Sogamoso Hydroelectric Power Plant
The works that make up the Sogamoso
Hydroelectric Power Plant are located in
the department of Santander, in the canyon
where the Sogamoso River crosses the La
Paz Mountain Range. The plant is 75 kilometers upstream from the point where the river

empties into the Magdalena River, and 62 kilometers downstream from the confluence of the
Suárez and Chicamocha Rivers.
The reservoir and dam are under the jurisdiction
of the Betulia, Girón, Zapatoca, San Vicente de
Chucurí, Los Santos and Lebrija municipalities.
These towns, together with the downstream
municipalities of Barrancabermeja, Puerto
Wilches and Sabana de Torres, make up the
project’s area of influence. This plant
uses the waters of the Sogamoso
River to generate energy through a
concrete-faced rock fill dam and
three generators located in an
underground power plant.

1 ROAD TUNNELS
Because the Bucaramanga-Barrancabermeja Road
intersects the dam area, two tunnels need to be built,
one 1 kilometer long and another 250 meters long.
2 RESERVOIR
The reservoir stores the water used to generate
electrical energy. At its normal operating level, the
reservoir will occupy an approximate area of 7,000
hectares. Its stored water volume will be 4,800 million
cubic meters.
3 DAM
The concrete-faced rock fill dam will be 190 meters
tall and 345 meters wide at its highest point.
The fill used for the dam’s construction will have a
volume of 8.5 million cubic meters. This material will
be extracted from natural stone excavation sources.

4 DISCHARGE AND RESTORE OUTLET
The discharge and restoration channel will return all of the water
used to generate electrical energy back to the Sogamoso River
immediately downstream from the dam.
5 UNDERGROUND POWER PLANT ACCESS
A 340-meter long tunnel will provide access to the underground
power plant. The three generator units used to produce electrical
energy are stored in the underground plant.
6 SPILLWAY
The spillway is a structure designed to evacuate excess water
due to overflows when the reservoir’s storage capacity is
exceeded. The spillway channel is 72 meters wide and 354
meters long. It ends at a flip-bucket deflector. To discharge the
water in a controlled manner, it has four radial gates 15-meters
wide and 20-meters tall.

INGETEC, SEDIC, Mejía Villegas
and other regional consultants for
ISAGEN and ESSA.
The Sogamoso River was diverted.
Environmental License was
obtained.

2007 - 2008
ISAGEN acquired all of the
Project’s studies and developed,
with the Ingenieros Consultores
firm, INGETEC, the updating of
the designs and corresponding
environmental impact studies.
These were provided to the Ministry
of the Environment and Sustainable
Development, the Autonomous
Corporations of Santander,
and the Monitoring Committee
(comprised of the Governance of
Santander and the City Halls of all
the municipalities of the area of
influence’s region).

entities of the department of
Santander, to drive the promotion of
the Project until 2004.

Social and
Environmental
Management
Water use during the construction phase
utilized 1% of the civil works value, and the lots
purchased for the plant are estimated at COP
17 billion. The funds will be allocated for the
planning, preservation and conservation of the
Sogamoso river watershed, basic rural sanitation
and the conservation of the Serranía de los
Yariguíes National Park.
Legal Transfers from gross energy sales over
the useful life of the power plant around COP
20 billion will be paid to the municipalities and
Regional Autonomous Corporations within the
area of the reservoir and tributary basin. These
funds are exclusively used for the protection
of the environment, defense of the watershed
and Project’s area of influence, as well as the
municipalities’ development works, focusing on
basic sanitation and environmental improvement.
Investments to carry out the management
measures necessary to prevent, mitigate and
compensate potential environmental impacts
caused by the construction and operation of
the Sogamoso Hydroelectric Power Plant.

(UNFCC), the Sogamoso Power Plant could be a Clean Development Mechanism

To construct and start-up the Sogamoso
Hydroelectric Plant, and in particular its reservoir, it will be necessary to restore some
existing infrastructure below 330 m.a.s.l.
Capitancitos - La Paz Bridge Section.
