Consultants Board assist SMEs recognise professions with
Senior and Fellows
The Singapore Business Advisors and Consultants Council Ltd (SBACC) is an industry-led, not-forprofit organisation representing practising management consultants and business advisors in
Singapore. SBACC is set-up as an independent body that is supported and recognised by
government agencies. The Council governs the activities and certification of professional consulting
fields and the registration of business advisors.
The Council’s mission is to promote and advance the professionalism of business consulting and
business advice by setting and maintaining internationally recognised standards of performance and
conduct for our certified consultants and registered business advisors.
Since the official launch of the PMC scheme in November 2008, the scheme has gained increasing
recognition and support from the industry and government agencies. In Oct 2011, the PMC
Certification Board was formally integrated within the SBACC.
In line with our national agenda to build capacity and productivity of enterprises, SBACC will
facilitate the growth of a talent pool of professional practising consultants. Consultants can help
enterprises to be productive and competitive by introducing new technologies, improving systems
and processes, restructuring enterprises and extending the range of abilities and knowledge to
enterprises. SBACC will also expand the PMC scheme to go beyond certification of generic
consulting skills to domain area certification. This would help small and medium enterprises (SMEs)
identify certified professional consultants with the right expertise. SBACC will be launching the
domain knowledge area certification in the coming months.
Furthermore, in recognition of the contribution and value of consultants, SBACC will launch on the
14th of November 2012, two new Practising Management Consultant certification levels.
The Senior PMC Certification is to recognise practising
consultants with at least 8 years of business consulting
experience fulfilling a minimum of 3000 consulting hours in last
three years.
The Fellow PMC Certification is to recognise the contribution
and experience of long practising, experienced consultants
who have been practising consultancy for a minimum of 15 years and have fulfilled the minimum
requirement of 4000 consulting hours in the last three years. In return, fellows will provide
mentorship to upcoming PMC members.

“Since inception in November 2008, we have certified more than 500 PMCs to date. PMC has
come a long way from when we first launched at the end of 2008 as a pilot program. We have
evolved with the needs of the industry landscape. Already we are starting to see consultants from
different segments of the business do well with PMC endorsement especially entering the regional
markets. With that, we are pleased to announce that we will be the first bilingual council in
Singapore for certification. We have formed a Chinese Committee Panel to address the further

professionalise our consultants we are starting Continuing Professional Education to align the
PMCs skills to international standards. More importantly our additional role is to facilitate and match

Further to our mission, Singapore Business Advisors and Consultants Council not only promotes
the continual upgrading of knowledge and skills of business consultants and advisors, it has been
core to our organisation’s philosophy since its inception, to create platforms for business
opportunities for our PMCs and the SMEs. In line with international best practice, the Council adopts
the international standard ISO/IEC 17024:2003 for the certification of personnel.
