The Carrington Estate
The Carrington estate was once home to the Shell processing works,
employing over 3,500 people at its peak in the 1980s and a further
3,000 indirect employees.
Today, the site is home to one operational processing plant, operated by
LyondellBasell, as well as Carrington Business Park. The site is one of
the largest, single-owner development sites in Greater Manchester.
Delivering a vision
As owner of the 1,660 acres estate, HIMOR is
working in partnership with Trafford Council
and alongside Carrington Parish Council to
deliver a vision for a mixed-use community to
be brought forward in stages.
The site is identified as suitable for such
development in Trafford Council’s Core
Strategy and we want to deliver on these
long-standing ambitions for regeneration.
Carrington was once at the heart of the
area’s industrial heritage, where thousands
lived and worked. Our vision will create new
job opportunities; housing choice for local
residents; and a high-quality environment.

The story so far
We launched Future Carrington in November 2015, when we asked the
community what their hopes were for the future. We then hosted two
workshops in February 2016, during which over 75 local people and groups
took part in round table discussions about the masterplan.
Your feedback
The views expressed so far have been invaluable and have helped shape our decisions about
the emerging Phase One plan. Here is what we have learnt from our conversations so far:

Phase One Masterplan
Feedback from the consultation has helped shape our vision for Phase One of Future Carrington. We are
currently working on two planning applications which, following this consultation, we intend to submit to
Trafford Council for consideration.
The draft masterplan for Phase One includes:
• Up to 900 new homes, ranging from 2 to 4 bed
family homes
• Up to 1 million sq. ft. of employment space
• A local centre including shops and potentially
a doctors surgery
• Relocation of Carrington Rugby Club with a
new pitch, separate floodlit training area and
clubhouse which could be used by the community
• Transport improvements along Manchester Road
• Walking and cycling routes throughout the
development
• A network of green open spaces for local people
to enjoy, including play areas

A new heart of
the community
The inclusion of a retail hub for
Carrington responds directly to the
feedback we have received. The
proposed Village Centre will be the
attractive heart of the new Carrington
– offering shops, apartments, and
potentially a GP surgery or pharmacy.

Sympathetically landscaped and within easy
reach of existing homes, the new hub will give
Carrington its own identity. We continue to
welcome suggestions on what type of shops
people would like to see, with previous views
including a local convenience store; small food
outlets; coffee shop and GP practice.

Phase One will provide a new pitch,
separate floodlit training area and a
new clubhouse for Carrington Rugby
Club, which could be used by the local
community. We are working with the
Club and an expert sports consultancy,

also enable access to funding grants
from national sporting bodies.

The Planning
Applications
Two outline planning applications, to be jointly submitted, will form Phase
One of Future Carrington. The main application will include the mixed-use
community and commercial areas along Manchester Road, with the second
application for employment space on land off Common Lane.
Key considerations
We are carrying out an Environmental Impact Assessment (EIA) for Phase One – a detailed set
of studies that will be submitted as part of the applications. The EIA will consider aspects of
the development including.

Ground conditions

Water and drainage
Our assessments will consider any impacts during and post-construction, and will identify any
measures that will help reduce such effects.

Things to consider
Ecology and nature
We have already carried out surveys
into the presence of local wildlife, such
as birds, newts, bats, badgers and
water voles, with further surveys being
undertaken. Initial results show limited
wildlife activity and, where possible,
habitats will be retained as part of
Future Carrington.
Ground conditions and
contamination
A detailed history of the site will be
included in our assessment and will
include results from detailed ground
investigations carried out since 2014.
We do not anticipate any issues with
ground contamination during the
Phase One development, however
measures will be identified to address
these should they be identified – such
as soil remediation.
Water and drainage
The Phase One site is within the
Environment Agency’s Flood Zone 1,
the lowest risk of flooding. Our
assessment will look at the needs of
the new community against current
drainage infrastructure, to identify
whether any additional measures are
necessary. This will include a drainage
plan for areas where surface water may
currently gather.
Noise
Our noise assessment will explore any
effects during and post-construction
and will compare this to current
noise levels in the area. Preliminary
findings do not anticipate an impact
on the surrounding community,
however measures to reduce this
will be identified if necessary. This
could include best and considerate
construction practices.

Traffic and transport
Our team of experts are currently working on a comprehensive transport
assessment that will identify any net increase in the amount of traffic;
review existing public transport; examine key local junctions; and explore
ways to improve pedestrian and cycle links.

designed to include accessible footpath and cycleways connecting the community to local
roads and public transport. Following the workshops, the team is exploring opportunities
for external funding that would aid and speed up delivery of additional infrastructure
improvements, such as the reopening of the A1 road.

Whats next?
The exhibition forms part of the next stage of consultation on our exciting
plans for Future Carrington. We then intend to review and take on board the
feedback we receive as we formalise our masterplan.
We are currently preparing two planning applications that will form Phase One of Future
Carrington, which we expect to submit to Trafford Council in Spring 2016.
It is anticipated that Phase One will take around five years to deliver. The below timeline is
an estimated development timeline.
