Happy Fall Y’all! I was very pleased to see 140+
attendees at our Conference held in New Bern this
past May. This was the first conference
collaboration between EDNCPHA and NCPHA.
I hope that everyone who attended found it to be
both informative and educational. Public Health
continues to experience challenges and changes on
the State and Local levels. This conference allows
us as Public Health employees a chance to
network, gain knowledge; and form partnerships as
well as friendships. I encourage you as members
to invite at least one person from your agency to
attend this upcoming conference. The Executive
Committee is currently working on the 2016
Conference which will be held May 11-13 at Nags
Head (Ramada Plaza Nags Head Oceanfront). We
strive to look for ways to make our Association
stronger and Public Health positive, so any
suggestions are welcome.
A block of rooms has already been reserved so
make your reservations now! I am looking forward
to a great conference and the opportunity to see
you all again.

Our 2016 EDNCPHA conference theme is…
Embracing Technology in Public Health.
Gone are the days when you searched for new employees that weren’t afraid to turn on a computer!
E-Health, Telehealth, and Mobile Health continue to gain ground. There’s integrated telehealth and
care management for those with chronic disease; care coordination and home telehealth; diagnosing
concussions on the side lines of high school football using telehealth; and even Walmart has a new
app. A revolution has started and where is public health?

Environmental Health Section
Greetings from the Environmental Health Section! We are looking forward to a great year for
Eastern District. Our 2015 conference in New Bern was a great success with speakers about
managing public records, building leaders and taking action, and hot topics and updates from
Cheryl Slachta and Larry Michael. Our new officers for this year are Stacey Harris section chair,
Melanie Campen from Pender County as vice chair, Rob Richardson from Wake County as
treasurer, Glenn Shoemaker from Wake County as secretary, and Robert McCabe as past president.
I would like to recognize our award winners from the annual conference as well. Congratulations
to Kristi Nixon for receiving the Trenton Davis Award and Daniel Allen for receiving the McCall
Brothers Scholarship. Thanks for all of your efforts in environmental health!
If you are not a member of Eastern District and the Environmental Health Section you are missing
out on a great opportunity to network with peers, meet interesting people, listen to great
presentations, fulfill your leadership aspirations by becoming a section officer, and have fun. Also,
we offer a membership fee waiver for the section membership to specialists hired within the past

Health Directors’ Section
Many thanks to all the health directors who attended our section meetings.
We had over 25 health directors as well as other public health leaders in the educational sessions held
on Thursday. It looks like Chris Dobbins gets the award for the health director traveling the farthest for
our meeting.
Morning sessions were led by Sheila Davies, Dare County Health Director, who presented on Telehealth and Public Health Opportunities. This was followed by a panel of staff from the UNC-W College
of Health and Human Services, discussing the Development of a NC Public Health Training Center and
its implications for Workforce Development. Steven Garner spoke to a packed room in the afternoon
about the Medicaid Cost Settlement.
New officers for the 2015-2016 year for our section are:

It was so nice to see such great participation and I challenge you to support Eastern District as well as
encouraging staff to get involved.
This is a great way to build future leaders for our Association as well as for Public Health.

Health Education Section
The 2015 Health Education Section of the EDNCPHA annual meeting covered a broad range of
health education topics. Sheila Davies, Dare County Health Director, PHD started off the day
with an excellent presentation on tele health medicine and how it is improving the services we
provide throughout public health practices. Leah Mayo and Stefanie Keen, from Active Routes to
School Region 9 and 10, kicked off the section with some informative strategies to getting
families involved with active routes to school. The presentation was filled with success stories
and incentives/resources available to encourage children to bike to school for physical activity
when possible. Amanda Cornett and Beth Mainwaring, NC Center for Public Health Quality
Improvement, provided an informative and interactive session on quality improvement tools
being used in public health settings. Lisa Phillips, Tobacco free living coordinator, Partnership to
Improve Community Health, NENCPPH shared updates on tobacco prevention efforts across the
region. All of the presentations were informative and engaging. A wonderful luncheon was
provided for the section and allowed for a great networking opportunity for health educators
across the region. Thank you to Joanie Ross and Julie Gooding-Hasty for contributing to the
success of the health education section of the EDNCPHA annual meeting. The Health Education
officers will be planning a dynamic health education program for spring 2016.

The EDNCPHA Nursing Section met May 6-8, 2014 at the New Bern River Front Convention
Center.
Our past president Dawn McCabe, NP was recognized at the awards banquet for her
endeavors to provide a great variety of speakers and topics and getting nursing credits
approved for our meeting.
As we look forward to the upcoming fabulous year with EDNCPHA please consider the
following needs:
 We hope to continue to develop an email list serve for nurses interested in public
health in eastern North Carolina.
 We need a representative for the scholarship committee.
 We need nominations for Nurse of the Year.

Membership is currently underway for the 2015-2016 year. Membership applications can be found on
our website at www.edncpha.com.
We will continue the incentive program for recruiting new members this year and hope that you will
beat the bushes – the member who sponsors the most new members will be awarded a $50.00 prize.
There will also be a drawing at the annual meeting where everyone who sponsors at least one new
member will also have a chance to win $50.00. Please share it with any potential new member.
If you are on the executive board, remember that you must be a paid member and if you have not paid
your membership, please do so.

It is TIME for EDNCPHA members to consider nominating a member worthy of recognition
during the Annual Educational Conference being held May 11-13 at Nags Head (Ramada Plaza
Nags Head Oceanfront).
There are many individuals and groups within the Eastern District Public Health Family that
deserve to be nominated and there is no greater achievement than to be recognized by your
peers for a job well done. We ask that you carefully consider potential candidates from your
agency and submit a nomination for our consideration. Today, there is far too little opportunity
to recognize our many outstanding public health professionals. You can change that by taking
time to nominate an employee or department.

The EDNCPHA member nominated for this award should have demonstrated an outstanding
achievement in a specific health related project, program or activity within the past two years.

significant local, regional or state impact, or the potential for such impact, as a result of
implementing the project, program or activity.
OUTSTANDING CAREER ACHIVEMENT AWARD
The EDNCPHA member nominated for this award should have significant achievements during a
career that is characterized by exemplary and sustained service to public health.
OUTSTANDING PUBLIC HEALTH AWARD
The agency or program nominated for this award should have health programming that is
considered creative, innovative, efficient and effective. The programming should have
demonstrated community involvement and impact and has been or is planned to be an ongoing
effort.
The nomination should be submitted in narrative form not to exceed two single-spaced typed
pages. Nominations will be due in spring 2016, with the deadline information forthcoming.
