legislation, to educate and protect
the freedom of all, both riders and
non-riders alike. We do this not
only to benefit us but to promote a
better image of motorcyclists in
general.
ABX 1-8, Chiu. Diesel sales and use tax: Existing law,
beyond the sales and use tax rate generally applicable, imposes an
additional sales and use tax on diesel fuel at the rate of 1.75%,
subject to certain exemptions, and provides for the net revenues
collected from the additional tax to be transferred to the Public
Transportation Account. Existing law continuously appropriates
these revenues to the Controller, for allocation by formula to
transportation agencies for public transit purposes.
This bill, effective July 1, 2016, would increase the additional sales
and use tax rate on diesel fuel to 5.25%. By increasing the
revenues deposited in a continuously appropriated fund, the bill
would thereby make an appropriation.
AB 51, as amended, Quirk. Vehicles: motorcycles: lane
splitting. (1) Existing law requires, whenever a roadway has been
divided into 2 or more clearly marked lanes for traffic in one
direction, that a vehicle be driven as nearly as practical entirely
within a single lane and not be moved from the lane until the
movement can be made with reasonable safety. A violation of the
Vehicle Code is a crime.
This bill would authorize a motorcycle that has 2 wheels in
contact with the ground to be driven between rows of stopped or
moving vehicles in the same lane if the speed of traffic is 30 miles
per hour or less motorcycle is not driven at a speed of more than
50 miles per hour and the motorcycle is driven no more than 10
15 miles per hour faster than the speed of traffic. The bill would
provide that these provisions do not authorize a motorcycle to be
driven in contravention of other laws relating to the safe
operation of a vehicle. By creating a new crime, this bill would
impose a state-mandated local program.
AB 841, Jones- Motorcyclist safety training programs(in
TRANS comm 3/2015). To provide financial or other support to
projects aimed at enhancing motorcycle operation and safety,
including, but not limited to, motorcyclist safety training
programs. Sponsor and coordinate efforts aimed at increasing
motorists’ awareness of motorcyclists. To reach all highway users
on matters of motorcyclist safety. Adopt standards for course
content, contact hours, curriculum, instructor training and
testing, and instructional quality control, and setting forth a
maximum amount for course fees for the novice rider training
course. All administrative costs of a premier motorcyclist safety
training program, including the cost of owning and maintaining
motorcycles, shall be paid for by the provider, and none of the
costs shall be paid for by the state.
Lane-splitting for motorcycles is safe, says landmark
Berkeley study- A study on which new California legislation is
based says lane-splitting is relatively safe for motorcyclists -- even
safer than not lane-splitting.
The exhaustive UC Berkeley study, a copy of which was obtained
by the Los Angeles Times, reviewed 6,000 motorcycle-involved
traffic collisions between June 2012 and August 2013. Almost
1,000 of those accidents involved lane-splitting.
The study's research shows that lane-splitting motorcyclists were
considerably less likely to experience serious injury from their
accidents than motorcyclists who were not lane-splitting at the
time of their collisions.
The findings are important, because they are the basis for pending
legislation passed in the California Assembly this week, and
headed for a vote in the Senate.

Did you know that you can enroll your children in Jr ABATE for only $5.00 per year?
By enrolling your children in Jr ABATE you can start them out right learning about
protecting their rights. As an added benefit, when your Jr ABATE member gets ready
to take the mandated Motorcycle Safety Course, Richard Lester will pay for it! And the
course may save your child’s life! Jr ABATE member, Randy Albritton, took the course
on January 11th- 12th. Here he is at the January 15th COC meeting receiving a

Charities presentation at the January meetingPAC- Quiet- Coming up is the lane splitting and Anti-Profiling bills- Both will be discussed at the January Board meeting in Cypress.
Unification Rally in January 9th to coincide with the Easy Rider show.
Membership- Ron 9 renewals, 1 business renewal and 2 new members.
Poker tournament set for May 14, 2016 at the Moose- Each member should sell 1 ticket. We need better attendance at this years event.
Run Coordinator- Mike will be retiring after 4 years and Anthony’s daughter, Leann, will be taking over – she will start by working on the
FYAO/Tom Watson run.
VP-Mike- Safety- Layer up for the cold weather- Wear proper rain gear, Make sure your tires have tread, Watch the road. What used to be kindof slippery is now very slippery, Give yourself more space between you and the vehicle in front of you.

Toy run was a big success- Glenn apologizes for the wait die to the parade - next year we will meet at the Moose at 10 and leave at 11:30.
REMEMBER- We will need a new President in 2017 so think about making giving your time.
ABATE website has been down- renewal needed to continue the website which is a great tool for the group. Motion and second with passing to
renew the website for 3 years - $440.97
COC (Confederation of Clubs) dues as well- motion and second- passed by membership to continue - $100.00
Coach- 2/28- Almond Festival- Coach will open the Veterans Hall in Esparto as part of his campaign.
Lane splitting- should hear this year – at this point if it is signed into law you will only be able to 30mph when splitting
Anti-Profiling- due to the Waco event and pictures of bikers shooting into the parking lot, we will wait until 2017 to continue our campaign.
Fund for body cameras broke due to LA needing funding (more than was in the fund).
Campaign news- At present Coach is leading all Democrats.
Bad news- they have 2 million in funding and when that kicks in the outlook won’t be good.
