Dear Masters/ Instructors,
I would like to take this opportunity to wish you all continued success throughout the year. It is with
great honor and excitement that I extend to you an invitation to participate in the upcoming tournament/Korean
Cultural Festival to be held at a NEW LOCATION! This year’s event will be held at Cantiague Park Ice
Arena, Hicksville, NY on Saturday, Oct. 19th, 2013.
Our goal for the 2013 New York Open TaeKwonDo Championships is to uphold a level of expertise as an
Olympic sport. Our tournament will consist of competitions in forms, pairs forms, sparring, board breaking,
Team Demo Competition and NEW this year will be a competition in WEAPONS! As the only Festival
without any political, commercial, or profit based agenda (it is a non-profit event), we pride ourselves on using
TaeKwonDo as a tool to bring together and embrace the different cultures of the world, regardless of race and
creed, hence our philosophy: “TaeKwonDo, One Family One Vision.” The New York Open has been declared
“Taekwondo Day” by The Nassau County Government to show support and increase Taekwondo awareness in
the nation.
Highlighting this year’s event will be Goodwill Exhibition Games between national levels teams
from U.S. and Canada. We are obligated and honored to serve you to ensure that each individual has his or her
best tournament experience of the year. In addition, The New York Open Organizing Committee will be
selecting 10 Master/Instructors to receive a citation from the Nassau County Government for their outstanding
contributions to our event.
We look forward to seeing as many of you as possible. It is always a privilege and honor to have
competitors come together and compete in the highest traditions of our sport and Korean Culture. Again, your
participation and support is invaluable to the success, growth, and recognition of TaeKwonDo. I commend
everyone for their courage to compete and the desire to excel!

RULES & REGULATIONS
*Current WTF/USAT Rules and Regulations will govern the Championships with few
modifications to enhance the competition experience for all participants.
Masters/Instructors/Board Holders will only be allowed on competition floor to hold boards
when their competitors are competing in the Kyuk-Pa Competitions.
MANDATORY EQUIPMENT
1. White V-neck or any colored WTF approved dobok for all events.
2. Black trim is allowed for Black belt competitors only.
3. All competitors must supply their own regulation size breaking boards (See free-style Kyuk-Pa
rules for sizes.) You will be able to purchase breaking boards at the tournament.
WTF POOMSE (FORMS) COMPETITION
1. WTF approved Poomse (forms) only.
Color Belt Poomse: Taeguk 1– 8
Black Belt Forms: 1st Dan – Koryo, 2nd Dan – Keumgang, 3rd Dan – Tae Baek, etc.
2. Age Divisions: (4-5yr) (6-7yr) (8-9 yr) (10-11yr) (12-14yr) (15-17 yr) (18-32 yr) (33-40 yr) (41 & up yr)
3. Belt Divisions: White/Yellow/Orange Belts are 1 Division. Green/Blue/Purple Belts are 1 Division.
Red/Brown/Red/Black is 1 Division. Black Belts are 1 Division
PAIRS POOMSAE COMPETITION - Black Belt Divisions ONLY
1. Can be mixed gender performing the same poomsae
FREE STYLE KYUK-PA COMPETITION
1. Ages 4-11 yr olds: ½ inch boards allowed. 12 yrs and up: 1 inch boards
2. 1 minute to setup. 1 minute to finish entire breaking routine.
3. Scoring will be based on completing routine in given 1 min. time limit, the level of difficulty on
the techniques, the number of boards broken at one time, the accuracy of the breaks, the flow
of the routine, and the competitor’s show of power, speed, creativity and style. All boards must
be broken completely. Cracked, rotted or tampered wood will not be counted in scoring!

GYOROOGI (SPARRING) COMPETITION
1. Ages 4~14 yr old Color Belts and 6-7 yr old Black Belts: NO HEAD CONTACT
2. Ages 8~14 yr old Black Belts & 14 & up Color Belts: NO HEAD CONTACT
3. Ages 15~32 yr old Black Belts: FULL CONTACT
4. Ages 32~up yr old ALL Belts: NO HEAD CONTACT
5. Divisions will be separated into 2 to 4 weight categories
6. 12 point ceiling rule will be in effect during any time of match
7. Tie matches will be decided in sudden death
WEAPONS COMPETITION
1. The maximum set-­‐up time is 1 minute.
2. The maximum time to complete the performance is 2 minutes.
3. The performance must be done within the regulation ring size.
NY OPEN TAEKWONDO will allow any traditional martial arts weapon. All blades of any weapons
must be DULL. For safety, please do NOT bring a sharp weapon for your performance. Competitors
must provide their own weapons.
Scoring Guidelines
1. Difficulty of Technique will be based on the following order of superiority (in ascending order):
Technique will be based on Accuracy, Speed, and Power.

1. Unlimited number of team members.
2. 3 minute time limit to perform all techniques.
3. Must provide own music and audio equipment if necessary.

CANTIAGUE PARK HAS BEEN PART OF the county park system since 1961 and is centrally located in Hicksville,
just off the Northern State Parkway and east of the Wantagh State Parkway. When the park opened, it represented
