CONNECTIVITY | DIVERSITY | DURABILITY | COMMUNITY FOUR STRATEGIES FOR MAKING A COMMUNITY COMMUNITY • Must have your own separate identity but still connected to surrounding communities • Understanding of your history • Location within the city and region • Landscape • Quality of built environment and public spaces CONNECTIVITY • The Chattanooga Metropolitan Airport and the interstate system (I‐75 and I‐24) connect this community and city to the nation and the world • Brainerd Road connects Brainerd to the city and the surrounding region • The established grid street network within the residential neighborhoods connects residents to the center of the community • Midway between Enterprise South and Downtown Chattanooga • South Chickamauga Creek and the South Chickamauga Creek Greenway trail systems connects the community to nature and recreation DIVERSITY • A rich mixture of uses or functional attributes provide opportunities to live, work, play and learn at multiple levels • Everyone can live in the center of the community with a diversity of incomes • Biodiversity connects the community to nature such as South Chickamauga Creek and the proposed botanical garden • The concept of complete streets provides diversity in the community where streets are designed for all users from the bicycle to the automobile and from the young to the old DURABILITY • Creates stewardship by providing places that last over time and for many generations • Sustainability: Decisions being made today are 100 year decisions • Resilience: Must provide a mixture of uses. Chattanooga is the 4th largest city in Tennessee and is the county’s largest and oldest city with approximately 156,000 residents. Three interstates, I‐75, I‐24, and I‐59 provide Hamilton County with excellent regional mobility. Chattanooga is within a 2 to 2.5 hour drive to Nashville, Knoxville, Atlanta, and Birmingham. Last summer Volkswagen announced that it would locate its North American production facility in Hamilton County.
