As per the Ministry of Environment, Forests & Climate Change, Government of India,
New Delhi vide is notification no. 5.0.1533 dated L4/09/2006 and subsequent
amendment S.0. 3067 (EJ dated 0L/L2/2009, Public Hearing was fixed for proposed
Project of M/s. KEIRIWAL INTEGRATED TEXTILE PARK pVT. LTD; for proposed to
establish Integrated Textile Park along with Common Effluent Treatment plant
ICETP) having 2.5 MLD capacity with Recycling facility at Survey No. 328, 333, 340 to
344' 357 & 358 Village: Kareli, Ta: Palsana, Dist. Sura! GUIAMT covered under

ResidentAdditional Collector and Additional District Magistrate and Chairman

Environment Public Hearing, Shri P. N. Malrwana c.A.s. supervised
and presided over
the entire Environment public Hearing proceedings.
Shri f'K.Patel, Regional officer (Ro)- Gujarat Pollution Control Board
(GpcB),
surat and Representative of the Member secretary-GPcB sought permission
from the
Chairman to staft the proceedings. Regional officer-GPCB welcomed
all present in the
Environment Public Hearing and outlined the various provisions
of the EIA
Notifications and briefed the process for conducting this public
hearing. He stated that
during this Public Hearing, Project Proponent will make brief project
presentation
about their project and then will give the replies to suggestions,
objections and
questions raised by the affected people, which will
be also recorded and forwarded to
the competent authority. He added that as per the provision
of the Notification only
local affected people can represent orally and other interested
people who have given
their written representations will be considered in the proceedings.
Thereafter, Shri Girdharilal Kejriwal, Director, Kejriwal Integrated
Textile park pvt.
Ltd', gave information for the proposed project and representative
of the consultant

the technical information,
details of proposed project, Environmental Management
system, its impact on the
environment along with proposed mitigation measures

This is with regard to our previous letters written to you at various point of time and also same issue
raised during various EPHs held in state of Gujarat since last two years.
The EPH are held as per the guidelines of EIA Notification 2006 and amendments there under. As
per the guidelines ElAs for a public hearing are to be prepared by Consultants Accreditated by aCl NABET. The QCI-NABET issues accreditation certificates to various consultants after a series of
scrutiny. The TORs issued by MOEF or SPCB specifically asks for Accreditation Certificate issued by
QCI-NABET.
However we have been raising the issue of overlooking of such an important process of accreditation,
wherein various consultants have submitted various other documents other than a valid Accreditation
Certificate from QCI-NABET as part of mandatory disclosure in the EIA document. We have brought
this to notice relevant authorities during many EPH, however no proper reply has been received.
Through this representation we seek clarification on what documents are legally allowed in lieu of a
valid Accreditation Certificate.
The above two public hearings mentioned are to be held on 30th October and according to the
provisions of the EIA Notification 2006 no valid Accreditation Certificate is produced with the EIA
documents. We are annexing the documents produced by the EIA Consultant M/s Detox Corporation
Pvt. Ltd. as part of mandatory disclosure with regard to the EIA Consultant.
WE SEEK AN URGENT CLARIFICATION WHETHER THE SAID DOCUMENTS ARE VALID IN
LIEU OF AN VALID ACCREDITATION CERTIFICATE ISSUED BY QCI-NABET. Kindly also
provide documents and gazettes notifying list of documents to be allowed in lleu of proper
Accreditation Certif icate.
In absence of any response we would assume that the above mentioned EPH are happening in
violation of the Environmental Procedures prescribed.
